The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. County Gives Back $18,000.00 to Lynnville

At the Commission Meeting yesterday Commissioner Jackson made the motion that the county give back to Lynnville $18,000.00 they had paid the county for land a number of years ago. This was done in response to the city of Minor Hill requesting land partly owned by the city and county be given to them at no charge. They desire to make a part with walking trails. It is reported the land has more than enough marketable timber on it to pay the $18,000.00 price the county budget committee originally voted to ask for the land.
In a time of severe budgetary problems how can the county justify a $36,000.00 blow to the budget? Allen Barrett

You will find that Commissioner Jackson is out for himself, his family and close friends. It is not enough to say "what have you done for me?" Rather Jackson says "What have you done for me today?"

Jackson does not support anything unless there is some way he can profit.

Look at the historical voting patern by the minor hill district commissioners.

Jackson not only has voted to give away property purchased by tax payers but he cost us another 18,000.00 by doing so. If you will remember, Jackson also voted to allow Bluegill McGill to hire two new employees, one of which he voted for in the Budget Committee that has yet to be voted on the the Commission meeting in July. He's not real smart, is he. I wonder if McGill has asked Jackson the same question he ask Harwell, will you keep me as your employee if you win?

McGill has spent the last four years whining about more staff while hanging on the rail with his cigarette and coffee cup but that's just when he finds time to stop visiting with the social club upstairs.

I think I've put the puzzle together. Tommy Hyatt or one of his gang is lurking here planting seeds of doubt about McGill, Jackson and Harwell. He came by my house the other day campaigning. I tried to get Hyatt talking to see how much or how little he knew and he spent most of his time running down the other candidates which lost him my vote. He seemed focused on running Harwell down and said that Harwell would "need to keep McGill on to do the job". I saw Mr. Harwell on the square Saturday and learned that he has a degree in real estate appraisal and did not need McGill to do the job. Harwell told me he had not asked McGill to stay on and would not ask McGill to stay on.

Then I learn, firsthand, that a fellow from the state road crew saw someone who was weedeating around the Hyatt signs steal two of Harwell's signs and threw them in the back of his white ford truck. Seems to me that Hyatt is the snake in the grass. Seem that way to anybody else? Most of his signs in my area are in vacant places or places were folks don't vote. I don't think signs vote anyway do they.

I'm sure you didn't have any trouble getting Hyatt talking. He acted the same way at my house. But I went to school with him and already knew how he was. Then he went to my mama's house and just outright put a sign in her front yard without asking. That sign is in the trash now. He's putting folks on the spot by just asking them to put up his signs.

Tommy Hyatt is the last person you want to be the Assessor of Property. He is a liar, cheater, womanizer, and will never be on the job that the county is paying him for. I worked with him at the Giles County Highway Department. He will use anyone and anything with out any scrupples. He will screw his best friend to get what he wants.

He is a blow hard that thinks he knows everything.

I can certainly see him removing opponents signs, talking behind someone's back, and lying to get what he wants.

Tommy has a good father and his mother was a great person (God bless her soul...she would turn over in her grave if she knew what Tommy has turned out to be). His wife Leslie is so clueless to what Tommy is and what he does behind her back. He is a woman monger who would "mess" with his best friend's wife!!!

Any of the the three other candidates could have no morals and still have more than Tommy Hyatt.

This is not hearsay or gossip...I know... he messed with my wife and was suppose to be a "friend".

Tommy Hyatt thinks he will get Assessor by name association and kinship with Barry Hyatt. But, word on the street is that Barry does not support Tommy in this race. I couldn't imagine that he would though because Tommy was gonna run against Barry too but then decided not to at the last minute. I also heard that he and his daddy had had some sort of falling out. Some who went to school with him say he has a terrible temper and a terrible mouth. Is that true.

Dear July 3 8:29. Thanks for helping me make up my mind. I'm gonna vote for Terry Harwell now. You must think Harwell is gonna win or you wouldn't stoop to attacking his family. From my work with them in the band backers they are a good team. Never saw one of them slinging hot dogs or popcorn without the other one working. They both worked their hind ends off. I saw the same thing at the little league park too when our kids played ball there. They seem to try to work in our community to make things better. What do you do? Course I don't know why anybody like the Harwells would be in public service when folks like you are always taking pot shots at them. Sounds to me like you are just trying to get everybody's eye off the real ball in the game - who would make the best assessor. I say go Harwell!

