Why Has A Non-Certified Person Been Allowed To Access Voting Machines During Elections?

At the un-publicized, meeting of the Giles Election Commission today two very important questions were asked by the newest addition to the commission. First question was why hasn't the organized group who oppose the charter been required to file a financial disclosure statement with the election office and why didn't the election director know that group was putting up signs around the county when she has to walk past one of those signs to get to her office every day and again every evening when she leaves that office?

Another question that was asked is why has an uncertified person been allowed to have access to the voting machines prior to the vote count being documented? With this taking place how can any vote be trusted?

This was not asked at the meeting but I am asking it now, why has the county attorney and other county resources been allowed to be used by the group opposed to the charter?

The integrity of local elections has long been questionable and now this situation only increases the suspicion of tainted results.

I'd Like to have that answer.....

Who/why has someone access to the voting machines?

Every vote should be thrown out and recast. An who ever allowed this should be gone. Look at the track record...by their own admission they messed up during the last election, now this.....sounds like someone really trying to fix an election.

What is that answer please if anyone knows.

I attended and recorded the meeting of the Election Commission last evening. Anyone who would like a copy can call me on 424-6501.

My interest in the meeting stemmed from last Thursday afternoon when I asked in the election office to see the financial disclosure of the group opposed to the county charter Anyone interested can view the disclosure filed by the citizens for the charter. It is available in the election office.

Despite all meetings being open to the public, yesterday's meeting was not announced. The meeting was arranged because I had asked to see an open record and 'the committee needed to discuss' my request. In addition to members of the election commission, Commissioner Terry Harwell, six members of the public and Mr. Paul Manke of Pulaski Citizen were present.

Despite laws to the contrary, Election Commissioners Henry Inman and Jean Mitchell did not approve of me recording the meeting.

While it's obvious to me that Mr. Rackley is a reasonable candidate for accesssing the machines given his business dealing with computer systems, what
Doesn't make sense is to why there would be any hesitancy will explaining why he (or anyone) had too. If it was maintenance, or a error, or upgrade, the answer
Should have just flowed out as such and easy to
Justify. "because it will save us money?"....how? If I called my washer repair man to look at my washer that was working....wouldn't save me, it'd cost me a device call.

Still waiting for the explanation. Sounds like a call to channel 4 with tips about voter fraud/tampering might make a good investigation without a reasonable answer.

You are obviously cg and I understand your natural inclination to defend anyone Mr. Barrett says might be doing something wrong. Now we have Shirley Proud volunteering to give a copy of the recording of the meeting to anyone who wants it. There's the verification.

What business does anyone have accessing voting information early and how could that possibly save money? Mr Rackley may be qualified, but if he's not certified by the election commission, he has no business touching them at all. You said "If you heard her say that, then you know good and well what she meant." What the hell does that even mean?

What about the financial statement? If the pro-charter folks have to file one, why don't the NO-charter people?

Give it some thought before you answer; it's not too late to change your enabling reputation.

If Mr. Rackley has been allowed access to the voting machines I don't think he should be any where near a voting machine considering he sits on the EDC. Having a balanced budget if a charter passes may mean a dissolution of that board if funds are not available. And considering the head of the EDC donating taxpayer money as his own and absolutely nothing being done about it does not fare well with me as a tax payer. I for one think we need to have an outside company come in and check the programming and run validation checks on the machines.

Props to the person on the election commission who spoke up.

All that is being done is discussion of the topics of an unannounced meeting. How is that stirring up trouble if there has been no wrongdoing? Are you aware of something we are not? I do not want one cent of my tax dollars going to the no charter campaign. So quit attacking those who are not as trusting as you of those who have not earned the tax payers trust. If there is wrong doing, and there is certainly no harm in questioning unclear actions of those in charge of maintaining the integrity of the voting system. If there have been more infractions the issues need to be addressed and investigated. Even though the people in that office are nice it is public knowledge that mistakes have been made and some lax treatment of rules in the past. If any thing is out of compliance screaming fowl at the ones simply discussing it only enables the wrong doing and is not very Christianly.

There most certainly is cause for questioning the process of early voting. I never have liked early voting because I never have trusted it. Those early voting machines are in a room where how many people have access to the machines after hours? At least when you go to the polls on election day, from the time polls open till they close the machine is never left unattended. When are the ballots for early voting counted? Have any of the results been seen ahead of election day and possibly results be given to certain individuals to prompt them to go out and push for last minute votes? The fact that people, certified or not, have access to these early voting machines leaves the door open for voter fraud.
Thank you, Mrs. Proud, for recording the meeting for anyone to hear for themselves instead of relying on rumors and hearsay.

You just hate that the citizens of Giles County are learning to judge based on ones actions instead of the words that are contrary to the actions. Why do you consistently attack Barrett for bringing information to the citizens that should be readily available if the government believed in transparency as opposed to covering up their mistakes and trying to blame Barrett for their actions. But keep on enabling those who do wrong.

I see you wake up early to post. Do you wake up in a cold sweat run to the computer and think of ways to attack Barrett and any citizen that questions public officials actions especially when there is a need. You really should seek Psychiatric help if Barrett consumes you the way you let on.

