"We Will Be In The Hospital Fund About $661,000.00 By June 30", Janet Vanzant County Executive at the Budget Committee Meeting held at 0930 Hrs. 2 May 2012.

For those of us who have warned about this over the past couple of years it does not come as a surprise. Some of us have suggested and requested better financial planning instead of just reacting to situations as they pop up. A second problem that has plagued the county is not having a budget that is more strictly adhered too. Making a budget that looks good but having no intention of following is as non productive as making the best looking biscuits imagined then putting them in the oven at 500 for four hours. 

The County Executive defined the situation as a crisis and offered two solutions. One is to borrow  from a local bank and the other simply use the hospital money to cover the deficit. When the question was asked about paying back the money there was no offer of how to do that. The implication is clear, the hospital money is to be used and not paid back.

The question was raised that there is another solution and that is simply to cut spending, lay-off non  essential staff, stop all non essential travel, buy nothing that can't be postponed until next year, reschedule personnel to avoid overtime pay, cancel all non essential expenses.

They could also reduce personnel hours as a possible solution to completely laying-off. There are several companies in the area doing just that. With the cut back in economy, you know it doesn't take as many people in EVERY office. The Election Office dont need three people in it all year round. They have nothing to do a bunch of the time. How about the Trustees Office? Same thing.

In Lincoln county the finance director does the forms that we are paying a Solid Waste man to do. That would save $50,000 just there.

The county Exec and her motley crew should be sued for incompetence and not complying with the many mandates issued by the County Commissioners to "DO NOT TOUCH the hospital fund " .

Does ANYONE now doubt why there is a need to PASS THE COUNTY CHARTER in August ??

The commissioners need to seriously look at selling the ambulance service and not be swayed by Roy Grigg's tears. All he does is ask for more and more. Selling the service would easily get rid of the $660,000 over expenditure, rid the county of the billing agency plus give a big cushion into the county coffers.

I think we should pass a wheel tax. All of the surrounding counties that are doing better then us have one. That is a better way to balance the budget. You many DA's in the commission are scared to do it.

Mrs. Vanzant's projections include all expected tax revenues for 2012.

Let us make this very simple.......... Giles County is expected to spend $661,000.00 more than they have in the bank by June 30th.

This means that this county will begin the 2013 tax year with $661,000.00 in the hole. So are you supporting that the County takes more money from us (without our permission???) to balance their spending budget????

If so ... why are all of you against President Obama????? He is doing nothing less than Giles County.

A very easy solution would be to implement a $50 wheel tax. We would then have enough money to cover our operational costs. Problem solved. We are only $50 per person annually from not having to hear you all cry anymore.

A wheel tax won't help as it would take more than a year to collect the first dollars. The only thing that makes sense is to cut back on the spending the same way people have to do in there own homes.

8:15 is correct, and very few people in the county have only one registered vehicle. The wheel tax has been defeated every time it has gone before a county referendum. The only way one will pass around here is if the taxpayers have no say. I know that I will vote against, if given the chance.

If only they would have listened to the "troublemakers" when they was telling about them dipping into the hospital money but prejudice was to great and they gave ideas that was to different for the way things have been done so now we're broke and digging into the hospital funds and we gonna have to pay more because of their stupid spending. In some families, the woman has to have a car to go to work in and the man has to have a way to get to work. Then they could have two or more children with car or truck. They might have a job after school and need a way to get there

Very few one car families anymore as it takes both parents working to make a half way decent living.

I didn't plan to vote for the charter, but the way vanzant and some commissioners want to keep spending it's looking better.

The Charter is looking better all the time. If a 50 dollar wheel tax passes it may not sound like a lot to some but that much at one time with the registration is a whole lot to me. The only way I can pay that will be to drop insurance and hope I don't have a wreck. My car ain't worth much more than what a wheel tax would cost but I have to get to work and that's it.
If the property tax goes up they'll raise my rent which i already have trouble paying since utilities are so high. Guess I'll become homeless and just let the county take care of me. I heard if you go to jail they take care of all your medicine and doctor bills. Before you holler about me having cable and internet I come to my friends house and watch TV with him and sometimes use his internet for a dollar.

