Legislative Meeting 29 November 2010

This mornings Legislative Committee met with Commissioners Faulkner, Howell, Beech, Wilburn, Reece and Adams sitting in for Carpenter. Commissioner Coleman was absent and no one was present to represent the 7th District.

This meeting was basically a result of many unanswered questions that had arisen at the last Legislative Meeting involving the $350.00 fee for the state to inspect new residential construction. In order to have those questions answered Mr. James (Jim) Pillow with the state Commerce and Insurance Department was present.
Mr. Pillow gave a very candid account of the results of taking back our tax money in the form of grants. The state requires that all new residential construction be inspected for environmental compliance. Right now that involves windows but will soon include almost every other area from roof material to water units used when flushing toilets. Currently the inspection cost $350.00 on a $150,000.00 house. Next year it will also include any additions containing 30 square feet or more. Of this fee $15.00 will stay in Giles County and the rest will go to Nashville.

Mr. Pillow explained that there are three options available to the county: 1) Do nothing and accept the situation as it has been implemented by the state. 2) Create our own program and enforce our own codes within the guidelines of the state. This could also be accomplished by contracting with the City of Pulaski's building program. 3) The county can opt out of the program by a 2/3 vote of the County Legislative Body. This would have to be re-voted on with each new election of commissioners. To opt out will not prevent the county receiving grants but it will reduce the score given counties by 15 points. Currently 21 counties have opted out of the program and within Giles County the cities have opted out.

Much discussion was held along with a number of questions. Mr. Pillow graciously responded to all.

The committee voted unanimously to send the recommendation to opt out of the program to the full Commission. They also decided to hold community meetings to give the public an opportunity to address the issue.

This is nothing short of the state holding hostage every county that doesn't buckle under to their outrageous environmental demands.
I urge the commissioners to opt out of this very expensive program that offers very little other than expense to the county. In it's present form it is estimated that between three and five thousand dollars to each new structure. Next year that cost will increase significantly. This is simply another encroachment on the individual freedoms we are very quickly selling to a government that has spiraled out of control and continues to grab more and more of those freedoms.

This "New Home Inspection Sham" is nothing but another new way to suck the money from the citizenry.
There are currently no state laws requiring that anyone has to purchace energy efficient windows or doors for that matter, and if they wanted to make people do just that, they can mandate a requirment on the retailers to sell nothing that doesn't comply.
So why don't they do that?
Easy. They want to tax you and provide new positions for state building inspectors.
Can you say; lets grow government?
What a bunch of useless trash!

JAT says:

There are not only new State Laws, they are building code laws that were passed by last years legislature, ask Eddie Bass. These building code laws invoke certain energy requirements mandated by Federal Law and Tennessee receiving Federal funding.

Stay tuned to this channel .....there will be more building codes as time passes. Wait until October 2011

Now that the House is Republican majority, get ready to pay out the rear for all the new biased laws that will be passed this year. Eddie Bass is a Democrat, but he always votes with the Republicans on bills. That is why he was re-elected with all the tea-partiers and republican Support. IT IS COMING SO GET YOUR POCKET BOOK AND CHECK BOOK READY. Local officials do not care as long as it doesn't affect commissioners getting paid to attend all the meetings that are totally unnecessary with them not being required to attend.

Bertha, Bertha this whole county is controlled by democrats. Eddie Bass is a democrat that helped pass this inspection requirement. Bredesen is a democrat who signed the bill. Democrats have controlled both houses of the US congress for four years and for two years controlled all of the federal government when these requirements were imposed.

It hasn't mattered if they were Republicans or Democrats for some time now. Most of our politicians have been calling themselves what ever the electorate typically votes for in order to get elected, and then they protect one another in order to maintain power.
A good example of that was SUNQUIST: A typical RINO!
Sure, the politicians always suggest laws that are as they say "for the good of the poeople". But the reality is, that it's good for the ruling class. And it always, always cost the people dearly either in money or opportunity.
WE the poeople have to stand up and be heard everyday. If we don't, then get ready to perpetually remain in the "prone" position, cause they'll only continue to do what they do best.
The era of the proffesional politician has to end and end now!

Have any of you even read the Codes bill? If you had, you would know energy efficiency is not even covered now. What is covered is the requirement to comply with carefully drafted plumbing, electrical, and building standards. Surely you have no problem with that.

When my children purchase a home I hope it has been built with acceptable building standards so they are not nickeled and dimed for years with unnecessary repairs.

I suppose the above posters would also want to do away with electrical inspections that have been required for years. A little regulation can be a good thing.

It might be a good idea for you to read the updated requirements that require the inspection in addition to those you mentioned, the inspection of windows for energy efficiency. Starting in 2011 those requirements will also cover your heating and cooling unit, amount of water used to flush and take a shower with, and lighting efficiency which will require at least 50% of all light in the house to be the energy saving dim lights.
While there have been building standards and inspections for many years this is new and far more intrusive with no benefit other than to satisfy the tree hugging dirt people.

