What To Do About Dead Animal Disposal In The County?
The issue of dead animal disposal continues to be a very big and expensive problem for the county. It appears that the county is leaning toward renewal of the current contract for another six months. This is supposed to give the leadership some breathing room, the problem is that they had the last six months and nothing was done until the contract was up for renewal.
While I agree that the current expense of disposal is much too great for the county I also believe that without the county leading the effort there will be a number of very serious potential problems that may develop. Many farmers do not have land area sufficient to bury animals properly. Because the expense of disposal will be more than some can afford I fear some may decide on less than appropriate means of disposal.
I believe a possible solution may be in a voluntary contract service such as now exist with the Fire Department.
Each year those who chose to participate would pay a fee based on the number and size of animals they keep, something in the neighborhood of ten or fifteen dollars a head for large animals and five to ten dollars for smaller animals.. The buzzards will feast because the farmers will not pay per head for anticipated removal of dead animals. Not a good idea at all. The little farmer is not making any money as it is and now the suggestion of paying to own animals that might die and need disposal. Okay, here is an example. Farmer Jones had 80 head of cattle. He pays $10.00 per head for this service. That is $800.00 he pays and may never have to have an animal removed. Expensive for the farmer who still has no county water on his property nor representation on the commission. Just saying.
Farmer Jones has a wife and four children it cost him a thousand dollars a year for life insurance. None of his family dies guess that money was wasted? On the other hand Farmer Jones dies and his wife collect $500,000.00 dollars from the insurance guess that was a good investment? Which do you think Mrs Jones and the kids would rather have Farmer Jones or the money. Hopefully they would rather have Farmer Jones but it gives a great deal of peace knowing if something happens to the farmer his family will be taken care of, that's what insurance is all about.
If all eighty cows die that $800.00 was a good investment, if none die it was wasted money.
Those who pay their fire contract certainly hope their house will not catch fire but if it does they have some hope of it being put out.
This is truly one situation where the good of the 'community' has to be put in front of that of individuals .
There's a degree of social responsibility that comes along with owning animals weighing 3/4 of a ton . It's not limited to keeping them fenced in and off the roads (which was no big deal in 1850 but is today ) but also having the means ($$ or equipment ) to dispose of them properly .
When the county has a contract , we ALL pay for it through our taxes . There's about 30,000 people in Giles so paying $35,000 every six months for pickup means it costs ea of us $2.50 a year .
Or would you rather have a neighbors stinking dead cow in the creek your kids play in next to your property all summer?
Maybe , just maybe this situation will force the commissioners to finally implement enforcement of the nuisance law they signed up for 7 yrs ago -and then , in typical manner , did nothing about.
Dead animal pickup is NO picnic, nor is it cheap, but by having what amounts to a 'group policy' paid out of County taxes (which reminds me .....do the cities contribute to this $$ fund ? ) at least we share the load and keep down the pestilences .
Or farmer Jones can pay for 3 hrs of backhoe-time ($210 ?) himself

This winter is bringing lots of money worries to Giles County, all the salt having to be used, the damage to the roads and don't forget the problem it's bringing to some people that can't work out in the cold. How will they feed their families.

I don't like the idea of having to pay for someone's problem. I don't own any livestock (other than horses) and if one of them should perish, I'd most likely call a backhoe man, than to have them removed anyway.
I believe this is a problem for the ranchers to deal with, and not the entire out of work population of Giles county.
Whats wrong with the Co OP of farmers here putting together some sort of fund themselves to deal with their own situation.

But I can answer that myself. The farmers don't want to pay for it themselves. They want everyone else to pay for it.
My Point is, it's not the county's responsibility to take care of this. If farmers can't or are not willing to handle this themselves, then they don't need to own livestock.
I thought Barrett did exactly what some on here have been whining about for years. He saw a problem and offered a solution. Maybe it's not the best solution but it's better than what's been offered by commissioners and .most others. Why criticize him instead of offering your own solution I for one do see a comparison between an insurance policy for removing dean animals and for fire or flood. In the 1800's farmers buried or burned their own dead animal. I bet it's against the law to burn them now at your farm.
Then we were lucky enough to have them picked up. What did they do with them when they picked them up? I remember passing the tankage plant and the terrible smell. Did the county pay them to pick up dead animals? Did they sell a product from them? Why did it quit?

