Giles County commissioner accused of aggravated statutory rape, sexual exploitation
GILES COUNTY, Tenn. (WKRN) – A 71-year-old Giles County commissioner was arrested by the Tennessee Bureau of Investigation Wednesday following an almost three-month investigation.
Tommy Campbell’s arrest comes after he was indicted on two counts of sexual exploitation of a minor, coercion of a witness, aggravated statutory rape, aggravated assault, misdemeanor theft, and carrying a firearm in a government building.
According to the indictment, Campbell attempted to influence a witness by allegedly firing a weapon in an effort to intimidate her.
The arrest followed a joint investigation that began in May when the TBI and the Pulaski Police Department began looking into allegations that Campbell was having sex with a minor.
According to the TBI, authorities found evidence that Campbell had sexual relations with a minor “on or around April 9.”
Campbell is being held at the Giles County jail. His bond is set at $75,000.
He also serves on the Giles County law enforcement committee, according to the district attorney.

I wonder why Mr. Campbell does not show up in the Giles jail inmate list or in the arrest record.

For those of us who have been around Tommy has always been a BULLY and has intimidated people to get his way. Now he has been finally caught. TBI and the District Attorney' s Office, not the local Police have caught him.
He will be in for the fight of his life. If convicted and goes to jail/prison chances are he will not last. For that I do wish him well. For what he was and still is, I do not wish him well.

I have to give high credit and marks to Tommy Campbell for taking it upon himself to personally experience the workings of our local legal and law enforcement system and practices. As a member of the Law Enforcement Committee it is good that he acquire a direct and personal understanding of the workings of our local jail.
I know of no other elected official who would take the time to do this.
Is it time for Campbell to resign from the County Commission.?

Vanzant left the meeting like she always does if she thinks there is going to be something she may have to take a stance on. Well, he knows he needs to resign and shouldn't have even ask! So the evidence provided by TBI and the DA' s office has been presented to and has been processed by a local Grand Jury; and, that Jury concluded that the evidence was sufficient to issue three (3) bills against Campbell. Well I guess Campbell' s defense was that he was framed. Good luck Tommy, you're really going to need it. When taking a shower don't pick up the soap.

Having moved here from another state I can say that corruption is not unusual.

Yep, Tommy has messed his butt up on this one. Don't you fret none, he'll get out of it. Democratics are good at doing this (e.g., Hillary Clinton as a prime example). Remember this when you go to vote this November. And further, an honest Democrat is a RINO.
So let's see here:
1) Will Tommy Campbell resign as a county commissioner before his trial - remember, an indictment is only the demonstration to a Grand Jury that there is sufficient evidence to bring a person to trial. A person is innocent until proven guilty. And, guilty Democrats are always innocent (just ask somebody like Hillary Clinton).
2) Now if Mr. Campbell is found guilty of the high crimes and misdemeanors he's accused then he'll have to register as a sex offender. (Sorry Tommy, you can't get out of that one if they cook your butt at your trial). Registered sex offenders cannot be around schools, playgrounds and child care centers (I wonder if county commissioner meetings are included in the latter two places).
All deep philosophical kidding aside, what is Tommy Campbell going to do? What are Giles County citizens going to do and how are they going to react and what are they going to demand from their elected officials that REFLECT THEMSELVES. After all this is a constitutional republic, the plurality of citizens in that district voted for him, and have done so for many years. Do you REALLY think that Mr. Campbell just woke up one day and said to himself, "I think I'll go out, get me some Viagra, and go have a sexual relationship with a girl young enough to be my grandchild."
I don't think so.
As I see it, a large voting population of this county has rode the gravy train for such a long period of time that they can't get off. It's sped up to a point where they can't. Not without disruption to the status quo that they have comfortably embedded themselves.
Tommy, what are you going to do? If you are found guilty you may end up spending the rest of your life in jail. I mean, at 71, you don't have that many years ahead of you. If you have truly done what you have been accused, you are in deep doo-doo.
And my fellow Giles Countians, when are you going to step out of the box, take a fresh, unbiased look and start making the changes in your selection of the people you want representing and implementing that which is necessary to adopt freedom, liberty, self-reliance/ownership and personal responsibility? Let's elect some new people who will serve the greater good as opposed to their own self centered desires.
Last time we had a county mayor election, Vanzant face two opponents. Now, I don't know of which of them was the better candidate but, I do know that the sum of both of her opponents votes exceeded the total votes cast for her. I often wonder if supporters of Vanzant encouraged both opposition candidates to remain in the race in order to dilute the vote so that Vanzant would be reelected. What do you think?

Mr. Tommy Campbell has only been accused of a crime. He is innocent until proven guilty. He will probably be found not guilty even if he is ever brought to trial. To show how crazy this whole thing is I was told this morning by a commissioner that Campbell is on the Ethics Committee. Whether he is guilty or not he should be removed from the commission and not have any official duties until the matter is settled, he is also on the law enforcement committee. As bad as it is being on the Ethics Board being on the law enforcement committee can he influence his trial?