It's unfrtunate that you are having the financial woes you are having, and for that I hope things can turn around for you. But we are ALL in the same boat, and EVERYTHING has gone up drastically in the past few years. It's harder and harder, and taxpayers are being milked all across this country by runaway government spending.
You may be sitting there thinking that a charter for Giles County will be the taxpayers' salvation, but it's won't. Don't be fooled.
If this thing passes and we are stuck with it, it's going to be very hard to get rid of it. It reminds me of Obamacare. It's here, and it's going to take strong conservative leaders to overturn it.
What you said about your financial situation proves my point. Since so many of us are in a similar situation, do you honestly think we would go into the voting booth and vote in favor of a tax increase? NO!
Think about it, and join us in the coming fight to defeat this thing before we get stuck with it. The little group who's pushing it should be concern enough to vote against it. And I honestly believe their primary goal in all this is to get incumbants out of office whom the voters want in office. What about that? Aggain, don't be fooled by these people. They are a very small but troublesome faction here.

You talked about "runaway government spending" well it's obvious that it's people like you who keep supporting that government spending. We are not all in the same boat as you say, I live on social security and a few investments that bring in hardly anything because the interest rate is so low, but I'm being charged taxes to pay outrageous salaries to people who do nothing most of the day if they even show up at work. Why do people get paid for forty hours when they only work 35 or less. Two many people in some offices. The tax assessor is never in the office, not working but in the Gazebo smoking and drinking a very odd smelling sundrop.
The charter may not be perfect but it is the only hope foe saving the taxpayers of this county.

I read the charter last night. Although I'm sure I'll have to read it several more times to absorb it all, it doesn't seem like a bad thing. 8:16, your continued argument to vote against the charter may well have the opposite effect. You keep saying that voters will not support any tax increases, and you may be right, for the most part. By using this as the basis for your argument, though, you are inferring that not having a charter would certainly result in higher taxes. Why would citizens -- who are against higher taxes -- vote FOR higher taxes? You may have a legitimate concern about the charter, but it doesn't seem like the one you've been expressing makes much sense. No one should make up their mind solely on what they read in here. The charter is readily available for all to read. Read it, discuss it, decide and then vote the way you believe will most benefit the county and its citizens: That's your right and duty, either way.

There are other concerns I have with the charter issue, but the MAIN one is the people who are behind this thing. I see them as dangerous and power-hungry. They can't get themselves or their candidates elected, and so they want to push this off on unsuspecting voters. You see, the charter, among other things, will get those incumbents out of office....the ones the voters want to be in office in the first place. I think it flys in the face of the electoral process.
We can disagree without becoming disagreeable, can't we?
You say the charter is the only hope for Giles County taxpayers. It might protect taxpayers in that there would be no new taxes PERIOD. Then you will be whin ing when services are curtailed or cut out altogether. NO, Giles County DOES NOT need a charter, and I vow to work diligently to see it defeated.

If you've read some of my previous posts, you'll know that Mr. Barrett and I will probably not be having lunch together anytime soon, but he is right in what he says. It would seem that, other than concern about needed taxes not being voted in and term limits being imposed, your main complaint is against B and anyone who thinks like him. I would not care if it was my most hated nemesis that had proposed this charter, if I thought it was the best thing for the people of this county, I would vote for it. To decide for any other reason is simply not rational. Many citizens are fed up with government telling them they are not smart enough to know what is good for them. We are not children and do not wish to be treated as such. If I ask "why", I don't want to be told "because it's for your own good". Speaking on the issue of term limits, what's wrong with that? Lifetime politicians often develop the attitude that the status-quo will suffice. I believe it would be a great thing to have fresh minds to look at problems, especially if the incumbents aren't having any success with their methods. Absolutely vote your own conscience, but try to put animosities aside:Do it for the right reasons.

If CG and his friends would actually read the proposed Charter they would discover that the proposed "Term Limits" is:

1) An elected County Commissioner and the County Executive may serve for two consecutive terms which equal eight years.

2) If that person wishes to serve more time .... all they have to do is sit out one term (or four years) and they are now elegible to be re-elected and serve an additional two terms.

This may go on forever.


