The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Don MacDermid sent me today a document on the school board's strange idea of "no increase" budgeting. I am unable to post this using Blogger-- well, I can, but the special formatting goes away. So I have converted Don's file to an Adobe Acrobat (.PDF) document, and I will email it to anyone who writes me -- mcpeters@usit.net -- to request it.

If I can find a decent FREE ftp hosting site, I'll post the file there, and provide a clickable link. For an example of a site that is NOT really decent -- gummed up with popups and annoying ads -- you can get Don's file here:

Just click on the orange "download" button in the lower right of the page, and then click on "download the file now" on the next page, then follow the instructions to save the file to your hard disk. Once saved, double click it (or choose "open file") in order to launch Adobe Acrobat and view it.

I know this sounds like a lot of trouble, but Mr. MacDermid's analysis is quite interesting, and would make a nice two sided flyer, suitable for handing out at County Commission or School Board meetings. (Although, beware! Handing out flyers at School Board meetings is probably a violation of "policy" and may get you arrested!)

Thank you to Jim Greene, Dist.5 School Board member, the only member who has had the backbone to raise questions on issues such as new Central Office Building and Budget items. The rest of the Board just rubberstamps whatever Tee Jackson says and wants with no regard as to how the citizens of this county might feel. The rest of the Board could care less how much our property taxes are raised. It is refreshing to hear someone who would like to keep spending in control as we have to do in our homes.
Michael Gonzales and Kathy Norman, the 2 incumbents who are running for re-election have both showed us they don't want citizens to speak at meetings, they extend Director's contract years before the end of contract, they condone increased spending at the administrative level moreso than at the instructional level (Children and teachers), they want a shiny new Central Office before repair and maintenance of school buildings, esp. Giles County High School. Attend the meetings and see how they vote.

They are all new to the districts and have not worked with Tee Jackson, except for Jim Greene who seems to have his own mind about how things should be run by the school board(Praise the Lord for someone who can think for themselves!) Beverly Murrey will not rest until the illegal contract extensions of Tee Jackson are undone. Steve Hodges is a wonderful man who has the people of Giles County best interest at heart.

Can the School Board members and School Superintendent answer the following statements as their belief?

--- That Children come FIRST.
--- That teachers are our most important school employees.
--- That Principals are our most important school administrators.
---That parent support and involvement are ABSOLUTELY crucial for the success of the school system.
--- That schools belong to the parents and the public.
---That every school's curriculum should challenge and meet the needs of every student.
---That discipline and high expectancy should be a major factor in each school.
--- That attitudes and values be stressed as a major part of the curriculum.
--- That the basic skills be heavily stressed.
--- That achievement, excellence and efficiency be stressed and rewarded.
--- That our greatest need is UNITY among teachers, parents, principals County office, superintendent and school board ALL WORKING FOR YOUR CHILD.
--- That our school system can be the BEST in the state.

If they can't answer each statement in the positive, do we need them?

Since I seemed to have left my decorator ring in my other box of Sugar Puffs, I will take an educated guess at the meaning of your message.

“I do not like the members of Board of Education; they all are a bunch of self-centered, egotistical, and power hungry individuals. It is apparent I can use larger words (or use Word to find synonyms) then the whole board (and Jackson) combined.”

You miss the point - It's not about hate or a whiz contest. It's a wake up call to very serious acts. Jackson, Gonzales, the school board majority, and some commissioners continue to wallow in deception, false claims, and false data. Rational people would clean up their act and move on. We have a handful of people who care less about truth, legal reporting requirements, or the impact they have on children.

God expects us to act to fight evil. Those who expect God to help those who "help themselves" to everything that isn't nailed down, deserve what they'll get. The above 2 articles on "no new money" & "no increase" are based on official school documents used for financial transactions involving public money! There is much more! They are ignoring it because they think no one will do anything about it. Ignore it, and they will eat you alive! Our problems need to be solved here, not somewhere else.

Allan - If I hadn't sat through several school board meetings, the various insane trials & charges against you & Fred Winkles, various commission escapades of spending sprees, bleachers instead of busses, and on & on; I wouldn't belive a bit of it. If I hadn't waded through the school budgets, audit reports, an listened to endless absolutely false claims & statements; I wouldn't believe a bit of it. A half century of corporate financial & operations control including management of audit functions in small to half billion dollar operations did not prepare me for I see in our school system. It is an insane situation that is easily fixed at the voting booth. You have been more than kind to those who have been anything but civil to you.