The bottom line is if Rackley touched those machines then something is extremely wrong. I want to know exactly what is going on, what service he performed on the machines, who was supervising him, and why was proper protocol abandoned in the first place to allow him access to the machines. Do we as citizens not have a right to those answers? Seems like this is going to be something else like the missing money that is not missing.

While some have made absolute assurances that the voting machines can not possibly be tampered with and are 100% reliable I continue to have a problem with such assurances especially in light of the following information all involving the Microvote Inifinity voting machines as used in Giles county.

Indiana: State Enforces Action Against Errant Voting System Vendor
Indiana Secretary of State Todd Rokita Press Release April 04, 2008
Secretary of State Todd Rokita moves to collect fines and fees totaling more than $360,000.00
This week, Indiana Secretary of State Todd Rokita’s office filed a Petition to collect civil penalty fees from voting systems vendor, MicroVote General Corp. totaling more than $360,000. The Secretary's Office filed the Petition just as the appeals process is near completion on a July 2007 administrative ruling. The ruling ordered MicroVote to pay the State more than $360,000 in civil penalties and investigative costs stemming from 198 violations of Indiana election law.
"The Secretary of State's Office will not tolerate voting system vendors that violate Indiana's election laws," stated Deputy Secretary of State Matt Tusing. "Moreover, MicroVote's apathetic attitude towards proper certification is disconcerting, especially considering that their profits come from taxpayer dollars.”

Tennessee: Problems with MicroVote Prompt Candidates To Call For A Revote
By Warren Stewart August 09, 2006
"There is a cloud over this and I think it needs to be lifted." Problems with MicroVote Infinity voting machines led to long lines and delayed results in several Tennessee counties in last week's primary and candidates in at least one county are demanding a revote. MicroVote equipment was used in 45 of Tennessee’s 95 counties. They are the same machines that led caused a meltdown in Canada’s first experiment with electronic voting last November.
The Stewart-Houston Times reported that Stewart County Election Commssion member Ronnie Byrd noticed that vote totals generated by MicroVote technicians exceeded the number of voters in some districts.

June 2004 Infinity Jasper County, South Carolina. Results of the June 8 election were certified before the county noticed that there were 1500 more ballots counted than the number of voters who signed in to vote.
November 2003: Indiana – Electronic vote-tabulation equipment reported that 140,000 votes had been cast in a county of 50,000 residents.

Then why are those people doing things that lead the public to question their motives? Why not follow proper procedures? Since you defend them with such vigor why was an un-certified person allowed access to the booths? Who was there to supervise and was there a log created on what procedures were done to the booth down to twisting a screw.

Do these booths use memory cards for the programs? Were any memory cards replaced? Was any hardware replaced. But the real question is why was a certified technician not called in?

I heard a rumor that someone in the finance office didn't change the toilet paper roll after they used all of it. Can someone please confirm or deny this? I am disturbed that proper protocol wasn't used for this procedure.

I also heard that one of the commissioers stepped on a spider and didn't pick it up out of the courthouse floor. I hope Barrett will check on this and report back to us. This would be in direct line with his usual topics.

Would the charter prevent those things from happening again? How could people be so careless with the taxpayer's money?

Those who know me know I'm a Christian and a gentleman. The only reason I mention it on here is because of the flat-out lie allen barrett told on me and because those like you think I am a female.
You really seem rather dull in the intelligence department.

I also heard that Roger Strickland used the wrong broom for sweeping off the sidewalks. I think barrett should sneak up there with his camera and try to capture that on video. No, the so-called charter will not prevent any of these "corrupt" acts from taking place.

Pretty crazy all this enabling of wrong doing going on this morning. The sanctity of the Giles County voting system is tainted and all you care about is how some one wipes there ass. Seems right since that is where you keep your head.

Are you still claiming to be a Christian gentleman? I don't think Jesus would enable all the wrong doing of which you are strongly in support. To 6:40/7:02 If you trust the un-certified one so much why don't you start showing us how trustworthy all these people are. Give them unlimited access to your bank accounts, house, car, etc. Report back to us in a couple of month's with how you are doing with the most honest people you know and then maybe we will give them access to the voting booths. But I do not have the blind faith in those who have not earned my trust. lol

Barrett is about to post something else about the activities of public officials, better rest up so you can continue your attacks.

However, I think there's a troublemaker on board or at least an insider for them, and there's the problem. I also believe a lot of people saw this coming. Why not let that individual do the job David was doing? Would that make you guys happy?
As for barrett, I'm sure he will be posting more attacks any day now. Isn't it impressive how many friends he has made over the past few years? But how do you know he's about to release another of his "exclusive reports" on this blog? Why doesn't he do the same about the McAlister situation?

