The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Commission Cowers And Restores Speer Money

After showing a strong backbone in the called meeting, last week, the Legislative Body of Giles put back into the budget the more than $66,000 cut because of the lavish personal benefits being given Mr Speer. Today after a powerful speech by Commissioner Pollard against funding the entire $66,000 and intense questioning by Commissioner Howell the vote was taken and with two commissioners absent everyone but Commissioner Howell voted to give the full amount to the Industrial development Board. There was an unusual amount of threats about lost grants and businesses if the money was not restored and the entire budget funded. The interesting thing that came out today is that no Commissioner admitted having actually seen the budget Mr Speer made. It is my understanding that a budget must be presented and approved by the Legislative Body, today the Legislative Body was basically ordered to fund Mr Speer's bloated budget. Now the question is if he had asked for $80,000 in his phantom budget according to those who spoke for it, it had to be approved..... what utter nonsense. If a reasonable budget had been presented that called for $40,000 it could have been fully funded and not actually considered a cut that would jeopardize any grants, but then the Country Club might have been cut out and that is important, as one speaker stated the Country Club is in financial trouble and needs to be supported. Well, let the members deal with that problem without tax money. Later that same speaker stated that they hadn't even used the Country Club for years..... well then, if it isn't used why did they pay over a thousand dollars last year for a membership with tax money while many of those taxpayers are struggling to pay those taxes and electric bills? Yes, many promises were made to take a “closer look” at that budget “next year” but the truth of the matter is it could have been changed today in less than an hour. My concern is that this is as empty a promise, as those past promises, to provide copies of their budget to the Legislative Body. We also found out that the $1,000.00 given to the “Songwrites Night” and credited to Mr Speer personally was a mistake on Martin Methodist College part, but if that is true, why did Mr Speer sit in the special section for those who donated a thousand dollars and said nothing when he was given special recognition as a donor? No, I fear, based on past broken promises, all the right promises were made but they are as empty as a bucket with no bottom and no sides, only a handle. I fully support every effort to get jobs here, to build the infrastructure that would bring those jobs, but a membership in a Country Club that no one supposedly uses; excessive amounts for health insurance for someone who isn’t even an employee of the county, city or PES, where the majority of the funding comes from; having HD TV and more phones than employees, (does anyone other than Mr Speer have a cellphone that cost over $150.00 a month?) ; and feeding some wealthy members each month. Today it was stated that the meals only cost about six or seven dollars, well even that is more than many can spend on meals over three days. The problem is if the meals are only six or seven dollars each why are they paying $170.00 a month for those meals, which if $7.00 each would feed over twenty –four people, more than double the number on the Board. Now, one other thing about the meals, Mrs Vanzant no longer eats free there and I certainly commend her for that decision.

Could see that coming a mile away--got the tie at the commission meeting to get it back into the loaded committee without seeing a budget or making any stipulations. Bet he wasn't even here. And of course all the "grants" well lose??? Anyone know what that entails? What abut the grant for the solar park that turned around an dell on the city of Pulaski? Same ol same ol again.

There is very little that you and I see eye-to-eye on, but this is one in which I totally agree with you. Not only do I think Dan Speer, just like Mr. Jackson, should be replaced; I believe that budget should have been cut drastically.
As a Christian and a gentleman, I would never go along with things I believe to be wrong.

Why don't you try writing about the whole story for once not just what interests you. Include all the facts and not just a couple of your commentaries. If you did this and reported in an honest fashion you might not be the most hated man in Giles County.

Although I am not the one to whom you asked the question I will answer. Any one who is honest and has an education and background in business and not psychiatry. Some one who does not market his families insurance company to every one who wants to do business in Giles County. But most importantly some one who will put in a full day, marketing Giles County to industries and is educated enough to bring business here. Some one that does not tell businesses what they should pay as hourly wages to employees. Some one that companies do not have to sneak around and work with the state economic development and Governor from fear of being roadblocked like Walmart Distribution and Toyota as well as others. I can go on but thee is just to much to list.

You accuse Barrett of only pulling two or three things out and not telling the whole story so what do you believe to be the whole story?

To 8:12 Would you mind specifically telling what you consider to have been so abusively twisted.
Certainly I didn't post word for word only the highlights and none were twisted or altered. Ridiculous statements were made, example "the country club (membership) was started back when (Mr) Barnes was here, Mr Speer don't play golf, we don't use it anymore". Now the meeting was video taped and hopefully will be played on the PES station sometime soon, I have my doubts, but people will be able to see for their-self. I would still like to know if the club membership isn't used why did they pay the dues all of last year?
Why would I write about things that don't interest me? Do you read books that don't interest you? I did report all the facts, maybe not as you would have liked but one thing about this blog is you can present your version of the facts if you choose, you can even post word for word what was said including the parts that were not interesting to you.
As for your last question, "Who would you suggest replace Mr. Speer?". Are you suggesting that Mr Speer is the only qualified person on the planet that can do the job? As I understand it Mr Speer basically appointed himself without any attempts to recruit any competitor,(remember everyone that was involved with his appointment had been appointed by him to those positions, at the time he didn't even have a background or training to do the job. Who could replace Mr Speer, just about anyone. There are many just as qualified as Mr Speer, but there has been no effort to recruit them. For the amount of money spent and the number of jobs created here my granddaughter could be as effective as Mr Speer at a fourth of the cost.

The intelligent people (majority of commissioners)can see that this is simply a vandetta by a few folks against Dan Speer. Maybe jealousy because he has been successful in assisting with the landing the largest industrial recruitment project in decades! And they didn't get credit!

Speer had hardly anything to do with
"landing the largest industrial recruitment project in decades!".
Marelli worked through the state development not the local development board, they were set to come here before Speer even knew there was talks going on.

FYI - The Country Club is a huge asset to Pulaski and Giles County. I should be supported by every business, industry and professional person here.
Obviously, it is not physically and financially where it should be, but if we ever lose the it, it will be sorely missed. I we ever lose Hillcrest,we will be at a huge marketting disadvantage from areas that have one.

Hey I don't think anyone is upset about Hillcrest being supported by individuals but using tax money is another thing and using it for personal benefits at taxpayer expense is outrageous.
I could give a rats butt if you take pot shots at Barrett he seems able to take care of himself but he is right on this matter and there ain't no way to make him wrong on this issue at least.
Here's an idea why don't you guys who are so concerned about the country club just give them an extra donation each month and leave tax money alone.

Hillcrest Country club is a dump! No one would take a serious client there for lunch. It is barely hanging on until the IRS past taxes are paid. Families do not drop their children off there either.
The county should buy it and make a social setting for Barret and Friends to discuss important issues and social events for the county. Maybe a new headquarters for this PATHETIC BLOG".

When the budget was first cut, it didn't completely cut Dan Speer's job out did it? If not he should pay his other things himself and I am disappointed with the commissioners.
When Speer takes someone out in trying to get them to locate a business here the county should pay for that meal.

Why don't the county highway dept sharpen their blades on their bushhogs? They twist off more than they cut. Rekon' they know how to sharpen a blade? It is Barry Hyatt's responsibility to make sure the taxpayers get what they put him in that position to do and that is upkeep the roads and keep the sides of the road mowed. Is that so hard? And when he says he needs more money, tell him to do as we have to do, set our priorities. Roads, and sides of roads are more important than having too many employees that are riding around in a vehicles. 4 peoples in a truck riding and 1 person on a tractor bushhogging. The priorities are in the wrong order.
