The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Please vote FOR the referendum supporting the Financial Management Plan of 1981. Voting this referendum in will provide accountabilty of our tax dollars;show where money is truly being spent; eliminate constant amendemnts to the budget; reduce number of commission meetings thereby saving commissioner fees;provide line item budget; allow professional to invest idle funds for best return on money; bring into compliance with Governmental Accounting Standards (mandatory in 2008); eliminate needless spending which would allow more to be spent on our children and bring teacher salaries up to par; and the list goes on and on.
Don't let anyone scare you into thinking it will cost a bundle to put this centralized accounting into place. The salaries are already there and yes, there is space to bring it all together.
A commissioner has stated this referendum would be non-binding but that statement is incorrect. Documentation is on hand from the Election Commissioner confirming this is a binding referendum.

Did you go to the trouble to find out: If the referendum passes the commission does not have to put it into action?
All your hard work will just go POOF, if you do not vote out Mrs.V and the others that don't want it.
Yes, much research was done on this Referendum prior to the collection of signatures. And all questions and answers in writing from Election Commission Office, Nashville. This is definitely a binding referendum if it passes and commissioners will have no choice on putting the accounting system into place. Also, a referendum of the people on this issue supercedes anything the commissioners might have passed, such as a private act. A private act is not binding and any department can opt out whenever they choose. Not so the Act of 1981.
Everyone I'm voting for happens to support the referendum.

Do you think the Financial Act will be implanted without a problem under the county executive and commissioners, since the county executive and some of the commissioners were against it passing?
By law, the Commissioners have 13 months to have the financial management plan in place. This is done with free expert advice from the State Comptroller's Office and, I would hope, whomever is secured as Finance Director. Mrs. Vanzant never expressed opposition to me regarding the financial plan.
Early summer last year I did an unofficial survey of twenty of the commissioners and not one was against it, eleven were very much for the financial plan and the other nine wanted to learn more. They had their opportunity to learn more on three occasions.
In the May Commission Meeting Bill Holt voted against the plan, however, on the morning of Aug 4th he graciously called to offer congratulations on the referendum passing and commented "this is obviously what the people of Giles Co want so we need to get on with it." Apart from one commissioner who is vocalizing that the referendum is non-binding I think the remaining commissioners who voted against the plan will follow Mr. Holt's lead. To do otherwise would cause an issue that would be filed in Federal Court and obviously cost the county a large amount of tax payer's money and so unnecessary since documentation is on hand from the State Election Office confirming the referendum to be binding. Locally the County Attorney was asked to research and he didn't come up with anything different on what had already been determined in the early days of putting the petition together, again, that the referendum IS binding.
The Voters have spoken so now its up to our elected officials to get busy. Much of my time will be spent searching for other possible referendums that could be of benefit to the county and be presented to the Voters.