Beyond Jackson, Gonzales, Holt and a few others, we have the talent to run a top notch organization. I'll buy the fishing pole - we have the can of worms - Time to make time for fishin'. dm

Remember the school bus ordering fiasco of Jackson, Hartselle, Foster and the rest of the School Board? At the last School Board meeting (June 8) the School Board voted to send out bids for digital cameras for these buses. The original buses Danny Hickman had ordered had these on them. These were the International buses, the original buses that only cost about a hundred dollars more than the inferior quality Thomas buses they ended up ordering. One of the reasons the Thomas buses cost less was they didn't have all the options the International buses had. I believe at that time the digital cameras cost $3000 so now we have to add at least that to the cost of each of these new buses. I strongly believe having the Financial Management Plan of 1981 in place would prevent future boondoggles.

Every time we pick the paper up, we find more examples of a complete lack of top level financial integrity in the school system. You can't believe reports or what is said! Instead of less property tax next year, the 6-6-6 facts quoted by Commissioner Greene say we have $515,000 more divided between the general fund and schools! There is $200,000 more coming from the county. All of a sudden, we find $750,000 more for schools in state BEP money, which one must assume goes into the BEP line item fund account. That leads to question the 6-1-6 noted BEP RESERVE account that just happened to have $700,000 in it, waiting to be spent on frills for the out building. All of a sudden, warm fuzzy feelings turn to chill bumps. This isn't a series of innocent errors. There have been lots of heated detailed discussions about impropriety for a long period of time. Lots of 6's - does the devil make them do it?

Then, we see a quote, "That's $950,000 more that they can do almost anything they want with". And, they will! The county commission is the only check and balance on our out of control school system! Give Jackson & Gonzales $950,000 and it will dissapear. The JGH machine ignores variation to a budget. They simply change the budget by amendment and spend anything left. Spenders are rewarded with more to spend while savers must give to spenders. There is no accountability.

No student left behind is really no behind left with money! No private firm would survive with this mentality! The opportunity is knowing about the $950,000 and the fact that rainy day reserves still work. Sanity is just a lever away on election day. Stamp out ignorance. Vote for financial management and officials who want it. dm

Doesn't this budget have to go before some other government bodies before it is law? EXCUSE MY LANGUAGE, but what the hell are people thinking? It's public knowledge about the money that was suppossedly found in the school system, and they can't add that in for the budget for next year. I try not to say anything bad about anyone but Tee Jackson has to go he is not here to better our children he is only here to better his bank account and proof is in the pudding. The paper doesn't mention Tee Jackson receiving a raise. Why in the world would that happen?(I'm being smart here) He is just upset because he has not got his new office yet-hopefully our new commissioner will put a stop to that. Maybe if it gets to the full commission some of our commissioners will not let it pass as it is written now maybe some will ask him why he is getting a raise and other employees are not. Can people not see through what Tee Jackson is doing or are they too scared to speak up? They are suppose to be doing the will of the people!!!! The latest three postings all go back to if we had the Financial Management Plan in place this kind of behaviour would not happen. Am I correct in this Mr. Barrett? I now read and hear that Jackson is "centralizing" his current bookkeepers in an attempt to show the school dept don't need to be included in financial management. With 5 - 6 bookkeepers in the school dept shouldn't it already be centralized? No wonder the audits have been chaos. But this is known as TS Mr J, school dept is included in financial plan.

"It ain't ever over till it's over." The reason for amendments was to jack the spending up last year so it can't be lowered this year. If the commission simply could learn to spell and say "NO", the scam would end. Approving last year's windfall automatically bosted 2006-7 budget spending. Look back at the "no new money" analysis put on the site a month or so back.

The pitiful part of this is a never ending cycle of deceit and fraud at the top of the school system. The Lesson: Fraud and spending every thing you can get your hands on is good. Finding a better way by innovation, better productivity, etc. is bad! What could be a worse icon or mentor for impressionable children.

If you don't like what's happening you better get out & make sure Beverly takes out grumpy early in the first round of lever pulling (voting). - Doesn't matter where you live - the virus affects every child and resident of our county!

Imagine - your kid getting in your wallet to get $2 you are giving him. He takes the $2 and stuffs another $20 under the couch. Tomorrow, he tells you he found $20 - will you pat him on the head & tell him it's just God giving him a little reward for being sooo good? Sound familiar?????