The County Commission does have a great influence over local law enforcement; however, it ought to be noted that the charges that were issued against Mr. Campbell were issued by a Grand Jury (not local law enforcement) and are based upon investigations conducted by the DA' s office and TBI (again not by local law enforcement).

Should a person be punished for crimes that they have not been found guilty of in a court of law? I don't really believe that there are many who would support such an idea as punishing a person only because they have been accused or even charged. The question isn't should a person be punished before being found guilt in court but how wise is it for a person to continue in some positions after they are charged or even accused. For instance if your baby sitter was suddenly charged with child molestation would you continue to use that baby-sitter until after their trial, it's very doubtful. Would it be appropriate for a bank teller charged with bank robbery to continue in their job with the bank? When a police officer is forced to fire their weapon, in most departments, they are immediately suspended until after an investigation determines if the usage was justified. Commissioner Campbell should be, just as any other person, should be suspended from the Giles County Legislative Body immediately and if found not guilty later have the suspension lifted, there is a provision for this.

To prevent such a thing, the voted down County Charter had a provision that would prevent felons, drug users, etc from being elected.
But as things are now; anyone, felon (multiple times) can run for an office, be elected to that office and hold an elected office.

Was he sheriff, go to prison then become sheriff again. What about Mayor Garner? Why was he dismissed from mayor, then ran again and was elected? look at the TCA Tennessee Code Annotated and the section that establishes the requirements for local elected officials. There is NO requirement that any person running for a non-law enforcement office must have 1) a background check; 2) a drug test; 3) not be a convicted felon.
These are the general provisions governing the qualifications for elected offices in Tennessee. Reading only a portion of the T.C.A. leaves only a partial understanding of those Codes.
The general qualifications of persons permitted to hold public office are set out in TCA § 8-18-101. This section provides that all persons of the age of eighteen (18) years who are citizens of the United States and of this state, and have been inhabitants of the state, county, district, or circuit for the period required by the constitution and laws of the state, are qualified to hold office under the authority of this state except:
Those who have been convicted of offering or giving a bribe, or of larceny, or any other offense declared infamous by law, unless restored to citizenship in the mode pointed out by law;

General Provisions Governing the Causes of Vacancies:
The causes of vacancies are set out in TCA § 8-48-101. This section provides that any office in this state is vacated by the following:
Death of the incumbent;
Resignation, when permitted by law;
Ceasing to be a resident of the state, or of the district, circuit, or county for which he was elected or appointed;
Decision of a competent tribunal declaring the election or appointment void or the office vacant;
Act of the general assembly abridging the term of office, where it is not fixed by the constitution;
Sentence of the incumbent, by any competent tribunal in this or any other state, to the penitentiary, subject to restoration if the judgment is reversed, but not if the incumbent is pardoned; or
Adjudication of the incumbent's insanity.

The hearing for Commissioner Campbell has been delayed until 17 October 2016 and apparently the trial will not be set until at least January 2017 and most probably later than that.
This will be the last we hear of this. This is the way things of this nature just fade away in Giles County.
Ignore, forget and hope like HELL that no one will bring it up again; and let the collective memory of all of us will let this matter drop.

Yep, I agree that this probably is the plan of Campbell and his attorney. Keep putting it off and soon will be done away with. Well I'm hear to tell you, TBI will NOT let this drop! That was a good move on the City Police Department's part to call them in on this. Good Job City Police Dept. Now let's just sit back and watch and know that when the TBI digs into this a little dipper they will probably arrest a whole lot more.

Hey Pulaski Citizen,gilesnews.com and WKSR. Why has there not been any follow-up story on Tommy Campbell's indictments, court dates, plea's, etc.? Is it not your duty to report on such matters? I guess the Where's the Beef weekend takes precedent.
The Pulaski Citizen and WKSR are not interested in keeping the people informed about important news. They are only interested in selling advertisement spaces in their paper and on the radio. I was told that T C WAS in the hospital and could not be in court Tuesday but he was well enough to attend his Committee meetings in the Annex this morning. I was told he even voted on issues. He voted for salary raises for jail workers. That is amazing. Did anyone see this for sure?

Commissioner Campbell seems to be having an active week. Letters of official complaint were sent, to the County Executive, the Pulaski Citizen and to the Commissioners that make up the Ethics Committee today firmly suggesting that Commissioner Campbell be suspended from the Giles Legislative Body until after his legal problems have been resolved.
Interesting news! And he is still out riding around like the King of the Kingdom. What have we come to in Giles County?

The problem ain't religion it's that most of the people have give up on making politicians be responsible. Most of the people spend more time watching wheel of fortune and family feud than pay attention to what's going on in the government. How many people even know that Tommy Campbell led the fight for higher taxes while raising pay and benefits for county workers.