To 6:40 and 7:02
It’s not surprising that some in the Financial Management Office would have trouble with the toilet paper they don’t seem to handle much of the other paperwork very well either.
I heard after the commissioner stepped on the spider they were struck with incredible remorse at finding it was actually a one of their supporters carrying a vote no on the charter sign. The commissioner explained the reason for not cleaning it off the floor, as “it was only brains and not enough bother with”.
You asked, “would the charter prevent those things from happening again”. I must admit that as great as the Charter is it only offers an opportunity for the people of Giles County to have more involvement in county business and more accountability from their employees, it cannot infuse intelligence into those satisfied with their own ignorance nor can it create compassion in the self-righteous.
You ask, “How could people be so careless with the taxpayer's money?” I could not agree with you more on that point and that is the very reason the Charter is needed.
I’m trying to understand how calling 9:36 “Stupid” fits in with your great civility toward those with opposite views. Oh, I get it, “You really are stupid, aren't you?” is a question not a statement. I guess it’s like “You really are an enabler of wrongdoing, aren’t you?”
I can’t imagine anyone accusing you of being a female, you’re obviously much to effeminate for that. Maybe, wuss, wimp, sissified would be more accurate? Notice I’m not calling you those things just asking a question.
As for getting Roger Strickland on film sweeping off the sidewalks, I would have more luck getting film of Bigfoot, Darth Vader, Elvis and Yoda at the same table eating lunch at The Hickory House. Since he no longer cuts the grass at the post office he seems harder to find. Would he be easier to film if the locks were removed from his and Dan Watson’s offices?
You are right the Charter will not prevent any acts of corruption any more than it will make you more truthful but it will certainly expose the corruption quicker, and give the tools for correction and punishment.

I asked your buddy and defender if he or she is stupid because that is exactly how he's acting (describing behavior). Even Forrest Gump said that stupid is as stupid does.
No, I am not an enabler of wrongdoings. Lest you forget, it was YOU who told that lie on me, and I hate to keep having to remind you.
Question. Is it true that your buddy Parr was a lifelong Democrat before Haslam ran for governor? Is that true? I think he's claiming to be a lifelong conservative. Can you enlighten the readers about that? Also, was he not recently heckled at an event in Lawrenceburg? Is that true? Why?
My vote went to Barry Doss and NO to the charter you claim is so grand and needed. And I promise to be out there working for those two issues I believe in every day I possibly can. Just because people like me oppose what a small group is trying to push over on us does not mean we are lacking in brain cells. No, we see clearly what's going on.

I applaud your post. This is what I've been telling the troublemakers for a long time. As far as I'm concerned, they can hit the road if they don't like it here. We got along just fine without them, and I am sure we can continue on in that same fashion.
They just can't stand it that we ordinary folks don't appreciate them. They think they have all the answers, and we don't want to hear them. If you choose to disagree with them on anything, they do their best to bully and intimidate you into silence and call you all sorts of nasty names. Vulgarity is no stranger to some of them.
The saddest thing is that they pick on honest and hard-working people of their choosing just as they are doing right now. That will only go so far with some folks. I'm afraid there's going to be serious trouble if this doesn't stop soon.
Don't forget for a second that these are ther SAME people who are pushing this so-called charter. They claim they are merely concerned for people having a voice in government. Don't fall for that. Join us and let's defeat this thing before it is imposed on the people of Giles County.
Vote No to the charter on election day, and let's send these people a message that we don't want to change our present form of government.

Of course you don't want to change your government with "this thing, the so-called charter." I understand perfectly! You are allowed to take money from people's paychecks and hold until it catches up with you, sue people who report a possible crime even though the police and magistrate do the investigating and arresting, allow unauthorized personal access to voting machines before and after elections, allow people to be candidates for a particular office and at the (literal) last minute change which office they are running for, and not even have the qualified number of signatures to be on the ballot. You are allowed to have secret government meetings, and slander people who object to this law breaking act. You slander and libel PRIVATE citizens who dislike these illegal and unethical practices, who practice their freedom of speech by writing letters to the editor of the local paper but threaten lawsuits when these same people dare to even ask a question of a public official. And you never ever explain something that is a proven fact of illegality, with the mentality of "if you don't like the facts, then ignore them and they will go away." Everything you know or should know is swept under the rug and never to be spoken of again, or you are labeled a trouble maker. One can easily understand why the education requirement for public officials is so troubling as well as the nepotism clause. And the vast majority of you have not even read the charter because you claim it was written for people who want to be elected but can't get elected the "normal" way, which is I presume by using a ballot box that has not been tampered with. Here is a twist. Giles County is still part of the U.S.A. and still must live under the basic tenets of the Constitution and you can't do things your way, no matter if you have continually broken the law or behaved unethically for 200 years, so if you don't like that fact, then you head out for Gilligan's Island and create your own crooked government. Because, like it or not, private citizens who have ethics are going to expose you criminals and "dirty" politicians and we are going to enjoy the "Land of Milk and Honey", just as the laws of the land say we are entitled to. And if we elected someone who engages in something we don't like or understand, that official with GLADLY explain their actions to us, because they work for us and they owe us much much more than we owe them. Yeah us outsiders and most of the "insiders" are gonna clean up this place. And enabler, you may as well take the first bus out, but as a final act, please teach your closest relative the name of our former Governor so she doesn't embarrass you further. "Bred-e-son" not "Bres-e-dem"! (Please note that was phonetic spelling only!) Yeah keep posting enabler, your cover is blown!