Big churches stand together and I know of one church that can put in a very undesirable man again if alot of people don't get out and vote. At least exercise your right to vote before it is taken away from you.

the biggest problem with members of the school board seems to be a conflict of interest. many members have very close relatives who work in the school system. how can anyone be objective when a spouse, brother, sister or other close relative is directly affected by actions of the director of schools and or school board

Your absolutely right. Let's go around the table and include those who are running. Mr. Kennedy has a wife that is a teacher assistant and daughter and son-in law that teaches at Richland, Doc Gonzo has a wife that teaches, Mr. Dunivant has a sister, Mr. Greene has know one, Mr. Lindsay has a daughter at Central office, Mrs. Norman has know one, Mrs. Houston not sure but think know one. Apponents: Two men in District one , don't know, district 2 is Mr. Lindsay, District 3 Mr. Mike Young has a wife and his brother was recently hired in maintenance, 5 Mr. Wallace Not sure, District 7 Mrs. Murrey has a sister-in-law. So it looks like some may need to do a little brown nosing to keep their family in their positions. Just watch and see!!!!!

Joe, your June 30th comment about 5-6 bookkeepers at the Board of Education. Maybe you need to go back to school and learn to count or write something you know about. There are a total of 6 non administrative positions at the Central Office. Those six handle personnell, insurance, free lunches, special ed secretarial duties, food service secretarial, workmen's comp, teacher supplies, receptionist duties, then on in cluded in those six are one general fund & food service fund bookkeeper, one federal fund bookkeeper & substitute payroll clerk, a regular payroll clerk, & one internal auditor. There is not one clerical position in that office that does not have to multitask. But nowhere are there 5 or 6 bookkeepers. Oh, I almost forgot those ladies also do secretarial duties for the administrators. I'm sure I forgot something!! But this is absolutely the truth so please don't talk about things you don't know about.

Let's get the DA to reopen the case and have someone else do the audit. They can still go to jail if the DA knows that enoug people want to see justice done. I have called and called and will continue to call until they open the case and have someone a little more honest to audit the school bus books. Mr. Hickman did not write specific specs. but the auditor has made mention elsewhere that he got flack from Hartselle , Foster and Jackson. And what about those three meeting on the day of this new school boards first meeting. I heard with my own ears what they were saying about Mrs. Murrey. They didn't want her to be board chairman, but I've heard she put the word out just to throw off the school board and nominatied Greene instead for vice chair.

Thanks to the above writer for revealing the specifics regarding the bus order and how it will effect we tax payers since members of the school board changed Mr. Hickman's original order from International. This is exactly what members of the public were complaining about in their Letters to the Editor. If the County Financial Plan of 1981 had been in place for Giles Co., this would not have happened. Mr. Hickman's specs would have stood. It will be interesting to watch for how Mr. Jackson comes up with the additional bus funds.

Lewisburg-Marshall County's school system may be about to buy buses from a different supplier.
At a recent meeting, the school board heard about alleged problems with the brakes on some buses supplied by the Thomas Company.
A state inspector suggested the purchase of Bluebird buses, which recently became cheaper due to improved engines that have reduced the amount of emmissions.
Boy has our ex-school board members, Mr. Gonzales (since he is the one who hollers "This is my school board" and Mr. Jackson have put our children in harms way. Be prepared parents if your child is unfortunate enough to get to ride one of these men's new buses. I know I will becarrying mine to school if it pulls up in front of my house.

The most important thing to remember is "it ain't over till it's over". In the minds of some this whole school bus issue went away with the resignations of Hartsell and Foster but there is more to come. The rats continue to turn on each other and the fall guy is being set up. Allen Barrett

To make the Thomas buses come up to what the International buses had on them, that Mr. Hickman originally ordered, would cost $9384.25. Multiply that by 3 buses ordered makes $28,152.75. Plus Thomas buses will need more repairs and downtime at what cost? If we had had the County Financial Management System of 1981 implemented in the county the Finance Director would have come a long ways toward paying his annual salary with the savings. If the commissioners do not vote in this Plan look for it on the August ballot and vote "For".

Out of Tee Jackson's own mouth he said the bus garage was an eye sore.
Thursday night at the school board meeting when Tee Jackson announced phase one of the central office building would begin he was asked about the bus garage and he said construction on it would begin at the same time.
Just wanted to let you all know the construction he is referring to is paving the parking lot, putting up a flagpole and adding a sidewalk including flowers to the front of the building.

Most of the senior members of the board are in Tee Jackson's pocket, so it wouldn't do any good to talk to them they would probably lie for him.

