From The Audit Ending 30 June 2012


Well, the audit is finally out and while it only touches on procedures it still is a humdinger of excesses, incompetency, and outright fraud.
I cannot post the  large amount of information at this time as it cannot be downloaded or copied and pasted, I am having to write the information in long hand then type it. Anyone can read the Audit by simply going to the Tennessee Comptroller then clicking on the 2012 audit for Giles County.

These are the highlights as stated in the audit
1.     
  Some general ledger payroll liability accounts were not accounted for properly.
2.    
   Competitive bids were not solicited for tires purchased for the Ambulance Service.
(I find it most interesting that the Ambulance Service spent almost as much on tires and tubes $12,087.00 as did the School Transportation System $20,330.00 and over twice the amount as the Sheriff’s Department  $5,118.00 !!!!!     The Ambulance Service also spent $10,377.00 on lubricants while the School Transportation spent only $6,371.00!!!!! Doesn't the School system have at least twice the vehicles as the ambulance service and aren't those big bus tires am lot more expensive and those on an ambulance or car)

3.   
    Time records were not maintained to document payroll expenditures reimbursed by a Federal Grant.   
This is the specifics of this deficiency as stated by the auditor. Both the EMA director and Assistant Director prepared biweekly timesheets documenting hours spent on their regular duties. However these time sheets did not account for hours spent working on the Grant. Each employee received a payroll check for the time recorded on their time sheet and an additional payroll check for 40 hours bi-weekly at the rate of $30.00 an hour for the Director and $25.00 per hour for the Asst. Director or a total of $31,200.00 for the Director and $26,000.00 to the Asst. Director for the year 2011-2012 budget year.  

Don’t be concerned the matter has been taken care of with this official response from the County Executive, “Both employees have RECEIVED TRAINING IN THE PROPER WAY TO REPORT THE HOURS they work. Time sheets have been REVISED to show the hours they worked.”
Does this mean they have been taught how to record bogus work hours without getting caught and if they do get caught she will cover for them by revising their errors?

4.Deficiencies were reported in both Budget operations and Payroll procedures.

5. The General Purpose School Funds Actual Beginning fund balance was $3,678,925.00 as of 1 July 2011 but the amount reported to the County Commission at that time was only $1,923,217.00 a mere difference of $1,755,708.00.

I don’t suppose this should be called a lie since that is a harsh word that upsets the gentile constitutions of some, so what should it be called.

Mrs Garner has paid a very high price for her part in this fiasco of incompetent, laziness and fraud when will the others who were just as deeply, if not more, be forced to pay for their parts.

Or maybe you consider the person performing the audit to be part of Barrett's "group". Open your eyes and stop showing your ignorance. After reading the audit myself this past week, seems to me that the school system's Special Ed supervisor needs to submit her resignation! Mr Jackson and L Garner did the right thing now it's time for others to hit the road.

Then why was Barry Whitt at his autobody shop supervising activity Thursday afternoon at 2:23 PM when he is on the County payroll at that time? Why did Barry Whitt receive over $5,000.00 in overtime last year when he is a salaried Department head?

That's right, 9:08, and it was only frivolous because it was Allen and not you. I'm sure if it had of been your lawsuit, it would have been a matter of the lawyer screwing you over.

Anyone has the right to bring action against anyone else if they feel they have been wronged. It's one of the perks of living in this great land of ours. I'm proud for you that you have never had cause to use the system to try to right any wrongs, but it could happen any day.

Didn't the judge say every thing was not done properly? Didn't he set precedent for any one that can sneak on to the ballot with out following proper procedure to be elected contrary to the rules? In my opinion the judge ruled in favor of false advertising.

I guess anything to prevent a discussion of the topic especially when it's so revealing of the wrong done by an official.
9:08 I will be glad to let you read the actual court transcript where you can see for yourself that the judge stated that "even thought there were some errors and wrong decisions made that resulted in an unqualified candidate's name being placed on the ballot I do not feel it should be cause for a new election".
With the number of times Mrs Bassham said, "I don't know" while on the stand it was clear her level of incompetency is matched only by the obama's explanation and cover-up of the Benghazi fiasco.

Are you STILL WHINING about the fact that the people did NOT want you to represent them? They told you not once but twice. Oh, and by the way, it is my understanding that, had Mrs. Coleman known that she needed a couple of additional signatures, she had a few hours to secure them. Furthermore, had I known it, I would have personally helped her if that would have kept your sorry rear end off the commission.
Then you have the low-down nerve to again attack one of the finest people I have ever known. And, as for her level of incompetency, the only ones I have EVER heard say that are you and your one or two loyal followers.

In regards to the Ambulance Service spending more on tires, lubricants, etc. ... The reason is extremely simple. The school system has its own garage where they buy in bulk and have a plan for maintenance. The AS uses the local repair garages and those garages charge FULL PRICE for tire rotation, balanceing, oil changes, filter changes, etc.

The SO drives many less miles than the AS.

Walmart does free balancing and rotation after you pay for one. That is about $40 per set of tires for the life of the tires. The tires do not have to be purchased there. Exactly how many miles do the ambulances drive?

The ambulance service does not bid out the tires etc they just go where their friends are and pay full price.
Do you really think the ambulance service drives more than the school system,their maintenance trucks are on the road every day all day and the buses run some mighty long routes and there are about sixty of em.

There is no question the books were cooked but how did they come up so short later?

The school system did nbot under report the amount of money on hand. The Financial Management Office that was voted on by the citizens of Giles County under reported the money. They do not have access to the computers that have the school finance on it because even though this has not happened before the citizens thought that the school system was incapable of doing their own books. The only person who is now at the FM office that was at the school system is the Financial Director who was not at the school system for long.

5:11 You are completely wrong and if you would bother to actually read the audit you would see that the audit report stated under the school system that the problem was with the school system under reporting their reserves to the county. The Financial Management office had nothing to do with that problem.
