The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Slick Move By County Executive, Commissioner Holt and Lovell

With all the cunning of a Chicago politician the budget was presented under different terminology this morning, seconded and approved before commissioners even realized they had just voted to approve the budget without even a word of discussion.
Not since the meeting where newly elected commissioners were conned into voting on a controversial procedure they had never heard of has their been such smooth underhandedness displayed.
After the meeting when commissioners realized what had just happened several began to apologize for having voted for the budget believing it would be the second item on the agenda. At least seven commissioners acknowledged that they did not realize they were voting to approve the budget.
Only Commissioners Flacy, Pollard, Reedy and James Harwell voted against approval. Commissioner then changed his vote to approve. Allen Barrett

Did the speaker manipulate the use of the English language to cause the commissioners to misunderstand what they were voting on or were they simply not paying attention. Either way, it says a lot about the so-called educated people who have been elected to be the voice of the people. This is a complete case of gross negligence on their part. Pathetic isn't it.

This speaks volumns regarding how the county is run and why we need a Charter form of government. Tommy Campbell is correct in stating that the county has been run in a certain manner for over 200 years. About time the citizens demand responsible and intelligent government.

I arrived a few minutes late and it went so fast I began to think I had been a hour late.

Several commissioners were definitely hoodwinked. I would address the "slicked" commissioners issue in this way... Perhaps they should have been more aware of what was going on, but they apparently do not understand the level of cunning and deceit certain people will go to in order to get their way. Or, at best, they were caught by surprise and were not on guard this morning.

I do agree with the comment about charter government. It MUST, however, be done correctly.

Are the commissioners trying to cover their own rear end by saying that or they to dumb to be a commissioner? Maybe they did know what was going on and to big of a coward to vote against.

Don't they know how some people try to pull the wool over our eyes?

Wake up commissioners, don't let that happen again.

Health Care is being voted on and they haven't read it... so don't know what it says. That seems to be the way of our county and country.

I was there, and no, I didn't get the impression anyone was trying to cover themselves. What I did see is several commissioners who had a "I've been had" look and were truly apologetic.

At least in the future they will perhaps be on their guard.

Many of these commissioners that were confused and upset are long time commissioners. Granted they should have perhaps paid more attention but, in the past it has been worded differently. Too much speculation that Vanzant was trying to hoodoo the commissioners and ultimately the citizens for it to have been merely because of not paying attention. Vanzant was in a hurry to get this budget passed and the commissioners knew it.And she knew there were going to be questions. She needs to watch out though because she is growing more and more unpopular by the minute and her allies are quickly becoming her enemies. If she plans to run again next year, she will definitely see the repercussions of her deeds at the polls. Not to mention if a good candidate runs against her. I was cheering her on last election and with her the night the votes were counted as many were. I know of a great many that were there with me that will not be supporting her next time. All of this because she can't be an honest person. To lie to one is one thing to lie to the masses is another. She has even lied to those who called her a friend. What a shame!

Commissioners are given a printed Agenda. Vanzant changed the agenda without many commissioners being aware she had done it.

I would like to address all those who religiously take up for the elected city and county officials as well as those hired in to high ranking public office. The bottom line is this: Had certain political officials not abused their power and priviledges, there would not be as much questions and concerns about every aspect of government business. These few have caused the citizens to loose all trust, therefore it is only human for one to be sceptical about the going-ons in public office. Therefore it is not fair to be so critical and harsh people who are simply wanting to know the answers to questionable actions made by undependable, unreliable and untrustworthy political officials.

I called a commissioner to get clarification on what happened, as I was there and I'm telling all of you it was not clear to me what happened.

From the mouth of one commissioner, here's what happened:

They voted on the non-profit appropriations and there was a malfunction with the equipment which they are using to vote. Roger Reedy revealed his vote was not counted. So the county mayor, without announcing passage (if she did this writer also missed it) of the non-profit agenda entry asked if they should redo the vote.

Then it was moved, and seconded that they have a voice vote. I assumed it was a voice vote to re-vote on what they just had the problem with, the non-profit appropriations. So did this commissioner. I think this was a good assumption since the former botched vote was not clearly declared by the county mayor.

Again, if she announced the result of the vote taken when the machine malfunctioned I also missed it.

So they held the voice vote. After the voice vote the County Mayor announced the budget had passed.

I say let's look at the video for clarification.

I was not there so I have no idea what happened but it sounds like we have some commissioners who are not paying attention. I would like to hear a tape of the meeting. Can the public get a copy of the meeting. I woul assume that the item number or what is being voted on is said before an actual vote. Does the mayor not ask if there is any discussion before a vote? I think that is Robert's Rule right? The meetings I have been to the commissioners are not paying attention or talking to each other.

Perhaps the commissioners did drop the ball. I was also there, and I thought they were re-voting on the non-profit appropriations.

