FUND 141 2006-2007 BUDGET - REVENUE


Quote from bottom of page 13, school budget for 2006-7:
"THIS BUDGET WOULD REQUIRE A 63 ½ CENT INCREASE IN PROPERTY TAXES ASSUMING A PENNY BRINGS IN $40,929 (THE SAME AS THE 2005-6 FISCAL YEAR) - EXPENDITURES EXCEED REVENUES BY $2,598,439."

The 2004-5 through 2006-7 data is taken from pages 1 & 2 of the 2006-7 school budgets. The 2003-4 total revenue was $22,524,812, ref page 41, June 30, 2004 Tennessee Audit.


*The 2005-6 budget approved in August, 2005 lists $14,123,431 state BEP & $24,311,631 total school taxes, plus $24,735,058 for 2004-5 totals! There is no measurement or correlation to that budget or reconciliation of expenditures to funds!

DO YOU BELIEVE THE BUDGET?

1. Property taxes are lower in 2005-6 & 2006-7 than in 2004-5!

2. County sales tax is over $100,000 lower in 2005-6 & 2006-7 than 2004-5!

3. 2004-5 State matching funds are up only $788,365 when local county taxes jumped $1,429,054 plus spending increases of $1,343,000.

4. 2005-6 State matching funds are up $1,289,036 with local tax DECREASES of $228,825 and whopping spending increases of $2,944,628 vs. 2004-5!

5. They forgot to add the $2,598,439 to property tax for 2006-7. Total property tax of $8,533,144 is a lot more, not less than last year! IT IS AN 83 % INCREASE IN 3 YEARS SINCE 2003-4!!! Retirees would be lucky to get 3% during that time.

6. State matching funds are up only $297,435, while local taxes leap by more than the $2,598,439, plus spending leaps by $1,946,208 (2006-7 vs. 2005-6)!!!!

7. Incredibly, the tax increase is based on the difference between spending dreams and grossly understated revenue! The books aren't cooked. They're cremated!

What defines bizarre? Winkles & Barrett were jailed on trumped up charges by Gonzales & Jackson because they were sniffing too close to the honey tree. What have the doctors mastered in degrees of knowledge? They have mastered doctoring of the books. We see. We don't see. We have $4.3 million in 2 year spending increases through 2005-6, plus the audacity to make it $6.2 million for 3 years in 2006-7! The revenue game is simply bizarre. It doesn't end here - there is more incredible stuff.

The question is how bizarre things can get. I'll bet bizarre can be defined by those who voted for the last undocumented amendment, beginning with Holt. The doctors of education prescribe more of your money to feed the illness. Common sense prescribes cleaning house, open windows, and letting a little sunshine in by simply voting supporters of this corruption out of office in August. Get mad or go broke!

You need to attend some school board meetings and observe how you are being represented by Mr.Jim Greene, and please support him. I don’t live in the 5th district, but I have a Greene sign in my yard.

Before Mr. Greene joined the school board…it was signed…sealed…and delivered…I’m all yours Mr. Jackson.

I live in the 5th district and I will not vote for Wallace, He had his chance and blew it. If he had done a good job the first time he would have never been voted out. As for Mr. Greene he had my vote the first time he stood up for the citizens in the 5th district.
I'm sorry if you feel Mrs. Houston needs to stay, in the next election people in her district need to vote her out.
If you did not know she was one of the members on the transportation commitee when all the hoopla came up about the bus bids-if you had attended that meeting, you would have known that she had no idea of what waas going on, she did not even know that the orders for the bus had been canceled-she spoke to the number of citizens that were there and said I am usually the quiet one on the committee but when I hear all that you are saying I have to speak-just give us a chance and this coming from a person who had no idea what was even taking place on a committee she was appointed to. I'm sorry she may be a good person but in my opinion she is not a good school board member, if she was how could she not have known what was happening. At that same meeting she made the comment she did NOT know the bus orders had been cancelled and instead of questioning the other members why she was not informed she asked the public to give them chance to get better buses for less money-didn't happen.

One would think that learning how to improve what we do, to understand and use old proven ways of solution, and find new ways to solve problems would be the icon used to educate and train our children. Haven't for quite some time. I know some good things are beginning to happen & appreciate it. I see no sense in attending meetings that are an insult to the people and institutions that once made this country invincible & great. I'm too old to put up with that crap - don't have to. I see a lot of sense in exposing fraud & waste where it's significant & intentional. It's unending until we get rid of a couple of people with Napoleon complexes. It looks to me like a whole lot of waking up has already happened & the blank check is disappearing. Copy the two financial blurbs & pass it on to any who will listen - they don't have to understand all of it, they just need to understand they're getting screwed to the wall & they can stop it.

