COMMENTS DEEMED FORBIDDEN BY COUNTY EXECUTIVE

The following statement is the entire content I requested to make before the Giles County Legislative Body at it's called meeting on 27 July 2011. The County Executive refused to allow me to speak even after I had met all the requirements to speak.
I had hope the Commissioners might have the strength and integrity to stand up to the abuse of power and override her violation of my civil rights, they failed.

My name is Allen Barrett…. I’m a retired soldier and retired minister. Giles County has been my chosen home since 1983 and I currently reside on Jackson Drive in Pulaski.
I appreciate your respect for my civil rights and giving me this generous allowance of time before you, to address the issue of the tax rate and the budget.

1) We’ve been told that the reason we’re gathered here today is because the state says..... Well, the state can’t talk... but it can be used as a scapegoat to pass the buck for excess spending.. Ladies and Gentlemen this budget is one big lie after another.

a) We were told that the tax rate... had... to go up from 2.69 to 2,77 or $350,000 because the Equalization Board had not completed their work before the rate was set. Yet the Calculation Form for the certified tax rate filled out by the tax assessor reveals that the equalization Board made zero changes.

b) Half a million dollars is in the budget as revenue from a weight station that isn’t even built yet, but we’re told that “Franklin County assured us that’s the amount they got” They don’t even have an interstate in Franklin County much less a weight station.

c) What happens if that money don’t materialize, will we be required to pay more in taxes later in the year? What will happen to next years rate?

d) We were told loudly about all the cuts but then all the cuts were quietly restored. We were told county employees would have to pay for the increase in their insurance but that too was secretly changed back to where it was….. 100% paid by the county. There’s no question the salary and benefits of government workers are already higher than the average citizen in the county.

2) For a change think about where this money is coming from, not where it’s going.

A) Asking the ninety year old lady down the street from me on a fixed income and
already paying to have her garbage hauled off, seems unfair to have her pay for a cow to be hauled off someone’s farm. That may be needed but how does it effect that lady?

B) You give money to the EDC/IDB which may be a good idea, but $35.00 car washes and
thousands of dollars for luxury rooms and meals don’t set well with folks struggling with how they’ll get their next meal. That money would pay for a lot of dead animal removal. Most of the money given the edc/idb….. the commission doesn’t have a clue where it’s gone.

C) The money is coming from people hit by 20% unemployment, gasoline prices 100% higher than last year, electricity up 40%, water up 25% in three years, sales tax maxed out. Well, you may say they can eat beans and taters and cornbread, but pinto beans increased 60% in past year to $1.15 a pound, potatoes and corn doubled in price. Fixed income ain’t fixed….. it’s shrinking.
There was no increase in Social Security this year but there was an increase in Medicare premiums. Our Seniors are paying more toward their medical insurance than county employees are.

3) There’s more space being used in the newspaper for foreclosures than for news.

A) Assessments were done not by our elected assessor looking at the property but by a formula and a guy from Nashville.

4) Many of you sitting here today have complained about the burden created by the federal government, yet you, are making this county government into the same kind of burden.
If this government is for the people and by the people then why is it making so many suffer unnecessarily? If this was a legitimate budget and process why was so much of it conceived and birthed in secret and open debate squelched?
I urge you please vote no on this illusion and the deceitful process under which it was created. Thank You

During the meeting, the $500,000.00 of possible money was removed from the budget and three positions that had been cut were restored. Two of those positions were custodians, the most productive of the custodians, and were needed. I believe they had only been cut to provide a stage to restore the third position in the Financial Management Office. The position in the Financial Management Office wasn't actually cut the person had quit three weeks ago and the director and County Executive wanted the position filled. Basically the Commission voted for a new hire. Understand that most of the people in the courthouse only work 35 hours or less but we'er told they can't possible get by with one single less person!

"For show" ?? Which of the facts Mr Barrett presented are you doubting ? The unemployment in Giles County? it is being helped along by the inept Industrial and Economic development boards and is pretty close to the 20% number .
Stand opposite the 'free food' place on North 1st street some day when they're open and see if you have friends or relatives in the line . LOTS of us do. While you're in Vanzant's office looking for 'the letter' ask her to go with you ....

Where are you getting the numbers for unemployment in the county? Just a couple months ago there was an article in the paper stating that we had unemployment around 10 to 11%. That was also lower than all of the surrounding counties other than Lincoln. Sounded like positive news to me.