You needed to be there. Witnessing in real time an auto accident is much different than viewing a video of the same. Or, watching a play of a football game is much different than viewing the video.

I am anxious to see the video, but also don't get the service I helped/am helping to fund.

I'm not sure I understand what you mean, but if you are saying ANYTHING coming from PES, or the County Government, or Martin College for that matter is free, I suggest you take another look. PES is owned/funded by the people, the county government is certainly funded by the people, and Martin receives a great deal of funding through the government in the way of loans, grants to students, and direct grants.

Two things were very clear in the budget committee meeting leading up to the council vote.

1) Mrs. Howell questioned the county support of Dan Speer & Co. There is no contractual basis for the funding and it should have been removed from the county budget!!!!

2) School funding is grossly over funded and that money must be taken back! In spite of gross overspending, employees did not receive raises! There is more than enough overspending that can be removed to properly pay legitimate people employees!

That budget committee meeting was slammed shut by Holt in the middle of Reedy trying to discuss some real issues! No comments were allowed!

That worked, so the full commission meeting ended in the same manner, without discussion or action on meaningful spending control! It's past time to let all people know that this conduct is not acceptable or respectable in Giles County! Shame is a minimum reward for breach of trust.

There is such a thing as a "budget amendment". That is an opportunity for commissioners who were made a fools of, to set the record and actions right. DEMAND IT!

FORCE THE BOARD OF EDUCATION TO BE ACCOUNTABLE! WE ARE SPENDING WAY MORE MONEY THAN REQUIRED BY BEEP (STATE) TO MEET ACCEPTABLE FUNDING STANDARDS. WHY FUND THE SPEER DYNASTY?! TAKE ALL OF THE MONEY BACK! PASS POLLARD'S TAX RELIEF! ADJUST PAY OF NECESSARY WORKERS FOR INFLATION. RESTORE RESERVES WITH THE REST OF THE FAT THAT IS JUST BEGGING TO BE CUT!

We have more than one tax crazed politician who would love to tax our beautiful countryside out of existance. I don't want to live where some liberal idiot can run my life, confine me to a high rise kennel, or tell me what color and how high my grass will be. I love freedom and independence! Suggest you get involved with the charter effort and learn what the citizens can demand; such as, term limits for elected officials, reduction in the number of commissioners, required balanced budget that is presented in a lineitem manner, line item veto of unnecessary budget items, education and/or experience requirements for elected officials, ect

That obligation goes beyond individual districts. We have to morally and vocally support good people in other districts. Their frustration must be equal or even greater than ours. It has to be a terrible feeling to realize bad people can pull the wool over your eyes & underhanded crap like this subject happens! It can happen to any one of us. It's at a point where "trust" is used against us - it's the nature of fraud.

The bad actors need to feel so much pressure & guilt that they are ashamed to show their face in town! Trouble is, a couple of them have no shame, conscience, or character.

Go to the Tennessee Code Annotated Title 7 Consolidated Governments Chapters 1-8 discuss the Metro form of government, how rto creat one and what it can do. Chapter 21 discusses a Charter for m of Government, how to form one and what it does.

The confusion was in the way the thing was worded. The budget was presented as an appropriations which caused most to understand that the appropriations for the charities were being voted on.
Had the budget been presented after Reedy changed his vote and clearly announced it would have had much discussion if not votedf down.

The difference between a metro form of government and adopting a county charter is as vast as the difference between the Grand Canyon and the 18 inch wide ditch near my house.
The Charter or Home Rule has nothing to do with Pulaski or any other incorporated city in the county. Some are trying to confuse this issue by continually referring to it as metro government, it is not. The signs in the Courthouse placed by Commissioner Campbell states the obvious "We've done the same thing in Giles County for 200 years why change now?" Relying on what worked 200 years ago is much of what has caused Giles to lag behind most other counties in the state.
A Charter would allow for such things as the election of a school superintendent instead of having one appointed by the school lobby in Nashville. There can be a requirement that any tax increases must be approved by the people. Term limits could be placed on elected officials. There are many things that could be incorporated by the Charter Committee that will be elected next year. Election of people to this committee who are in tune with and willing to listen to the people is so vital to the success of this program. Get prepared to run for these positions and to vote by reading the Tennessee Code Annotated, listen to what your friends and neighbors desire for Giles County and ignore anyone who tries to tell you this is a move to Metro government. Am I the only one who sees this. Just because we get a charter does not mean that the same people are not in charge. The only change I see is director of school possibly but even that could stay the same.