To Wanda, I have no problem with roger cutting the grass at the post office or anywhere else, it's an honorable job, on his time. The problem I was referring to was the fact he was cutting the grass at the post office during the day when he was being paid to work at the courthouse. That was stopped but now he hides out in Dan Watson's office and his office or running from office to office delivering the mail. What you will not see is him sweeping the sidewalks regardless of how many cigarettes Terry Harwell throws on the ground.

Wow - this blog, Giles Free Speech Zone, which is hosted by Mr. Barrett and Mr. McPeters is very informative and entertaining. I was just recently told about this website a few months ago and I would have to say that if they would post the county's property transfers, the General Sessions Court docket and the Pulaski Stockyard cattle market report, I would let my annual subscription to the Pulaski Citizen lapse next year.

This is truely mud-slinging at its best. Have you all considered going into cage fighting as a side job?

The grammar used in the responses are often atrocious and full of typos. And, it seems the responses by those who apparently don't like Mr. Barrett are more grevious than the others. What I really like, however, is how the disscussion thread decays exponentially into a hate filled diatribe that is irrelevant to the article posted on the main page.

And to that end,I hereby post my contribution sans the hate-filled obloquy.

Thursday, July 26, 2012 10:37:00 PM, by the way - several people on this blog site have requested as to what specific items in the proposed Charter that they are in opposition. If you convinced your friend and 4 of his family members to vote against the Charter in 2 minutes, please reiterate those items here on this blog. It shouldn't take too long to do that would it?

I want to be an informed voter and if you have something constructive to add to the discussion I am more than willing to consider what you have to say.

Don't you agree that in America we have a right to disagree with each other in a civil manner, but at the same time will fight to the death to protect that freedom from all enemies of this nation, both foreign and domestic?

So be fair with the people watching and participating in this discussion and state what items in the proposed Charter disagree with and why? How else could convince your friend and 4 members of his family? I'm certainly anxiously wanting to know.

Thank you.

Your post at 9:39pm last night was creepy, to say the least. Have you stooped so low that you are either A)hiding in the shadows or B)sitting in your vehicle, and watching T. Harwell's actions. Knowing how many cigarettes he smokes and throws down sounds a lot like the actions of a stalker. This is just my opinion. If I heard that someone knew that much information on me, I'd be creeped out. I know you are in your retirement. You seem to have way too much extra time on your hands if you are doing something like keeping tabs on an individual's smoking habits. Have you thought of partaking in a volunteer opportunity. You could adopt a mile on a highway, and clean up some cigarette butts, since you are so concerned about the amount on the ground. Maybe if you had positive activities to keep you busy, you wouldn't have time to obsess over trivial things such as this.

Call me names if you must, but you and your buddies won't stop my efforts against things I believe to be wrong. The last time I looked at the Constitution I noticed that we STILL have a right to express ourselves and to vote for and support things of our choosing. And we should be able to do those things without being called names, bullied, or threatened.
My views differ from yours; that somehow makes me wrong? No, it doesn't. And the reson I didn't come to that meeting is because I do not want to be around the troublemakers. I knew they would be there, so I stayed at home...not that it's any of your business.
Oh, trust me; I am making a difference out there, and we fully intend to beat you and your buddy barrett on this charter issue. I believe the charter is wrong for Giles County, and it is my right to work to see it go down in defeat. Let me share this with you. Several people I have talked to are very aware of the group who is behind this thing. THAT is getting the easy votes against it. THAT alone is reason to vote NO to the charter. Of course, there are others, but those seem the most glaring.
You may be thinking I'm the one who called you an idiot in one of the above posts. That was not me. I may THINK you are a complete idiot and proselyte of allen barrett, but I have a bit more class than to get into name-calling. You would do well to be more tolerant of others who differ with you.

This is what I truly think is going on here in Giles County. Tell me if I am wrong.
For the past few years a small group of unhappy people have been slowly but surely sowing seeds of hate and distrust for county officials who are just trying to do the jobs they were either elected or appointed to do.
This same group has tried to get key people into several positions and have had very little luck. They can't get elected. That being the case, they have stepped up the pace in trying to get people to see our elected officials as "corrupt" and inept. That has gained some traction, because a few of them really should be voted out of office. That is the real voice the people have. It's the same everywhere, and we don't need a new form of government.
Now that those seeds of distrust and resentment have been sufficiently planted and allowed to germinate, guess what comes next? That's right, it's the charter. This same group is pushing that. The timing is right because of all the hate and distrust that they themselvesm have caused by the relentless attacks and smearing of county officials. Surely, people will see their agenda and not roll over for this. If I'm right (and I think I am), that is exactly why we have a vote on this thing in August.
Please say no to these people by voting NO to the charter. Once we get it, we just might be stuck with it. Think about that. There are just too many unanswered questions about this thing to vote it in. We are a small county.

