Should The County Executive Be Bound By County Rules?

There are many who would argue on both sides of the issue of whether part-time employees should be given full time benefits or not? That question can be discussed at length but the reality, at this moment, is that part-time employees are prohibited from getting full time benefits.

The county is prohibited from paying for medical insurance for part time county employees as if they were full time but that hasn't stopped the County Executive from quietly hiring several part-time personnel and giving them full time benefits.
The question is should there be a consequence for a County Executive who ignores County policy and makes up their own rules while keeping the information from the County Commission and county citizens? Should matters legally decided by the County Commission be secretly circumvented by the County Executive without penalty?

Mr.Barrett, Where would you put the school bus drivers? They are part time (just a couple of hours a day). Yet they receive full med benefits. You make it sound like only Co. Executive sec. get this benefit.

School bus drivers may not work many hours a day, but they are full time employees. Their pays is not as good as others that put in more hours.
A school bus driver couldn't have another full time job, because it might flood or snow or etc. and they would be called in early.

You just get your panies in a wad when you hear WAB's name.

I thought part time employees was a way to get out of paying the fringes benifiets.
Why does some of the cafeteria employees only get part time pay if it's not to keep from paying the insurance?

It is my understanding that School bus drivers and cafeteria workers are not county employees but employees of the school system.
There are a number of part-time ambulance personnel that do not receive medical benefits. At this time it does seem that only those part-time employees closely connected to the County Executive are receiving full time benefits. Allen Barrett

Do we have a county charter that discusses these items? Has any law been broken? If so, go to the district attorney and file a complaint. Then, back off and see if he does his job. If no law has been broken, you can complain all you want, but it will change nothing.
And, thank you for distinguishing the school bus drivers from the other county employees. School bus drivers are employees of the school system and they deserve a huge raise and a thank you from every person in this county they have carried back and forth to school for years.

School bus drivers get paid for 6 hours a day at a rate of $50.00-that is $25.00 a route. So include the insurance the county pays that would be around $1650.00 a month.

Bus drivers are not county employees and are not on the county payroll. They are school employees and paid out of school funds. They are in a totally different category and legally receive their benefits. Allen Barrett

Why oh why oh why oh WHY would you - after reading everyting else on this site that the grand Mrs. Vanzant has done to get elected and while in office - believe that she would do anything but this type of stuff? If the county executive feels as though the sheriff's deputy present at meetings isn't enough protection that she has to incorporate the additional protection of her husband we must wonder what why? What has she done so bad to make people so angry in order for her to feel the need for such protection. It speaks volumes to me as to what kind of county executive we have and her capabilities to effectively run the office of county executive. If she must need this amount of protection I want to know why and from whom she wishes to be protected from.

You miss the point about Mr. Vanzant. It's not a matter of his being able to defend her. It's a matter of protecting his wife's honor. I would go on a stretcher to work with my wife if she had to put up with the likes of some of these people. Some men blieve in protecting their wives' honor.

My knowledge of insurance coverage is that if you are married you can cover your spouse and children until the age of 18, or until the child finishes college. That applies if you are married and living in the same household. It does not mean covering a spouse if you are seperated, and you dont have to be legally seperated, just not living in the same household. So it seems to me that if Janet Vanzant covers Joe under her county insurance, then they aint seperated. And we all know Joe lives on Vanzant drive in Lincoln county so now you know where Janet rests her lovely head each night. If I'm wrong about this then someone out there correct me about the insurance.

Ins coverage for a spouse can remain in effect until a divorce decree is obtained or a court order is handed down. Ins is also available for a couple who is living together but not married to each other.

I can tell that you cannot cover a live-in on the school/county/state policy. I know this for a fact. There is a state insurance audit being done right now. Employees have to send in two proofs of marriage. Marriage license then mortgage or other legal document listed in both their names.

So does this mean it is being looked into about the county's health insurance covering the ineligible employees who are part-time? Anyone know the details of this audit,(why it is being done and if complete yet)? Also, when will the results of this audit be made available to the public?

I'm not sure whether all the county insurance is being audited or if just the insurance Giles County teahers are enrolled in through the state oomtollers office is the only one being audited at this time.

The enrollee's are being audited. They are trying to make sure that all dependents are legal dependents. A lot of insurance companies are doing the same thing trying to keep rates down.

The audit is being done all over the state on teachers by the state insurance office. But I understand that it is being done by a lot of insurance companies for all their enrolees.

The insurance companies are checking to see if the people carried on their polices are leagal spouses, or children under the cutoff age for insurance coverage on their parents policies. I have heard that in some cases divorced parents are both covering the same child on seperate insurance policies and claiming full benefits from both companies.

Sort of explains some of the high cost of insurance if this is a widespread problem. Do you think??

It seems that just can't trust some folks today.

The high cost of any form of insurance is driven, in large part, the same way it is for hospital costs and services. Medical malpractice insurance is through the roof due to the same underlying problem, namely lawyers. Until there is tort reform and something can be done to get trial lawyers out of the equation, we can expect those insurance costs to soar even further out of control. Granted, lawyers are not the only problem. Much of it is fueled by greed, pharmaceutical companies, lobbyists, etc. It is far more serious than the fact that some people are "double-dipping" from the insurance pot.

Giles County employees and school employees are on the state insurance policy which is bid out by the state. State employees and state colleges are also on the same policy. The county is the one who is determining that a part time employee is eligible.

Let me explain the audit. Every state, county or school employee who is on state health or dental insurance and has dependents was sent a form asking them to prove that their dependents were legal dependents. If they are not they will be dropped from the insurance policy.

Teachers receive their personal health care and basic life insuarance (enough to cover burial osts)as part of their contractual benefits, but they have to pay full price for family coverage. They also pay extra for their own vision, dental, cancer, and extra life insurance if they want to leave anything for their familis to live on. Teacher also pay for dental, cancer etc that they carry on their family.


I have no idea how other county employees insurance plans work.
