The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Solid Waste Problems and expenses

With all the turmoil over the surprise changes taking place in the Solid Waste industry some important questions beg to be answered. Certainly there are many questions yet to be answered with the city's waste, but most of those can't be answered at this time. The County is making efforts to come into compliance with state requirements, and the hiring of Mrs Julie Philips is certainly a step in the right direction.

I congratulate the Commissioner who pushed to make these changes but must also continue to question the motives and common sense that allows the primary person responsible for putting the county in such a precarious position to continue working for the county. I must say that the reason given for not firing the person, "he comes to work every day and is close to retirement", to be one of the most irresponsible explanations ever given in support of a non productive employee.


How many private haulers are operating in the county?


How many of these haulers have had to raise their rates or plan to raise their rates in the near future?


Will those rates go down if the city reopens the transfer station?


What is the salary that Mrs Phillips will receive, will it be the equal of what Mr. Watson was making?


What is the new salary of Mr. Watson, who I understand will now work in Old Records? Will he continue to draw the high income he previously received as Solid Waste Director?


How much is being spent on "Old Records" and why were they not transferred to the old Alternative School site that was to be remodeled for that purpose?


How did Mr. Watson, whose productivity is so incredibly low, get so much power that he can't be fired for cause or to block the Old Records move?

Ms Phillips has been with the Highway Department for years and knows the job like no one else. She is the best. It was an appointment move within the organization and DOES NOT HAVE TO BE ADVERTISED. Phillips already has some got grants being worked on and has the ball rolling for all citizens. She already has a recycle plan prepared and is ready to institute it. Be patient. Better days are coming in Giles County with good leadership.

Julie Phillips deserved to be named Solid Waste Director as she has been doing half of the job for years, which should have been done by Dan Watson. Mrs. Phillips deserves all the support we citizens can give her. The position is one that is appointed and did not have to be advertised. Better to question why Dan Watson's job in Old Records was created. Where did the money come from for his job?

It is amazing that the majority of our citizens and taxpayers just sit on there collective asses, shake their collective heads and mumble "I just don't believe it!" The level of collective apathy is incredible. Dan Watson has been drinking form the County milk and honey bucket for at least 15 years. Under the direct supervision of our esteem County Executive (because Dan Watson never reported to any Commission Committee) He has bilked us the taxpayers a full salary, plus benefits while doing absolutely nothing useful. Unless you take into consideration his authoring a rambling news article published periodically in our newspaper.

I for once have to totally agree with Mr. Jackson in that Dan Watson ought to be fired. Actually he should be brought up on charges of fraud against Giles County taxpayers. If you multiply his salary of $37,000.00 by 15 years, that equals $555,000.00 he has been paid. When you factor in his benefits; he has cost Giles County citizens $721,500.00. Folks .... that is a hell of a lot of money for nothing in return.

I know that there are a bunch of you who will state that Dan Watson is a good person and that he knows lots about Giles County history and that he means good. That's all good and well .... he should do his tricks on his own and not at taxpayers expense.

Take into consideration the number of residents who travel outside the county for employment and higher wages. It does not mean healthy job growth within the county. Look at Pulaski. The downtown has had two recent store closings, maybe more, and still recent one long time business closing. Also look at the wage paid in Giles County vs similar jobs in surrounding areas. We are 25% lower for the same jobs.

But Props do have to go to the State of Tennessee Economic Development for providing jobs to Pulaski, Giles County, and middle TN.

Ya'll post on here how everybody in the county is leaving to work in other towns because they dont get paid enough here. Then, in the same sentence ,you state the county spends too much on its employees and should cut pay or not give raises to its employees.It's no wonder people go to other places/counties to find employment.

But to address your comment and how I feel about the raises of public employees, while businesses were closed, unemployment rose, salaries decreased and employees were denied raises the city and county employees never missed a beat and continued to receive raises and benefits.

Sales tax, Property taxes and appraisals continued to rise, but who got help with raises, increases to pay insurance, etc. Only the public employees. And we know the attitude of government in Giles County and Pulaski, we got to take care of friends and family and screw everybody else. they can always find somewhere else to live.

Speaking of education and "Old Records," why don't we just reopen the "Giles County Alternative School?" I know it has been revamped for old records, but it should be revamped for the discipline problem students of the county! Thanks Tim Webb! One of the stupidest decisions we allowed him to make! Problem students are still being allowed to walk the halls of their respective schools. Ridiculous!

Alternative School still exists in Giles County. Both Richland School and Giles County High School have alternative school programs. The one at Richland serves the Richland area and the one at GCHS serves BMS, MHS, and GCHS. It is the opinion of many that it would be more beneficial to have it once again all under one roof. Perhaps this will be changed; no doubt many so wish.

