Trash on Highways
This topic was requested by a reader. It may seem somewhat out of place on a day when God has covered all the ugly trash with this beautiful snow.
It seems that for whatever the reason trash along the highways is increasing. While it is an eyesore it is also a reflection of an attitude of selfish, thoughtlessness that shows an extreme amount of contempt for others and the community and is without any legitimate excuse.
Those who litter have either become more numerous or far more thoughtless that in the past as those who pick up the litter are now unable to keep up. Only the cessation of such obnoxious and criminal behavior will have a real impact on this problem.

It is so sad and stupid that people will throw out trash anywhere they please.There are fines of up to $500.00 for this ,but these jerks don't get caught and prosecuted.Since you raised the issue,what about your littering this past year? Would you mind posting the Tennessee Code Annotated that states it is against the law to post political signs on highway right of ways? Perhaps you could contact your friend with the city and they could identify the law I violated.
I very throughly researched the issue before I placed the first sign on a Highway Right of Way and there is no such prohibition.

"Prohibits placement or attachment of any type show-card, poster, or advertising material or device, including election campaign literature, on any kind of poles, towers, or fixtures of any public utility company, whether privately or publicly owned or as defined in § 65-4-101, unless legally authorized to do so."
If you happen to read TCA 2-1-116. Removal of campaign advertising.
You will find it states "After the conclusion of a primary, general, or special election, candidates in such election shall be responsible for the removal of any signs, posters, or placards advocating their candidacy, which have been placed on highway rights-of-way or other publicly owned property. The removal of such materials shall be accomplished within a reasonable period of time following the election, not to exceed three (3) weeks."
Do you not find it rather odd that there would be legal instructions defining the removal of political signs if there were laws that prevented their placement to begin with.
I have not thrown any type non-biodegradable substance onto the ground as I find it so disgustingly inconsiderate and ugly.

Can we please get back to the issue of trash on the roadways and any theories as to why it is becoming worse month by month. The litter is terrible on both the city and county roads. Happened to drive from Pulaski to Cornersville Saturday and the change to cleaner road sides once crossing into Marshall county is dramatic. Why are the prisoners not out cleaning up the roadsides and when we do see them, there seems to be only half dozen working. Didnt the state pass a law about drunk drivers having to work on weekends with a vest reading 'I am a drunk driver'? Never seen one of 'em.
Of course the enabler a.k.a. known as Rabid wanted to take a swipe at Mr. Barrett, so they could sit back all self-righteous and shocked that people didn't understand that his\her childish ignorant posts were meant for all candidates, even though he\she only mentioned one by name. We were supposed to know "very well what he\she meant". Classic Rabid style. Pleads for civility then posts deliberately to stir up trouble, proclaim innocence and begin an attack. Now Rabid will sit back and say that the trouble came from Mr. Barrett and anyone that signs their name to a post, Rabid will claim it is Mr. Barrett posting anonymously. Of course, Rabid has selective comprehension skills and chose to ignore the first line that clearly states that a reader wanted this post published. Well congrats Rabid "ole pal". I read a comment an anonymous poster put on here earlier. Why don't we form A Litter Pick up Party. We could meet at the worst areas and pick up the litter? Just an idea to do something instead of just complaining about it.

If you are not an enabler of wrong, then why do you continue to answer that you are the one called such. If you are not The Enabler, why do you answer posts directed at this person.

Any idea why the Adoption Program of roads appears to be non-existent in Giles county - apart from a handful? This program should be encouraged all over the county. Isnt that the job of the Highway Dept? Using the state funding to 'educate' school kids against trashing the highways is a start but does it have much impact? Never have seen anything in thelocal paper about getting the Adoption Program going.

If I sounded egostistical regarding my writing, it's because I am. I am glad you picked up on it. I am good at what I do and exposing people who stir up trouble then stand back and pretend outrage and innonce are a pet peeve of mine, so I enjoy doing it. Mission accomplished. For the record, I am not convinced that Rabid and 11:41 are not the same poster, nor do I care. The mentality is the same. If a responsible citizen expesses disappoint with elected officials, they do not believe the citizen is "behaving". Disagreement with the status quo is troublemaking. They have no belief that officials are accountable to the people. That backward type of thinking gets understand my skin. I will call Rabid or whoever on it when I can. The difference in Mr. James and myself is that I am not retired and cannot let it consume me and drive my blood pressure sky high. Why don't you move back to wherever you came from if you are so unhappy living around those of us who are so inferior? I thought the one that's called names was a sibling or spouse of Mrs. Vanzant, but no this started way back at a board of Education meeting and someone just can't let it go. If that meeting hadn't been so our way and no one else speaks a lot of this wouldn't be going on.

