The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. The County Executive has been a great disappointment to me. For me it's a matter of character. She is a very nice lady who tries to do her best but she just can't seem to be truthful about many things or take responsibility for many of the problems that have clearly been created or made worse by her inaction. Some items of interest include not doing the paperwork so that people in the county could apply for lower flood insurance rates. She told me and a County Commissioner directly that she had contacted the state about doing an in-depth audit of the school system that was several months ago and as yet the state denies having heard the first word requesting such an audit.
She has delayed doing anything to the Hunter Smith Building while waiting over a year for a phantom grant of $400,000 to make repairs.
For Several months I sought to address the County Commission Meeting and was denied because she required approval by 2/3 vote. When it was finally proven to her that the requirement was only a simple majority, and when that majority was given her reaction was to dismiss the commissioners before I was allowed to speak.
These things I was directly involved in and found that an element of trust is missing from her dealings with me. It is very disappointing when you can't trust public officials. Allen Barrett

Allen, I know what you mean. Giles County seems to specialize in limiting the free speech of ordinary citizens. For example, when the matter of zoning first came up (in 2002) the County Commission allowed an irate propertyowner to speak at length on the need for zoning. Then, as the zoning committee did its dastardly work, I kept showing up and asked for an opportunity to speak. This always led to the meetings being gavelled closed, without my having a chance to talk.

Then, when the long awaited "public meeting" was held, I figured AT LAST I'd be allowed to make my case. But, nope, everyone in the audience was limited to two minutes of "free speech," enforced strictly by a timer. It was a disgrace. Here I was someone who had raised thousands of dollars in contributions, and spent it all buying newspaper ads, and yet I was essentially muzzled by the powers that be.

A month later, when the full commission met to vote on the zoning plan, a commsioner made a motion that I be allowed to speak. Needless to say, the motion failed to carry.

So, Allen, I may not have been arrested, jailed and put on trial for trying to exercise freedom of speech, but I still have a pretty good idea where you're coming from.

Dear Allen and Kendrick:

In response to Allen's comments posted at 9:46 regarding the County Executive "not doing the paperwork so that people in the county could apply for lower flood insurance rates". Do to the responsibilities and duties as Director of the Giles County Office of Emergency Management; I am responsible for developing local capabilities to mitigate impacts, respond to, and recover from all hazards and disasters (man-made or natural) that impact Giles County. Flooding is but one such possible event.

Upon reading your comment and hearing a similar comment from a Commissioner, I contacted the Tennessee office responsible for overseeing the National Flood Insurance Program (NFIP) and asked whether or not any person in Giles County has been affected due to the lack of required paperwork being accomplished? I was told that Giles County has completed all required reports and documents and that Giles County is not in arrears.

I do admit that Giles County has not enacted the administrative requirements as specified by County Resolution #99-12A, passed March 1999. This issue is being addressed by my office, the County Executive and Commission. This resolution was passed in order for Giles County citizens to acquire flood insurance; however, there is an administrative side to this law that has not been initiated. This resolution requires a substantial oversight to all “development” and requires that any person wanting to conduct “development” must acquire a permit.

I brought this matter to the attention of our current County Executive (the resolution was passed prior to her being elected) and we are trying to determine the best, most effective and most efficient way to become compliant with the NFIP requirements. I will be happy to meet with anyone regarding this subject, just contact me:

I have found that I can't trust her, that she takes credit for everything that goes well, points the finger for everything that goes wrong, and I believe that she has been a terrible County Executive. We need Glenn Gordon!

If someone honestly knows who caused the blog to be shut down why don't they state it. You see that person is responsible for trying to take away our right for freedom of speech and I definitely do not want to vote for them, but if I do not know who it was than I could accidently vote for them.

In my humble opinion I think the person who wrote in the unfounded derogatory remarks against a candidate is the one who caused the former blog to be closed and not the candidate who was the victim. As Kenrick McPeters will confirm, there is no way for the blog owner to know from whence the comments come.
