Giles Free Speech Zone

The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Free at Last, Free at Last, Free at Last!

If you own property in the infamous "five mile zoning" region outside of Pulaski, you are now free to subdivide it as you please, and do pretty much whatever else you want to do. And Dan Speer can't do a darn thing about it!

Why? Because, the moment the County Commission passed a zoning plan, under state law TCA 13-7-306, the city's "five mile zoning" was "automatically superseded and repealed." See page 191 of the CTAS county guide:

This is the only point I've seen in the LUMP's favor. Five mile zoning is dead, dead, dead. And nobody will ever be able to resurrect it, because the county now has a "regional planning commission." So let the subdivision begin! Ahh, freedom!

Surely residents need a clear and concise definition of where this '5-mile zone' is measured from . Normally mileages between cities is given from Post Office to Post Office , so is the five-miles measured from the middle of the roof on Pulaski P O? .
Or from the closest edge of the city's defined 'border' to the proposed subdivision?
Is the distance measured to the entrance of the subdivision or its center?-or its far edge ?
What if only part of the subdivision is within the specified distance ? (who gets (the kickback) to approve ?)
Is it measured in road-miles or as the mocking-bird flies (straight-line miles ).What if there's no road? Will our trusty Tax Assessor get to decide the distance using the latest in measurement technology ?
Enquiring lawyers, engineers and surveyors will all want to know prior to opening up Giles County as one big retirement haven. Fill the Courthouse square with wheelchair parking places!
Here I sit marking my maps with Industrial development sites in anticipation.

Your reference is obsolete -it refers to a year 2000 revision of the CTAS Manual . The latest functioning version as authorised by State Legislature is 2002 with amendments up to current time .
A new version is due for release 'soon' (in government years ) . Meanwhile you can see the referenced TCA at