Seems to me that if a person does a good job in service to their fellow citizens for two terms. They will easily be re-elected for an additional eight years after sitting out for four years. That shows a commitment on that elected person's part and a trust that, even though they would have to sit out for four years, the voters will elect them again.

Regarding the charter, I will work against it for the reason you outlined. I do not think it is in the best interests of Giles County. Keep in mind that, once we get it, it would be hard to do away with.

This person that wants taxes raised and the county not to stop spending more money may wake up some day like some of Giles County people have,
It's so easy when you and probably wife have a good paying job. That could be lost at the drop of a hat.
One thing the people may wake up and vote you out, where you work could close; you or your spouse could get the dreaded disease of cancer and require the spouse to take care of you having to quit your job. The old song, "I never promised you a rose garden" could come to an end.

It is my understanding the only truly un-forgivable sin is to refuse to let the Holy Ghost speak thru you if you are delivered before Satan. Why is it alright for you to question others Christianity but no one is to call you on your lies? There are others who post on here who are Christian and are knowledgeable about the subjects they post about but you still attack them, challenge them, call them liars and then act like you are the victim. Where are the people that called Barrett a liar and crazy when he wrote on here that they was a using the money from the hospital. I remember DAW and CG being two of the people but they sure are quiet about that subject now. CG even says he don't know enough about the matter to discuss it but he sure had lots to say in the past. It sure must gripe his butt to know that Barrett was right all alone and CG was right there the whole time supporting them that was doing the wrong but of course CG don't support wrongdoing just those who do the wrong. What a guy I think CG is looking for a job in the White House he sure has the same attitude as Obama.

As I said, I don't know enough about the hospital fund to even discuss it, so I have no idea if barrett is lyingh or not. I never called him a liar over that. That was just a saying I have heard, I don't drink either one even if given to me.

Giles county use to be called "The land of Milk and Honey." Some think it the "Land of Milk and Money."

There is one thing I don't understand some have accused Dan Speer of wanting Pulaski to be for retirement. Unless they are millionaires, retires aren't rolling in money to pay taxes.

Concerning education, why should I finance four years or more at an elite school for someone to study psychology, black history, political science etc when everyone knows there are very few if any jobs, especially higher paying, where those majors are needed? Only a financial fool would go into debt to the tune of over a hundred thousand dollars and more when it isn't necessary. If you can't afford a Mercedes you get a Toyota or Ford. If you can't afford to go to Vanderbilt go to Columbia College for a couple of years then transfer and graduate from Vanderbilt. Who cares where you took your remedial classes after high school? The diploma will read the same. Join the military and get
money for school. It is not my responsibility to pay your bills resulting from your irresponsibility. On a personal level would you ask your neighbor or a stranger to make your car payment, from what I've read on here by you it's very doubtful as you seem to independent.
I don't know where you got the idea that the so called Bush tax cuts were only for the rich. Are you aware that letting them expire will cost you a bundle of money?
For example a married couple with two children making only $75.000 will have to pay an additional $2,600.00 if the tax rates are not extended. Consider that if the cuts are done away with the tax brackets go from 10 to 15 %; 25 to 28%; 28 to 31%; 33 to 36% and 35 to 39.6%.
The child credit drops from a thousand dollars for each child to only five hundred per child; the marriage penalty will be restored causing couples who file jointly to pay up to 80% more than their single counter-parts.
The thing that Obama has been most successful at is forcing this nation more deeply into socialism
and making a "nanny state" of cradle to grave government intervention. I find it hard to understand anyone wanting the government to be more involved with their lives especially those who have grown up in the independence of individual responsibilities. I fear we have lost our desire to stand on our own two feet choosing instead to have the government take from others and give to us. Consider the simple things that have been lost on the most basic level children can't play dodgeball, ride a bike without a helmet, be disciplined by parents without fear of being taken to court; children can't take a peanut butter sandwich in school lunches; can't even take a lunch to many school where you have to eat what they choose for you. Look at the Constitutional rights that have been lost because of political correctness. Foreigners now have more rights than legal citizens.
Obama has been a complete disaster that has created more debt in three years than all the presidents before him, including George W., combined. Obama's commitment to communist countries while abandoning democratic allies is frightening. He, based on his two books, is an avoid socialist and his desire is to create a European style socialist county here.
Please do not think I am trying to pile on you, I just think there may be some things you didn't fully consider in your statement.

