Why Are Some Teachers Treated With Special Benefits And Luxuries While Others Struggle To Make Do?

Audit Finding 12.06

Four individuals were paid as Contracted Services Providers instead of employees of the school system. Two of these employees had been treated as school employees the previous year. This was done "so that their salaries would not be restricted by the departments employee salary schedule". Basically by being treated as contracted providers they were allowed to receive a much higher salary than was authorized.

In addition to this inappropriate action there were "IPads were purchased, equipped with phone service, and given to three individuals and the monthly bills were paid from General Purpose School Funds". "Additionally the school department sent these individuals to a Special Education Seminar paying for mileage, meals, lodging and wages for a normal 8 hour work day for days spent at the seminar. They should have been paid as employees with deductions for Federal Withholding"

 "Time sheets for the above noted individuals consistently reflected 8 hour work schedules with no provisions for lunch. It appears they were paid regular wages during lunch hour each day."

"The Supervisor's signature on the above time sheets authorizing payment appears to have been made by a rubber signature stamp. Additionally several weekly time sheets submitted were copies of prior weeks time sheets with the dates marked through and changed".

The abuse and incompetence that has been revealed in this audit makes it abundantly clear this director is woefully unqualified to hold this position, yet not only have they not been removed they have not even received a written reprimand. Is it any wonder the school system's financial house is an absolute chaotic mess. Teachers treated unequally, money misused, time sheets inappropriately submitted and accepted, where are those charged with preventing such things?

Who was watching the henhouse, oh yea that would be the person in charge of the school money who is now in charge of all the county finances. The world is turned upside down.

The school system in Giles county seems to be a mess. As for Richland in the seven years I have lived here I have not heard the first positive thing said about the school. With a graduation average of 83% they are not setting any records.

It really burns me up that some are treated much better than some others. Some teachers and students are given special treatment and. priviledges and when you point that out to those in charge you are made to feel like an ungrateful troublemaker, just like when you say something on.this blog against the status quo. No one wants to do anything but covrr up the.problems and keep things quiet.

There probably are a couple of bad apples at Richland. Get rid of them. Wasn't it just two years ago that GCHS had to have the a representative from the state at their school every day because of crappy test scores. This county focuses too much on sports and not enough on academics. I say get rid of all the coaches that "teach" and hire capable educators. Get rid of all these old teacher (and young ones as well) that don't give a damn about the kid's education. They are not hard to pick out of the crowd.

well, 7:31 if you get off your lazy butt and got involved more you would know that the children aren’t being taught very much. people are graduating with honors who can’t read and write clearly. When was the last time you were inside your child’s school or attended a school board meeting or even sat down and talked with your child about what’s happening at achool.

I am not 1:40 but my grandchildren attend school in another county since their parent moved to find work. If you think graduating without being able to read or write is something new, you are wrong, especially when it comes to athletes. I knew athletes that I went to school with that would have been in special ed if we had had it then, but they made good grades. I have been in my grandchildrens schools but teachers don't take much time talking to grandparents about grades and etc because we don't have the legal right to discuss those things.

I'm interested in future generations. Why do you think I said I hope 9:20 isn't teaching the children? Do you want the children to grow up saying someone is a "Dumb piece of shit?"

I'm concerned with how my tax dollars are spent. A lot is spent foolishly in Giles County. I don't want my tax dollars spent on a teacher that would teach the children to call anyone a name. If they would do that what else will they teach?
6:33 I understand you, in the past I have visited my grand-children's school in another state. The children's mother was with me talking with the teachers. So anything I asked was alright to be answered.

If a person graduates from school and can't read or needs a skill they didn't get in the school system they can sue that system for neglecting them and their disability to learn (not what I'm looking for). The school system is responsible to find a way for every child to learn to read and do enough math to cope in this world. Know one ever does this though. Known of a few and they got a butt load of money but still can't read.

Tee Jackson hired Webb so he could take his place. Is the school board going to be stupid enough to give the director job to him without asking several people in the county where he was Director. Call your board member and voice your opinion.

From the amount of people who showed up at the public and employee forum you would think that no one cares. Probably about 5% of employees showed up and a handful of the public. People apparently just want to gripe about it. That was the biggest thing done at these events not constructive suggestions.

@2:30. The board should only hire Tim Webb if they truly want someone to run the system with the approach of 1- what is best for students and learning and 2-remove local politics from the decision making. My guess is the board and community cannot handle #2!

No, the small minded 24 year old kid ruined his life. Taking on a teaching/coaching position is a big responsibility and he should have acted as an adult. Don't try to blame it on anyone else. He just got caught just like a few others have here lately. It should be more coming.

Just talked to a male teacher the other day about this subject - he said when he was going through his education courses it was repeated over and over again to NEVER get involved in a relationship with a student! Not only are two lives affected by this....unfortunately the entire school is. Parents are now having to explain to their middle school age children what this is all about. It has been mentioned numerous times lately that this has been going on for years....looks like it may be coming to an end!

Dr. Webb bought a house here when he came to work here. He has said he does not want the job as director. Dr. Webb seems to have done a lot for morale at Richland and at the same time straightened some things up. All that I have seen has been good.

There has been no leadership at Richland since Wayne Hobbs retired. His replacement was absent most of the times. The last principal was there but might as well have been absent. Both of them stayed in their office with the door closed.

Wayne was a nice man, but he had his temptations with the ladies (i.e. students) as well. Things were just kept hidden a bit better back then.

The reason that teachers didn't show up for the forum was because it was held during school hours and there is not enough subs for all those teachers to be off at the exact same time. And Webb has stated since the last comment that he would be happy to take the Director position if offered. There are horror stories about him from where he came from. Just Google his name. They didn't want him there so why should we want him here to further screw up what is already a weakened fragile school system.
