Startling Revelations From Today's County Budget Committee Meeting
There were three really amazing events revealed at the Budget Committee Meeting this morning.
There was no approvals or disapproval's today only a number of departments presenting their request for the coming year's budget.
The first amazing thing was the fact that the only department, the Highway Department, that has consistently endured budget cuts was the only one presenting today that provided the most comprehensive reason for increasing their budget yet were the only one that ended their presentation with their commitment to doing what they could with what they were given. Almost every other presentation involved the idea that they just couldn't exist with one less penny.
The second amazing presentation was from Mr. David Rackley speaking on behalf of the Industrial Development Board. In his presentation Mr Rackley seemed to insult the intelligence of every person in the room by say he had "been through the budget with a fine tooth comb and cut practically everything". Now the question is if the budget for last year was drastically cut or even suffered a razor burn how come they were asking from more this year $5,000.00 more from the county? When this question was asked by Commissioner Pollard, a member of the Budget Committee, bully tactics were quickly incorporated and he was verbally attacked my Mr. Rackley as wrong even though Commissioner Pollard showed him the numbers in black and white from the budget. Mr. Rackley even included an audience member, who had not said a single word to that point,. in his abusive rant. It seems if you are asking the Budget Committee for an increase in your budget it should at least be based of truthful information and the members should not be treated with such utter contempt.
Now the third revelation that come up was a shocker to everyone in the room. Question, how do you make $4,200.00 in two weeks working for the county in addition to your regular county salary? Understand that at $50.00 an hour the person would have to work at least 84 hours of overtime which is more overtime than regular duty hours. As was stated by the perplexed commissioners and County Executive we'll have to wait until Roy "Director of the Ambulance Service" comes in tomorrow with his budget, until then everyone was left shaking their heads.

Why would anyone think I hate a person simply for stating what he said and did in a public forum? I don't hate anyone, I just stated the things that happened as I and others saw and heard them.
Of all that I commented on why are you apparently only bothered by a person instead of the real problems?

6:34, I really don't think Allen's personal feelings toward Rackley has anything to do with the subject at hand. To give DR the benefit of the doubt, let's just say he was mistaken. When the mistake was brought to his attention, however, he didn't apologize for being wrong; he became abusive. Abusive to the point of laying into a person who didn't even say anything. Do you honestly not have a problem with that?
As to the issue with Roy, I like him and always have. That fact not withstanding, I am greatly interested in his explanation of the vast amount of overtime claimed. I think he is a great guy, and he has come to my aid on more than one occasion. That does not mean that he shouldn't have to answer for the seemingly outrageous salary that he was paid. Hate is not always the motivating factor when one questions an official. Just my thoughts on the matter.

Well the mystery of the overtime has been explained by Mr. Griggs? It seems he had one person, a supervisor, worked 230 hours during one two week period? The individual, as reported by Mr. Griggs, was able to "maintain a high level of proficiency" during that time by being able to sleep much of the time.
Also according to Mr. Griggs this is not anything unusual.
Apparently it is more efficient, according to Mr. Griggs, to have a person work a 24 hour shift and and pay overtime for a person to sleep than to organize a system of eight or twelve hour shifts with personnel actually awake during their tour of duty. The Ambulance Service last year paid $142,782.00 in overtime last year much of it for supervisors.
My question is wouldn't it be more economical to have people work a twelve hour shift and have an additional supervisor to cover the the spaces caused by vacations, sick day etc?
Better scheduling would correct much of the expense of overtime. It is absurd that a person, any person be paid overtime for sleeping.

One big problem we have in Pulaski is that certain people are under the false belief that they should be afforded more and better privileges simply because of their last name, i.e. Curry, Speer, Rackley, Cardin, Harwell, etc. This town is so cliquey and if you don't belong to the right clique then no only can you not get anything done, but you are also treated with contempt.

