The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Request From Register Of Deeds.

The Register of Deeds presented a request that the County Budget Office take over that office's payroll for the next three months. This request was made because of the decline in revenue through that office. The standard practice of the county has been that the "Fee Offices" pay salaries out of their revenues and the excess be turned over to the county's general funds. This has allowed the "Fee Offices" to set their own salaries. The problem now is that revenues have decreased so much in this office they are not able to garantee enough income to meet salaries totally from those fees.
By putting the office under the Financial Management Office the salaries are guaranteed from County funds. This request was unanimously accepted.

A motion was then made that the county investigate and pursue the possibility of placing all fee offices under the control of the Financial Management Office.

Mr. Barrett, Your last paragraph sounds as if we will not need the elected offocials for fee offices if they are "under control" by the finance office. I don't think this is what you mean. Am I correct?

IF THE FEES WILL NOT SUPPORT THE NUMBER OF EMPLOYEES ON THE PAYROLL, THEN THE NUMBER OF PEOPLE ON THE PAYROLL SHOULD BE REDUCED UNTIL THE FEES WILL SUPPORT THEM.

The next one to go from the Register of Deeds office would be Kyle Helton's wife. You don't think that would happen do you? When the last two employees were laid off due to fees not coming in (one went as Secretary No. 2 to Vanzant's office), Vanzant was quoted at that time as saying "If it got to the Register of Deeds salary couldnt be paid then the county would have to pay it." Nothing was said about paying for two employees. County is only obligated to keep the dept head job going.

WAB I just read the law about financial management of 1981 and it says it DOES NOT include the fee offices. How can this be legal? Dont sound like it to me.

To the 31 March 4:42 poster. I apologize for not being more clear in the part of the post that confused you. The matter was concerning the finances only. The activities of that office would not be under the control of county government as elected officials have an autonomy based in state law.

To the 31 March 4:42 poster. You are correct about the Financial Management act not including the fee offices. What the motion and desire expressed in the meeting focused on was the possibilities of moving the fee offices under the bookkeeping of Financial Management. This was not a motion to move anyone only to explore the possibility. Allen Barrett

Wouldn't it be great if county government took care of COUNTY business and left the fee offices to do what they are supposed to do -which is take care of STATE mandated business ? They collect STATE mandated fees and have always been strictly independent in their view of things . There have been previous discussions in commission meetings regarding how the commission has no control over how raises etc get distributed in those fee-offices . Now suddenly they want to draw from the county-purse to be kept in their established lifestyle ?? I'm having a hard time paying all their fees too plus having to buy food and medicine so can I please get into the county pay purse?. That makes as much sense (or more ) to me

7:53 Very well said. The register of deeds office wants their cake and eat it too. I would have said "sorry, you need to lay someone off" as is being done in general industry. It is not the obligation of the county to keep employees in a job at the expense of the tax payer. What are they going to do in 3 months time? If anyone thinks this economy will do a turnaround in 3 months they are not being realistic. Then I have to wonder, if so little business is passing through the register of deeds office what are they doing to keep occupied for 7 hours each day, other than to entertain commissioner Tommy Campbell. Is that what tax payer money is going for? Just watch what happens in 3 months time. Should be interesting.

I am very aware the courthouse offices are open 8 hours M - F but the employees only work 7 hrs each day as I said. Add to that the 'breaks' and they probably add up to about 6 1/2 daily.

I'm not 10:29 but I would not have accepted the request by the Register of Deeds. Since hers is an elected position she would probably have to stay but if she dont have enough funds coming in she should lay off the remaining person still employed. Why would you pay a salary to someone who dont have any work to do. Dont make sense but then its tax payer money so who cares? What are the salaries paid in that office anyway?
Does anyone know how much it costs each month to keep that office going and what is the average income from fees? Do those fees only pay salaries? I thought the county allocated for office supplies, etc. Its not truly a self sufficient operation.

Good luck catching Mrs. Garner there first and second she never has any answers. She either doesn't know or she refuses to tell you. Speaking from experience. She is paid her salary by our tax dollars and isn't funny how she doesn't seem to feel she is accountable to us?

Never had a problem getting an answer to a question from Ms Garner. Believe she does understand she is accountable to the citizens of the county. Now if you were talking about Ms Vanzant thats another situation. Talk about one never in the office, thats one. And if you happen to catch her "she always have a meeting in a minute, funeral, etc"

5:42 Speak for yourself and what you know. If you haven't had the pleasure of dealing with Garner your lucky. She is exactly as I have said and more. Ask some commissioners and you will see. As for Vanzant..TRUE, TRUE, TRUE!! She has in the past and present been very deceitful, yet even she is beginning to not overshadow Garner and her lack of talent and honesty that should be required to receive the salary she receives. Trust this, you may have not had any experiences with Garner, but others have and our county is really going to suffer in the future if we continue to allow incompetence to hold extremely important positions in our county government. Mark my words!!

7:33 I find your comments laughable. If only you knew who you were talking to and just how knowledgeable I really am. I have done my share for this community in the way of being a public servant. So, if you think you have one up on me you DON'T. As an elected official you are subject to criticism based on the decisions you make and how well you represent your constituency. Guess what? I took the criticism as I knew what came with the job. You are accountable to the people once elected. But,you clearly disagree with that logic right? As for running for public office....I just may again as it seems those in the most important jobs in this county seem to have forgotten their responsibility to the citizens. Are you elected by the way? You could always throw your name in hat and run instead of just running your mouth.

Once upon a time I was an elected official. I have had many criticisms leveled against me just for trying to do the right thing while elected. I stay involved in my community and know a great deal of what is going on in our county government. It is clear there is a big difference between you and I. I have the knowledge to back up my statements. You are either blind about what goes on in our local government, in that case your opinion isn't worth anything or you are aware of it and choose to go along with the deception and corruption. Either way it doesn't reflect well on you. So, what have you contributed to your community? My advice to you is stick to arguing about things you are knowledgeable about.

Fincial Act of 1981 was created to get incompotent County Ex. under control or Out Of Office, Plain and Simple!
It is a tool the State Legis. enacted in the year 1981 but our Local branch of Legislatures don't understand or are afraid to act on it.
Like the third post said, more people need to read up on these things!

I don't understand why the comments here have to be so crude. These topics can be discussed and you can have input and tell us how you feel. But most of this crude rude name calling does not convince anyone that you are right. You need to sanely and rationally state what you believe and give us reasons for why you believe what you believe----you might come closer to convincing us that way than with all you namecalling and irrational crude remarks.

Thats a case of having your cake and eat it too. This should be a permanent situation and the commissioners would be very wrong if they dont insist it be permanent otherwise it shouldnt happen at all. These depts cant keep chopping and changing just to suit themselves. We are talking tax payer money here and it needs to be handled responsibly.