The big thing I am concerned about truly is the ones behind it as was elaborated above. I believe they have a self-serving agenda for power and control, and that troubles me. These are not the people most Giles Countians want in charge of things. I know this from being out and about and hearing the chatter. And, put smply, I just don't see where it is needed. We are not Memphis or Knoxville. We got along just fine before a troublesome few got all this mess started, and I do believe it's for the reason I just mentioned.
Yes, I've read the charter. On the surface, it looks benign enough. But it's those uncertainties coupled with those individuals who are behind it that concern me.
Thanks my friend.

Well I will be honest with you. I think the tax thing is the biggest concern to me. Right now as it sits the county commission can raise taxes if they so choose. Wheel tax or property tax whichever they think would bring in the most revenue to help the county out. As I understand in 2006 we had a surplus in the budget of 6 million and now that money is gone and we are dipping into the hospital fund to help run the county. This is money that was never supposed to have to be touched. Now if the commissioners see fit they could raise our taxes to get us out of the hole. Well if they do that will they pay the money back to the hospital fund? I guess that will remain to be seen. My big thing is they can raise taxes whenever they want. I would like to know where all the money went that we had as a surplus and now is no where to be found. If they raise taxes will they use the money wisely or will they blow what they make by raising taxes. I think I would like a little more say in the way tax dollars are gotten. I think I am like everyone else. I don't want to be taxed to death but I do understand that it is a necessary evil. I think there is a point to be made that will it ever pass if the people had to vote on raising taxes. Not sure if it would or not but I think I would like that comfort of knowing that I would know when taxes might be going up instead of being blindsided. My opinion.

Of course, I'm concerned about taxes as well. I recently read an article where another county had seen an increase in as much as 43% for several of the services they provide its citizens. That money is spent on such things if those services are to continue, and there's not much way around it. Now I would not uphold unscrupulous politicians who just arbitrarily raise our taxes. That's not fair, and I do not believe that is happening without justification.
I do know that department heads have trimmed their budgets as much as they can. And I just do not believe the troublemakers who say county offices have too many employees (relatives) who sit around and do nothing all dya. That's just not true. I went to one of those offices yesterday and theyw ere absolutely covered up.
I do respect your opinion, and am glad you and I can discuss this issue without the usual name-calling and derogatory remarks that are made here.

Yep you are wrong about the charter, 1:11. You asked us to correct you on that point. Here is an idea: Try reading it. Seriously. Why you would let Mr. Barrett or anyone tell you how to vote is beyond me. To the poster who keeps asking why the enabler won't give a reason other than "the group behind it." Good luck. Four years ago, I literally begged for a reason to vote for Janet and all I got from him was statements such as she didn't need or want my vote and I should leave town and how dare I even ask for a reason for voting for her. I asked as a newcomer to Giles CO. and the enabler really rolled out the welcome mat. I named him at that time, Rabid due to his weird support of Janet and his hysterical response if a question was asked about her record, from someone who had no prior knowledge. I believe it was about that time that Mr. Barrett exposed his enabling posts so that name stuck. But whatever name one chooses, you'll not find by any stretch of a definition, CHRIST like behavior (I would NEVER say someone wasn't a Christian) or gentlemanly posts from this person. Unless you are referring to those so called "gentleman's club". My opinion of his responses and those clubs are the same, garbage. My point is, don't look for solid evidence for his position on any issue, and as for his indignation at being called an enabler? Many have asked him to condemn PROVEN wrongs committed and the people who were responsible for them. HE (or she) won't and always uses the word, "if". Like I said, facts are irrelevant to Rabid. Facts like Ms. Garner publicly said she took money from a fund that was off limits and would do so again, Rabid the enabler says "if" she did anything wrong or facts like money was taken from teachers checks for 3 months to pay insurance, yet over 200 teachers got letters from the ins company threatening cancellation because premiums had not been paid and Rabid says "if" something was done wrong, even though Garner was the BOSS of the office. It's the inability to take a stand (except against Mr. Barrett, who some of us have never met) that earned the name enabler. Rabid also fits. One has to simply read his support in the glaring situations of obvious questionable ethical activity to understand. No reasoning whatsoever. Yet he accuses others of being intolerant. Just ask him any question that might not line up with his beliefs. You can go back and read the fireworks when I as a new voter wanted to vote for the incumbant but had a few questions. It's almost like the Bill of Rights belong to only a select few in his or her mind. Oh yeah I better post like Rabid does. This little phrase at the end of a tirade makes it in his mind a Christian gentlemanly thing to say: (my opinion)

To the enabler, do you really think making a post then answering that post as a different persona is fooling anyone. Are you not intentionally misleading or trying to mislead people? It's things like that will keep me from ever referring to you as some other posters choose to do. You are an enabler and you are rabid in your support of officials whether they are wrong or right. You are also rabid in your disdain for slandering private citizens but take a rabid stance against private citizens who exercise their Constitutional right by questioning public officials. Slamming people for asking questions, ANY question of a public official is anti- American. It's just that simple. I would say that you've earned much harsher names than "enabler". You might want to cut your losses here. (just my opinion)

Who is behind the charter? I always see comments about troublemakers but do not have names to go with the name calling from the attacker. In my book that is the dumbest reason to vote against something because of who one idiot perceives to be behind a tool to make the government accountable fiscally.