I've know Vicky for ever. Worked with her. In a club with her. You won't find a harder worker. But, I don't think you'll get to bash her much longer. Speaking of the stone(y) you could be right. I heard him mumble something to another commissioner on the square in Lynnville Saturday about Vicky Harwell speaking on Terry Harwell's behalf. He said something like it was not the same thing as Terry being there. Of course, when Mrs. Harwell spoke, she said that Terry was in Campbellsville with his band. I guess Jackson knows how Terry could be two places at one time. Was anyone else there? The stone(y) read a speech someone had written for him word for word. He should have let his wife speak for him too.

Remember Harwell was in on giving away the money to Lynville and Minor Hill. I had intended to vote for him until this happened. The Lynville sale was completed some time ago. It seems foolish to bring it back up. They could have voted to give Minor Hill a good deal instead of just giving it away. Seems like throwing the baby out with the bath water.

I'm from Lynnville and I can't believe you are so selfish. We pay county taxes and we are a part of the county. It's folks like you who always try to chop up different segments of the county who are losers with a capital L. So the commissioners wised up and realized that the county shouldn't be in the practice of selling land to our small municipalities .... small cities in our county who all had paid the county property taxes to buy the county land in the first place. Hardly seems fair to pay for land twice does it? Maybe you want to pay for your home twice? We pay our way in Lynnville. Minor Hill pays their way. Same for Ardmore and Elkton. We're all a part of the county. So the former commission who charged Lynnville was wrong! Get over it. Have you ever considered Harwell and the other commissioners were just trying to do the right thing? Or are you the only one who knows what the right thing is. (Or are you one of the other candidates just trying to be a snake on the blog and try to shake away some of Harwell's support?? Which is what it sounds like to me. Stoney Jackson is a candidate. He voted that way too and you didn't mention him.) I was at the meeting and it was a majority vote of the commissioners to do this. Your narrow vision is shameful. Lynnville and Minor Hill are a part of Giles County. We deserved better and we finally got better from our elected officials.

Harwell has what experience for this job??? Just because someone is a nice person is not justification to put them in a job. Big mistake if he is elected. I had rather see McGill stay in office. I would certainly feel for those nice ladies who work in the tax assessor's office if Harwell is elected. It is like someone else mentioned in an earlier post, if you elect Harwell it is a package deal. You get him and his wife. That is the last thing the assessor's office needs is her sticking her nose in where it doesn't belong. As far as the poster that speaks highly of Harwell's wife...you must be the only person in Giles County that has anything positive to say about her. No one and I mean NO ONE I know can stand the woman.

Terry Harwell would make a good Tax Assessor. If you consider nothing other than his work ethic he would be highly qualified. The package that needs to be considered is his qualifications not his wife. No doubt some may find her objectionable but who isn't to some one?
The problem with Mr. McGill is that he simply has not done his job. Others have done most of the work while he hung on the rail outside his office smoking and taking all the credit.
Twice the county has been placed in the embarrassing position of being in danger of state sanctions because assessments had bot been completed. He has failed to cross train personnel and even told the county commission he "couldn't let women go out and check property because they couldn't use the bathroom outside". Is that the type person you really want as Tax Assessor or anything else? Allen Barrett

McGill has 31 years of experience. But didn't do the job and almost cost the county big time. You think Harwell would give the ladies in the office a hard time. Why don't you ask them how they like it in there now. My friend left that office becuase of unbearable conditions. I've decided to vote for Harwell. The type of experience he has is what we need in that office. The experience of treating people right when doing business with them. I'm told he also obtained real estate appraisal degree. Seems to me that would help him do the job. I've found him to be honest. We sure could use a LARGE dose of honestly in county government. I read this blog from time to time. But I always get peeved when somebody like you start wanting to sling trash out of your mouth about candidates or folks in public service. You're a big boy or big girl and hide behind anonymous and you're the type of person who discredits this blog. Maybe you don't hang out at the same places. The folks I know respect Harwell's wife for speaking up and voting no in city stuff. Maybe you're jealous? Maybe you're one of the other candidates who is trying to scare voters away from who you think is the front runner. Maybe you're just using this opportunity to bash Mrs. Harwell. Whatever the case may be, I think you're wasting your time. I work a sales route and travel this entire county every morning and I'm hearing Harwell will be the next Assessor. You gonna start trashing his kids and grandkids? What about his friends and pets? Anything else you got in your bag of dirty tricks?

The penny has finally dropped for me!