Once again I am being personally attacked on this blog. I have refrained from responding for obvious reasons. But now you attack my family. Mr. Barrett again your statements are false and misleading to the readers. Addressing your comments in order!
1) There is a big difference in the Industrial Development Board (IDB) and the Economic Development Commission (EDC). I have no involvement on with the IDB whatsoever.
I am Chairman of EDC.
2) You stated the EDC had cable bills of $100 per month. To be exact they are $143.33 for the entire year. A gross overstatement on your part.
3) EDC has two telephone lines and one is used for a fax line. The director has ONE cell phone.
4) Hillcrest County Club Membership was canceled by me with great hesitation. Hillcrest is an asset to this community and should be supported. It is a tool for industrial recruiting. People that are looking to move their business/industry to Giles County are looking for more than just work. Recreation, schools and many other factors contribute to their decisions. It was never used by anyone on our Board for personal use.
5) Car Wash at $35. Dan has the EDC vehicle cleaned when prospective people come to town and he has to drive them around.
6) EDC Lunches - $8 per person is a small amount to pay for each VOLUNTEER member monthly. For most of us that is ALL we get, a free meal, and yes providing a meal does encourage our members to attend regularly. We have discussed cutting this and a motion was made to continue providing this and it passed with one member voting against.
7) "Lavish" Health Insurance Plan - Dan's insurance agent is Elaine Hickman. It is with Blue Cross Blue Shield. His deductible is $1000. It provides NO Dental, NO Vision, NO Life Insurance, No Disability. In my opinion this is far from "lavish".
The average Revenue for the past 6 years of EDC is $207,440 with average expenses $203,286
Expenses for 2012 were $237,204
Expenses for 2013 to date are $169,578.
Out of 40 expense categories, 25 categories had a decrease. Income also decreased by almost $40,000.
We cut the budget request for Industrial Park maintenance by $5000 from City and County because we were able to work out a deal to swap hay rights for bush hogging.
We have requested basically the same amount because our income and expenses fluctuate from year to year as presented to the Budget Committee on Thursday. Unfortunately this year we had extensive legal bills due to the Silicon Ranch/Wilson Stevenson lawsuits. If we prevail, we should recoup those legal fees.
We are trying to continue the efforts of the Small Business Development Center and would like to bring that under the direction of EDC. We have asked the City of Pulaski, Pulaski Electric and the County for $10,000 each to fund this position. Therefore we only asked for a $5000 increase in the County Contribution.

If there is a commissioner reading this that feels I "insulted the intelligence of every person in the room" as you stated. Please accept my apology. My frustration was directed solely at Mr. Barrett and his false statements that he has posted regarding EDC budget.
Mr. Barrett,last year, when you attacked me and accused me of accessing a voting machine while being non-certified and your blog turned to attack me personally, I emailed and mailed you request to remove these non-related comments. You refused to do so. Now they have again turned personal and attacking my family for no apparent reason. I respectfully ask you to remove these comments.
I have no faith that you will do this based on our previous conversation. Therefore, I will state that I have met with an attorney regarding this. Your former opposing counsel. While he told me I had a solid case against you, the problem was you had no assets to acquire. His exact words to me were, "I would have to charge you approximately $10,000 to obtain a judgment. And while his assets are in his wife's name, until he dies or divorces you have nothing and I would hate to take your money just for that, but I will".

You posted a lot in defense of Speer and the EDC. I personally know Dan Speer to be a liar and an abuser of the positions he holds in the public's trust.
Concerning your post I have seen the invoices for the charges Mr. Barrett has claimed. Why should we take your word for it especially in light of your defense of someone I know is incompetent in his EDC position and a liar. May I ask if you are one of the ones Mayor Speer appointed to sit on EDC when it was organized? And can you pick up your own meals when the EDC meets or reschedule the meetings for another time when they do not interfere with the EDC members meals? I do not think the tax payers should buy you lunch. I have been to your lunch meetings and it is a ridiculous expense to the tax payers but I am sure you will state it is a necessary expense and vital to Giles County Economic Development.

One more thing. What is the compensation for each member of the EDC as outlined in the rules that established the EDC? Does it include meals as part of the compensation for appointed board members or is it outlined that each appointed member shall receive no compensation. Being served meals is receiving compensation so I am curious to the rules and if they are being upheld by the " Chairman of EDC" and its members.
I think the ones wronged on this gossip blog should sue Barrett, his wife and their dog.... Get them all, whether she has had anything to do with it or not, why not? He shows no mercy on anyone else. Pollard thinks Rackley's math is inaccurate and Barrett I bet can pull photocopies of what he states so why are we to blindly believe David. As far as Elaine Hickman being the agent on record of Dan's policy, she is Brenda Speer's business partner. Doesn't Brenda, Elaine, and a few other agents at EBS pool all commissions generated from policies they write. If this is so then Brenda receives the same compensation as Elaine on the policy Elaine wrote for Dan. Now if Dan and Brenda make money from the agents commission then there is a conflict. If Elaine receives 100% of the commission I don't think there is a conflict. I do think if Dan has to be covered using tax dollars then he should have the exact same plan as every other County Employee and be rolled into the group plan.