Right now our government has proven for almost a decade they can not balance a budget.

When they can no longer hide their money shifting techniques to fool the tax payers they make feeble excuses as with the school system. We have lost students for the last 5 years but number of employees in the school system increased to service fewer students and our money is not wasted. I'm still waiting for an answer to the missing money that is not missing.

For the last twenty years we have been the only county in this are to have a consistent reduction in population but government increase, raises are implemented, county commissioners vote themselves more money to attend meetings even know they knew what the pay was before they were elected.

When unemployment is as high as it is and no one is getting raises in the public sector and private sector businesses continue to hurt and lay off people you bet your money that I want a say in my taxes being raised.

All that raising taxes right now will do is continue the blank check policy that our local government has adopted and put a further burden on the citizens. Th bottom line is if a county can not afford a service then that service should not be offered, raises should not be given and fiscal accountability should be adhered to.

After talking with others and in light of the actions of those in office and those who use my tax dollars to fund a no charter campaign we are all voting yes for the charter. And yes we are all born and raised in Giles County as were past generations of my family.

If it is not broke don't fix it but when it is broken then fix it.

A vote yes for the Charter will give the citizens what they need and that is fiscal accountability.

I see you just can't help promoting the lie allen barrett told that I willfully go along with and support wrongdoing. He lied, and you are lying as well by enabling it. Ironically, you are the enabler. What a laugh.
Now, on to other matters. You said I made a post and then answered it. That is also a lie. Why can't you just calm down and be truthful?
Let me tell you what I am rabid about. I am rabidly in love with Giles County. I am rabidly against the charter that you guys are pushing. I am vehemently opposed to the name-calling and personal attacks you people inflict on those who don't deserve such low-down treatment. That's right; I SAID it is low-down and it's too bad if you don't want to hear the truth about it.
Pray tell, who have I slandered? Cut my losses? No way. We are going to defeat the charter, and that is a huge win for the people of Giles County who may not even appreciate it at this point.
No, I'm not trying to mislead anyone. I have a Constitutional right to work for and support things I believe in and fight against things I believe to be wrong. We all have that same right, but it doesn't seem to resonate well with you guys when it comes to people like me and MANY others who oppose the charter. We believe it is wrong for us.

4:53(deanna??)
Question. Let's suppose you guys are successful in getting this charter in place. Will you vote for a tax increase when it is put to a referendum vote or will you sit back and accuse county officials of mismanaging your tax dollar because the tax base has fallen and because the cost of doing county buisiness has gone through the roof? Will you be out there trying to convince people to vote for a tax increase for elected officials whom the troublemakers are accusing of wasting taxpayer money? They will laugh in your face. Could you comment on that?

David Rackley should be immediately taken off "technician" duty. He has no business dealing directly with the voting machines in any way. There's a reason why outside technicians are used. I'd MUCH rather have $2000 of my tax dollars going to paying a technician than allowing Rackley to have ANYTHING to do with the voting machines. He has tampered with voting tallies in the past and he will do so again if not reprimanded now.

Someone should share this situation with one of the news channels. Rackley has a VERY obvious conflict of interest and it sounds like nothing will be done here locally to remedy to problem.

Bottom Line: Rackley is an election commissioner and cannot and should not be trusted to handle any voting materials directly.

People like you and barrett accuse some of the finest people I have ever known of things I would bet my life on that they would NEVER do. eople who know them best despise what you and your buddies are trying to do.
I also think David Rackley has grounds for suing Annelle Guthrie. I believe she is responsible for all this trouble. But of course people like you and your pal barrett are more than happy to agitiate and make it even worse. Guthrie was believed to be a troublemaker before she got on the commission, and how she got there to begin with is something that makes me sick to my stomach. So, I know how you feel about nausea.

You know what bothers you people the most? Here it is. You guys just never thought there would be so much resistance to what you are trying to do. My prayer is that the people of Giles County will be smart enough to see this and just say No. I believe they will.
Here's something else. You guys are completely intolerant of views that are not aligned with yours. e don't even have a right to think for ourselves, do we? How arrogant can you be?
You accuse me of telling lies simply because I will stand up to the whole lot of you. You falsely state that we who oppose you cannot stand the light of day being shown on things. STOP LYING! I am very much in favor of openness in county government, but I am also totally in favor of the form of government we have had in place for over two hundred years. cg, From reading this morning's post I wondered how you could ask anyone to step up to the plate and give their name when you don't. I'm not giving my name and haven't asked anyone else to.
Since Barrett is the cause of the trouble in Giles County, was he the one took money from the teachers check and did not send it where it was suppose to go until caught up with? Did Guthrie help him? Just wondering.

As for the charter I'm not voting for it so don't say I'm pushing it.
The way I understand should it come in people will still be voting on before they will be in office same as now. They just can't stay forever. The president can't run but two turns, he can't even run again after staying out a turn.

