A Monopoly For The Ambulance Service????
Have you ever found yourself just speechless because of the total absurdity of something that is just so utterly unbelievable that it eventually causes you to laugh in order to keep from crying? That was my reaction to reading in the newspaper that the Giles County Ambulance Service Director is now requesting the Ambulance service be given a monopoly for the entire county.
As the Obama administration continues to dismantle the free market system of capitalism and replace it with the socialistic ideology of communism, Director Griggs seems to have fallen right in line with his request to have the Ambulance Service given a county wide monopoly for service.
Director Griggs, who is a very fine Paramedic who has shown skills and compassion in that important role, has been a total failure as an administrative Director. Under Director Griggs the Ambulance service has lost lost large amounts of money every year of his tenure. Even with the hiring of a professional debt collection agency that monitors all records and ambulance runs through their own computerized system the ambulance service continues to lose hundreds of thousands of dollars each year. To solve this problem Director Griggs now request that no other ambulance service be allowed to respond to calls in the county.
One question is how can a private ambulance service dispatch a fully staffed ambulance from Lawrence County, Lincoln County or even from Alabama and still charge less and make money? Perhaps the answer lies in the term "private" as opposed to "government" run. I mean, how can an ambulance service charge almost a thousand dollars to take a patient from The Physicians and Surgeons office on cedar Lane to Hillside Hospital and still lose money?
There should not be any consideration of giving this dysfunctional service a monopoly, the only remaining consideration that should be entertained for this service is to sell it to a private company with a record of success.

I believe state laws or our state constitution is pretty specific as to it being illegal to grant monopolies and it is also in violation of anti-trust statutes on a federal level as it denies competition and that is against the sole basis of a free capitalistic society. The public never benefits from the creation of monopolies.
If this monopolies was given and Giles County had a big disaster where more ambulance than Giles County has would be needed would others be allowed in then?
I live in a county that has a privately owned ambulance service and it is a nightmare. I wouldn't recommend it. We typically have to rely on the firefighters and the rescue squad to be the first to arrive.
We HAVE to hope that the County Commissioners not only laugh this proposal out of their 'court ' but also that a couple of them have the fortitude and brains to put up a motion to at least investigate what the pro's and cons of selling the system are .
The bidding process needs to be very very carefully thought out and there MUST be defined performance measures that the winner should be required to meet . Part of the contract needs to have a requirement for an independent auditor -paid for by the company, but chosen by the county -to regularly evaluate performance .
Remember -we're discussing something that affects ALL our lives at some time or other so dont throw the baby out with the bathwater .

Keep in mind any ambulance service must meet certain requirements regarding response time and care of the patient being transported. Don't believe everything you hear negative about a private company. Their standards - especially discipline of personnel -is greater than any county owned and operated service can ever be.
If Giles county went to a private company it would solve many many problems, including monetary.
It doesn't matter whether an ambulance service is county owned or private they both fall in under the same state requirements and are inspected yearly by the same inspector, the problem here is clearly stated,failure of the
director.Also add in the chairman of the Ambulance Committee,and yes the fine County Exective. They have created the problem. If Director Griggs knew how to run things,he should know that there already is a resoulation passed by the County Commission years ago making Giles County Ambulance Service the offical service for the county, and regulates how other services can operate in the county.It would be a joke for the commission to vote on something that already there.The county clerk should be aware of this, she was in the office when it was passed.The ambulance service could be one of the best in the state as it was at one time,if there was a director that knew how to run it,and the county exective and a few commissioners stayed out of it and let the person run the place as it should be.Billing and insurance needs to be moved back to ambulance service and have people that know what they are doing handle it, that why there is such a loss now.The director also should know billing and be in the office running the place and not out running calls,thats what the employees are for.
If you had qualified people in financial management office they should be able to handle the billing. It is not that hard to train a person how to fill out paperwork if they have it upstairs.
The ambulance service billing is unique only to ambulance service, no other department in the county has such billing,thats why it should be handled by the ambulance service itself as it was before Financial Management Office.The money collected should then by turned over or handled by Financial Management.
That is just an excuse to have more employees. If a person in the office at the ambulance service can understand how to handle the billing then certainly an employee, that is if they are qualified to be in the financial management office to begin with, should be able to learn the intricacies of the billing and paperwork system of the ambulance service. They may have to work the whole day and not have time to show that personality and tell the jokes they were originally hired for by the "best fit" hiring practices. Cut the fat out of that office and get some qualified, knowledgeable multitaskers and stop making excuses for laziness.
The same old few bitching and complaining that nobody can do as good of a job as they can. I am very happy that you few aren't liked by anyone in the county. Find something good in life and stick with that. If you can?
I don't know what people are talking about with finding someone to write the billing for the ambulance department. For more than a year there has been an outside company doing the whole thing by computer.
The county turned over the billing and everything is computerized and goes straight from the paramedic in the ambulance to the collection service. The only thing done here by local ambulance people is type in the name etc and the company does the rest for a very nice fee.
check it out financial management don't do anything for the ambulance service anymore.

