I have posted the "Rules of Order of the Board of County Commissioners" as sent to me by DAW.
This information was sent in a write protected form so nothing could or has been changed on my part. It is actually two separate documents as the last five pages are Committee assignments and not Rules of Order.
I appreciate DAW's efforts and contributions to the blog.
I do however have a couple of problems with this information most of which is on the last page in the last paragraph which states, "All Committee's will serve a one year term. October 1, 2010 until September 1, 2011"
This last sentence does not appear on my copy of these same "Committee Assignments". I must suspect that it was a hasty addition by someone prior to delivery to DAW, for the following reasons.
1st) Clearly 1 October to 1 September is not a year but only eleven months and therefore is in direct conflict with the previous sentence.
2nd) According to that sentence Committee Assignments don't become effective until 1 October which means any committee meeting before 1 October would be an unauthorized, unofficial meeting and anything done in such a meeting would not only be illegal, including the election of a chairperson and Recorder, but any money paid to committee members during September would be a misappropriation of county taxpayer funds.
Another thing that is troubling about these committee assignments is the fact of how outdated they are to have been made for the 2010 - 2011 year.
For example is Former Commissioner Billy Beets really still on the Flood Zone Appeals Board having been placed on it in July 2010????
Why would Former Commissioner Edwin Lovell be on the Agri-park Committee?????
Are Former Cmmissioners Alfred Harris and Edwin Lovell really still on the Beer Board????
Is Former Commissioners Alan Faulkner and Wendell Wilburn still on the County Wide Water Committee????
Is there even an "Over 65 Tax Freeze Committee" with Former Commissioners James Harwell and Wendell Wilburn still members?????
Why isn't there any signature on these Committee Assignments? Who is responsible for their publication?
Now looking at the "Rules of Order"
1) Why is there no date anywhere in this document stating an effective date; date approved; who approved or anything official showing who and how these "Rules of Order" came to be?
2) If this is an official document of the County why isn't the proper phrases used to identify the document, who it applies to, when it was approved and what officials were involved with it's adoption.
"Board of County Commissioners" is a totally outdated and incorrect identification for the "Legislative Body of Giles County".
While there are several inconsistencies and numerous examples of inconsistent applications of these rules nothing in them stands so in the face of reason than the last two sentences on page 13 which states, "All Committee's will serve a one year term. October 1, 2010 until September 1, 2011.
Folks this is the slipshod way our county is being operated and it's the same way tax money is being spent.

How about the way the county is being forced to spend money on lawsuits. Would you also call that slipshod. I think these documents prove what DAW was saying all along. I am glad that Barrett posted it. Did you read the rules about anyone other than a commissioner being allowed to speak? Seems to me that these rules would apply to the last topic as well. DAW definitely was a force to be reckoned with. I think he is owed an apology. I hate to see him go, but at the same time can't blame him. Who wants to be the subject of personal attacks when they are only telling the truth?
What truth 6:20? I have to agree with Barrett on this it is very unprofessional and not up to standards of a government document. No one signed off on it and no date you got to be kidding right. The rules for speaking are what Barrett said. Do you find it contradictory that committees serve for a year but only from Oct. 1st to Sept 1st.

The only thing that needs to be determined is that last two sentences it took long enough to read this whole thing the first time.
I think for someone who is supposed to be the meanest, most dispised person on earth Barrett was very generous toward DAW.

Just as Barrett claimed they had been added before being sent to DAW, it could just as easily be claimed that Barrett covered them up. We need a commissioner to post regarding the matter to see if their copy has it on there.

Exactly! And this is the type of issue that Barrett tries to take up with county government. The man is not wrong, the county is. The conclusion has to be we either have some very incompetent employees, commissioners and county executive to allow this to be signed(?) and printed on behalf of citizens, or the whacko sentence was added after the rules were passed.
As someone requested, would a commissioner please tells us what is on their copy of the 'ruled'.
Board of County Commissioners, unnumbered pages, on what would be page 6 of 8 pages, unsigned document. Handwritten says "issued 10/9/07:
"Whereas the life of any committee shall be for not more than one (1) year."
couple of points:
1)The last pages are committee assignments and not a part of the official rules, any one can see this.
2)there are only XX official rules and the rules are in a different font than the sentence in question
3)Any changes to the rules have to be approved by a 2/3 approval of the commission.
That sentence and the pages listing committee members is no more part of the official rules than my thumb but I'm sure there will be those that argue. I feel if a little proof reading of documents produced would have corrected the typo.

Since you seem to be an avid reader, may I suggest that you read II Timothy 2: 22-26?
If Barrett were an honorable man, he might have gotten elected to a public office. If Barrett were an honorable man, he might not have the reputation of a troublemaker. May I suggest the above two posts actually read the laws and see that WAB is right on his point. Even when proof is presented from an opposing source that proves there is no such law to support the actions of the Executive, those filled with hate for one man choose to take the low road and question someone else's honor. I see from the source that committees are to meet from Oct. 1 to Sept. 1 and that nobody other than a commissioner can speak unless allowed by the chair and the majority of the commissioners. Are words not what they mean in this day and time?