Wayne Stafford is holding off announcing a decision about returning to work or not until after the August elections. If McGill gets back in, he's bringing in Tommy Hyatt to fill Staffords job. If Hyatt gets tax assessor he will fill Staffords job with McGill.

Now that would be something the women in the office would have a hard time dealing with. The one who did personal property tax for years quit last spring because she couldnt take working in there any long. Then she got hired in Garners office.

If you want a "package" then vote McGill or Hyatt. Me, I'm going for Harwell. And no, I am not Vicky Harwell making this post.

Well, I know who I am not voting for! Since McGill took office, my property taxes have tripled! Each year I was reassessed. Called the office, and was told they "forgot" something on my property. Twice. How can I argue with that? Tells me they either fabricate or are incompetent and can't get the job done the first time. But now that property values are going down, will we get an assessment notice showing a decrease? Not on your life.

I can count on ten fingers the number of people who have written on this blog and been brave enough to sign their name to the post. Course you're not one of them and neither am I. If memory serves me correctly Mrs. Harwell posted on this blog before and signed her own name. I imagine if she did that before she'd do it again. Could it be that someone has a different opinion than yours and it bothers you?

Why would it bother you unless you are trying to get folks to vote for someone else. If that's the case, and I use your way of warped thinking, you are probably one of the other candidates or their family. Let's say that might be true.

Here's what I want to know. Why do you need to discredit one of the candidates wives. Why not just let voters decide which candidate can and WILL do the job. That's what we need for once. Someone we can elect and who will then DO THE JOB we elect them to do. Wouldn't that be a novel idea this time???

Last night I went to the Bethel fish fry. Always do. I saw four of the candidates. Fralix, Jackson, Harwell and Hyatt. Enjoyed lectioneering with them all. Wonder if McGill thinks he don't have to campaign. Then when I was leaving I saw some young girl walking with Tommy Hyatt stick one of his cards on a white vehicle with Harwell signs on it. She snickered and punched the other girl walking with them and made a crude comment. I won't repeat it on here. But, it told me what kind of man Hyatt is. He was walking right there and didn't correct her or remove the card. I'd already been told he wasn't capable of handling the job from folks that went to school with him. Now I've seen how he is with my own eyes.

Don't know McGill, but if the "rehab" remark was meant to hurt, if people are thinking, it should help. If he has a problem with substance abuse, maybe he recognized it, or somebody else did, got him help which is a lot better than needing help and not getting it and don't we all know plenty of people like that???!!!! I think rehab could be seen as a positive rather than a negative, although he is not my candidate of choice, I do have respect for someone who seeks help for a MEDICAL condition!

I think that intentionally bringing something like that up in a public forum is low. Maybe you should work on your own problem. 6:53 if the person inquestion was any other elected official (say County Executive or Sheriff) would you be so generous and kind in your understanding? I think not. You may even demand that the person be removed from office.

Now you may say that the tax assessor is not as an important position as the Sheriff or County Executive but I disagree. The tax assessor impacts the pocket book of every property owner, and indirectly every renter, in this county. the tax assessor also impacts the County income even more than the collective Commission.

If we have a person that is so strong to seek help, why was that person so weak to fall into a condition that is close to being criminal? Yes let's ignore the root cause and problem please let us not speak ill of a person who has proven to be lazy, arrogant, self-serving and a drain on all of our citizens.

He may be better now (only time wil tell) but that does not excuse his ineptness for over 30 years.

8:52; You are obviously an extremely lucky person to have never had a loved one or yourself "fall" into the condition of substance abuse. Either that or you are an ignorant jerk who is incapable of understanding the disease. It is a hideous illness that affects all ethnic and socio-economic populations and for you to call it a weakness to seek help further shows your ignorance and lack of compassion. Of course nobody should abuse drugs or alcohol, but science has proven that addiction can occur after very few drinks in the case of an alcoholic, and when that happens, if a victim seeks help and treatment, they are to be commended, not condemned. Do you consider it a weak person who develops diabetes, or cancer, or MS, or arthritis? How judgemental you sounded. I hope that your past and that of your family members is absolutely free of mistakes since seeking a helping hand for an illness is a sign of weakness. I'd rather have a leader who is strong enough to ask for help than one who is so arrogant that they believe they never need assistance.

Being an addict of anything is a difficult thing to deal with but the problem ain't addiction it's laziness. McGill is just to lazy to do the job. He has blamed everyone and everything for his not getting the job done. He has refused to cross train people in his office leaving each individual handicapped
for anything but their small area of responsibility. He has increased the staff without any increase in work load, in fact the work load has diminished with additional computers and mapping equipment. He will not, does not do the job and then refuses to take responsibility for not doing it.
There is little difference in Hyatt and McGill being very similiar in temper, arrogance, laziness fuel their fires, no questions.