It's funny how you don't want a tape of any meeting. All meetings should be taped. What are you afraid of? It could help prove a commissioner or Mrs Vanzant didn't say what some said they did as well prove how they acted like the chili cook off tape.

I guess I will speak up a little. My problem with county government is that no one seems to have an answer for where all the money went and why we would have to dip into the hospital fund to begin with. I am not sure whose fault it was or is but someone is to blame. Instead of passing the buck and it seems that Ms. Garner is getting the buck passed to her since she resigned, step up and take responsibility if you know what happened. Instead of going on the radio and say the money isn't missing and was never missing, then tell us where it is. I just think something is being covered up. Maybe I am wrong and I would be happy to admit if I am. I just don't see the openness of this county government and charter or no charter I will try to do my best to elect the people I think need to be in office. It is time for some accountability in this county. Teachers have suffered and lost their jobs and now with school fixing to start back the kids are about to suffer. Just a sad state of affairs in Giles County.

Also if Mr. Rackley is on the election commission or holds any position in government he should not be allowed to "service" the voting machines. Just a total confict of interest there.

I don't recall W.C.Tomerlin as being either. As long as the other officials are doing a good job they will be re-elected. THERE IS NOTHING WRONG WITH THAT.
Our U.S. Senators and Representatives who make up our federal legislative branch (locally that would be Co. Exec. and Commission) should have term limits. Many people are thinking that way. But in this county they would be called troublemakers.

I am Ray Lanier and in my opinion it was completely inappropriate for David Rackley to even touch the machines. It would appear to be a direct conflict of interest and is bound to raise some questions as to the validity of the election results.

The reason stated -- it saved the county money -- is bs. It was stated that the person designated to work on the machines didn't know what they were doing. If that's so, hire someone who does. There are many qualified technicians available who are not on the election commission.

I'm sure there are criminals who are more familiar with the law than many of our officers, yet I don't think you would want them in charge of the police department.

How can you say you doubt there is a conflict of interest? By the very definition of the phrase, it's a conflict.

I obtained a copy of the tape of the meeting from Shirley Proud, who attended and taped, as is her right by law. I'll make copies available to anyone who cares to listen; see if it instills confidence about the way our elections are handled.

It doesn't take a rocket scientist to understand that. Have you been out in the sun to long?

Notice how Rabid still won't answer any questions regarding the proven theft of teacher money? Also the demands that this ridiculous person makes regarding other posters revealing their names while he/she remains anonymous? The credibility that this town gossip has is well deserved. He/she freely admits that the only place his/her info comes from is gossip, has proven that the charter is not on his reading list and is the true name caller, liar, and attacker of any that has a different viewpoint. Even his objection to the Bill of Rights is blatant, unless it suits his purpose, (i.e. freedom of speech, freedom of the press, freedom of assembly, etc) Nobody can make him understand the difference between a public and private citizen. Like I said, he or she is the best thing going for the pro-charter people. Rabid, please keep up the gossip!

Did I really read the enabler telling some one to step up and sign their name? That is too funny that a lying idiot that has defamed others on here and never signed it's name would write such nonsense. But that is what the enabler is about.

In my opinion Rackley's two positions do pose a conflict of interest with his being allowed to access the voting booths. I don't care about any ones honesty just that proper protocol by those in public positions is followed. If they can not follow proper procedure then they do not deserve my trust.

How long has Rackley been able to access voting booths? Was this going on before or during previous elections?

I know many hate Barrett who hold public positions. it has been publicly announced by commissioners. Refer to the chili cook-off tape of Terry Harwell.

Do any of these people hate Barrett enough to conspire to keep him out of office? I have an easier time believing they would as opposed to people the enabler hangs with are honest. They may be the most honest people the enabler knows but I find that statement hilarious coming from the proven liar.

Is this going to get swept under the rug like Dan using tax payer money to promote himself? Like the missing money that is not missing, and countless number of other things that deprive the tax paying citizens who do put their trust in public officials.

I could care less what Rackley wants. He was at the meeting, he should already have a copy.

I didn't think Christians like you could bet,cg, I mean unless it's bingo or something. Perhaps you are confused again and should go back and read from the beginning. Might clear it up for you. You can thank me later.

Your claim that I object to The Bill of Rights is another flat-out lie. Can't you just tell the truth? Your hatred toward me is because I don't see things exactly like a small group of troublemakers do. I have a right to my opinions and to support those things I believe in. It's just unfortunate that you guys are totally intolerant of any views that are not aligned with yours. And believe me when I tell you that I will continue to take a stand for what I think is right. Is that not what you are doing while you condemn me for the same thing? Can you see any arrogance in that?
And there you go again promoting and enabling the lie allen barrett told on me that I willfully go along with wrongdoings. I will deny it and take issue with that lie anytime I see it. You guys ought to know that by now. You people frighten me...not because I am afraid of you physically but because I don't know what you are capable of doing. Thank God you have no political power over this county. I pray you never will.
You mentioned that people might conspire to keep barrett out of office. Well, I don't know about that, but I have heard that there are people who will run for 7th District commissioner if he tries it again. That's purely hearsay.
As for Dan Speer, I have said for a long time that he needs to go. I stand by that. And whoever misappropriated the money should not only be fired but prosecuted.
If you want to make an accusation against David, why don't you sign your name to your post? Don't just beat around the bush. Be clear on what you want to say. I'm sure David would be interested in hearing your thoughts.
Yes, I did suggest that whoever wants to make serious accusations such as those in question should step up and sign their names. Isn't that what you guys are always asking people to do?