Sure, positive numbers if you are already employed yourself, as are you! Don't forget the numbers that come out 'officially' do not reflect those who have given up and are not drawing unemployment. Those poor folks are always forgotten and never included as it makes the numbers look better.

I noticed in todays paper, which was published yesterday, that some houses would be paid for that is in flood zone in Minor Hill. Does anyone know where these houses are and if they knew it was flood zone when built.
After the county buys them what will they do with them.

I remember March 1955 water was across Highway 11 near the foot of Minor Hill. A few years later houses were built in the flooded area. Just wondered if any of them were to be bought.

Maybe its time to revamp the IDB & EDC, maybe combine the two. May also be time to let the current econimic director go and hire someone who has good performance record. Tax payers cant keep funding these boards year in and year out without any results and continued job loss. Dont make sense.

11:10 What is not true and to what do you refer when you say he has not done his homework? Please back up with verifiable facts.

Please do not include opinions and statements from imaginary friends that the information can not be validated.

If there are laws you are aware of that many others have overlooked or reports to the state, county, anything tangible.

And I really can not argue that Mr. Barret may have cost the county money with additional legal fees submitted on blank letterhead for legal representation of a County Commissioner that the tax payers should not have payed for but did? Oh but wait Mr. Barret did not submit his legal fees for the tax payers to pay.

Our founding fathers felt strongly about challenging government and I have seen valid questions come from the man. I only wish our County Commission felt as strongly about the Constitution and equal protection for every citizen. They have proven only certain citizens deserve that right under their rule.

In a called meeting the only thing that you could request to talk about was the subject of the meeting. Tax rate was not the subject Budget could have been discussed. Probably would not have mattered when it comes to Barrett.

Lets not forget , we were getting the water bottling company in the county. So many residents fought it so hard it fell through. Not only did we lose the jobs they would have created, but other prospects would not look favorably to county resistance to ANY CHANGE IN THE COUNTY. So I guess we have it like the good days.

6:28 AM In the called meeting the subjects were the budget and to set the tax rate. Both items Mr. Barrett requested to speak on but was denied.

8:29 AM Ice River Springs admitted to their bottling company perhaps creating two jobs since everything is automated. Too, the commissioners and Speer could not legally sell the Campbellsville Spring property to Ice River as its held in trust for the people of Giles county. Thats the reason residents protested and the commissioners and Speer backed down when they faced a lawsuit.

I greatly appreciate the response by 12:03, 7:11 and 9:05 to the 11:10 poster who's remarks were not only clouded, confused and outrageous they were just plain untrue.

One thing I can tell you with absolute honesty and verifiable proof my family has joyfully feed far more less fortunate people in this county than you could ever imagine.

I have not cost the county one single penny. I could have cost them a bundle after being unjustly arrested but did not. Any lawsuit that I have filed came only after every other effort was exhausted.
Compared to the "MILLIONS" Mrs Vanzant has cost the county, from the jail to the Hunter Smith Building, to lost opportunities because of lazy incompetency. I'm surprised you would ever want to bring you that subject. All my legal fees have been paid by me and my family unlike the legal fees of those who violated their trust to begin with.
You say, "Only someone that is not from here make a mockery of the way we talk to." Have you heard me speak, my accent has been laughed at all the way around the world. While I am not from here originally
this is where I chose to live. Since 1983 I have paid taxes and spent money in this county, my children graduated from Richland and my grandchildren have and will graduate from GCHS. Which do you prefer, someone to be from here originally and choose to live and pay taxes in Lincoln County and take their taxpayer salary to spend there or someone to choose to live and pay taxes here?

Why should anyone trust you after being so wrong in your post? I have tried to answer every question asked of me. Many believe I have been too open which has made me more available to vicious attacks like yours. Not once have I spoken or written about anyone publicly without first trying to discuss the issue with them in private.
I'm sure you will not find my response acceptable as your mind has already been poisoned by the unsubstantiated gossip you apparently feed upon but I will be glad to show you proof of everything I stated just tell me where to meet you.

Mr. Barrett WAS in fact allowed to speak at yesterday's meeting. However, he kept on talking when Mrs. Vanzant told him he was out of order. Then he kept on mouthing and was asdke3d to leave. He yelled out that he was leaving and stormed out of the room. This he can't deny, because people were there who saw his misbehavior.