As for respect, I have it. Obviously, I don't have yours, and I accept that. Since this topic was posted I have had time to research some laws pertaining to litter on county roads. Seems the city is responsible for their own litter in having road crews. Law says any prisoners are to be picking up litter on county roads unless they are ill or a danger to society. With the number of prisoners in Giles county jail we should have scores of people out there picking up trash and if enough were put to work as the laws directs, our roads should be reasonably clean. In the paper not too far back, there was something about the county prisoners being used to do jobs in the city BUT the law reads that the picking up of trash on county roads IS THE FIRST PRIORITY. Could it be these prisoners are being put to work on jobs other than trash on roads and who is to answer for that if its the case?
I've read all the rambling and still don't know if it's a law about putting up the signs.
I've seen signs vote for so and so in other states and counties, so I take it there is no such law. Or else everybody is breaking it.

I think it's a sad time in our democracy when people have become so afraid that they are willing to give up their freedoms in an attempt to "feel" safe. What happened in Arizona was the result of a very mentally disturbed person and not the result of political disagreements as some on the left would have us believe. Sen. Bernie Sanders the avowed socialist has already sent out thousands of fund raising letters claiming "right wing pundits" and especially Sarah Palin are the cause of the vicious slaughter in Arizona.
The motto, "never let a crisis go to waste" is currently being played out among the more radical and hypocritical liberals.
As long as there is more than one person there will be more than one opinion. As responsible citizens we have a responsibility to express as passionately as necessary the beliefs we hold and why we hold them without becoming physically combative. No one can take control of another person and force them into a behavior they are not willing to perform. Only the more immature, disturbed or socially inept will turn to violence when they fail at reason.
This nation was birthed in turmoil and dissension. All democracies encounter dissension and they either grow stronger or they crumble in the face of such. Dissension is a growing experience that can strengthen us or it can inhibit and destroy us by the fear that would allow censorship to rule
or lives.
We must not let the "crazies" who have no respect for life dictate the terms of our conversations and the quality of our lives or the direction of our nation. Can we disagree respectfully, certainly but we must be able to speak with each other with reason and not the deceitful feelings that so often dominate our conversations.

I would like for Mr. Barrett to examine his motive in continuing this Blog by asking himself this:
'Has the existence of this Blog provided solutions for the betterment of Pulaski and Giles County? Or, has it served as a forum of frustration, mistrust and hate?'
Although I do not believe Mr. Barrett will discontinue this Blog, his answer to that question should guide his decision process on whether or not to continue this Blog - at least in its current form.
Successful Blogs that I’m a member of are those which serve a specific interest - i.e. "Bass Fishermen in Tennessee". Members of a specific interest blog share commonalities and by doing so, come together in a positive and encouraging way.

I congratulate you on your involvement in that blog I could not find it under that name so I could not see how many visits it has had or how long it has been in existence. The Giles Free Speech Zone Blog has over 434,000 visits which verify its successfulness. The hope for this blog is also to have a commonality “our county“ and an opportunity to assist each other in a positive way. The only thing that prevents that from happening is simply unwillingness by some to stay on topic, research and accept facts, embrace the realities of life instead of the fantasies of feelings so often presented as reality. I too agree that freedom of speech is one of the citizen's most valued rights. But surely you cannot see the potential for anger and frustration in this blog. I have seen you lash out with anger about something that is said on this blog. I have heard reports of others who have confronted people about things on this blog. I like a blogger before me would like to know what good this blog is..! Yes, I do not have to look at it, you are right. But I try to make my message on her positive and a plea for unity. There is potential danger or hazards in everything for the cereal you eat in the morning to the pillow you lay your head on at night. Potential means "existing in possibility".
So comes the question since everything is potentially possible should we become completely isolated? I have known people who became upset because someone didn't speak to them and also because they did speak to them.
I prefer to believe that basically people are responsible that's why everyone hasn't taken up violence as a means of getting their way.
We can not isolate ourselves sufficiently to remove all potential hazards, we can not reasonably expect there will never be anyone else who does not seek to destroy another person and we can not avoid the responsibility to be aware of our environment and seek solutions to our problems.

I have asked barrett several times on here if he would feel any responsibility should someone get hurt because of inflammatory remarks. He gave pretty much the same response you did...that people are responsible for their own actions. I usually agree with that. It's called personal responsibility. But with this blog, why wouldn't he be held at least partly responsible if someone got hurt? What about the barkeeper who continues serving drinks to a customer who has had his limit? What happens when the drunken customer leaves the tavern and kills someone in a car accident? The barkeeper is in some serious legal trouble. He knew of the potential for danger and did nothing about it. In fact, he promoted it. So who enabled what?
My plea still remains that the troublemaking and strife stop and that we treat each other as we would like to be treated. In that sense, perhaps I could be an enabler. May God bless our wonderful county.