ray
You say you could care less what David wants. But didn't you also say earlier that you would make a copy of that tape available to whoever wants one?
I never said I was a betting man. You are trying to appear intelligent by suggesting that I meant betting in a literal way. I don't gamble. I should have asked you if you would be surprised if David contacted you, but I'm thinking you would have spun that to mean something else as well. I don't need to thank you for anything, but I'm fairly certain that David Rackley will thank you for a copy of that tape.
You know, I always tried to deal respectfully with you and even defended you against those who were giving you a hard time. That was a mistake.

Mr. Lanier - my statement of Thursday, July 26, 2012 11:37:00 PM was not directed toward you to in any way, but a statement in general to those who typically come into this forum and blow off steam. In fact, I find your posts, Mr. Lanier, are more level headed than most; and if you veiwed my statement as to being directed to you personnally I can assure you that it was not; and I will go further to offer an apology if you felt that my statement WAS directed toward you. So, if you felt that way Mr. Lanier - please accept my apology whether it's warrented that I do so or not. I simpley refuse to get into a mud-slinging contest that serves no useful purpose.

And by the way, Mr. Lanier, the word is "OBLOQUY" not "OBLOGUY". I can see where you may have may not have been able to distinguish the difference between a lower case "Q" from a lower case "G". Than can happen when the font you are choosing to view the blog site makes it difficult to distinguish certain letters of the alphabet from those that are similarly shaped. Regardless, per your request the following is the definition of obloquy

ob·lo·quy [ob-luh-kwee] noun
1. censure, blame, or abusive language aimed at a person or thing, especially by numerous persons or by the general public.
2. discredit, disgrace, or bad repute resulting from public blame, abuse, or denunciation.

As to the post using the word "proselyte", that was not mine, but the word is defined as: a person who has changed from one opinion, religious belief, sect, or the like, to another; convert. I also believe it was also used incorrectly in the sentence that that you found it, but I didn't look back to check on it.
And, Mr. Lanier, if you, or anybody else for that matter, askes me a question about my posts on this blog i will give you an honest answer. I will not belittle you or anyone else in this forum.
Now that we have that cleared up I'd like to ask Mr. Barrett what does he mean by "why has an uncertified person been allowed to have access to the voting machines prior to the vote count being documented?". Is Mr. Barrett is referring to Mr. David E. Rackley who is listed several times in the July 24, 2012 Pulaski Citizen as being Secretary of the Giles County Election Commission as attested by Ms. Kathy M. Bassham, Administrator of Elections, or is he referring to someone else. Would not the secretary of the election commision be "certified" (whatever certified is supposed to mean). If you are not referring to Mr. Rackley, then specifically who are you referring to? Wouldn't tampering with a voting machine be fraud and a felony? Who in the hell would risk tampering with a local election for a welll established and successful business career? Please respond to this inquiry and may I suggest in the future that you use actual names instead of inferences in accusations your main page post, it helps prevent the ambiguities that create more problems than they bring to light.

And further, why would a group of people who have a position, one way or another, have to file a financial statement with the county's election commission to post signs regarding their position on a local issue such as the proposed County Charter? I'm looking forward to your response.

Also, why did Henry Inman not want the meeting public? Doesn't th Sunshine Law require that these meetings are open to the public?

Yep, 6:53, seems like I recall making that statement, or it could have just been someone posting under my name. I've heard that goes on a lot. Might I ask why you are representing Mr.Rackley? Last I knew, he was a grown man capable of doing his own asking.

I would like to take this opportunity to make a correction. I did not receive my copy of the impromptu meeting recording from Shirley Proud. I heard of its existence from her, but I actually acquired my copy from someone else.

The inclination I initially felt to be cooperative has been affected by the post of 6:55, suggesting the das office can subpoena a copy of the tape. Since the disk is my personal property, I think we'll just go that route.

My number is posted on several topics, just start looking. You may alternatively call 3637421 and leave me a message.

Barring that, give me a call, and while I won't read it to you verbatim, I just may hum a few bars. Later tater.

That is an excellent idea to get the DA involved and while we have him we can kill two birds with one stone. We can have him (DA) figure out why the Election Commission cannot force a financial disclosure on the anti-charter people.

We are for citizens having more say in the way our county government is being run. It's most of the County Officials that don't want the Charter to pass. It will be a whole lot easier for 11 commissioners to be persuaded to vote for a tax hike than it would to persuade the whole county. The same goes for the Election Commission. They forget whom they are representing...the rights of us voters... and they are to make sure everything is done fair and square. It's a sad day when our government has gotten away from "WE THE PEOPLE" and believes more in how will it benefit me.