It isn't a matter of hate, it's hating what is being done to this county, the children, and those who are trying to teach them something useful. It isn't a matter of helping someone who may need help - that's easy in a place that is never afraid to help one another. It's a matter of a couple helping themselves just because they can, without regard for the many people who are just barely making it, but will have to pay because some jerk wants a bigger office.

We have a choice. If you pull the right lever, Napoleon will disappear & a nice lady will come forth with tidings of better news - maybe then you or I could go to a school board meeting without winding up in jail. Pull a couple more right levers & you'll have enough zip to buy a one way bus ticket for the other problem. Sounds a bit like Alice in Blunderlad or maybe Dorothy trying to adjust her skirt as she is about to land in Oz. dm

Mr. Barrett, as usual you have half of the facts right. The teachers have gotten raises either through the state or the county or both for the last dozen years. If you don't believe that ask for salary schedules for those years, they are out there. On the other hand ask for the same years for the non degreed folks. Take those same jobs and compare them to the general public or even other county offices and you will see that they are underpaid. Other counties around pay all of their non teacher jobs twice what is paid in Giles County. That is because the degreed people do the figuring and requesting. I am not a Jackson fan either but he does not make $100,000 he makes about a little less than $93,000 which is still ridiculous. As far as the budget having $200,000 left over in salaries, you guess how many teachers you will need and how much money they make (since teacher go and come there is no way to pin point the total) if you underestimate where do you think the money would come from, you can't go back in mid year and get money from the county. The gas has gone up so much in the last year who could have predicted that! You cannot take a budget of that size and get it on the dot. Even you aren't that good. There is nothing shady going on in the moving of that money. Mr. Greene has questioned that enough that he should know by now. Giles County School system is the biggest employer in the county. There are going to be areas of the budget that cannot be precicted accurately. Thank goodness there was an underestimate of salaries to pay for other things that could not have been forseen.

I feel the need to correct you on your comment. The teachers have not, I repeat, have not received raises from the county for the "last dozen years". The teachers have received ONE raise in the past THREE years (the other two years teachers have gone without a raise) from the county. Teachers have received raises from the state, but not from the county. I am sorry to have to correct you, but I guarantee I am correct.

Anyone who thinks the Jackson - Gonzales financial wizardry is anything less than fraud needs to read their budget, hear their words, and recollect their actions! They received the $1.3 million property tax increase for 2003-4 In spite of the fact that their $1.5 million property tax increase for 2004-5 was rejected, their spending increased by almost $3 million! Their requested $2.6 million property tax increase for 2006-7 was rejected, yet spending will be increased by $1.1 million. (Those numbers are in their budgets!) They fought to raise property taxes by $5.3 million (rounded off) in the last 3 years, which would have increased property taxes to over $10 million - well over double - a 100+% increase!!! That is beyond ridiculous!

The rest of the story is way beyond over the top! School funding comes from property taxes (20%), locals sales & misc. taxes (13.1%), state matching funds from state sales taxes (57.7%) & other misc. (4.8%), and federal (4.4%). Percents are calculated from their 2003-4 budget. They don't put the percents next to the dollars because you might not like what you see! They do not tell you that sales and wage taxes increase with inflation and growth automatically. They do not tell you that property taxes increase with growth (new homes, business, plus the sales taxes on borrowed money to build them)! They tell you no one knows ... and you don't. That is only part of the scam.