Go back and read the title sentence in that trashy and sleazy thread about Terry Harwell. It was posed as a question. That statement "suggests" that there is or has been a certain amount of discussion as to whether he has had a sex change operation. At the very LEAST, Barrett accused Terry of having a moment of sexual confusion. How dare him!

Last year EDC spent $1000 to sponser a song writer dream and Speer took the credit! This year we are saving that money.The EDC pays nearly $400 a month in retirment expenses.As Rackly says Speer does not get a pension so 12 times $400 + $1000 =$5800 so no increase necessary ror the County.

YES!!! The Bible teaches forgiveness. It teaches if you can't forgive God want forgive you. Ask your preacher if you don't forgive someone that calls you a bad name isn't wrong for you same as it is wrong for them to call you that.
CG, I haven't been involved in this discussion because I can see both sides of the issue. You have always been decent to me, so what I say, I say without malice.
I don't think you realize that you do the same thing that you accuse others of doing. The fact that you choose your wording carefully doesn't alter the meaning. Asking someone if they're stupid, or saying, in your opinion that they are acting stupid, is no different than calling them stupid. I use stupid merely as an example.
You know I am guilty of calling people names -- usually in retaliation -- quite frequently. I just come right out and call a dumbass a dumbass. I believe God doesn't differentiate between our styles. We are both calling names; yours is just worded more eloquently than mine.

The Special Education program has wasted a huge amount of money on personal expenses including transportation to and from work for the instructors, check the last state audit.

Jackson was giving some retired teachers 120 day contracts then another when that ended so that they were actually working full time at the same time they were drawing full retirement payments.
Some times the only way to help a system is to rebuild it from the ground up, that's the only thing that can possibly help this school system.

If one is still doing a good job, why would you want a person to retire? It was just as hard for the older person to get a job as it is for the younger one seeking a job now. I agree that there are some that do need to retire, but to lump all of those still working and doing a good job is not fair to them. Those kind of comments are as hurting and demeaning as other hurtful comments. You don't realize until you are there in that situation. Be kind. We all need a little kindness.
I overheard today at the park that Dr. Webb is moving inot the new building of the central office. All others are moving around in the building as well. New maze, new dangers.

To 7:27 The issue was never about if a person is still doing a good job wanting them to retire. The problem is that some who were already retired were being brought back to the school system under the guise of a temporary
job, yet being kept as full time and paid a full salary in addition to their retired salaries. If the person wanted to continue teaching there was no problem with that decision but you can't do both have a full time teaching job while drawing full retired teacher benefits.
I congratulate Dr. Webb on the changes he's made thus far and the efforts to actually have a balanced budget.
No hearsay about earlier post. Mrs. Cindy Young was promoted at the Central Office and gained a new office next door to the Director. Mrs. Braden has been placed in what amounts to a closet. The Doctor has moved into her office. Seems that Mr. Shirey is going to be the assistant director in a few days. Check for your self.
I don't know what you call a closet but Mrs. Braden's office is not a closet. It is the same size as the one next door and bigger than Mrs. Youngs. I went to the Central Office Friday and Mrs. Young is still in the same office. How do you folks hear all of this?