See where Roy Griggs wants a raise. Over the past couple years he has wanted a new ambulance garage, an ATV to the tune of thousands of dollars, if I remember also the wish list included new furniture. This guy is certainly not the best money manager in our county government, even Pollard who is on the ambulance committee did not recommend this raise. GIT RID OF THIS GUY.

Actually Jeremy does 90% of the work and Barry does a lot of driving around looking important. So .... let's decrease Mr. Whitt's salary as well as Mrs. Vanzant so that we can give Roy and Jeremy raises.

The only genuine element of "growth" in the Giles County economy is in Giles County government. The vast majority of our elected officials have never seen a pay raise, a new building, or newly created position they didn't like. This is not "growing the economy" ... this is plundering taxpayers of hard-earned wealth. What do we get in return - shoddy government services & lazy bureaucrats who could never make it in the real world were it not for the Giles County Gravy Train of ever-improving benefits & salaries. To top it off, ZERO ACCOUNTABILITY from our County Executive, and a bunch of imbeciles on this blog defending the status quo.

To those who think the economy is great because the unemployment statistic is low - get your head out of the sand & talk to some real people outside of Giles County government. And given that figures lie & liars figure, check out another statistic: our Labor Force Participation Rate is at an all-time high. What does this mean? It means unemployment figures are low while an ever greater percentage of folks are on the dole & not even looking for productive work - effectively making the dependent class larger at the expense of taxpayers. Meanwhile, inflation-adjusted real wages are in a downward spiral, meaning even 2-income families are struggling. So sure, pin an award on the EDC for their great work ... suckers! Lipstick on a pig.

Some of us out here in the real world are busting our rear-end to make ends meet, and rearing children of character with the moral fortitude & dignity to support themselves ... which they'll probably have to do in another county. I'm not sure if that makes us working-class folk "dumbasses" or stooges. But we stooges - obviously a minority class - are at the mercy of the politically incestuous ignoramuses that run this county. God help us.

After much discussion with one of Giles County teachers who was a Smith supporter I told her that story and suggested maybe Smith supporters did him more damage than good. No question Mr Griggs is a nice guy but the problem is that he is not a good leader. He is directly responsibility for the ambulance service operating at a loss each year and he created much of the mess at the E911 operations. Every departments opening on a buddy system your hire my family I'll hire yours, you cover for me and I'll cover for you. County government and the taxpayers are like a couple getting divorced everything is taken from one and given to the other.

I cannot help but believe that all of you will agree that Dan Watson is the poster child of a dumbass; and, he is being paid a nice salary (with full benefits) to continue being so.

Dan Watson and Roy Griggs are nice guys but they are being paid by taxpayers to do a job and neither one is doing that job.
For sixteen years Mr Watson has been locked in his office as the county fell farther and farther behind in waste management needs, recycling, etc. It's the same story with Mr. Griggs yes he is a good EMT and he is a nice guy but he is being paid a very good salary to be the director of the Ambulance Service for which he is a terrible manager. Even with the county paying a private company half the charges collected for their administration of billing the service is still a huge money loser. When people are being paid over twenty dollars and hour to sleep in their warm bed you are not serving the taxpayers. Yes if I was in an accident I would certainly the best EMT available to be treating me but there is a big difference in being a good EMT and being a good effective supervisor. The Ambulance Service has consistently lost millions under Mr Griggs leadership because he simply does not have the leadership skills needed, but he is friendly with Vanzant just like Mr. Watson and that seems to be the only qualification needed.

11:41...your view of ems is somewhat skewed I do believe...yes there are times they get to sleep....but there are also times they go all shift and do not have that option. And you make it sound like its a easy and high paying job. It is very stressful and hard on them. They 24+hrs without seeing family, missing holidays & sometimes their first day off shift is wasted away sleeping due to the fact that they awake for the majority of a 24hr shift the day before...you all say "well find another job then" but it is not that simple. It is a job that someone has to do...at least I want them there doing their job. I commend them for making sacrifices to their lives ,and their families lives, to help the people of the county. They are not like the annex workers who get paid to sit on their ass at home n get paid while it snows...they show up to work in ice storms, flood conditions, and various other situations all to serve the people of this county....and for what $35, 000-$40, 000 a year!!!??? Now that I think about it im not sure why they do it....maybe they should go work for the hwy dept and show up for 4-10 hr days a week and be home every friday Saturday and sunday. (With the exception of inclement weather) ...and make more money

There you have it 1:34, why are they working 24 on. Not long ago I listen as Mr. Barrett asked that very question of Mr. Griggs. Mr. Griggs admitted that many times after those long hours the techs were not at the peak of their game but that it was better to work that way because of all the part time workers. I don't want someone working on me that is half asleep or so tired they make mistakes.
Why not have the people work 12 hour shifts and not sleep there are many things such as upkeep of equipment they could do with being paid to sleep. 12 hour shifts would result in people being home with their families more often and would result in more alert techs when on the job. This would also not require near as much overtime to be paid.