I am embarrassed at Bill Holt's behavior. No only did he create a vulgar scene at the ball park when his grandson didnt make the grade, he then pulls a stunt at the commission meeting, succeeding when he and Lovell got the new budget through the commissioners waiting to speak. Did anyone besides me notice the five commissioners effected didnt even declare their conflict? And even Vanzant didnt raise the problem. Then we have Bill Holt chairman of the budget, chairman of the finance, on the economic development board, all these things add up. Past time for Holt, Lovell, & Campbell to be voted out of office next year along with Janet Vanzant (our wonderful county mayor who lives in Lincoln County on Vanzant road conveniently with the road signs removed)

Amen 10:20!!! You are right on target. Not to mention the way Holt quickly adjourned the finance meeting yesterday. He would not allow the public to speak. Several there had questions. Campbell and Vanzant are rude when conducting these meetings. Roger Reedy was trying to ask questions and Vanzant sat there with a sour look on her face and her mouth twitching about. Campbell and Vanzant popped off their smart mouths as if they are in control and everyone else that doesn't see eye to eye with them is stupid. What is this about paying for health insurance premiums for part-time employees? On the back of the taxpayer of course. Who authorized this slick move and how long has it been going on? Why did Vanzant stomp off without answering the question? Perhaps, she was a deer caught in headlights. Loretta Garner is an utter disappointment and joke. She takes her cue from Vanzant. Vanzant left her high and dry to answer that question. However, no answer was given that made a lick of sense. I will say this though, Lovell is not happy with the way the meeting was just adjourned without any word from the public. Lovell is not a bad guy, don't always agree with him but, for heaven's sake don't peg him with the likes of Vanzant, Holt and Campbell. That is a great miscalculation!! Yeah, where is the signage for Vanzant road. Is it because it has been taken down so as not to be able to locate where Vanzant lives in Lincoln County? Ha ha ha...every heard of google maps??? You can take down signage but in this day and time with the internet and GPS I guess it goes without saying, "you can run, but you can't hide". HEHEHEHEHE.....what a joke Vanzant is!!!!!!!!

I hope the PES Power Board -who are the 'owners' of the system on behalf of its customers -run some very thorough and complete audits by independent auditors very soon .
Does Holcombs contract allow him to just quit ? It's badly written (city attorney ? ) if it does due to the disruption it could cause PES .

Here we go again! Yeah, it is a shame that people have to be so dishonest and cause people to think like they do. But, whose fault is that??? People have to suffer the reprecussions of their actions. When it is a public figure that humiliation and criticisms is public. That alone should keep people honest but, it doesn't. People think they can fool you and lie and will never get caught. I for one am proud of those who are taking a stand. It goes to show you that if nothing wrong had occurred then resignations and other actions wouldn't be taking place. Sorry to those who have been let down by those dishonest folks but, they should be disgruntled with those who have done wrong and not those who have demanded accountability and answers. You can mask over problems and wrongdoing before it works its way to the surface.

WKSR has Power board meeting announced @ 10 am PES building Tuesday-- 2nd floor..to discuss resignation (I'd personally want to resign having to go through all that right or wrong--whew) Also I believe there is a Pulaski City Council "work" session at noon--to discuss Mayor's reccomendation for appointments. Those are the ones that people need to go to (work session)---they aren't televised for some reason. That's were all the "stuff happens" and why the televised council meetings go so fast....already been decided

That being said, when bad things are done by a public official and public trust is betrayed, consequences should be swift. That should be the case with anyone. Certainly would be less problems if adults AND children were allowed to suffer the consequences of their actions. The only disagreement I have with your post is the last statement. But nobody says we have to agree 100 per cent.

Power plays to cut off debate & public input keep the pot boiling & prevent problem solving.

School spending, funding, and accountability remain a cesspool & will continue to be a major issue. The old saying, burry your head & get your rear end kicked seems to be the code of ethics for the school system.

That which could be fixed was denied. The dead possum on your doorstep will be there for another year & my guess is that several people are going to rub noses in it until the right thing is done! The "I ain't got no money", "didn't do nothing wrong", & "can't smell a thing" songs & dances just proves misery loves misery.

Perhaps the dead possum is an icon - the one that didn't make it across the road proves the one that did is still king of the road.

We only know what goes on by Mr. Barrett letting us know. Some commissioners only want to hold meetings when everyone is at work or school. There should be a law stating all meetings should be held after hours for the tax payers to attend. We all know how everyone is going to vote because you have some that are going to vote how the big dogs want them too. We only have a few that will stand up for the tax payers. Vanzant, Speer, Tee, almost all commissioners except for about 4 and all school board members except for about 3. If your going to kiss butt and do whatever the head person wants then please do not run for office again. Before someone states that Tee is not elected, I already know that, but he needs to go. He is a prime example of a money hunger jerk. So, everyone call whoever you have to so we can have our right back to vote for school superintendent.
We need people who will stand up for the tax payers. Thank you Mr. Barrett for keeping the people who can not attend the meetings informed of what happened and how everyone voted.

I think Speer and Vanzant are trying to outdo each other. They help each other out. Speer made the comment one time he had to keep her happy. Wonder why that is?