What meeting was you at dude. Barrett got up to leave and was ordered to sit down by the queen bee he told her no and he was leaving. She ordered him out and he said he always walked out when dirty jokes was being told.
Wasn't no misbehavin" by anyone but the queen bee. Say dude what was with all the cops in there I thought I done took a wrong turn and went to the jail.

I am appalled and extremely disappointed in every one of our commissioners. They had copies on their desks showing both Mr. Barrett's request to speak during the meeting on the subjects to be discussed, and Ms Vanzant's letter of denial. Every one of those commissioners is fully aware of the rules relating to special called meetings of the board of commissioners and knew very well under the circumstances Mr. Barrett had the Constitutional right to speak and met the criteria defined in Roberts Rules of Order, which the county professes to operate under. This just goes to show, despite all the tooting about "I served my country so US citizens can keep their rights", thats all it is - tooting their horns. Not ONE of them had the appendages to make a motion for Mr. Barrett to speak. So, forget all the shows of brave talk - thats all it is. Talk. Vote for their opposition next time around.

How did you arrive at this figure and is Commissioner Coleman's legal fees included in this figure?

I am interested in seeing the figures first hand.

Now the Hunter Smith building was purchased for how much by the county with added improvements totaling how much in capital outlay for the tax payers?
I'm asking.

The building then sat deteriorating for how many years? with an added cost of insurance premiums, electric service fees, ect. again I ask.
I understand the county did probably assume some depreciation from the building. so we can wash this category.

The county received offers for how much (I ask)but decided to auction the building off and settled for a grand total of $50,000 at auction.

Could Barrett's legal fees have been covered plus additional revenues if that one piece of property had been handled properly?
If any one has the figures and would like to do the math I would appreciate the help.

I would suggest that you put a copy of the invoice for those numbers on here since you feel so strongly that I am responsible for them. I certainly hope it was a better prepared invoice than the one Mrs Henson was paid by. Here is a fact for you that you can check out real easy and unlike you I'll tell you where to check it at, the record of the trial has the judge stating very emphatically to Mr. Williams that it was not a frivolous lawsuit and he could forget having his fees paid by me.
Now as others have asked, I also ask you where did the $29,594.18 come from and how was it arrived at.
Here is another fact that you can check out, there never would have been a lawsuit if those involved would not have violated the law then arrogantly challenged me to do something about it.
Even the judge stated that Mrs. Coleman should not have been on the ballot. And in the words of the head of the election office, "I just don't know what happened."
Now Robert Wayne Garner is going to be tried for murder in Giles County. Do you have any idea how much it will cost the county for that trial. Would you say just let him go because it will cost too much or maybe you will declare that
Mrs. Wilburn has cost the county too much money because she was murdered. The typical response of the brain dead liberal is to blame the victim and coddle the criminal, I bet you had a party when Casey Anthony got off.
One other thing that puzzles me about your post is finding out you enjoy hog wash with your beans and taters. Why don't you come over to my house and I'll give you some real good sweet tea so you don't have to drink hog wash.

I'm one of "the people of Giles County" and I don't know. Yes, I honestly think you would say anything without the facts to back you. This is the first time I have posted on any blog but I've been reading the trash you and ones like you post. It is SO easy to post gossip, untruths, rumors, etc. when you don't put your name behind the post. I noticed everyone who puts their real name on a post always get nasty comments. One reason I'm not posting mine.

First of all they were NOT in court,that particular body is a legislative branch of government that just happens to be held in a courtroom. Just because it has always been called that doesn't make it right. Those that insist on having it called court have an overinflated opinion of themselves, but that is just my opinion as allowed by the Constitution of these United States of America. Mr. Barrett should have been allowed to speak as he met all the requirements, however when he was denied he should maybe have called the ACLU and had them send an attorney as his civil rights were being violated. I think it would have been cheaper on the county to let Ms. Garners office cover the shortfall with overtime rather than pay benefits on another full time employee.

7:31 What Court? What in the world are you talking about? What I saw was a County Executive and a commission that ignored a citizens request to speak. A letter was read by a commissioner to respond to some of WAB's concerns but when he wished to address the commission when Mrs Vanzant asked if there was any more discussion the gavel came down.
It seemed planned the same way they worked the third employee back into the budget for Loretta Garners office, when the commissioners stated they really only saw the need for the two maintenance employees. Watching the budget committee and the actions of Vanzant and the commission is pathetic and I hope voters do take notice now that the full videos are online.

Wait Congress is going to Court to vote on some bills.