I realize that the writer was being facetious, but how removed from reality would that be should we have a charter and tax revenues continue to fall? As for me I don't know if it's a good idea or a bad one. I have heard some say they would call Moore out of Lawrenceburg because it's cheaper. I wonder how it could be cheaper having to come so far. Thank God I haven't had to use the ambulance in years, so I know nothing about the cost now.

There are days now when there is bearly enough employees working to take care of emergency calls. How is the ambulance service going to handle all calls in the county
I have a neighbor about the same age as me 60. She is on medicare and when she get sick, even with something like colds or sinus, or upset stomach she call for a ambulance to take her to the emergency room. They always come and take her. I asked her why and she said it was cheaper than a taxi, that the ambulance don't charge her and the hospital don't have appointment
or cost as much as the doctor.
I don't know if that is true but she called the ambulance evertime she go to the doctor.

If you live on the county line and had an emergency - say suspected heart attack, stroke, car wreck or what have you, why wouldn't you call the closest ambulance service to your home rather than wait for an ambulance to get there from Pulaski which could be 25 miles away? Minutes count in an emergency. If Griggs thinks it will boost the ambulance service income he is wrong. It would give more opportunity for more money not to be billed/collected so the local service would have a bigger loss. I thought this guy was always touting 'service to our citizens' yet he wants them to wait for his rig rather than get quicker response? Get real Griggs.

Principal's meeting tomorrow, July 3. Tee has blamed the principals for the lay offs. He has asked they choose at least 3 again. Custodial may go to Janitorial service. Tee has really screwed up this time. I hope 60 days after the election he gets his walking papers. He so needs them. They can justify letting him go.

If Mr Jackson does not go it is time to clear the school board. They have one employee and by any measure he has failed miserably. South side is on the brink of a state takeover. The finances and budget are in total disarray. Our number of administrators greatly exceeds the state's recommendations while Student-teacher ratios are expanding.
If a school board member cannot realize it is past the time for a change then it is definitely time to change boards and reelect NO ONE on the school board.
First of all what does the election have to do with it. No one is running everyone is unapposed. Tee is not blaming principals for lay offs but letting them choose who to move or get rid of which is the way it should be, who should know the teachers better, tee or principal? I believe his contract has less than a year left on it.
The school system can NOT lose any more teachers....why won't the board members look at the administrators in the system at various schools. For instance, the elementary school has two principals but Southside, Elkton, Minor Hill, and Richland Elem. do not. That school can easily be covered with ONE principal!! I agree with the above post - this school system is in a terrible mess. We need a new superintendent and a new school board. It is time that school board members become more involved in the schools to keep abreast of what is going on (good or bad) in the schools.
i remember two men went to jail for trying to tell people what was happening in the school system. There was a lady on the school board who told people what was happening and she lost her seat, replaced by a person who has yet to speak up. I remember a number of post on this blog telling people what was happening and he was called a trouble maker.

Two men were ARRESTED for supposedly disrupting a meeting by wanting to ask questions after one of them repeatedly tried to get on the agenda and being ignored by the chairman who is now principal of one of our schools. Those two men were only arrested but not sent to jail. The lawsuit that followed resulted in the jury finding them NOT GUILTY of anything. My only regret is that the two did not go on to file a lawsuit against the school board for false arrest but then, it costs the victim mega bucks for lawyers, etc.
In future, truth only please. Don't leave off the facts otherwise its lying.

If the reference is to Mr. Winkles and myself we did go to jail. We were locked up for several hours and denied a personal bond although we are both property owners and certainly no flight risk.
We were not told our "time was up" rather the police were call according to the 911 record less than twenty seconds after I asked to speak. Mr Jackson had given permission to speak but Mr. Gonzales refused to answer his phone or respond to recorded messages. The entire meeting was recorded by the school system and that recording was the best defense available but no one would listen to it until the trial.
