The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. 140% Water Rate Increase

At the recent city council work session it became very obvious why a 140% utility rate increase was imposed on the citizens of Pulaski. At the time it was imposed we were told it was necessary in order to pay off the loan for construction. At the time I questioned the amounts as being excessive and far more than necessary to pay off the loan, now it has been made clear that the water increases are being used as the city's cash cow paying for a long wish list of such items as excessive pay increases and unused spec. buildings.

There will be no discount to senior disabled or low income citizens because there is only one person on the city council who has even been interested enough to add up the numbers in an effort to provide such a discount. Mrs Harwell has done all she can but with a lack of support from both citizens and council the possibility is about gone.

The huge water discount is still given the soccer league and the schools but no consideration for those on fixed incomes. The good news is at least one other council member is beginning to find a voice and question the deception taking place. Allen Barrett

There you go again, taking heresay and partial information and running with it. This discount is being proposed for political purposed (for her and her husband). I like both of them, and think that they both do a decent job, but don't be mislead......this proposal us purely for political purposes.

Well lets get this party started. I thought my new glasses were playing tricks on me but it did say 140% insteed of 14% this is obsene. How in the world can they possibly justify an increase this large. An just think if the sewer rates correspend with the water bill as it does now that will cost a lot more than the water bill because i pay more for sewer than water now. You would have thought they would have looked at what the water company takes in an pays out before they got a loan they could'nt pay. The money the water department takes in should stay with the water department if not they will start taking money from PES , the gas dept, sanition an so on.

I guess you are dumb enough to think that all the things they've done over the years is for political gain. What do you do for your community except criticize others who step up to the plate. do you even have a bat in your hand to try to help. I go on here and see people bash Allen Barrett because he tells you things you ought to want to know. Hey, maybe you are one of the other politicians and just jealous? I hope Ms. Harwell doesn't stop speaking up for the average citizens because of people like you. She's the only one of the aldermen who will speak up. Who is the other one beginning to look at things? We need to encourage them.

What "heresay and partial information"? The newspaper has been writing the story for weeks. You must be rich or not affected by the water increase. Or maybe one of the city employees who lurks on here. Or maybe one who sold the council the bill of goods to raise the rates. I am a senior citizen who needs the break and I resent how you want to discredit others who are trying to help us. Do you want to help pay my water bill. Just let me know.

My son works for the city. He says Mrs. Harwell is just about the only one who will speak up for them in the meetings. The only one they can talk to. I hope your poor attitude doesn't make her want to quit speaking up because numbnits like you think it is for political gain. I am 69 and on a fixed income. I live alone. The thing that bothered me most is that they lowered the minimum use amount. My bill took off like a rocket. Now the electric system is going up. Eggs are over two dollars a dozen. God bless someone who is willing to speak up and put up with your criticism!!!!!

To 5:48 I have spoken with Mrs Harwell a number of times about this issue and if she can gain some political advantage for herself or Terry good for them. I don't believe this is the motivation for her efforts because she could gain much more political advantage in this town by not making waves. Why would you be opposed to seniors and disabled with low incomes being given a break on this outrageous act of greed. Talk about political advantage this excess money isn't only enriching some of the city leaders it's being used to benefit their friends. Do you think selling 250,000 gallons of water a month for ten dollars goes to a political enemy?
You can put whatever motivation you want on this but as long as it benefits some people who are in real need what difference does it make what the motivation is. Mrs Harwell is to be commended for her efforts and some encouragement would help.
To 7:44 What makes you think they aren't already making money off those departments?

Mr. Barrett hit the nail on the head again. Anyone who speaks up is used for target practice. By those who don't want people to know the whole truth. He takes a beating because he tells us what is going on. The powers that be enjoy that game. They chew people up and spit them out. Then people like number one helps them by tearing people trying to help down. Shame on you.
