From The County Legislative Meeting 17 Nov. 2014
Two members, Commissioners Beech and Campbell, of the Legislative Body were absent.
Two major issues were brought before the Legislative body for action.
1. Amendment 2014-36
This amendment authorized the non-controversial actions of reorganizing the Driving School which brings in a considerable amount of money to the county each year as well as helping drivers avoid more severe penalties, for minor offenses, on their driving record. It also provided money for the library and money to purchase a better sound system for the court.
This amendment also contained a provision for a new hire and a pay increase for a current employee and this was the part that was controversial. It was felt, very appropriately, that raises should be planned for and requested during the budgeting process not in the middle of the budget year. I believe that this request had been made during the last budgeting process and was rejected. Commissioner Greene made a ,option to vote on the pay increase and new hire separate from the other three items. After the County Executive and commissioner Jackson throughly confused the issue during the twenty minute discussion it was defeated and the full amendment was approved.
It was during this discussion that the Nancy Pelosi quote of the day was made when Mrs Vanzant stated in reference to the proposed $5,000.00 pay increase, "This is not a raise it's paying for what they are worth to this county"
2. Amendment 2014-37
This amendment was for the Board of Education to amend it's budget for 2014-2015
This turned out to be the most controversial matter discussed during the meeting. This amendment would have authorized or approved the already completed actions of restoring some previous cuts in staff salaries and salary increases for principals.
A large group of commissioners were very upset that the Board had taken actions and made expenditures prior to getting approval of the county legislators. When the vote was taken to approve nine voted against and ten voted for approval. The amendment failed because eleven votes, a majority of the total number of commissioners was needed to pass.
The question was raised as to what exactly did failure to pass this amendment mean. The basic answer was nothing unless it was not approved sometime before July which would then result in a negative finding by the auditors. There would be no change in what had already been done by the School Board.
Under new business Commissioner Reedy asked about the status of the waste water treatment plan at the I65/Hwy64 interchange. The response was the all to familiar refrain "Lucy is working on it".
Commissioner Aymett suggested that the county establish a method by which the citizens could be better informed and give feedback about issues to be discussed and voted on by the commissioners. Commissioner Aymett's concern was the need to have citizens more involved with their government and that would help create more trust of the government.
It was stated my the County Executive that a new extension had been installed to the county website and "as soon as they learn how to use it" more information about the issues would be posted.
I applaud the effort to increase involvement by the public but I fear if the "new" additions aren't maintained better than the calendar and other "older" parts of the website it will be just another expense without any benefit. I can only hope and wait to see the results and what happens over time.

The amendment got 10 votes, one third of the numbers of votes Allen Barrett got county-wide and it still failed? What a crock!
It's unfortunate that you can't show an interest in anything other than how many votes I got as a write in candidate. Looks like as an intelligent person you might have a concern about such things as why Mrs. Henson is still involved with the waste water system at the interstate when we have a different county attorney. Who is paying Mrs Henson for her continued work, is this another secret deal made by Mrs Vanzant?
Does it bother you that an employee is being given a pay increase in the middle of the budget year instead of going through the same process everyone else is required to go through? Perhaps if you would get involved a bit more with what is going on in this county and country you would have less interest in making your personal attacks against me.
Maybe she has the ability and interest to do both.

The poster at 7:04 does make a good point about signs. I noticed the poster singled you out as opposed to all the signs that are not compliant with the sign ordinance of Pulaski. I think a thread dedicated to the existing sign ordinance and lack of enforcement by the city would be a good topic, since the city claims we do not have a sign ordinance.
What about these FlatRrock signs every few feet? I don't like any sign on the side of the road and streets, except signs about the road.

I'm not singling out Flatrock because there are a lot of businesses operating in Pulaski that are not compliant with the local sign ordinance.
The poster at 7:04 was only concerned with Barrett's signs. It sure didn't say anything about Hardin Franklin's signs that are still up, or Judge Hamilton's signs that stayed up a month after the August elections. Seems like the enabler is still just infatuated with Barrett.
I think there was a posting on Hardin Franklin's blog for him to get his signs down.

I apologize that I had one sign that was missed by the person who picked the up. While I was on vacation a very nice friend picked up the signs and overlooked the one at Wal Mart. I picked it up the first day back from vacation.
It does seem somewhat over zealous that my one sign would be complained about while there are a number of signs still up, as of today, belonging to other candidates, This is part of the problem with equality in Giles County, you have equal considerations depending on who you happen to be and where you stand with the gang of democrats that rule the county.

Why blame the commissioners they may make mistakes but the city aldermen take some beating when bids came in $1500 over the state best price from Sharpe motors they wanted to OK it. Is it legal? I hope the new aldermen do not listen to the others and see common sense!

9:56 am, first off they go to school and learn proper grammar, then they work their ass off while they can and save that money for the future. Take Mr. Barrett for example ( I'm sure he's not the one you were thinking of) he grew up in the housing projects without a dad and vowed to become better than that. Why are people so concerned about WAB? I have read on here about everything from what kind of car he drives to what he eats and where, is he really that interesting or that big of a threat to people? Seems like some people just want to stir up things and use him to do it. Why can't that energy be used more productively by channeling it into making the city and county better? Well, I finally meet Mr. Allen Barrett and I found him to be nothing like what he is described on this blog. I found him to intelligent and humble. He is very confident but not to an arrogance like he has been described. I even wen back a read a number of things he actually wrote instead of what people said about what he had wrote and found, to my surprise, those writings to be intelligent and thoughtful. I was specially taken with what he wrote about the ad East Hill Church of Christ had taken out in the newspaper and found myself in full agreement with him on that. In our conversation not once did he try to dominate the conversation of impose his thoughts on me.. I was impressed by the man and the things he was reluctant to talk about such as his twenty years of military service. I will be reading his future comments on here with a different attitude.

Why did the 11 commissioners vote against the amendment just to "show" the school system who is boss. How much is this lesson going to cost? I believe there are two committee that have to meet prior to the commissioners meeting again to vote. Each time they meet they get paid so I believe it going to cost a few thousand dollars at least. It is nothing unusual to do amendments after school starts and you know what personnel you need to run the system. The school system is not asking for money just permission to spend it somewhere that the prior boss did not budget for. I do not see the big deal but the commissioners will be making money getting it done.
The commissioners will meet whether the school request is made or not so it actually will not cost anything extra for them to have voted down the amendment. The problem wasn't just that they wanted to alter the budget but that they already altered it and spent the money before even talking with the budget committee. While they may not have spent any "new" money they did take it from other important programs and give it to one of the most sleazy employees there. This person was on the school board cast the deciding vote to keep Jackson then resigned to take a job Jackson created for her. Webb saw she has a do nothing job with a big salary and cut it then she started crying to Smith and other commissioners about being discriminated against. There should be a consolidation of jobs and all those with half time jobs turned into full time jobs then there would be less time for the gossi[p and drama.
It is my understanding that they will have to go back to the Education Committee, then the budget committee and then back to the Commission. Where was the money taken from? Consolidation of jobs? Smith's secretary is doing the secretary job and HR job that was being done by a high paid certified employee who retired and has not been replaced. What half time? Webb got rid of half time jobs.
There are several people with jobs that either require they read the paper and magazines most of the day or spend a lot of time shopping and having lunch or else they don't have enough work to fill a full time job. I think there are just too many people there for the amount of work.
