The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Ideas For Industries And Businesses To Be Recruited For Giles County.

It occurs to me that the people of Giles County would have a great understanding and knowledge of some industries and businesses they might suggest or would like to see recruited for this county.This is an opportunity to make suggestions that hopefully will lead to some followup and successful recruitment.

Recently Connecticut passed some very extreme laws about gun ownership that has made Colt Firearms and others to consider moving out of the state. Have any contacts been made with them?

The old Red Foods store continues to set empty and seems like would be a perfect setup for an Aldi's Food store to supply high quality food stuff at greatly discounted prices. What attempts have been made to bring an Aldi here?

There are a number of companies trying to get out of California and some other union choked states where they can no longer make a profit, have they been connected?

How many different mid-priced chain restaurants have been contacted? I don't mean by an ad in a magazine but the franchise holders in a phone call or face to face.

What are some other suggestions you would like to post?

A distribution warehouse that can utilize the I-65 and US 64 routes would seem th make sense. But that would also require progressive thinking upon the part of those who are being paid to promote this area and improve economic conditions

I guess we will remain a retirement community as has been said about Giles County for years.

I have yet to see anything but hyperboley with no documentation for specific claims that I made or even a direct response to what I claimed.
My effort was not to do anyone's job but to give the community an opportunity to make suggestions about potential businesses they would like to see come here or potential business opportunities the community might know of.
Are you suggesting that the community have no input or suggestions for potential business opportunities. Perhaps you feel we as citizens should simply be quiet, sit back and watch their tax money wasted on one man's benefits? As far as I know Mr. Rackley is not a recruiter for the county just the director that was appointed to the board by Mr. Speer.

I find your most recent post rather comical and way outdated!

First of all, it was Remington that was in Connecticut under fire and yes we have contacted them and actually showed them property in Elkton's industrial park.

The old Red Foods building has been shown and marketed to many different grocery store chains. Dan has reported at many meetings that these are just not interested since there is already a Wal-Mart Supercenter in Pulaski.

We have contacted numerous chain restaurants trying to recruit. Dan made a face-to-face visit with Chick-fil-A and has made many phone calls and emails to many chain restaurants. There is plans for a Bennigans if everything works out. After looking at our demographics most are reluctant to come where the population of Pulaski is decreasing. (2010 Census). We have discussed this at many meetings, but EDC can't do it alone. The city needs to grow its limits and increase its population. We need to find out why Magneti Marelli new hires are not locating to Giles County and we are working on that.

With this said, I have way too much on my plate to respond to your post that are 99% incorrect.

About this time last year, I had an idea to create a "Communication Committee" on our EDC board. Your name came to mind as being a possible committee member. You seem to have an interest in local government. After you attacked me regarding the Election Commission I trashed that idea. I would still be open to this idea if you could learn to report the facts as they are and relate them in a newsletter and appropriate places. I'll end my comment and my all my post on your blog with that... and also say everyone on EDC board is a recruiter!

Where is the proof Rackley provided? I would like to see the proof. I would also like Mr. Rackley to answer some of the questions posted to this blog. Seems like he would rather throw a hissy than inform the public to questions asked.

Any family members on the board at Hillcrest? Is this the reason you promote it and would like tax dollars to fund it?

Are there annual bids for the service of the EDC, city and county websites? Was there a bid process when your company was awarded the contracts to service?

How is your financial gain from the EDC not a conflict of interest?

Just a couple of questions I do not expect to be answered in an adult manner.

Wouldn't you rather it come straight from the horses mouth? That way there is no room to say any one lied or misinterpreted what David said. I do not see why David is so shy about informing the public? He has time to post a page of opinions but can't answer simple questions for the public? It is public knowledge Matt Rackley has been on the board at Hillcrest per Martin Methodist website, so why the secrecy? So why is a phone call necessary to answer something so simple? Is it so hard to answer yes or no to the question about bidding out the service on the web sites? This is why I do not trust David's motives nor do I trust things he posts here with out showing proof. Has any one seen any proof of anything he has stated?