If you do not think Barrett should have been afforded the right to talk, when he went by the rules in his request, then you do not believe in your right to speak either.

As for me I have the right as well as everyone else that is a citizen, even those I find ignorant and bigoted.

For those of you who seek the truth as I do... I will not post an invoice on here, you need to see first hand,as I did. Mr Barrett posted an invoice on this blog, and it was not the same invoice I seen with my own eyes. All records are a matter of public record and you can go to the County Executive Office, and find out the truth, I don't expect you to believe what I say here, just the same as you should not believe what Mr Barrett says. Bills have to be paid and checks have to be written, just the same for all of us. Just think about it...$29,593.18 To me that is a lot of money that could have gone to better use in our county, that all of us in Giles County had to pay for...

I can not understand why they put these positions back in the budget after it was stated that they had it covered to get the work done. Would it not cost less to contract the janitoral services out by bids. How much money are our elected officials costing the county? Mr. Barrett is trying to help the people in our county. YOU CAN NOT HELP THOSE WHO WILL NOT HELP THEMSELVES, we all need to remember this the next election. Mr. Barrett can you please post which commissioners voted to reinstate these positions (after they were told the work they did was already covered.

Funny thing is last week Mrs. Laveroux, sorry if I misspelled the name, stood before the County Commission and spoke for 5 minutes about spending and the paying of unmarked invoices with no letterhead or itemization. She said there were many and she had copies. It was the first part of 7-18 meeting video.

Recently as I have witnessed a lot that makes me distrust our government in Giles County and that their mission is not for the betterment of Giles County; the only way I will believe you is if the digital record of when the documents you say you saw were produced. You seem to find blame only with Barret and nothing wrong with wasteful spending or bullying citizens.
And Barrett does have the right to challenge what he finds to be wrong just as you do, but if he chooses to sue I do hope he goes directly after the officials that violated his equal protection of all rights under the Constitution. The receipt I posted is indeed different from the one that was later said to be the real invoice from Mrs Henson. There is just one problem with that accusation, the receipt I have has the date it was received written on it and I have a tape recording where I ask Mrs Garner about the unprofessional statement and she comments, "I know but it's the only thing they gave me."
Now one other thing that brings into question your accuracy and honesty. I posted a receipt for $16,632.00 that was paid to Mrs Henson now is the $29,593.18 a separate invoice which means the total is actually $46,225.18 and if so what were those extra charges for. If it's not a different receipt is the original amount of $16,632.00 included which means it was paid twice? The County Election Office apparently isn't the only office willing to backdate official documents.

Mr Barrett has pointed out several times the term 'court' when referring to the Board of County Commissioners was abolished in September 1973. However, Ms Vanzant, the county attorney and a few others still persist (incorrectly) in calling the meeting a 'court'. Ms Vanzant even requests the sheriff to 'open the court', then she procedes to sit as 'judge'.

DAW you may want to check the law. Anonymous does not protect you from libel. There is no contract for confidentiality and if you can find out who it is then you can sue them. Check out some of the legal issues concerning libel and re-publishers, like blogs, and obtaining hidden identities to file complaints.

The way I see it, nobody has committed libel. One person says that it is true and can provide documentation. Just because they don't post it on the blog doesn't mean that it isn't true. If you call someone out by name that is posting anonymous because their information is perceived to be false, due to only another mans word, that is ethically wrong. Thank you Mr. Hughes for posting the video of the meeting. I don't get to attend these meetings much anymore and was pleased to see for myself the actions taken by our representatives.

I have no axe to grind with Mr. Barrett, but it was clear that he was out of order in addressing the commission without being recognized. The meeting's presiding officer is to be commended for telling him to leave the room after he ignored three admonitions of being out order and continued mouthing as he walked around the room.

I expect the commissioners, whom I am paying, to be able to get their work done without having Mr. Barrett, me or any other unelected official standing up and spouting off about anything that might be on our mind and thereby interrupting their work.

If anyone of us wants to enter into a debate in the middle of a government meeting, then I suggest we seek election to that body. Until that time we should all show the respect a decent society develops and demands and await public hearings to address our concerns with public officials. Merely choosing to stand up and begin addressing a governmental meeting, even though I might agree with what you say, is unacceptable and disgraceful behavior.

12:41 I'm not taking sides here, but what does a citizen do who meets all the requirements to address a govt body and is refused? It isn't just Mr. Barrett who has been refused the opportunity to speak at committee meetings. Can you not see how frustrating this is? With Caller ID some commissioners don't return calls or answer calls of constituents so you can't phone them.