Beep - Beep, move over, you are about to be squashed by a runaway train! They do not tell you that state matching funds (BEP) are calculated on local revenues of property tax and local sales tax. The more they tax you, the more they get from the state. The more the state sends to them, the more the state takes from you. The only fuel is taxation and the only objective is increasing the velocity of spending. The tracks end at the rock wall where you run out of food and money! You are on the train. They are having a tailgate party at the end of the tracks. Obviously, few have seen a BEP report or their road map to the vault. The 2003-4 BEP report indicates that state matching is about 2.12 times each local dollar - over double - two for one. The punch line is simple. 1) Pretend there is economic growth. 2) pretend there is negative revenue growth and less sales & property tax. 3) Pretend there is no matching funds and all needs must come from the property tax. 4) Make sure financial records and reports are in a state of chaos. It's called falsifying public documents. Their end game if $1 million was needed - instead of increasing local property taxes by $200,000 (20%) and showing $800,000 more in BEP, sales & other taxes (growth) ... dump the entire $1 million as a property tax RATE increase; rat hole or collect $2 million+ in BEP money; and let the original $1 million slide on in from property, sales & other tax growth, and the BEP it brings. I don't expect over a hand full of people to understand it - It's complicated. Jackson & Gonzales don't expect you to understand it - they count on that fact. The after school mystery money amendments didn't fall out of the sky. So, if you see Mr. Holt in a commission meeting, eyes pointing to the sky conjuring visions of a hole in the roof and water drowning all below, proclaiming the financial sky is falling ... well, you paint the rest of the picture. Good news, you can vote these people out of office!

From reading the paper and word of mouth, My impression is that Mr. Jim Greene is simply trying to improve the system. From what I gather, he has a business mind, education, and is experienced at improving processes. At least he is asking questions and not being the typical school board “Yes, Mr. Jackson” That alone is refreshing, to me.

It seems like the only people speaking negatively about Mr. Jim Greene usually work at the central office or have a connection to someone that works at the central office.

I only wish someone like that would run in my district in a few years.

I did not say that teachers had a raise every year from the county. They have a raise every year from EITHER the county or the state or BOTH. Teachers negociate raises for themselves but they do not regotiate for the people without degrees. When the state is giving raises and the county is not the people without degrees do without. Okay there was a little exaggeration in the double the salaries. They are 1 1/2 times higher in surrounding areas. Yes, I realize that the people with degrees make the decisions. But the teachers union also has non degreed members but they will not hesitate to tell you they don't negotiate for them.

The school board prepares the budget request and sends it to the county commission for approval. All money, local, state, or federal is of one consideration by the commission. Raises are granted (approved) by the county.

A 3% raise is almost three times greater than the dollar amount given by the federal government to retirees! A few received huge raises.

If you will read the next blog down, the school system received 19.1% total increase in money to spend from 2003-4 through 2005-6! We do not need a tax increase! The money is there, the school administration simply moved in mysterious ways. Sounds like some have a right to be angry ... join the crowd.

It's not that simple. Obviously, you know nothing about me; and I know nothing of the shadow body. I am very happy & blessed to be living exactly where I am going to live - amongst people like those I grew up with. I came from rich community that had little money, but endless love, time, and sharing to make each other's lives better - real people. Words and deeds had meaning above materiality. Education came with a pledge to never take advantage of those with less education or capability.

Frustration comes with equal vengeance to those willing to be oppressed and those willing to oppress. Americans have made tremendous sacrifices to physically fight and die for freedom. Happiness is eliminating the frustration of oppression. How can a fight to stop corruption & fraud in the sanctity of our school system offend you? If you can't tell the difference between a whine and a snarl, life will not be good.

I say that, because you are responding to two sets of documents exposing very serious acts of financial impropriety. They are facts first, statements second. I have openly written much more. Contrary to what has been implied, generally accepted accounting practices & principles apply to government. The government supplement version is in addition to, not in place of. The TN Audit reports state "adverse opinion" and not in accordance with government accounting standards or generally accepted accounting standards. Unfortunately the audit scope was limited to mundane purchasing practices and assets that couldn't be audited because there were no records! They did not audit formal financial budget & funds statements, or conflicts of interest. Mismatching of funds, omission, manipulation, and false representation are but a few highly significant problems. And ... we are paying for this scam. This is not about "other departments".

A $100,000 a year Director of Education salary is not outrageous. I'm not mad about a 3% teacher raise (6% or more in 2 years?). During those two years, spending increased by 19%(?). Teachers sure didn't get it! Guess who did! My motive is much simpler. We have a hand full of people who think it's cool to take advantage of what they feel are intellectually inferior citizens, teachers, and others. They contemptuously use positions of trust to misrepresent facts, deceive the public, and create dissent. Official financial reports are cooked. Look at how and what they would have done to your property tax. We're not buying a tax 'em out tyranny. Read Thursday's paper.