Steve McGill is his own worst campaigner. Smear tactic? How can it be that WE are smearing McGill when HE is the one who is doing it to himself?

Are we responsible for his lazyness?

Are we responsible for him drinking coffie and smoking cigarettes on the courthouse lawn when he should be working?

Are we responsible for the antiquated manner in which the tax assessor's office is run?

Are we responsible for the antiquated manner in which tax records and maps are maintained?

Are we responsible for McGill's attitude towards the majority of "his" employees and not allowing them to cross-train and become the very best they can be?

If we are responsible then we may be accused of promoting smear tactics. Otherwise McGill has to assume responsibility for his own actions, inactions and failings; not us.

If McGill did an outstanding job and accuractly assessed alll properties none of us would be demanding that he be replaced.

Why don't you use it and stop the whining and maligning? I did; I voted for McGill and didn't say one malicious thing about his opponents.

That's the difference between you and me that you apparently can't see. I vote for candidates of my choice without having to go smear his or her opponents. That's low-down mean than childish.

What is this I heard that McGill wants the county to start issuing building permits? Theere is a resolution requiring all who want to begin new construction must obtain a building permit. this was passed suposedly in July 2007.

GILES COUNTY, TENNESSEE

A RESOLUTION ADOPTED PURSUANT TO SECTIONS 13-7-101 THROUGH 13-7-115 OF THE TENNESSEE CODE ANNOTATED, FOR THE PURPOSE OF REGULATING THE FLOODPLAIN AND FLOOD PRONE AREAS OF Giles County, TENNESSEE, TO MITIGATE AND MINIMIZE DANGER TO LIFE AND PROPERTIES AND TO ESTABLISH ELIGIBILITY IN THE NATIONAL FLOOD INSURANCE PROGRAM (NFIP).


This was passed in July 2007 and sponsored by Tommy Campbell.

This resolution makes it a requirement that all new construction MUST HAVE A BUILDING PERMIT issued by the county (maybe the tax assessor) and if you do not have a permit, you can be fined and/or taken to court.

31 July 4:44 Are you saying that the county passed a law that requires us to notify them that we are planning to construct anything on our own property and then pay for a building permit? What happens if a permit is not isued? Who decides what is appropriate?

Sounds like the begining of Zoning if not building restrictions to me!

How much is a permit?

Are there any fines if we ignore this "law"?

Building permits are required for any new construction, that includes and addition or improvement to existing structures. The county does not determine what can be built, just that a permit is required.

Have they set a fee for the permit? Don't know. Tennessee law allows the county to charge for a permit.

If you build and do not get a permit? The county can charge you with a misdemeanor. What is the fine? The court decides.

Is your statement based on generalities or specific to Giles Co? I cant imagine this is currently being enforced as it has not been in the newspaper so how are citizens supposed to know they might need a permit if we dont know about it.

I speak not in generalities but in black and white specifics.

The resolution was passed by the entire commission. Go to Carol Wade's office for a copy. By the way, this was initially passed in 1999 and again in 2007. The US Government (FEMA) demanis that any jurisdiction that has property insured by the US Flood Insurance Program must have a law requiring building permits.

Don't believe me? As Tommy Campbell, he was the sponsor of the resolution. His signature is on my copy.

Why it not enforced? Ask county officials. I believe they choose to ignore enforcement because if this resolution was enforced the citizens would revolt. Why has not the newspaper made a fuss? I don't know, ask them!

Again, this is not a made up issue, it is FACT!!!!

The resolution is a matter of public record. Don't believe me? Get off your ass and see for yourself. Citizens don't want to know because they are lazy and do not to become involved because it might require effort on their part to bring a very serious matter to the attention of our elected officials.

You have to be joking !!!!! Our elected officials not aware of something they passed as LAW???? have our commissioners passed resolutions without reading them much less understanding what they were passing?

I guarentee if you asked our 21 commissioners individually why they voted for a resolution that requires a building permit:

1 - regardless of value of the construction,

2 - regardless of location

3 - that the building permit is required by State and Federal law, or

4- that citizens can be fined if they do not get a permit ......

over 16 of the commissioners, if not more, would have no clue as to what you were talking about. They would not know which resolution it was. Or, the purpose of said resolution.

Now do you understand?