Perhaps you are right about some of what you say, but I can't agree with all of it. You don't have to go to an elite school to pile up more debt than you can pay. What's more, with the way things are now, doctors, nurses and other healthcare professionals don't even have to bother to try and pay theirs back. Do you think it's ok for the government to sell someone's loan, only to have it sold again and again? Each time with new fees being added so that it ends up being several times more than it was to begin with? Unfortunately, I don't make anywhere near $75 grand, so yeah, I am definately for letting the Bush taxs cuts expire. I'm also in favor of closing loopholes that allow someone like Romney to get away with paying only 15 or 18% or whatever shamfully low figure it is. I hate the gov having so much say in our lives too, but they had it long before Obama took office. Sorry, but 8yrs of the mighty W left me with a bad feeling about republicans. Funny thing about that, 8:26, I don't know who I've been arguing with either. All I know is their name is "anonymous". If standing up for my beliefs and myself means a trip to the county lock-up, then so be it. The only reason I bring up being gay so much is because the ass posting to me is obviously a homophobe and it gets under his skin. It seems to get a rise -- no pun intended -- out of him everytime, so I just go with what works. I don't start the problems, but admittedly I do my share to keep them going. Just bored, I guess. I certainly am, 2:24, and when I look back on it I'm sure I will recall it being the best 30yrs of my life. The desks seem to be getting a little smaller, though. That's probably just my perspective. What's wrong? Didn't you get to go? Was it embarassing during roll call when they called "anonymous" and you had to raise your hand? I mean, your parents did name you anonymous, didn't they? That, or fear, seem to be the only reason one would keep such a name.

Ive always heard Barrett to be a nice man and a concerned citizen who some local elected officials despise because he knows the rules better than they do. Because of the bigoted attitude of some of our officials that mirrors the enablers he is attacked maliciously when he questions their actions that are in violation of the rules and laws in place to protect the tax payer.

Take for example when he wanted to speak at the budget meeting. The bigoted behavior directed to him by our commissioners and executive when he had the foresight to see the budget was a farce was reprehensible.

He turned out to be right but is labeled a trouble maker by those that feel imposing higher taxes or a wheel tax solves all problems as opposed to responsible management of the tax payers money and the hiring of qualified employees to manage those resources.

The problem is Barrett cares more about the tax payers as a whole and citizens rights than any of our elected officials. As with the case of Strickland he seems to know more about the allocation of taxpayer resources and how they are used than our elected officials.

I would disagree with you. If they despise this man (and many do),it's because of the things he says and does. I believe he is the most despised man in the entire county. But that again is his own fault. If the's the champion of the taxpayer and the oppressed, I would say thanks but no thanks to him for his services.
You say barrett cares so much about taxpayers. He may, but most of us do since we are taxpayers. But I don't need or want someone like him representing my interests.

Saying you are a Christian proves nothing especially in light for the proof Barrett showed that you do enable wrongdoing. You have lied on here, failed to take responsibility, refused to criticize unlawful behavior by county officials, verbally attacked those who differed from you, and called people mean names all while condemning that very same behavior in others. There was never any problems in the land of milk and honey untill Barrett came to town. Before him blacks and whites got along perfectly, that's just a lie about the KKK starting here unless Barrett sneaked in and started it. There was no class distentions until barrett stirred it all up. We never even had any divorces until he came here. Heck I remember when we had money trees in the back yard until barrett made us cut them down. We didn't even have to pay no taxes until he came here that feller is about the worst person that ever lived I recon.

Wow I have been going back and reading some posts as this is the first time I have ever been on this blog and the only thing that I have seen on here that I have even cared about commenting on is Ray Lanier................I have known Ray longer than any of you and I know that he is as good as it gets!I have played Trivial Pursuit with him and I have felt blessed to even answer any question before he could yell it out.I know that Ray has a heart that is bigger than most,Ray himself would admit to you that he has his faults as I would admit that I have mine but if I have ever needed anything in my 42 years I have the assurance that I can call on him and if he doesn't have it to help he will help me find someone that can.I know that Ray likes to stir it up on here and honestly I think it is quite humorous so Ray keep up the good work!