And David, when is the local news going to inform the public that Capitol Brands is not coming? EDC took a lot of credit and promoted themselves for the great work they had done, so when is the public to be informed? And why would the EDC promote so much a business that had not even obtained proper financing. Why waste our already stretched resources?

Per your previous statements maybe you guys are going after the wrong companies or have the wrong people making the decisions. I would personally love to see the EDC abolished or at least get come one qualified in charge.

Mr. Rackley I'm sorry that you find a citizen's desire to have the county grow comical, perhaps that is part of the problem.
The company that is presently considering a move from Connecticut is Colt Firearms along with Stag Firearms of New Britain, Conn., PTR of Bristol, Strum Ruger expanding manufacture outside Conn. and Mossberg located in Newtown. You can check this in the 24 May issue of "The New York Times".

As for the Red Foods store I understand many grocery chains do not want to compete with WalMart but Aldi is very different and has established stores within just a few miles of WalMart Super Centers, Murfreesboro and Franklin are two examples.

As for restaurants a few years ago I had a close family member that was the regional manager of Applebee's Restaurants, I convinced her Pulaski with be a great spot for a new restaurant she contacted her boss and he could not even get an appointment with Mr. Speer unless he was interested in the small spot between KFC and MalMart, a minimum of two acres was needed and that area just did not fit the needs, end of conversation.
The city does not need to expand deeper into the county that has also lost population. Taking more from the county to increase the city is as dumb as spending thousands on new street lights when nothing is open on the square after dark and there is hardly any unassigned parking during the day.
You want to help the merchants on the square move the court out to the jail for initial hearings of inmates, or use an internet hook up for that part. Not only would it free up a lot of parking spaces it would free up a lot of deputies.

I guess that must be a free plate that prevents you from answering my
documented questions.
One of the worst problems with the EDC is very simply communications, having meetings when few citizens can attend, not keeping the commission informed, being less than truthful in such arrogant ways concerning the funding of EDC. The county is not legally required to fund the EDC at the rate EDC demands. EDC must be responsible to the same principles as other tax funded programs and departments. Having a director that answers to no one but a board he mostly appointed is as ludicrous as having a person's salary set by their spouse.
I do look forward to your explanations about the checks I posted, I don't expect answers but I do look forward to them some day.

People talk about Pulaski and Giles county as a retirement place. Why in the world would anyone want to retire to Giles county. Our elected officials want to run the place like it was 200 years ago. Companies are not going to move here with that kind of attitude. Mr Rackley said companies look at recreation and education in an area. Giles county recreation is very limited and the county high schools are rated in the lower half of a state that's in the bottom 5 states in the nation. As for the EDC I don't see how anyone can understand the cost of their operation with what they have done.

To Mr. Rackley and Mr. Barrett:

Both of you have your own separate agendas; and, I believe that both of you are concerned about Giles County. Many people do not like Mr. Rackley for he is a successful businessman who has and is a driving force in our community. Many people do not like Mr. Barrett; possibility not for what he presents in this Blog, but how he presents each subject. I too have been dismayed, at times, as to how Mr. Barrett presents a subject; but that is his style. Regardless of how people perceive either of these gentlemen both are “leaders” in their own manner. Giles County is a rural, small, family oriented county. Because of its agrarian nature, Giles County was historically very successful when farming was king in Tennessee. Unfortunately that was then and we have serious problems that are confronting us now.

We cannot continue to depend upon property taxes as our main revenue base. Giles County needs to develop and maintain a comprehensive Master Development Plan that addresses the financial and growth needs of this county for the next 25 years, yet strikes a balance between our rural heritage and the future needs of our citizens. Planning one year ahead no longer is a viable means of conducting business. We need to anticipate our financial needs for the next 5 years and then decide how those financial funds are to be gained. With that Giles County (I include all the municipalities) needs to have a plan as to how we can attract businesses and industry that will promote Giles County as a viable location in southern middle Tennessee.