In addition it is stated in the Rules of Order of the Board of Commissioners, that DAW provided, that the rules listed from I-XX can not be changed. Any changes to the rules have to be approved by a 2/3 approval of the commission. Does adding a few extra pages listing committee members and a few sentences constitutes a law? Some members listed on the committees are no longer on those committees or even commissioners any more. The fact is that is not a law it was part of a memo that includes a typo. You should be able to look at the document and see this but those who choose to be blind can not see.

I'm not the sharpest knife in the drawer; but could someone (other than Mr. Barrett) please explain to me what the next to the last sentence on the last page means?

Since the Budget Committee is the first Committee listed; do I assume that the members serve one-year terms? Or, do they serve until further notice?
Hopefully the County Executive and/or her secretary can answer my question.

I am no trouble maker. All I am trying to do is get a locical and straight foward answer to what I believe is a contradiction in a County government document. If it is a mistake; then someone should have the guts to own up to that mistake rather than blowing it off.

The County government is just that, the government. and we will do what we know is best for this county without anyone who likes to cause trouble changing our minds. People have had the view of this area long before Barrett was here and this blog went up. I think since about 1865 we have been viewed as the capitol of bigotry and I see nothing today to change my mind. In college I got sick of hearing people put down my home when they found out where I was from. I defended this area, my home for a long time but when my eyes were opened because of the actions and attitude of our government and certain citizens I quit defending it because I could see it to be true. I have never been a follower of any one but I do agree with different people on points, although I can say I have never seen any thing the one, that is referred to as the enabler, has written that I agree with. Her statements are bigoted and spread more hate than Barrett could ever dream. Certain citizens of Giles County and members of government only want sheep as citizens and the attitude towards any citizen that questions their actions when they are elected are met with hatred and name calling like troublemakers and outsiders. Some government officials even go as far as to make up their own arbitrary set of laws to govern when they know their actions are wrong and there is no basis in actual law for those actions. Bigotry and hatred seem to be a badge that many of you wear proudly.
But to answer one of your questions a few complaints I have are
1) if the vote fails and the exec says it passes, speak up, especially if you vote against what is on the table
2)quit making up laws to try to stifle a citizens right to redress grievances with the government and follow the oath that every citizen that is elected to public office takes but forgets as soon as the hand comes off the Bible. You know the one where they swear to protect all citizens constitutional rights. But in this area that is a pipe dream unless you win a popularity contest.
3) quit spending tax payer money for the defense of a Commissioner who admitted to fraud because you have something against one of the candidates.
4)Quit paying bills that are submitted on blank pages and are not itemized.

No, I am referring to the enablers (perhaps more than one but probably less than three) who continually try to keep something stirred up and defend a troublemaker.
There really aren't that many people on here that have a clue about anything. I think that most of the posts come from about 5-6 different people. It will be very boring without DAW. He was about the only person that made any sense. I loved seeing folks get so upset when he would prove them wrong. If Barrett wanted to be elected he would learn how to act when he is wrong about something.
I have now spoken to two different commissioners and was told that their copies of the committee list, submitted by DAW, did not have the last two sentences included in their copies. So far no one has been able to explain how the former commissioners got listed with the committees as the list was supposedly made out in September of 2010.

Could it be Mr Woodard pulled up an old copy? I get things mixed together sometimes and pull up wrong one.

One thing I find strange is why would Mrs Vanzant make a statement in this week's paper which states only two committees are allowed to meet after Sept. 1 each year and prior to the commission meeting. Now why would that notice be necessary if this has been routine for years? You will notice Mrs Vanzant does not say anything about a TCA that covers this nor does she refer to any rule that may have been adopted by the board of commissioners.
Then you have the problem of several commissioners being listed as serving on 2010-2011 committees when they havent been commissioners for two years, plus one died about 3 years ago.

I think the article in the paper cleared this up. I have also seen several commissioners Rules of Order and they all have the two sentences at the bottom. Hats off to Mrs. Vanzant for putting the truth in the paper. Sorry Mr. Barrett, but you were wrong on this one. And I am not the person you all call the enabler so don't try that one.

My copy of Commissioners Rules of Order has nothing in it about committees serving one year (11 mnonths). If mine is an older copy than Carol Wade's office would have records of an amendment to those rules but I dont remember it coming before th board.

