When You Get Caught With Your Hand In The Cookie Jar What Do You Do?

The question is when you get caught with your hand in the cookie jar what do you do? Well, in Giles County it seems you just change the name of the jar from cookie jar to mayonnaise jar and nobody cares.

When citizens began questioning the huge amounts of overtime pay being given to the Emergency Management Director, as being inappropriate for a salaried department supervisor/head, something had to be done especially as the outrage grew and was highlighted in the last audit.

In the budget meeting on 10 Jan 2013 something was done by orders of the County Executive. According to Mrs Vanzant the whole problem existed because Mr. Whitt had never "officially" been titled as the head of a department. Understand, Mr. Whitt has little if anything to do with what he's identified as and I certainly do not fault him with taking money that is legally offered to him. The problem is that the County Executive has recognized Mr. Whitt on numerous occasions as head of the department, including allowing him to speak at Commissioner meetings without a suspension of the rules, in keeping with the rule of allowing elected department heads to speak.

Mr Whitt isn't elected, he is appointed by Mrs Vanzant and supervised, before yesterdays meeting and is supervised by her now. She sets his salary, since the commission is unwilling to buck her for what ever the reasons So yesterday Mr Witt was officially named a department head and given a $7,900.00 pay raise to $52,000.00 a year. Not bad for a position that just a few years ago was a volunteer position without pay or any assistants.

The question I must ask is what difference does it make what you call a person if you give them a raise equal to their overtime then say he can't get overtime anymore? Will this make a difference in his retirement that the county will have to contribute to for the rest of his life? Are other county employees being treated fairly when one gets such a large raise and they get nothing?  Cookie jar or Mayonnaise jar?

The pay raise isn't equal to the overtime. 21000 was budgeted for overtime. The pay raise and title mean he can't draw any more overtime from what they have budgeted for it.

The 21,000 overtime that was budgeted was for two people. 7,900 is what's left after deducting overtime since August. this leaves nothing in overtime for the asst. and an excessive amount for the director in a salary. Call Beth Moore and ask how much is left in the overtime line item for the EMA. Whitt has drained the county once again while ruining a good solid rescue squad.

Seems he is now running 5 offices. But for the life of me I see no difference between the EMA office and the Homeland Secuirity office????

Stoney Jackson and Vanzant approved the "raise" in salary and the Full Commission does not have to approve thsi move.

The full Commission could reduce the raise or recend this move; but, they don't have the guts to move against the County Executive.

Please refer to the current County Financial Audit conducted by the State of Tennessee. The Giles County EMA Office was sited with numerous violations when accounting for supposed hours worked. Time cards were either incomplete or non-existent. Time cards then were "corrected" after the fact.

Barry Whitt has always been considered a "Department" head; has always been responsible for a Department budget. Has and continues to supervise Department employees; yet he has been allowed to charge 1 1/2 pay for overtime. The County Executive now realizes that was a mistake .... so she provides Barry with an additional pay raise of $7,900.00 (approximately 17.9%) per year. That works out to about $3.75 per hour increase.

What other County employee has received such a raise??????

Barry is now supposedly in charge of 5 offices. Homeland Security, EMA, Hazmat, Safety and Fire Marshall. Barry is not even trained as a full fledged Hazmat technician or HMTO. Jeremy is trained and also teaches; but, does he get a raise? NO

Jeremy does the work, Barry gets the pay. Now that is fair.

If barrett and this blog didn't put the spot light on the audit very few people would even know this happened or that the EMA office is so poorly run that when a former employee stoled thousands of dollars worth of stuff he wasn't even charged for fear he would expose what Whitt and vanzant have been up to.
I agree with another writer Jeremy is doing the work while Barry is getting the pay. Guess Jeremy thinks when Barry retires he'll get the job, he sure better hope it's not when the snake if still county mayor.

Do you really think that Vanzant and Rackley are the only people who have had damage done to their vehicles by some stupid vandal? My car was keyed while parked on the square last week.
Why would any intelligent person accuse anyone without knowledge that they were actually the criminal who committed the act? Why would anyone think that just because you don't like having tax money wasted that you would vandalize someones vehicle? The accuser is as bad as the low life that damaged the vehicles.

While I strongly condemn all acts of destructive vandalism and criminal activity those actions belong to a small element of very stupid people who chose to act out their immaturity and is not a response to anything this blog stands for or provides for the community it serves. Would the newspaper be responsible for the actions of an arsonist simply because they published a picture of a house fire? Is a TV reporter responsible for an act of road rage because they happened to have reported the facts of an incident? Are the actions of a bank robber excused because the price of hamburger is so high? People, regardless of what the liberals say, are responsible for their own decisions and actions and trying to push that responsibility onto others is as despicable as the criminal actions.

even though he did not actually pull the knife, maybe there needs to be a federal law against knives since that was such a horrible murder. If you don't understand the idea of conspiracy it's "an agreement among two or more people", the key word being "agreement". You see under the joint-responsibility rule, each member of a conspiracy is judged guilty of crimes his fellow conspirators commit in advancing the conspiracy's objective.

You see Manson and his "family" were in agreement and made plans to kill. I know of no one who has entered into an agreement on this blog to commit a crime. Unlike some of the local politicians and business people you so quickly defend.

Now let me ask you a question since I answered yours. Did you find anything in the last state audit of the county that was beyond acceptable to you and what do you thionk of the recent revelation that yet another million dollar of debt was left out of the county budget for 2012-2013?

Manson didn't touch those victims, and you know it. Neither did this blog instruct anyone to go out and vandalize those two vehicles. We both understand that.
Would you AT LEAST concede that instigators and agitators often spur people to take matters a bit too far, whether intentional or not? There have been instances wherein the agitator was also hauled into court when a criminal act occurred. It's similar in nature to the bartender who knowingly serves up too many drinks to an individual who will be out driving on the streets later. Would you agree with me that cases like this are verifiably true? Would you likewise agree that a blog can promote hatred and resentment toward victims of malice? How could you not agree with that?
The last state audit? I didn't examine the document. Did you? I believe we were discussing blogs and their impact on readers. Nice dodge, but I'd appreciate a little honesty on this one.

Just a thought; will Mr. Whitt continue to work extended days and many hours over the "normal" workday, as he has in the past??? I am sure that his workload has not decreased; but, he will no longer be receiving overtime pay. So will he continue this heavy work week; ro, will he now just work during the "normal" hours?

There is another option in that Jeremy may experience additional work.