Grandfather would have put it this way, "It ain't about hate, it's all about gettin' the rats out of the corn crib!" It's bigger than all of us. If you can't be happy without "spin n' grin", get off the tracks - The train is on its way! - don m

My writings do not infringe on any moral or legal lifestyle or your freedom. Look up "fraud". Yes, we already know what the new commission has on its mind. That's been you guys' plan for quite awhile. But I never have understood why you want to do away with what little protection we have. Granted, it's not perfect, but it beats the heck out of having nothing when the wolf is at the door (e.g....rock quarry on Christian Road).
I was born, raised, and always lived in Giles County (which makes me neither more nor less important than others who live here. So, please don't bother to accuse me of not loving Giles County. People living on that road DID suffer devaluation of their homes as a result of that quarry moving in MANY years after they had bought or built homes there. Would you agree with that?

As for the property devaluation thing, it was you guys who stated that a quarry in a residential neighborhood would have no effect on the property values there. Now you say that everyone knows those properties would lose value as a result. Which is it?
As for attacking my syntax and sentence structure, perhaps I might begin dissecting yours? Why do you presume such superior intellect anyway?
Finally, the simple answer to your simple question about the homeowners who tried to stop the quarry can be answered by picking up the phone and calling some of them since you appear so concerned about their dilemma.

Liberalism really is a mental disorder. Where do the zoners think the county wide zoning machine will start a quarry - in Pulaski? Will they stop the use of gravel & rocks (roads, cement, etc., eyc.)? No - the zonalytes will spend a milion or so to hire other good liberals to investigate needs vs sacrafice of the few for the many. After that it drops smack dab in the middle of where it is now! The Pulaski zoners are having temper tantrums because they can't tell the surrounding farmers what to do. They can't stand the sight of free will.

By the way, both liberalism as well as conservatism are political perspectives rather than mental disorders. If you would but refer to the current DSM-IV (a manual of mental disorders) you will find neither of the two mentioned.
I had to laugh at your statement that we wish to stop such things as the use of gravel and cement. And speaking of needs vs. sacrifice, perhaps the need for a [TCA 68-211-701 JACKSON LAW] in YOUR neighborhood might change your mind.

The quarries near Campbellsville and the one on Christian Road came here because there was no plan to stop them. TDOT was even called in to help those citizens (since you keep asking for strategies employed), and there was nothing they could do. A spokesman for TDOT even stated that without some sort of zoning plan, this will most likely happen again and again. He strongly urged that Giles County formulate some plan of action to prevent future problems.

I think you misunderstood my use of the term "argument." Lawyers argue their clients' cases all the time. It was not used in a literal context, such as two children engaged in an argument. The old saying simply means you cannot argue (or debate) someone who thinks he is smarter than you are to begin with. I was just being facetious!

Now, as for TDOT, it was public knowledge that they came down several times and held meetings for those people. But it was like a doctor pronouncing a death sentence on a terminally-ill patient. Nothing could be done to stop it. Load restrictions, speed limits, and other considerations were looked at. I DO know what I am talking about. But all was futile. And no, not all commissioners wanted a quarry. You can easily check the record of who voted for/against our present plan.
By the way, perhaps you can answer a burning question for me. How on earth has the present zoning plan hurt anyone? What freedoms have you had to give up? If you want to see true loss of freedoms, take a drive out "quarry road" during quarry hours and see for yourself what those people have to put up with.
Roger Reedy was accused of wanting power. Perhaps it's those who are against practically everything who are upset over what they perceive to be a loss of power? hmmmmm?

Liberals begin waffling from majority rule to minority rule, and finally into 'my rule' as cycles accelerate to where he realizes that he is both majority and minority. Hallucinations of Napoleonic rule are common. When he discovers he is everything and nothing else matters, he is ready to join the village and blend in with others with similar afflictions.

There is no harm ... as long as liberals stay in their village! What can they harm? One day you are free. The next day you must ask a bureaucrat for permission and pay for the 'privilege' of doing that which was free yesterday. All of the "changes" of freedom (elimination's) will be neatly documented in the ordinance. But ... people will do bad things and 'no one' will help. Translation - The "village" will not enforce Constitutional rights nor laws that get in their way; therefore people are rewarded for doing bad things. Liberal solution: ... pass a new law and ordinance to protect the village from those who resist their rule. That brings us back to the "they won't help us" situation, whenever the village decides equity isn't in their best interest. The end result is more bureaucrats from the village to make sure no one walks in any direction other than circular. It's like having one leg shorter than the other, where one really has to work at going in a straight line. (when stoned, liberals walk in circles.)

