The opening in the finance office was advertised in local paper about 2 weeks ago. Know for sure there were other applicants, including one person with over 16 years experience in bookkeeping, including payroll, scheduling, A/Ps, A/R, etc. more than enough experience to fill any position in the county finance office. When she took her application in a week ago she was told the position was 'already filled'. How can this be when all the applications had not been received and the ad had a later deadline for applications to be received? Also why would you hire someone without reading all the resumes and offering the job to he best qualified person for the job. This whole process is outrageous.

What claims did they make that were untrue? You have been arrested more than once and you did lose in the court of appeals.
Common sense tells you WAB would have been more surprised if he won the appeal than not. WAB was only arrested once for trying to speak at a school board meeting. As you know, he was acquitted since he had followed all required procedures. Case closed.

The following is provided for your consideration in regards to Mr. Terry Harwell being hired as an employee of the Giles County Financial Management Office. Mr. Harwell is an elected County Commissioner from the 7th District and now; that he is a County employee the following section of the TCA applies:
12-4-101. Personal interest of officers prohibited.
(c) (1) Any member of a local governing body of a county or a municipality who is also an employee of such county or municipality and whose employment predates the member's initial election or appointment to the governing body of the county or municipality may vote on matters in which the member has a conflict of interest if the member informs the governing body immediately prior to the vote as follows: "Because I am an employee of (name of governmental unit), I have a conflict of interest in the proposal about to be voted. However, I declare that my argument and my vote answer only to my conscience and to my obligation to my constituents and the citizens this body represents." The vote of any such member having a conflict of interest who does not so inform the governing body of such conflict shall be void if challenged in a timely manner. As used in this subdivision (c)(1), "timely manner" means during the same meeting at which the vote was cast and prior to the transaction of any further business by the body.
(2) Any member of a local governing body of a county or a municipality who is also an employee of such county or municipality and whose employment began on or after the date on which the member was initially elected or appointed to serve on the governing body of the county or municipality shall not vote on matters in which the member has a conflict of interest.
(3) (A) In the event a member of a local governing body of a county or a municipality has a conflict of interest in a matter to be voted upon by the body, such member may abstain for cause by announcing such to the presiding officer.
(B) (i) Any member of a local governing body of a municipality who abstains from voting for cause on any issue coming to a vote before the body shall not be counted for the purpose of determining a majority vote.
In any meeting that Mr. Harwell attends and has an opportunity to cast a vote he is precluded by Tennessee law from doing so if there is any opportunity for the semblance of a conflict of interest by him or any member of his family. Because he is now employed by the Giles County Financial Management Office special care needs to be given by Mr. Harwell in regards to any County financial matter