The tax rate could have been set at .75cents if they wanted but the commissioners kept it down to 20 cents and now that is not enough for the nnext two years due to reappraisal of property. Just wait and see how high the state appraisals will be for you to pay. The county is fighting for low taxes even if you dont think so. Without taxes you have no growth or services for anyone. You are kidding 10:25???? There is no, not any mechanism by which the state can raise the property tax rate in any county. I imagine the writer spoke of "the fight to raise taxes" as being what took place among the Commissioners. You do know that the tax rate was raise by only one vote? The problem isn't and has not been too little taxes but too much spending. There is not a single year in the past fifteen when the total amount of money from property taxes has not increased. Simply put each year the amount of money coming into the county from property taxes has increased. It seems that you have very little understanding of how the property tax system works. Legally the reappraisal can not generate more income than the year prior so if the reappraisal is higher then the tax rate will be required to be reduced. The year after the reappraisal is when the big hurt will be felt. Many of the Commissioners did fight for lower taxes but lost to the spenders. Wage and benefit increases for people already making well above the average income for the county. Hundreds of thousands of dollars lost each year through the Ambulance Service, mismanagement and lost revenue. You state that, "without taxes you have no growth or services for anyone", does it trouble you that in over twenty years Giles County has consistently lost population; that school attendance is down yet building a multi million dollar new school is what's become a priority while teachers still linger underpaid and subjected to abuse on a daily basis? I repeat the problem isn't that taxes are too low but that spending is excessive.
What does the ethics rules adopted by the county state in regards to this matter? Isn't the Ethics Committee supposed to meet and a decision made if there is any violation that would remove the person from office?
And if there is proof of criminal activity the committee should take their findings to the grand jury. Since the grand jury has already met and found there is enough proof to bind Tommy Campbell over for trial is there not enough proof that the Ethics Committee could make a decision to remove Tommy Campbell from office?
Has the Ethics Committee even met in regards to this issue. If Tommy Campbell is still a member of the Ethics Committee he needs to be removed immediately and someone put in his place. However we see that the local government will fail us again.
Allen see what happens when you are absent for awhile, the inmates take over the prison. Our property tax increase was slipped on us as we napped. Now I find out that as well as paying more in taxes as an employee of the school system my insurance is going up. Double whammy. Who knows where the 1.5 million generated by the tax increase is going but it must not be going to the school system. Last election we had the opportunity to put very capable people into office, some Districts had a better choice than others. Instead of researching a candidates qualifications to determine what they stood for or how you could expect them to vote on critical issues many voted for someone without a clue as to what they stood for or how they would hold up under pressure to vote a certain way. So we weaken our governing body by electing these people. We voters did it to ourselves. Fifth Districts Pollard vowed "No tax increase",he stood behind his word.The other two commissioners in that District did not do so good. Other candidates also vowed "No tax increase" but Green and Amyett were elected and both caved and voted for the increase. Until we put people in positions who are capable of managing the money they have and get rid of them if they cannot nothing is going to change. Your hard earned money is going to be spent by people who cannot manage their piggy bank.

He has not been tried in a court of law and proven GUILTY yet! He is only accused of crimes! He is innocent until proven guilty no matter what the public thinks.
In the eyes of the Law your are very correct. But the Grand Jury concluded that there is sufficient evidence for Campbell to be indited and he was. For the good of the County and the citizens of District Seven; Campbell should step down. If not, the the County Commission, like the State Legislature, ought to dismiss him.
However, Campbell is within a clique that has controlled this county for decades and he will do whatever it takes to retain is grip over the lives of his fellow citizens. He is a bully, liar, cheat, and overall a disgusting person who loves to make fun of everyone else. But, that is the way he has done it for the past 70 years and I don't expect him to change.

The county has an ethics committe that is bringing charges against TC. Barrett had NOTHING to do with it. Get an education so you can understand legal procedures.
Don't know nothing about Barrett but if you think the ethics committee is doing this on their own you are as dumb as a rock. A complaint was filed that forced the commissioners to do something and if you want to see them in action or no action be at the meeting on Sep 29. Read the first thing on this blog.

Moron? Do you know the difference in commission and committee? The Ethics Committee is scheduled to meet on Sep. 29 it is made up of commissioners but is not the commission. The Legislative Body meets on the 19th. and also is made up of commissioners but in not the commission. Before you criticize someone else you should know what you are talking about.

While I did not write any of the comments about the Legislative Body of Giles County or the Ethics Committee I would like to clarify a couple of things that seems to be lost on the Radio Station, many citizens and some public officials.
First the only official name since 1 September 1978, for the governing body of Giles County is "The County Legislative Body".
There is no "quarterly county court, county council and any other forms of county legislative bodies". The county legislative body only is vested with all legislative powers and duties.
This is what Tennessee Code Annotated 5-5-101 states. Basic legislative unit -- Name changes.
(c) References to the quarterly county court, county council or other county legislative body appearing elsewhere in this code shall be deemed references to the county legislative body.
(d) References to the magistrates, justices of the peace, members or membership of such court, council or body appearing elsewhere in this code shall be deemed references to the members of the county legislative body.
Hope this will help clarify and bring our vocabulary into the 21st century.

I don't care if Barrett is a commissioner or not, but it's a disgrace on Giles County to let Campbell still be a commissioner after what he did. Looks like it's going to be swept under the rug. Shame on Giles County. Giles County.