I'm sorry this took so long, I have been very slow in reading the blog of late. Now to what I am here to say.
Whichever anonymous putz wrote this, you are speaking out of an orifice that has your head inserted in it. Of course Mr. Barrett is a part of the county government. Abraham Lincoln said, "that this nation, under God, shall have a new birth of freedom -- and that government of the people, by the people, for the people, shall not perish from the earth." Understood? He has the right, THE RIGHT, to attend government meetings, to discuss the government, and to correct the government if he so chooses. Why, you ask, because he is one of, THE PEOPLE. Get over yourself, just because you kiss Janet Vanzant's posterior so much that your lips and her butt are chapped, doesn't give you the right to belittle a man for asking questions. I don't agree with Allen on a lot of what he is said, but I am proud that someone has stood up to the Government that is supposed to represent us. You unfortunately only represent the staus quo. Vanzant would like to see it voted on but it wouldn't be changing anything since the members ALREADY serve for one year (12 months). Voting would only cover her butt but this month of Sept. 2011 would then be forgotten about even though Vanzant made this ficticious announcement in order to stop a couple of vital committees from meeting. Incidentally DAW, when this issue first came up I called my commissioner and their list did NOT have those two questionable sentences and it didn't have dead commmissioners listed or others who haven't served for two years. I am convinced someone in the executive's office typed those sentences on an outdated list. Haven't seen those commissioners who came off the board attending committee meetings and getting paid have you and their voting record hasnt been listed in the paper. Lies.

And for the record, they get paid. As I recall, these two are some of the ones who were erroneously placed on that list titled "Committee Meetings 2010-2011" Committee Meetings???? Shouldn't that have been titled "Committee Assignments" maybe??? Whoever typed that was in a big big hurry.
Let's get realistic here and acknowledge the lists sent by DAW to Allen Barrett are NOT the actual lists received by commissioners this past year. Don't you know if someone who WAS elected over say Lovell, Harris, Billy Beets, James Harwell etc they would have called the county executive's office immediately they received the erroneous list. This is a cover-up folks.
Vanzant assigning Lovell and Harris to the Planning Committee is a slap in the face to the commissioners they replaced and to the voters of this county.
I noticed in the paper the article by Mr. Manke that the term on the Commissioner committees is now a year from 1 Oct through 30 September. How enlightening; could this situation get any more bizarre.
What is the real truth? It seems that even when caught in her web of lies the county executive just can't bring herself to tell the truth and be honest.

DAW answered the question earlier in the week. You just need to read.
9:23 DAW did NOT answer the question on Sept. 13 or anytime earlier in the week. All he wrote was what Vanzant wanted and what she wanted changed. There is nothing to change. The policy of one year, from the date in mid September when committees are assigned to the same time the fllowing year is already in place. Nowhere does it say in any state or local laws the committees sra only for 11 months, except on what was gived to DAW on a so obviously out of date list of committees. DAW needs to give us answers to ALL the issues raised, including the typing on the outdated lists and the fact that it was on the list given to him but not on lists that several commissioners have in hand.
I suppose that since no one has posted to this thread since 18 Sept. that the defenders of wrongdoing have either become satisfied that there is no defense of this "policy" or they have tired of defending the untrue.
Either way the evidence is overwhelming against the idea that no committees meet during September each year.

There was a new list printed but when DAW called for a list in an effort to solve the 'new rule' that committees don't meet in September until new committees are formed, whoever sent the list to DAW picked up an old list and it appears added the "Oct. 1 - Sept. 1 11 months = 1 year" lines.

Last year the Beer Board met just minutes before the Commission held it's September Meeting where committee members were assigned. Today 30 Sept. the Beer Board again met. If no committee is allowed to meet in September then how has this committee been able to meet? Are there special rules for different committees just as there are special rules for different citizens? The term "enabler" refers to one who enables which means to provide a means or opportunity for or to make a thing possible or easy.
To be an "enabler of wrongdoing" simply means a person who makes it easier to do wrong or provides an opportunity for one to do wrong.
When a person sees a wrong and ignores it they become an enabler of that wrong. A parent who buys their child cigarettes may not be a smoker but they are making it possible or easy for that child to be a smoker. A person who watches a loved one destroy their life with drugs and makes no attempt to change it has become an enabler for that destruction. It's the same when a person sees a politician behaving badly and simply ignores it; approves of it or covers it up, they become enablers of that behavior. I described the behavior of a poster as an "enabler of wrongdoing" not because I disliked them or disagreed with them as has been claimed but because they continually posted in such a manner as to defend, deny and obfuscate the facts of wrong behavior. That person took offense and called me a liar but has to this date not provided anything of substance to support the accusation that I lied or that they are not an "enabler of wrongdoing." Their only defense has been to call me more names and whine that "they are not". Many have pointed out to this person that since no one knows who they are it's rather ludicrous to respond when the term is used in the most generic of ways. If there is a "perpetuation" of a connection of this term and by a single individual it is because that individual has accepted the term as solely theirs.

Hate and bigotry are not the possession of any party but indeed exist in all parties. The Founding Fathers had no vision of the country being dominated by party politics, in fact they feared it.
Liberals have sold a bill of goods that there is no individual responsibility everything is a result of birth and environment and the government has all the answers. Conservatives have continually sought to have individuals take responsible for themselves. It's like children who are reared by parents who say let us give you everything and your only responsibility is to enjoy it and ask for more. Another family says if you do chores you get an allowance because you have to carry your weight in this family. Now which child will have the better chance of growing up able to face the real world without the trauma of insecurity dogging their every step?