I don't know why it is that when a person is elected to a position whether local, state, federal, they seem to change from the person they were before elected. A small minority don't but they either keep silent or don't have enough "clout" to do anything.

I personally am tired of all the bickering and especially the attitude that many commissioners and the county executive have towards those of us who put them into office. I agree with July 31 at 7:19. Then my wife handed me a copy of the proposed Giles County Home Rule Charter. Though I do not agree with some of what this Charter is proposing; I do like the document and will vote for it. The reason I am supporting this Charter is that it will provide citizens of Giles County the authority needed to keep the governing bodies in line. It also provides very specific requirements to keep our legislative and executive branches of government responsible for thier actions. The way I see it Americans fought for their freedom and demended that any governing body be responsible to the will of the people. I really like the Zero Based budget requirement and having to hold government meetings anytime of the day after 5:00 PM.

Happened to read the guidelines for holding county meetings, a publication used by the county executive and the county commissioners. It reads that anyone wishing to speak at the Board of Commissioners meeting requires a simply majority vote of the commissioners and all the county executive does is to state how long that person has to speak. Therefore, it was not the privilege of Ms Vanzant and the county attorney to deny Mr Barrett being able to speak. (How much exactly does the current county attorney know about the simplest of county laws)?

I posted a new thread topic to deal with the absurd question of the County Legislative Body being a COURT
and the County Executive being a JUDGE.

Some other absurdities that apparently need to be clarified for the enabler and brain-dead among us.

Of course I wasn't on the agenda to speak at the Commission Meeting. Mrs Vanzant is the one who set the agenda and she alone chose to leave me off even after I had met every requirement and well within the extremely limiting time frame she has arbitrarily set.
It was she who refused to allow me to speak at the "Open" Public Hearing on the Budget that the state requires to be held.
In my opinion the woman clearly uses her dishonesty and vicious, vindictiveness to cover up her incompetence and keep it from being revealed to the general public. It is a shame to have such an embarrassment representing this wonderful county.

But from the first comment in this post I have to believe there are those in our local government out to benefit themselves, their friends and family. Put the tax payers money to our good use.

Next year at election time, citizens that believe government should listen to its citizens, go up to any elected official that was in the room or refused to allow Mr. Barrett to address the commission; ask them simply why? and then go back and watch the videos. Government had a chance to step up but chose to cower back for what ever reason?

And you go along with it so you are an enabler of wrong doing.

But hasn't the Supreme Court of the land decided that you can't censor thoughts and that speech that is not yet spoken is merely thoughts? Again with your ignorance. Read 42 U.S.C. 1983 which permits a citizen to go directly after a public officials assets. He would not be filing against the county but against the individuals that officially oppressed his constitutional rights. So to answer your question.

Cost to the taxpayers $0.00. Cost to the individual guilty of the oppression. Let an actual trial court judge and jury decide.

Every citizen has rights even if their belief differs from you and if that is hate kool-aid then you reside in the wrong country as well as reality.

Bring the Constitution of the United States of America back to Giles County. It really is a wonderful read if any of our elected officials care to read it for the first time.

Bsrrett, you are so naive and misguided. The county commission, a body to whose membership you so dearly covet, is not a free-for-all townhall meeting place.

We elected the commissioners to deliberate and make decisions for us. And we pay them to do that job.

They don't need you, me or a dozen other people standing up any time you, me or they may deem fit interrupting a meeting. Does it really make any difference whether it is a legislative body or judicial body? We all owe both the same respect.

Your District could have sent you as a voting member to this deliberative body. For better or worse---we will never know---they chose not to do so. Your disgraceful behavior on the video tape is no less offensive to me than it would be if you suddenly stood up at my church and began spouting your opinion, interrupting the worship service. We could argue all day about whether you had the right to so do, but surely no one would believe you would be right to do so.

Please begin to show some maturity and grace in your conduct.