It has been amazing that the intersection of US 64 and Interstate 65 has not been developed. I realize that personal biases have played a role in developing that critical intersection. But, I believe that we have the proverbial “golden egg” if and when that intersection is developed. I encourage all members of our County Commission, the EDC, the IDB and the municipalities to try and set your personal prejudices aside and make an attempt to work together for the future of Giles County. Yes, you will not please everyone all the time and yes you will have to set your own personality on hold for the good of every citizen in Giles County. We have an opportunity to set the future for Giles County. This future can be progressive and forward thinking while enduring the lovely rural heritage.

Possibly Mr. Rackley and Mr. Barrett can set the example for all of us by ignoring the personal jabs and insults. Both of you have made mistakes and neither of you are perfect. But you both can show what leaders you are and come to a common ground for the good of all.

Yes you could say that of Mr. Barrett and Mr. Rackley ..... and of me. I dare say the same of the majority of Giles County citizens; especially when their "button" is pushed too often.

However, let's get over it and turn our collective energies towards making a difference in this County.

I invite all County Commissioners to hold publicly announced "town hall" meetings with the citizens in their respective district. I personally know of none such meeting having been held in the 4th district. Yes, I know that such a meeting will require the elected Commissioners to sit and listen to people who may criticize and bitch about what is being done at the County and local level. But you Commissioners are elected to represent all citizens of this County not just those who are your friends. You ran for office and were chosen, no one forced you to become an elected official. Encourage your district citizens to become involved. Some of them may have great ideas.

We cannot change this County overnight. It has taken 200 years for Giles County to become what it is today. However, Giles County is changing every day, little by little it is changing. We have an opportunity to make Giles County into a gem; a place where people and companies will want to relocate and call home

As for chick fil a, Pulaski needs a place with a .99 cent menu, people can't afford places like chick fil a & zaxbys.

Look at the Tennessee State records and ratings. All our school system was is a Child daycare system. Hopefully Dr. Webb will change that for the better. Better grades, better pay for teachers, less emphasis on sports. More emphasis of academics. Got a HS diploma, BS degree and a MS degree, not in Giles County.

I was reading the WKSR website today that the 2013-2014 budget is balanced. It may be balanced but if they are using $500,000 out of fund balance, then they are spending $500,000 more than they are bringing in. In my book, that means they are half a million dollars in the hole. I guess that means a tax rate increase in the future.

As the county used 'hospital fund" money to pay off school bonds upon recommendation from the CTAS rep., why can't the money that was being spent annually to pay back the bonds be put toward the fund balance and elminate any thought of a property tax hike or wheel tax?

Something else bothers me. I read on WKSR today that the janitorial service that was to be contracted and eliminate janitorial employees, "didn't work out" to quote someone in the Budget Committee. So why didn't the commissioners or Ms Vanzant look into some other janitorial service that would "work out"? It had been reported the county would save close to $100,000 a year by not employing four janitors plus a maintenance man. At one point Ms Vanzant wanted a janitorial service plus keep two janitors employed to "help out". Its obvious enough people protested on behalf of the four janitors now employed to keep them on the payroll. Don't buy the service "didn't work out". Surprised commissioner Jackson didnt do more to make this saving for the tax payers.

As for the custodians job openings--- what about the 2 ladies that worked there for so many years, looks like they got fired under the guise of saving money only to be let go. Haven't they already had a maintenance man already in place? Isn't that one of the positions that was championed as such a cost saver? They should get their job back.

I think David is not telling the truth about the web services being put out for bids.You can get a website hosted about anywhere for $5 a month and he is charging $15 a month.also he has stated he runs his own hosting server yet he states the fee goes to his hosting provider.David would you please explain how this works?

I also wonder how Rackley is going to show proof, to back his statements, over the phone? Maybe he just wants people to call so he can threaten to sue them if they disagree with him.

I was not for or against David when this started, but it is my opinion David needs to be out of Economic Development all together, and I do not want him involved any way with our elections.

I no longer believe David's motives are honorable and for the best of all citizen's.

E-911 Board Rejects Budget
Posted on June 25, 2013

The Giles County E-911 Board voted this morning to reject the proposed 2013-2014 budget. The board had voted to approve a budget amendment that balanced all line items, but when E-911 Director Mike Goode could not explain why $32,000 had been allocated for psychological testing for four new employees or what the correct amount should be, the board voted to reject the budget, have Goode examine it further, and decide whether to approve it at a called meeting in July. In addition, The budget currently calls for a two percent raise for employees for cost of living expenses.

