Giles Free Speech Zone

The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Public Hearing To Be Held On Proposed Budget

On 7 September 2012 a Public Hearing on the Budget is scheduled for 10:30 AM in the Courthouse Annex Basement.

They are requiring a five day prior approval for those wishing to speak. Last year this was used to prevent anyone from speaking, including me although my request was in well in advance of the deadline. Now is the time to make a written request to the Financial Management Office Director, to speak at this Hearing.

Those who have questions but will be unable to attend this meeting are invited to post them on this blog and I will see they are asked if time allows.

I will be posting more items from the proposed budget as I have time.

This week's paper had a report on the budget committee where T. Pollard had proposed cutting Economic Development budget by at least the pay out every year to feed the committee to the tune of about $400 per month, just under $5,000. How can this continue when everyone on that committee could easily afford to pay for their lunch and the money could be used instead to feed the hungry families in Giles county. The paper also reported the agency that supports homeless women and children are having to collect up cardboard to raise a bit of money to feed people. I've heard that other people go to the ED meetings and eat off the tax payers and they are not even committee members. Bad. Bad. Bad all the way around. At least Commissioners Beech and Adams tried to support Pollard but unless some other commissioners get their priorities right, nothing will change.

Speaking of the EDC lunch. Dan Speer has a lunch brought in for the EDC meetings. When the EDC members finished; and there are left overs, City employees are allowed to help themselves. However, if a peraon from the general public happens to be in attendance for the EDC meeting, are they allowed to help themselves to the left over food?

Hell no! Dan will kick them out and will refuse to allow any person not a memeber of the ECD "Club" to partake of the food paid by public funds. This is also true of outside people who are invited by an ECD member.

You have to be a member of the exclusive "Club" to have eatimng rights.

Good for you Mr. Pollard, Beech and Adams.

Why did Stoney Jackson vote aginst funding cuts? I guess it has nothing to do with Jackson being a membeer of the EDC "Club".

Why can't the proposed and final bugets be posted as a .pdf file on the County's website for free, as well as, having copies available from the Financial Management Department for $9.30?

Well, looks like once again the desire to keep citizens silent has succeeded with the official announcement of the Public Hearing being made after the cut off date to apply to speak.
First of all why does there have to be a written request to speak at a public hearing? Other counties do not have such a requirement. Why can't citizens simply be allowed to show up and speak for three minutes, what's the problem it's not like any official is going to respond to questions since they never have during previous public meetings on the budget.
The county officials had to be forced to abide by the law and even hold public hearings on the budget and this is the way they have chosen to comply, what a shame.

The county executive and commissioners dont need to increase the tax rate for the year because the property assessment increased most people's assessment, (although from what I hear some commissioners and county employees saw theirs decrease)which means more money will be paid in property taxes anyways.

10:18 I agree with you, but have a question. As I ride around Giles County I noticed several empty house with the yard growing up. My guess was someone lost their home. Where will taxes come from on these houses?
Want that will be a great lost in taxes?

If someone can finally afford to buy them, the back taxes will be paid, but houses aren't selling to good.

If the owner's had to walk away from the houses then the morgtage company owns them and will have to pay the taxes. They are also responsible for keeping the grass cut. If the houses are with a realtor then the realtor usually has it mowed so it looks better to prospective buyers.

The problem ain't empty houses it's empty pockets. Jobs are gone and prices are up while the government demands more and more. More kids are on free lunch than are paying, more people taking than giving. The county spending more than coming in has become a pattern and the people keep getting the shaft told to pay up and shut up. Call a commissioner and leave a message but never hear from them. Catch them around town and they say call me. They have a public hearing but the public can't talk and if they do they can't get any questions answered so what's the point. I'm fed up, there ain't no leadership and it just keeps getting worse.

That is why the proposed Home Rule Charter was voted down; because the citizens of Giles County do not want accountability from their elected officials and they do not want a voice in how their lives are governed.

I am glad that the public announcement, requesting public questions at the Budget Meeting is past. I don't want our elected officials to be burdened with embarrising questions.

It makes me angry when someone that still has a good paying job makes cracks at those that lost their job because of the mess America is in.
Too many factories moved out of America. I don't know how it can ever be fixed. We can't pay any more, The commissioners need to realize that. There can't be many commissioners that aren't feeling the pinch also.

5:44 That was not a crack I made about people who have lost their jobs it was a crack at those who think even after so many have lost their jobs they should still be paying just like they were employed with high paying jobs. I even pointed out that the jobs are gone. The county refuses to make adjustments and continues to spend like wild men.

6:25 I'm sorry you thought I was against you. I was agreeing just saying empty pockets was why houses were empty.
I have see comments about people not saving for retirement, they also think we need a bigger tax and other comments like that. I guess I shouldn't of said that in the same post. All I can say is I'm sorry to you. But not to the one had made the comment about planning for retirement. Lots of things can helping to take our fortune away.