I must again speak out in defense of Terry Harwell. He did what most men would do to defend their wives; I would have been much worse. Much worse.
I think those who continue to find fault with everyone other than themselves lose sight of the fact that we are all imperfect human beings.
It cost less than twenty bucks a month to get complete background checks done on any number of people this includes arrest records, bankruptcies, etc. All that is needed is the name.
Every thread I have started has been to share legitimate information. I the public the opportunity to be informed and respond to the topics but I have never required anyone to respond or to simply accept what I have posted solely because I posted it. As with everything the wise thing to do is to research and come to your own honest conclusions.
I have stated time and again that I post only under my own name but because it is easier for some to justify their own cowardice they claim I post anonymously. That accusation can not be proven by anyone any more than I can prove that the 9:59 poster is or isn't Terry Harwell. I will no longer respond to the false claim I post anyway other than under my own name.
Here are some facts based on Tennessee law Commissioner Harwell will not be able to legally vote on any issue that involves monies expended or taken in by the county.
Commissioner Harwell has proven his homophobia by his insane actions during the chili cook off, the video is still on "you tube". He also proved his undisciplined character by physically attacking a private citizen then telling him "what you gonna do, I'm a county commissioner".
So now he's on the ethics committee of all things, which isn't as bad as it could be since his record of attending committee meetings in dismal at best.
The big problem now is that he has taken a job with the county, one in which he did not meet the qualifications, and doing so in the time frame he is disqualified from voting on all monetary matters that will come before the county commission and it's committees.
Barrett, I am well aware of being able to pay to get a background check on someone. I did that. Terry Harwell has NO bankruptcies. If you looked at his background check, you already know that he has no bankruptcies, so did you want to get caught being slanderous? You still didn't give "your solid proof" to the poster who requested it.
Also, I am the poster at 9:59. I am not Terry Harwell or anyone related to him for that matter. I do know the family (not closely but we are friendly) and was present at the chili cookoff. The video that everyone has seen has been extremely edited. Hughes physically assaulted Vickie Harwell twice, once by forcefully poking her in the back and then a second time by pushing her off the curb of the sidewalk. Terry handled it way better than my husband would have if a man had laid his hands on me and cursed at me several times. Yes. Terry did say, "I'm a county commissioner. What are you gonna do about it?" but Hughes edited out what he said to make Terry respond in that manner. Hughes told Terry, "Come hit me mother f&$%@r!" When Terry didn't hit him or touch him in any way, Hughes then said, "I'm gonna hit you mother f&*^#r! You don't deserve to be an elected official." That is when Terry said the now famous "I'm a county commissioner. What are you gonna do about it?" The way I took it was that Terry was really asking Hughes what he planned to do to make him not a commissioner. The video Hughes posted and sent to WAB is very edited. Hughes is a self-proclaimed filmmaker, so he knows how to edit recordings to his benefit. Also, at no point did Terry physically assault or touch Hughes. There isn't even any assault shown in the edited video, so you are a liar WAB. Hughes cut out his cursing at Vickie, Terry and their family and he had set the camera down when he assaulted Vickie. I felt horrible for them then and I still do now. That was a whole year ago. I know the Harwells have let that horrible assault by Hughes go a long time ago, so everyone else should too. If most people who post on this blog had some lunatic with a camera assault and provoke them, we'd have LOTS more to make fun of and gossip about, I'm sure (after the film editing was done). Also, I know everyone who witnessed the actual attack by Hughes. If someone wants to give their "account" of it, I'll know if you are lying or not. I am prepared to be called a coward because I am not posting my name due to the fact that I am a local business owner. I do not want to open myself to attacks by Barrett or his followers. I have lived in this town most of my 60+ years of life, and have never met anyone that has such disgust for humanity and decency as Barrett clearly does. This thread as once again gone off on a tangent. The point is this, why was this job offered and accepted by a county commissioner, when it is a clear conflict of interest? This is not about Terry Harwell personally. I don't know the man, but whether it is Terry Harwell or Santa Claus it is a conflict of interest. With as many people in Giles County that are unemployed, why was a county commissioner selected? Another question, why do we almost always hear about these things on this site and not in the Citizen or WKSR? This is a serious news story and yet I haven't seen or heard a whisper of it in the local news. In my opinion Terry Harwell should either refuse the position or resign as commissioner.

Wasn't there some bellowing about Hughes "filming my daughter" by one of Ms Harwell's family when he did some filming of the political scene around town and Ms Harwell's family was sitting on a public corner waving signs near the county annex building when we were voting for mayor? Can we please get over what happened at the chili cook-off almost a YEAR ago? People keep trying to shift the conversation. This should not be a personal attack on Terry Harwell. This would be a conflict of interest no matter who was the commissioner. The fact that he is a county commissioner should have automatically disqualified him from the position. I find it hard to believe that Mr. Harwell was the only person to apply for that job who was qualified. And no I don't want WAB to get his seat so you can forget that little angle. 7:07 Hughes did film, harass and yell profanities at one of the Harwell's daughters and one of their 4 year old granddaughters a few days after the chili cookoff. They were holding signs more than 100 feet from the annex builiding, which is the regulations by law. I witnessed this event, as I was shopping at a nearby store. He scared that poor little girl to death by yelling profanities at them. It is sad that you would support a grown man who attacks small children. It is devastating that "children should be left at home" because they could be stalked and attacked on public streets in a small town. A few others and I witnessed this event, and helped get them away from Hughes. After they walked inside of a shop, Hughes followed them, stood outside and kept yelling profanities and threats at them. The little girl was crouched in the floor under a rack of clothes crying and screaming to "don't let that monster man hurt me," while her aunt tried to console her. The police were called, and Hughes was found to be in the wrong. It is people like you who support this type of behavior that make me sick. I will never get the image of that scared little girl out of my head.