The board also examined Goode’s vehicle use policy, with Fire Department Chief Don Collins adamant that Goode should not use his E-911 vehicle to drive home or on a personal basis. Collins said that the monthly cost of insurance and fuel for the vehicle was $391 and the vehicle was to be for E-911 use only. Other board members disagreed, saying that Goode needs his car at all times so that he can respond when necessary. The board voted to table this motion until their July meeting so that Pulaski Mayor Pat Ford and Sheriff Kyle Helton could be present.

Also tabled was a decision on the revised interlocal agreement, with the board voting to let each city board of mayor and aldermen look at it and decide what to do before the July meeting. The board also approved a motion to spend $1,000 to study whether E-911 employees can join the state retirement system, as they currently have no retirement plan.

The Giles County E-911 Board will next meet Tuesday, July 16, at 9:00 a.m. in the Tennessee Career Center.

At their meeting this afternoon, the Pulaski Board of Mayor and Aldermen voted to approve the 2013-2014 budget. City Administrator Terry Harrison commended the department heads for their hard work and said that this budget, which includes no tax increase, will allow for lots of big projects over the next year. The board also voted to approve appropriations for the budget.

A resolution was adopted to file suit on delinquent taxes. 2011 taxes are due June 30. If they are not paid by then they will be turned over for collection.

The board also set a public hearing date of July 9 during their regular noon meeting for the annexation of the Hunt property. Bids were awarded to SDT Contractors and W & O Construction Company for gas and the sewer main pump station, respectively.

Alderman Charles Jenkins made a motion to re-appoint David Rackley as chair of the Economic Development Commission because his term is set to expire at the end of the month. Because city appointments are Mayor Pat Ford’s responsibility and he said he was not yet ready to make a decision, the board voted to table the motion so that Ford could present them with a list of possible choices at the next work session.

The next work session for the Pulaski Board of Mayor and Aldermen will be Monday at 4:30 p.m. at city hall.

Allen, I too have wondered why dave is so adamant about getting a copy of that meeting. As you mentioned, he should have access to the records of all the meetings. Is he trying to see if they match up or what? Also, the stress of this whole situation seems to have him confused. I was the one who mentioned that I might have a copy of said meeting, not you. I seemed to have misplaced it, although I'm sure it's around here somewhere. Oh well.

I have some ideas for some new threads. What about a discussion of Obama's visit to Africa at a cost of over a hundred million dollars to taxpayers? What about a topic on the pitfalls of government-sponsored reverse mortgages? How about a topic on Paula Deen's twenty-seven year old racial slur for which she has apologized?
Wouldn't fresh topics such as these be a positive departure from the usual attacks on people like David Rackley, Mrs. Vanzant, or Terry Harwell?

I do not approve of Paula Deen's making that racial slur 27 years ago. But she did apologize for it. Why hasn't she told that the man for whom she made that slur was caught stealing from her? And why is nothing said about the lyrics to some of these hip-hop recording "artists" who frequently make racial slurs? They get a free pass. But, in the spirit of political correctness, many businesses have dropped Paula Deen as a result of something that happened 27 years ago.

Will Paula Deen have to walk the plank for what she said 27 years ago about an employee who was caught stealing from her? If so, we all could be in danger of being hauled into court over something that happened in the past.
I saw an article on the internet about a comparison between Deen and a hip-hop "artist" who was stomping on an American flag while he was entertaining. Nobody in the audience called his hand to it, and he was given a free pass. Why is that?

Paula grew up in the South in a time where many people used the n word. That doesn't make it right, but she was taught that it was ok to use it. Besides, the incident in question happened nearly 30 years ago. Are any of you gonna tell me you didn't use that term from time to time 30 yrs ago? Highly unlikely.

Read in the Nashville paper that a big gun manufacturer is looking for a new home in Tennessee. Seems like these were the same people Barrett suggested the EDC be going after. Guess David and Dan were too busy trying to keep their jobs and get more tax money to be bothered with trying to get some high paying jobs for others.