That is a very true statement. What is best for the majority will sometimes leave others to think they are being oppressed. It just turns out that the few here try to get out loudly that they aren't getting what THEY want. When I think about it, it is hard to figure out what THEY want because I don't really think THEY know. It's unfortunate that you can't accept the process that's been in place for years. What do you suggest that people do if they can't phone or write their commissioners? Let me guess. They should show up at meetings and cause all the disruption they can to get their points across? They should write nasty letters to the editor and do their best to belittle and discredit any whom they dislike or resent for whatever reason? Thanks to a very small and vocal group of unhappy people, we have that process firmly in place as well. However, I tend to favor the one instituted many years ago.
Would you be so eager to talk to people who want to give you a hard time? Would you want to listen to anything a man has to say who is calling you names and accusing you of all manner of wrong? If an elected official does not have the back bone to listen to their citizens, all of them, especially when requests are filed correctly and on time then they do not deserve the position.
What I read on hear in defense of denying a citizen his right to address the commission is sickening and childish. We don't like what he is going to say, we don't like the tone he will probably use, we don't like him, we don't care how the state laws read because Mr. Barrett may make a remark that might be in opposition of our view point, in other words he might say mean things to us and we can not have that.
Once you arbitrarily wield your authority and weakly make excuses to deny a citizens rights it's easy to do it to the next citizen and find some new flimsy excuse.
When do the flimsy excuses stop and good government by the people for the people begin?

Has the commission allowed citizens to address them in the past? Yes, and their are rules that allow them to. That is our way, the peoples way.

In the same sense if Mr. Barrett presents anything as truth that is false or defames a public official in his address he is held by the same laws and can be sued by the commission for slander and defamation. Of course his statements have to be shown false.

The law is in place to control attacks on the commissioners so there is no need to try to stifle his concerns. by not allowing him to speak if he feels passionate enough about the subject matter. His tax dollars are spent just like yours and mine. That has always been the point. This post would not even be here if 5 minutes would have been sparred by the commission for a citizen, no matter how crazy they may think his ideas or hate his approach.

If they did then the law to which they refer should be easily produced, but I have a feeling it never will because you can not produce what is not there. And if it is not there then you must question someones honesty or competence in a position paychecks are derived from the tax payers.

I do not want to hear Barrett or anyone else during our county meetings or during county court. This is our time to do county business and we do not have the time to listen to anyone who wants to bring up any challanges. We have discussed our business and we know what must be done dispite what a few malcontents want. We meet to vote on what is needed and that is it. We do not have the time to listen to any or everyone who wants to speak. I am a member of a fine body of government and I am proud of what I and my fellow commissioners do. To heck with those of you who want change. You are not going to get it; you never will. We run this County and the sooner you understand that fact and accept that fact as the way things are done here; the better this County will be. I put too much time into what I do for this County and i do not get paid what I am worth. I forgot to mention my opinion about the charter. Why do you think these people are pushing so hard to get a charter for Giles County? They know they can't get those "ndesirable"elected officials out of office by the electoral process, so they come up with this, their Plan B. They claim it's to give citizens a voice in what goes on, but sane and rational people will know better. No, it has to do with getting those elected officials out of office whom they see as unfit. Prhaps they think this will make it posible for them (or their candidates) to gain those political positions they so desperately want. Don't be fooled. In my opinion, these people are both dangerous and vicious, and it is in fact they who are pushing this charter. We don't need them, and we certainly do not need a charter for Giles County.

Apparently you assume too little.

I tried to get the county attorney and executive to tell the authority used to prevent Barret from speaking neither has done so.
It's seems real simple to me if they tell the T.C.A. code that prevented Barret from speaking and iit is accurate then Barret is way out of line, if they can't produce that T.C.A. code then they are liars and every taxpayer in this county should be outraged.
Why was it that no one was allowed to question the budget during the budget committee meeting or the public meeting on the budget that is required by law, then no one was allowed to speak against it at the commissioners meeting?
This thing isn't about Barret it's about free speech and censorship by those political figures for whom uncensored speech might prove to be embarrassing or as Uncle Phil says "unnnnncomfortable".

My grandfather voted against the budget because he didn't think the taxpayers should be responsible for several items in the budget. He wanted to stand by the cuts that the Finance Director proposed when asked to balance the budget. Of course that is what most of the people on this blog wanted, but for some reason he is still labeled as bad commissioner. Typical hypocrisy. I think they bash him because they don't like me.

I suppose you are right about us all being enablers. One opinion usually enables another.

The insult to Mrs Harwell was to dare and ask where was her permit to have an open fire on the square after she had voted to deny others the same privilege. Not only did Harwell attack Hughes but he also threw out some slurs against Barrett who wasn't even there.
It's a shame a commissioner would act in such a manner then tell the one he attacked there wasn't anything he could do about it because he was a commissioner.