There are various issues our county needs to work on, but differences in opinion should not lead to fighting. The removal of the dead animals is soemthing we need to put our heads together and solve. Imagine the stench associated with dead animals everywhere you drive in the countryside. A worse thougth is to find a large farm animal in your favorite swimming hole in the creek. We can find answers if we ALL work at this. Good luck.

I say let the owners of the dead animals be responsible for the removal of such.
The county should have "reasonable" regulations regarding the proper removal, and they should have to comply in a reasonable time frame.
We have county police, who could monitor this, and I don't think it would be a burden on them to do so.
Expecting the citizens to pay for this is like expecting the citizens to pay to remove every dead vehicle left sitting on the side of the roads, and in yards.

The full page ad in last week's paper was from a law firm out of FL. The citations they listed against NHC were taken from out of context from state surveys done over a period of several years. Once a facility is cited they have a period of time to make corrections so the findings no longer stand and are corrected within days. This same law firm ran an ad in Lawrence county against a nursing facility there, and I hear there will be another full page ad in this week's Pulaski Citizen against another home in Giles county. This same law firm did the same thing in FL making it impractical for some nursing facilities to provide services in that state. This is all being done by law firms as a grab to get money while they think they can before tort reform happens. No need to get upset against the nursing homes as it boils down to falsehoods the way it is presented via the ads. Nursing facailities provide a very needed service across the county and in some parts of the world. Yes, there are rare instances where a patient is victimized but those are few and far between and we only hear the 'bad' reports rather than all the good things done by staff. The folks who work in these facilities, for the most part, are heros. Most of us wounldn't have the dedication to provide for the infirm. So, relax. NHC and others are doing a good job. Lert's not let the buzzards take hold in Giles county.

My reference to the hospital admission was about the fact that local doctors will no longer admit patients nor see them if I'm not mistaken. The hospitalizer will take determining admission. I am not clear about this, so let's hear what it means.

7:05 pm Thought the ER Doc determined the need for admission to the hospital with the ER doc consulting with he family doctor. The Hospitalist is in house doc at the hospital who sees the admitted patient on a daily basis, reporting to the family doc. This eliminates the need for the family doc to make daily rounds and frees them up to see more patients in their clinic. In my opinion, some good points and some not so good. As one doctor admitted, its all about money.
What in the world does the changes at the hospital have to do with dead animals? Why can't you stick to the subject? If you keep on drifting you are going to fall out of your highchair.
So 11:45, if I'm admitted to the hospital, does my local doctor not come to see about me? Does he just communicate with the hospitalist and I don't see him? This may be a thing going on at many of the hospitals, but I don't have to like it if I wanted to see my family doctor after years of his taking care of me. Money is SOOO powerful!

I just noticed twice about money and had to comment.

A doctor can see three patients in clinic in the time it takes to visit one patient in the hospital.
Speaking for the Doctors: things have changed radically in the past 30s something years.
For one, the Dr. to patient ratio is perhaps 3-4 times what it used to be, and there are fewer Dr.s coming into the medical field to replace those retiring.
Now picture if you will, that their average day consists of getting up say at 5:00 am and after breakfast, going straight to the hospital to make patient rounds, then rushing to the office to begin seeing patients.
After the office closes, they often have to run by the hospital again to check x rays or other test analysis made during the day on those patients, and even check in on some of the more critical ones.
By the time many of them finally get home, it's 7 or 8 pm, and they do this 7 days a week. Then to top it off, when they do manage to take a few days off occasionally, they have to take call for one another, and increase an already impossible load.
It's not as glamorous as you might think. And don't even get me started on the money. If you knew what these men had to pay out just in Liability insurance alone, you'd get a pretty good idea just why medical cost are so high.

This is just another reason the insurance and health care needs mending. We complain about the foreigners that are becoming doctors in America. Americans are turning their heads to the profession for some of the reasons mentioned by the earlier post.

Big government doesn't only exist in D.C. and Nashville but right here in Giles County where more people are on the payroll than needed, more money is spent than is available and taxes are higher than necessary.
It seems that you have been very supportive of the current administration and the excessive spending they have been engaged in.
You have been made aware on several occasions that the county budget has exceeded income by more than six million dollars during the past four years until now our reserves are very near the minimum required by the state.
We have not been told the truth about the county budgets and even when the proof was undeniable that some officials were not telling the truth you continued to support them in their untruths.