well this is Sunday which is part of the week end last time I checked. What I have noticed is Barrett doesn't write much during the week either. He starts a topic and lets others discuss it while he puts a couple of things in now and then.

A couple of things Barrett has done comes to mind real quick, he got Financial Management enacted which has saved almost a million dollars already, and he organized the honk against tax increases. He caused the school board to allow people to speak at their meetings and he has forced the commission to be more open in their actions.

Well, for those who were so depressed and concerned that I had left the planet I must unfortunately report that I am back from a most delightful two weeks on Sanibel Island, Fl.
Let me respond to a couple of the more befouled statements made in my absence.
It's become very obvious that any question no matter how benign is labeled by some as "stirring the pot" or "causing trouble".
Why would simple questions be met with so much anger and hostility toward the writer except for fear the average person might become more aware of things taking place in their county?
I have been accused many times of being a liar on this blog but as yet no one has published any evidence that proves I intentionally lied about anything I have written on this blog. Everything I have posted on this blog has had my name on it so any questions could be clearly directed to the right person. On the other hand those generally making the unfounded accusations have stayed hidden behind their anonymous label
and depended on gossip and rumors they mostly started or passed along
to justify their absurd claims. I and my family have been attacked on very personal levels, I have even been accused of not even being a Christian because I have followed the Biblical examples of Paul, John, Peter and Jesus of referring to a person based on their behavior. Examples are one who lies is a liar, one who steals is a thief, one who uses their official position to enrich themselves, oppress others and deny citizens of their Constitutional Rights is an enemy of the people.
When I stand up for my rights or ask a question, that many times our local media should be asking and reporting on, I'm labeled as some kind of trouble-making monster. Seems any question is trouble-making for some.
This blog was started so people could be informed about things taking place in the county and country. It is a service that requires no subscription fee, and no requirements to be read or followed. I am responsible for what I write but do not require anyone to agree with me, follow me, do as I say do, or anything else. I write to inform, period. It is no different from any newspaper in the country. Some newspapers even allow reader comments are those newspapers trying to stir up trouble because they report a Senator exposed himself on Twitter?
If you don't like what I say don't read it. If you don't agree with me prove me wrong. I am not afraid of the truth, but it's not truth until some supportive evidence is given with it until then it's just another glob of mad-made global warming.

I have not lied. When I refer to a person as an enabler or wrongdoing I am simply referencing the fact that the person has made it easier for the wrongdoing to exist or continue by either their open support or inactive support of such behavior. A person who buys cigarettes for their teenager has enabled their smoking behavior. A person who supports a politician who has been proven to be untruthful, vindictive and preferential in the application of simple rights has enabled wrongdoing.
I have never accused anyone of being an enabler of wrongdoing simply because they disagree with me. I have posted on more than a dozen occasions why some are enablers and one in particular. Apparently the person has a form of dyslexia because they keep getting so confused with their denials believing apparently that because they say a thing that is evidence of it's truth. Feelings as evidence are as worthless as the continual whining that "my feelings are evidence".
Again I challenge anyone if they believe I have not written the truth rebut it with your own evidence but for goodness sake don't continue to bore the world with empty claims and accusations that have no merit.