No one mentioned doing away with electrical inspections. The inspection being mentioned is just another way of telling property owners what they can and can not do with their own property. It can have a snowball effect that would be detrimental to property owners. Anyone building a house should not have a problem if they employ quality plumbers and carpenters. Been there and done it several times. Keep electrical inspection as they are.

No one here is even talking about the state mandated and reasonable codes covering electrical and such as that. Everyone gets those.
What we're talking about here is just another way of confiscation of our money by citing energy effeciency, and enviornmental concerns, which anyone with some critical thought processes know is an over blown hoaks. And in fact the leak of the "Scientist e-mails" from the university in England who were suppose to be collecting data on "Climate Change" proved that it so.
When it comes to saving energy most of us like to save money. Therefore it's a no brainer (if we know of a good way to do so) to do it without it being mandated.
So why should anyone have to be forced into an paying an additional inspection fee, for doing something that is actually proven to save us money and make our lives better?

My real intentions? If you are referring to my disgust for allen barrett, I will tell you. The truth of the matter is that I will always have a problem with him as long as he's out stirring up trouble and hurting other people. Why wouldn't that bother you as well.
YES, he's really something for sure. To prove it, why don't you take an informal poll around Giles County and ask people one very simple question...What do you thinki of allen barrett. I challenge you to do that.

Took the poll when you asked before and vast majority were very favorible toward him and several thought he was the best thing that's happened in Giles County in many, many years. Three people didn't know him enough to comment and only one person expressed idea he was harmful.

Are all commissioners required to attend all meetings including committee meetings? When they attend and not members of those committees then everyone complains that they are just there for the moeny. Make up your mind folks. I don't think that all three members of each district need to be at those meetings. I think that these meetings need to be consolidated. Instead of having a meeting every day of the week they need to have them all in one day so nobody has to spend half of their work week at a meeting.

The only people in Giles County who seem to have anything negative to say about A. Barrett, are those who hold some elected position. Of those, there are only a few who really have no use for the man. But knowing those particular commisioners/ board members;, it's easy to understand just why they don't.
He exposes them for what they are doing wrong.
GOOD JOB ALLEN!! PAY NO ATTENTION TO THE "ENABLERS OF EVIL, FILTH AND DEGREDATION". AKA Democrats.

I would say you've had more than one glass of the barrett kool-aid. You are quite wrong in your assessment of the way Giles Countians in general feel about the pos. Just go ask around. When you do, ask outside his very small circle of sympathisizers and supporters. Ok? Please do that. I have and it's quite comical. I believe the only exposing he has really done has to do with his rear end...surely, you get my drift?

I am fairly certain that there aren't 60 people in Giles County who feel like anyone is picking on the promoter. In fact, outside his famaily and dwindling group of loyal supporters, I doubt that you could find 5. Take an objective poll and you will see.

You state "I miss Kendick's control (remember when he deleted Barrett's anal baffoon name calling)".

Kendrick never deleted anything I wrote on this blog and no one deleted the comment about you being an "anal buffoon". I apologize that you didn't have enough sense to understand what an anal buffoon is and because of your dirty little single cell mind you thought it was something nasty. An "Anal Buffoon" (Anal - controlling; Buffoon -clown) is nothing more than a controlling clown.
So please stop trying to make something dirty out of something so simple and accurately descriptive of you.

9:40 Another lie by Barrett.

This is straight from Kendrick and this blog:

Attention! An Important New Change in Policy

Well folks, I listen...

And the people of this blog have spoken... both in public, and via private email. And it’s unanimous... My new policy of "censoring" the phrases "anal buffoon" and "garbage dump" is disliked by everyone who has commented on it. But, as I said.... I listen.

Therefore, I am quite proud to announce a NEW change in policy, to take effect immediately: (drum roll)

From now on, I will continue to "censor" the two phrases I find so offensive, but I won’t be a "dictator" about it. From now on, if one of your posts falls "victim" to my extremely light "censorship," you can APPEAL its deletion to my just created "Board of Blog Appeals." This seven member panel will have an absolute power to override my "censorship" decisions. All you have to do is convince four out of the seven that I am wrong, and your post will be restored, lickety-split! What could be more fair? Who could ask for anything more?

If this ain’t "free speech" my new policy has to be the next best thing to it. And, honestly people, do you really NEED to talk about "anal buffoons" and "garbage dumps?" There are literally hundreds of billions of two word phrases in the English language, and I’m simply asking that you stop using TWO of them. Is that so unreasonable? And now that the actual final decision will be made fairly and impartially by the new "Board of Blog Appeals," only a whiner would complain that their "free speech rights" were being violated.

So, that’s the way it stands now. Never let my commitment to freedom of speech be questioned ever again! Thank you for your time and attention....
