Has the Tax Assessor's Judgement Become Impaired?

At the County Commission Meeting Monday a behavior was publicly exhibited by the County Tax Assessor, Mr. Steve McGill, that has many shaking their heads and wondering if it was a matter of poor judgement or something more serious.
It seems Mr. McGill took extreme exception to the idea being discussed by Commissioners concerning compliance with the Financial Management Act and having the fee offices turn their fees into the general fund with dispersal made by the Financial Management Office.
Mr. McGill, whose office was unaffected apparently decided that he would challenge Commissioner Reedy with the very unseemly slur, "did God come to you in a vision and tell you to do this"? Mr. McGill, who seems to have an ever present Sundrop bottle, a disheveled look and blurry eyes, has shown such behavior before toward Commissioners. He was called down three times by the County Executive before he would sit down and be quiet.

When Mr. McGill was reprimanded for a Driving Under the Influence charge he was warned that such behavior would not be tolerated in the future. The question now arises, in light of this recent activity, as to whether it's appropriate for Mr. McGill to continue as a representative of county government?

GTC Says: The last time I recommended that McGill be removed from office, when he was arrested for drunk driving, a few people took exception to my position and stated that McGill was a good Christian man who was being set upon by a select unworthy few. I have had numerous dealing with McGill and he is a drunk, pure and simple. McGill would rather sit in the Courthouse lawn and smke cigarettes, drink coffe (or whatever) and shoot the breeze rather than out in the County inspecting properties.

Yes he needs help and sympathy. He does not need to be incharge of the single most important source of revenue for Giles County and the 5 municipalities.

Now that we are issuing construction permits I am wondering whether or not McGill (or his office staff) is coordinating with Carol Wade so that he has a first hand notofication that new construction is being conducted?

It is also interesting that McGill has waited until a reassesment year to have Tennessee calculate reasessments using some sort of math formula rather than getting off his butt, driving his County truck and personally inspecting every property. That means getting out and walking around each and every property. DAMN that sounds like work. Oh yeah ... is he allowed to drive?

I have an excellent reason to suspect that Mr. McGill needs to be drug tested. I know this will never happen in Giles Co. but allegedly he is running a county office impaired.

Is there any way a county office holder can be required to be given a drug test?

You are absolutly correct in that I want to be exactly like McGill; an overpaid, drunken, idiot who rarely shaves, dresses like a slob, spends his waking hours drinking and smoking while drawing a good pay check and looking towards a public paid retirement. Do I want hid job? You bet. To be paid for doing nothing? You bet. Did MsGill survey our properties? NO!. Did he recalculate our property assessments? NO! All the property reassessment increases were accomplished by the State of Tennessee which applied a mathematical formula to our existing values. What did McGill do? NOTHING! Oh I forgot one thing McGill did; that is to drink whatever he has in that Sundrop bottle! Have you noticed that this bottle is Colored green and you cannot tell what color the liquid within that bottle is? Now why is that?

6:48 PM Have you actually been in those meetings in which Barrett has "raised more hell"? I think not. You are just giving lip service to what someone else who dislikes Allen Barrett has fed you. Fact is, Barrett only creates "hell" as you like to put it, by asking straightforward questions. Questions that many public officials don't want to have to answer and most often don't respond because they know they are at fault. Too, had you been in attendance at those meetings you would really know that some elected officials and county employees are the ones "raising hell", particularly if Barrett speaks up and they don't like it.

7:42 this is GTC and I present to you the following as proof, Please refute if you are able with facts:

1) McGill was charged with driving under the influence; as well as causing an accident and leaving scene.

2) McGill was arrested

3) McGill did not contest the charges

3) McGill has to have someone else drive him around

4) McGill waited for the State of Tennessee to apply reassessments using State math formulas rather that getting out and reassessing the properties visually.

5) I challenge you, or anyone else who has the gumption to have McGill tested for drugs and/or alcohol at any time. He will fail the test.

Getting a DUI is not a reason for someone to lose their job. It wouldn't be legal to fire him for it. Maybe you want to pay the attorney's fees for that lawsuit.

McGill did what most other counties did with the appraisals. Anyone with any sense would know that it is impossible to go to every home in the county and appraise it. Wonder how much that would cost the county?


How do you know he is doing drugs? Have you been in the same room with him to witness it? Those are some strong accusations from someone who deals in loosely based opinions.

You need to read up on the law that is involved with a "Right to Work State". Right to Work involves not having to join a Union. "At Will" is where you can fire someone for almost any reason. However, you can't discriminate. I don't understand how you people get on here and jabber without really knowing what you are talking about. A first offense DUI is a misdemeanor in TN. As long as it doesn't keep you from performing your job, it would be discrimination to fire someone for it. If you have ever managed people you would know that it isn't that easy to fire someone without a folder full of documentation.

11:06 Except in McGill's case he is an elected official and the law says that even if he is caught driving drunk in off duty hours, it is unbecoming of a puplic official and is a reason for ouster. The County Ethics Comm. chose to just reprimand him for the drunk driving arrest now the full commission seems to be ignoring the continued behavior that is unbecoming to an elected official when he slurred Mr. Reedy. Seems not one commissioner has the guts to do anything about anyone - unless its Mr Barrett.

Being arrested for a DUI is grounds for dismissal and Giles County has the authority to do so if they wish.

Taking about sense; I will may this as clear as possible. First, you do not conduct a full appraisal when re-appraising a property. You discover changes and add them to the current appraisal.

Second let us assume that every person in Giles County individually ownes property and also assume that there are 30,000 people in Giles County. That would provide a base of 30,000 properties that would require re-appraisal every 6 years, by State Law. If McGill worked 8 hours a day for 231 days that would provide us with 1,848 man-hours per year. then assume that McGill was able to re-appraise 2 1/2 properties per hour, that would accomplish 4,620 properties per year being re-appraised. In six years he could accomplisg 27,720 reappraisals. Now this does not take into consideration that many properties are close to gether and more re-appraisals can be accomplished per hour. This also does not take into consideration that there are many properties that are tax exempt or under specific land uses that do not require a physical inspection.

Third, i did assume that McGill would provide 8 working hours per day, especially since he is being paid to do so. He does not have to enter any data into the State data base since he has an ofice staff that can do that. So, every day McGill arrives at his office and is given the files on 20 properties and off he goes.

Fourth, I did not assume that anyone else would conduct re-appraisals at the same time; though there are people very qualified to do so.

Fifth, I did not assume that McGill coordinates with Carol Wade, Duck River and PES in regards to new construction; though he should. Having a "heads up" when a new residence is being constructed would allow McGill to know what is being built, where it is being built, and the cost. DAMN, that was easy!

Before you jump on me regarding Carol Wade, I did assume that you are aware that she now issues new construction permits, as required by State Law.

As for drugs, look into his eyes. His pupils are continuously dialated. and, what is in that Sun Drop bottle?

Yes it does make sense that our tax assessor could do an honest and fair job if he choose to do so.
