Answer to Mr Rackley's False Claims On Friday, May 31, 2013 3:43
While I was away Mr. David Rackley posted some very
interesting claims in an effort to show that I was less than truthful in my
criticisms of the finances for the Economic Development Board of which Mr.
Rackley is chairperson. The interesting thing is that Mr. Rackley makes these
accusations without supplying any documentation supporting his claims.
I apologize for not having responded to these accusations
prior to now but I have not been in town where the internet and my records are.
Mr. Rackley began his post with a complaint about being
personally attacked on this blog. I did not write the comments Mr. Rackley
referred to and I remind him that he is a public figure administering public
funds and as such is open for scrutiny by the public. While I detest involving
non- public family members in conversations directed at public figures I equally
dislike being threatened. I will leave the comment Mr. Rackley objected to and remind him that there has been
no one who has been subjected to level of vicious lies, rumors and gossip as
have I. Stop whining.
The second issue Mr. Rackley complains about is “You stated
the EDC had cable bills of $100 per month. To be exact they are $143.33 for the
entire year. A gross overstatement on your part.”
Below are the latest PES Energize bills dated 5/07/13 (these
were personally handed to me and commissioners attending the Budget Committee Meeting by Mr.
Rackley).
There are several things to notice 1st this is a
monthy bill not a year end bill. 2nd
While EDC gets a $52.95 (this is a very recent development that may help
explain the 3% increase to everyone else’s bill) reduction leaving a subtotal
of $13.00 not including taxes and other fees even at this rate it would total
$156.00 a year not $143.33 as Mr Rackley so forcefully claimed.
The 3rd thing to notice is the internet fee of
$74.95 a month along with the phone fees of $43.45 and ask yourself is this not
part of the cable bill, doe they make out separate checks one for the internet,
one for the phone and one for the cable, how do you pay your cable bill? In the
strictest sense of the term “cable bill” Mr Rackley is almost right missing it
by close to twenty dollars but in the ordinary sense in which I spoke of the
cable bill it was this bill I have printed below.
4th when you look at the phone portion ask
yourself what does "UNL PHONE" mean, does that mean the phone is unlisted?
5th If the bill averages $130.00 a month is that not
$1,560.00 a year.

The UNL phone is for unlimited calling. That is the energize basic phone plan. Unlimited long distance and unlimited local calls. I know this because I have the same plan at my home.I do have to wonder why he has the HD Tier and the digital plus or even any cable service at all in his office. If he wants to show off our great local cable company take the prospective industry leaders across the street and show them the great facilities they have at PES. He can give them the nickel tour so they can see how high tech the local utility company is. A bigger problem I have with the bill is the sloppy bookeeping. Why write a check for 135.50 to pay a 132.50 bill? If the budget truly is as tight as it can be why is there extra money in the account to overpay bills, and who wrote the check without looking at the bill?
nice post 12:22. valid concerns. after reading this why the need for cable in a business office? Is ECD the only office that has cable in that building?
Here's another question: If PES is a sponsor of the EDC then why are they charging them the regular rate for phone/TN/Internet? It seems to me if PES is paying into the EDC the least they could do is give them free phone/TV/Internet.
I posted 12:41. In regards to 1:41, this is only opinion but I think they have to charge each department for the services it receives. So it is accounting to keep track of services rendered to income received. Accounting procedure to departmentalize. It does seem the EDC is wasting money paying for cable in an office that should be for work as well as concerned with every dime of taxpayer money it spends. But then it's only tax payer money and we can always ask for more to feed our board members.
What really amazes me is that the EDC board consists of voluntary members who have to be compensated, or enticed with a free meal to attend the meetings. Seems some don't really want to be on that board, just want a free meal. Who is it that voted against getting free meals? And was it a blind vote?

Actually, he did it to show that Barrett outright lied. And it took very little effort.
Who is telling the truth? The one posting bills to support his statements or the one that tells you his opinion with no supporting facts?
It looks like it takes a lot more than some one wants to admit. Wonder why?
If Barrett lied how is it he is posting factual evidence supporting his claims and the only thing from Rackley is just the claim? I keep reading on here about Barrett lied and he is this and that but it seems like Barrett is the only one putting proof of what he says on here. I'm beginning to change my mind about who is the actual liars and troublemakers and who is really doing a service for the county.
Barrett is not supporting his claims. Barrett said the cable was over $100 a month when the bill shows Rackley is right and it is only $13. No need to change your mind. You are still correct that Barrett lies.
Anyone notice the Late Fee of $6.46? Can't even pay their bills on time.
Did you ever stay awake during math class 12:40 if you would have you would know that 12 times 13 is $156.00 not $143.00 as Rackley said. When I get my bill from PES I call it the cable bill and I don't care that it also has my phone and internet on it, it's still my cable bill.
It's the same when I get my light bill I know it has my gas bill on it but I still call it my light bill.
What I want to know is how come all that stuff is in a business office, don't they work in there or just watch TV?

1:26 I noticed the late fee. Who keeps books for the EDC?
Oh my gosh people, do you read any of your own bills? The late fee is tacked on if you do not pay by the due date. It does not mean the bill is late. If it wasn't paid by the 5/28 due date, then they would need to pay the late fee. You water bill, electric bill, cell phone bill, etc. all show this late charge if you miss the due date. It doesn't mean it was paid late.

Here's what I see from the PES bill that WAB posted in this discussion thread.
The Giles Economic Development Commission (GEDC) is being billed "in the forwards" on a monthly basis for $132.16 per month, which basd on the May 2013 bill the annual cost is $1585.16 per year.
June 06, 2013 10:08 is correct. The billing cycle runs from the 7th of the month being billed for until the 6th of the up coming month. If PES's receives GEDC's payment by a certain time on the 28th of month (3 weeks after the billing date) the customer is not charged a late penalty of 5% of the NET AMOUNT DUE.
Is the Bronze video package the most austere plan? Aren't the news channels carried on this plan and the premium movie channels are not? I don't have PES Energize so I don't know. It seems good to have this since they are only being charged $13 a month, probably cheaper than a meal.
To add to what June 05, 2013 2:07 posted, not only might it be a PES accounting thing, it might be illegal to provide free service to GEDC.
As far as the monthly cost increase, it plainly states at the head of the bill in the ACCOUNT SUMMARY note that the $3 increase is due to service supplier costs increases, its not due to GEDC.