The problem with some of the changes is that NO ONe has been told what is going on in the school system. Only the board members (making the calls) are aware of these actions. When did they meet to talk about all these changes, firings and layoffs?
Now all of this is fine and dandy if he's going to promote good people from within (so far not seeing good judgment with the promotion of Gonzo). But if he is going to bring in unknowns friends of his....
WARNING!!! Don't let yourselves be duped by the likes of Tim Webb! He is a wolf in sheep's clothing who is incompetent and unprofessional. Let's consider a sample of his past performance (particularly in Cheatham County).
Autocratic: had a divide and conquer "leadership" method to see who is loyal to him (i.e. making people reapply for their jobs once he was hired).
Bully: had people scared for their jobs to the point where their personalities changed. It wasn't that change was "too fast and overwhelming" for the community's "tolerance level" at his last director's job (as he told Jackson County's BOE during an interview); it was his bullying that was intolerable.
Lazy: hardly a "workaholic" as he described himself (to the Jackson BOE), Webb was hardly ever in the office or in the schools, left others to pick up the slack while trying to take credit. Likes to take credit for winning Race to the Top when it wasn't due to any of his hard work at the state level either.
Dereliction of Duty: Did not conduct evaluations of principals as required by laws that were passed to win Race to the Top (while he was the commissioner no less), then arbitrarily demoted principals who he failed to evaluate during 2011-2012 as director of Cheatham County Schools. Three lawsuits are currently pending due to his neglect of duty.
PLAGIARISM: copied a letter word-for-word that was written by a superintendent in another county and passed it off as his own for inclusion in an employee handbook.
Cronyism: terminated capable and competent employees, then replaced them with friends at significantly higher salaries (sometimes as much as $20K more).
Conflict of Interest: Webb even hired his GIRLFRIEND as an assistant principal, and she "worked" under him while he was the director of schools in 2011-2012.
No CRIMINAL BACKGROUND CHECKS were performed for some of the people Webb hired, including a principal who works among students.
Apathy for Students: Far from being "student-focused" and "student-centered" (as he claimed while interviewing with the Jackson BOE), Webb took no interest in students as individuals; he never involved himself in any activities among the students, schools, families, or the Cheatham County community (which found him to be unapproachable and inaccessible).
-- When a student was bullied, the complaints of bullying were ignored, and the student committed SUICIDE. Tim Webb wasn't even kind enough to offer his condolences to the child's family, yet Webb went to extreme lengths to try to protect himself and the schools from any hint of liability.
Disregard for Employees: ignored civil rights complaints, fired teachers and staff on a whim (often disregarding due process rights), childishly settled personal vendettas by firing people (via mailed termination letters) during his last days as director of schools in Cheatham County.
If Tim Webb is hired, the board will be faced with having to search for a new superintendent in about two years. Once he leaves, others will be faced with picking up the pieces. Consider his most recent record: about two years as commissioner, 18 months in Cheatham County, and then he applied to be a superintendent in Jackson County in December when he had just started a new job as principal at the beginning of this school year. Of course he withdrew his application for that position after wasting the Jackson BOE's time.
The community deserves a superintendent who is willing to make a true commitment to students and the community. But once again, Tim Webb is simply looking for a school system to provide him with a paycheck and a pedestal. If you want an egomaniac who is neither good, honest, or fair, hire Tim Webb.
ASHLAND CITY, TN (WSMV) - Racy photos, suggestive messages and alleged school politics are creating a stir inside Cheatham County Schools. Now, a husband and wife working as educators are claiming they've been framed for a series of accusations, and they said they know why.
"We're just kinda stunned by it," said Dale McCarver, a drama teacher at Sycamore High. "Since this regime took over a little over a year ago, I've been extremely vocal against them, their hiring decisions and how they spend money. My suspicion is this is all related as a sort of political payback for those criticisms, and the questions I keep asking."
According to charges filed with the school system, while working as a special education supervisor in 2006, Crystal McCarver sent several pictures of herself in underwear to a man applying to be a special education teacher. In an instant message conversation, McCarver is accused of hinting the applicant should engage in sexual activity with both she and her husband.
"Those pictures are of my wife," Dale McCarver said. "Some of the pictures I took myself and are on Facebook and in the family album. The chat is even more upsetting, and I don't understand any of that."
"I don't know who that person is that's using the chat name," Crystal McCarver said. "The name that is listed there, I don't know who that is or where that information came from. It's not me."
The applicant ended up working in Cheatham County Schools for the next five years following the 2006 incident and claims McCarver made the environment hostile for him, eventually voting on a committee to have him dismissed. The accusations first came out last October, but the McCarvers said they thought the matter was resolved.
"The allegations were completely false," Crystal McCarver said.
Friday, Dr. Tim Webb dismissed both Dale and Crystal McCarver on his last day as superintendent of Cheatham County Schools.
"I have no idea why that would be coming back up other than because of my husband's political questions against Dr. Webb and the school board," Crystal McCarver said.
According to termination letters, Crystal McCarver was let go for failing to disclose information that led to hostile work environment charges. Meanwhile, Dale McCarver was dismissed for conduct and for taking school equipment that endangered students and faculty. His personnel file includes an incident where he removed emergency exit lighting from the Sycamore High theater where he taught.
Cheatham County Schools declined to comment on the case, including the McCarver's allegations against the school and Webb. Webb did not return calls for comment.

School system support and skilled trade staff were given a one and a quarter percent raise at a special called session of the School Board Thursday evening. Support staff members include aides and office personnel while skilled trade staff are employees holding degrees or extra training that qualify them to do their jobs, such as school nurses. The raise will
add 116 thousand dollars to the school system’s 2013-14 budget. The board also approved a bid for insurance from local provider Elliott and Associates that includes a policy to cover students in the event of an accident at school. Schools Director, Dr. Bill Heath said he is scheduled to present the Board’s proposed building plan to the County Commission’s budget committee in mid-July. The Board is requesting 2.3 million of a projected cost of 65 million dollars this coming year to complete planning
and land acquisition.