The only answer is judgment by a court to pay the quarry folks for their losses or a buy out and move. Those individual rights exist! They simply are not enforced! This is where the liberal right and liberal left join hands to eliminate payment by the right so the left can raise taxes to expand their perpetual motion machine. The trampled citizen will pay more taxes to eliminate their right to recover damages! Insane? Yes, liberalism is a mental disorder of varying intensity. Join the zoners - drop your money in, hop on the merry-go-round, see if you don't wind up where you started. Force the courts to enforce your Constitutional rights. Tell the liberals to take a hike.

Why would the legislatures pass laws that only entangle the highest laws of the land. Constitution Amendments 4, 5, 7, and 14 are supreme laws of the land, that all judges and governmental officers have sworn to uphold - but do not. The quarry is most likely a corporation, which is a creation of government, at the will of government. Read them - can you find anything that hasn't been violated by democrats first or republicans second and biggest of all

Anonymous...I love your statistical analysis of mentallly ill people. But it is somewhat flawed. Most of the functioning mentally ill see themselves as misfits. Many are ashamed and try to hide their diagnoses. And yes, some are such that they are happy as a lark and never worry about anything.
As for those desiring freedoms, I thought it would be more like 100 % in favor of that? Who in their right mind would not want freedom? But freedom should NEVER be had at the expense of harming others who cannot protect themselves!
You suggest that those who would disagree with you must be mentally ill. Perhaps you are right in one sense. We who would disagree think you are all nuts! And, I might add, this has nothing to do with Democrat or Republican.

I will say this just one more time. If you want "specific" information on what those people at Wales and Christian Road did, just ask them. While you are at it, find out if they didn't talk to TDOT about condemning Christian Road. Nothing worked, because the county had no protection. And, while some of the anti-zoner commissioners might have had no objections to the quarries, there were plenty of them who had the foresight to see what was happening in those two communities. Were you at any of those meetings? I seriously doubt it.

Don't really know, but seriously doubt anyone will ask for help. Been through this type thing in large & small corporate corporate settings many times. It's very different - A corporation that doesn't want to know what it is doing goes broke. A government unit merely has to raise taxes. The CEO either lays off people he cares about, downsizes, & fixes the problem or goes home. A government unit usually builds more facilities, hires more people, and raises taxes - very rarely fixes the problem. Sadly, both have the same capability and potential resources; just different expectations & motivation.

99% sure thing, if things are screwed up, no one wants anyone else to know about it or dig into it. In sports, good teams know every play, every move, every second of precious effort - they win. People who sneak out on the field or come out in a protective barrel always, always lose. You can not win unless you know and openly work on weaknesses. A positive attitude about failure positively and absolutely results in failure. If you read the two blurbs herein about educational failure, it cuts an outline why taxes are out of control in proportion to the sad fact that children can't read, write, or understand absolutes (science, math, etc.). Ignorance can be bliss ... until it comes time to feed yourself & family.

I'm off the subject a bit, but it's pertinent to the task at hand. If we are out looking for more facillities to house more isolated number crunchers and bureaucrats, then we have the key to failure, ready to unlock a new chapter in boondogglery. That has never worked in corporate or any other situation!

We have the number crunchers in place, where they should be (not somewhere across town where they can't get involved or help someone else!) If we establish a centralized accounting management & data system, the number crunchers will soon find they have nothing to do; and they will either get involved or get bored and find something else. With just a little motivation they will start reading and snooping -- if all that is is front of them is operational information, they will get unbelievably productive, knowledgeable, and helpful to all areas of their department.

The little girl in a corner, doing her nails or giggling at times at a cost of $20,000 or so net cost a year, is nothing less than a powerhouse who can take many times her salary out of operating cost if she is motivated, turned loose, and respected for what is probable (not just possible). That is true up and down the lines of workers and management!

Bottom line, we may need a new chair, a brief case, and a thermos bottle for the new director of finance. There will be little time to sit if you're going from area to area at all levels building the control and communication base that is needed. If they need a posh office, we don't need them!

Soooo... what'llll we do? -- What's the first task undertaken?

You can lead a mule to the water, but can't make him drink. You can jam his hed under until the bubbles stop & he may still not drink right then, but he'll sure think about it between this time & then next time water is offered.

I absolutely wasn't bashing her. I haven't exactly been pushing anyone to get in the middle of it because of some other non GC personal stuff that has to be tended to. Truth is, I was going to give her some stuff, but haven't as noted & probably owe an apology for that. I will help some if needed. There is no fee.