There will be a School Committee meeting on Thursday, October 19 at 5:00pm. at the Central Office. Please try to attend if at all possible. This will be a good time to express your concerns to the Commissioners on this Committee. They have some very important decisions before them, including the upcoming "REVISED" School budget. Isn't it strange that Mr. Jackson would need to "REVISE" the recently approved budget at an increase of over $1,000,000,000. He cannot be stopped without the input and support of all Giles County citizens. He is nothing more than a professional "CON MAN". Please do not continue to let him "Con" us and more importantly our children. Please contact your School Board Representative and your Commissioners and help us take back our School System.

Unbelievable! Big bucks don't just happen. It's a long process, forms, approvals, and an endless trail of yarn between knowing about the funds and getting them. If there is a real annual financial report by the school system, we haven't seen it. We see part of the puzzle at budget time. There is state money, federal money, local money, money laid back, and money in rat holes waiting to be unearthed. When we have big revenue ammendments immediately after passing budgets, year after year, we know we are dealing with slight of hand - trickery - false witness! What we smell cookin' ain't ham n' biscuits, it's the books!

To Mr. Barrett's point, we need an audit. Unfortunately, the state is aware of what's happening but turns a blind eye on it. Their logic is based on the premise that if we spend more money we will learn more. Sure enough, more spending, more taxes, more illiteracy, and more promises each year! We don't need an audit, we need a criminal investigation!

First of all, the budget has to be at the Commisioners in April long before anyone can figure out what is happening the next school year. No one knows in the spring how many teacher and etc. that anyone is going to need or how much money is going to be left in the budget. The fiscal year ends in June. There is not idea who will quit, who will be hired and what those salaries are. Everybody needs to quit thinking that there is double dealing going on. The books are audited every year twice! There are state auditors and then an audit is done by a private accounting firm. The state does not annouce what they are going to do in order for someone to know how much money will be needed. When teachers get raises from the state part of that has be followed by county funds, no choice. Maybe some of you doubters need to sit down with MR. Jackson or the bookkeepers and ask. You might get further if you are nice and not accusing!

Then where in the heck does Mr. Jackson seem to keep finding money? They know approximately how much they will need. You can't ask you do not get straight forward answers. What about that bus order deal Tee Jackson's hands were all in that. Since you seem to think Tee Jackson is so great-What happened to the money for the raises, what happened to the money to fix the bus garage? You answere those questions. What about raises for the support staff employees. The only thing Tee Jackson does is waste taxpayer money!!!!!!!! If I am incorrect please tell me so, but I understand that he is getting another raise this year.

You are correct anonymous Sunday, October 22, 2006 5:03:22 PM. My guess would be the person you are responding to is either a board employee or a school board member. You never know, it could be Mr. J. himself. NAH...it couldn't be him. He doesn't even know what the responsibilities are of each of HIS employees and how to deligate when needed. He hasn't got a clue what goes on. He is only educated in how to deceive and manipulate the citizens of Giles County. If you trust the man, you don't know him very well. He seems to love controversy and is well versed when it comes to "POLITICKIN'". He would be better suited to run for office than TRY running a county school system. It is amazing that he has been in his position as Director of Schools as long as he has been and is clueless who most teachers are in each school.
As far as asking the bookeepers for information...good luck if they are at work when you decide to do your research. And, when they are there they are not helpful, more like hateful. They make it their personal mission to be difficult. That central office is an absolute joke!

Maybe you should crawl out from under your rock more often. Why don't you just ask the teachers and support staff about the raises that were approved for them last school year? THEY NEVER GOT THEM!!!! Now how hard is that to figure out-he ask for money for the teachers, it was approved, they never received any of the money. That sure sounds like misleading, deception, cheating and lieing to most of us.

Just face the facts here--Mr. Jackson wouldn't know the truth, much less tell it, even if it slapped him in that big bucket head of his.

Quit trying to guess who is commenting. That is why this is anonymous. No I am not a board member or or an employee. I know a few employees. I am also not for Mr. Jackson. Sorry to dissapoint! I just don't believe that the books are being fixed. And to whoever made the remark about the bookkeepers not being there, how many bookkeepers do you think there are? Everyone seems to think the Central office is full of useless employeess, maybe a few but not all. The teachers are still negotiating for raises, and regardless of what has been approved the union has to vote for them and they have refused the $1000 they want 2%, good for older employees with big degrees but it does nothing for the little fish.

Anyone who gets a chance to asks questions of Mr. Tee--Ask him if he owns any property in Giles County-He claims to pay taxes here but according to the records at the Courthouse,HE DOES NOT PAY TAXES!! Sure, he pays taxes on all those lunch meetings he attends, but I don't think that is the same as property tax. This is just another one of his many lies and misleading statements.