Well....I think 12 hr shifts are a great idea...except it would require more employees and cost the county more money than just paying o/t. Someone please correct me If I am wrong...but I understand As of now you have 9 per shift. (4 trucks x2 employees per truck and a supervisor. X3 shifts is 27)....if you worked 12s It would have to be swing shift or 7-12s on 7-12s off. Either would work. But either way you have to allow time off.For ease of explaination lets use the 7-12s scenario...8am-8pm would require 9 employees 8pm- 8am would require 9 as well. So thats 18 for week 1...same for week 2....makes 36. Thats 9 more than you have now. Figure in 9 more employees to pay benifits to....it would cost the county more to run 12hr trucks...so either pay them to be there on call...or "sleeping" as you call it. (I assume its hard to get good "sleep" anyway having to get up every 2 hrs run call then wind back down) imagine how rested you would be if I set an alarm off every 2-3 hrs in your room and u had to get up and go out for an hr then lay back down... or shell out the money for the 9 extra employees. Either way you still have to have employees to cover all the sick and vacation time.You talk the commissioners into that and I will hire you to sell ice to eskimos for me!

When do they get to sleep? I see one or two ambulances on the road about all time.
Does anyone have the time to go watch and see how many times and the time an ambulance goes out? Then report back to us.

How many times is an ambulance called and not picked up a patient? That's not the Ambulance Service's fault. How many times can a patient not pay the bill? You can't blame the ambulance Services for that.

Looks to me like for the best care to a patient the county needs to dig up more money and hire them for 8 hour shifts where they want be tired.

I wonder if we would get as good service from a privatized service.

Nine to cover Sun and Mon. Nine different ones to cover Tue and Wed. 9 more to cover Thu and Fri. then Sat needs 9 which is 36.

Yes...I agree...it will take 36 people....27 is what the utilize not. 9 people every day. 8am to 8am and its on a 14 day schedule. 2 crews work 5 days and one crew works 4. And the next week same thing...etc...which results in 2 crews getting 120hrs and one crew getting 96...so each crew gets a "short check" every 3rd paycheck (6th week) I was paid on this schedule for many years....my math is correct guarantee it! :-)

Ho does this solve anything? You will not find a company willing to come into our county, guarantee 4 als units for 911 calls 24/7, and provide quality care without being subsidised by the county as much or more than ems now...yes everyone sees the ambulance service budget and freaks out...but they dont ask about all the payments that go back into budget from billing...the final deficit is equal to or lesser than what it would cost to subsidise a private service..

6:30 you are way wrong "about all the payments that go back into the budget". The ambulance service has lost hundreds of thousands of dollars over just the past few years. Without giving a private company more than a million dollars to do the billing the loss would be even higher.

I dont know where you get your figures....but I would like to see the actual numbers on what they pay the billing service....because I know its a percentage and I also am sure its not over a million dollars.... im not saying that ems doesnt cost money to run....im just saying if they haul me that when I pay my bill it goes back into the budget. So why does everyone get off on downing ems.... the hwy dept provides a service( just like ems)... and they dont put money back into budget...but nobody bitches bout them...

Lawrence county is a neighboring county and they work 24 on 48 off...(Im there every 3rd day)...so does marshall....so does lincoln..so do maury's full time 911 trucks ( not convo side) and so does....oh wait thats all of the neighboring tn counties isnt it?

What the hell does it matter? Griggs just got a $10,000.00 pay raise plus a $500.00 bonus on top of that. Vanzant has her people where she wants them and regardless of how they do their job or if they do their job (Watson is getting a $500.00 bonus) nothing is going to change but the amount of money taken from the taxpayer. How many people got ten thousand dollar pay raises then an extra $500.00 bonus?

What is really amazing is that EMA has a very large budget and employees that get paid very nicely; yet, there is no Commission Committee that oversees this office. Why?

Barry Whitt is loyal to Vanzant and does whatever she wants. He is rewarded by being paid a salary (possibly overtime) for doing very little other than running around in a County vehicle with a badge and gun (is he "Post certified"?).

Bet he got a raise and Bonus.

His deputy does all the work and heavy lifting. Whitt needs to go.

Folks - this ambulance service thing could be a softball issue if our good commissioners choose to get off their collective backside, do a little research, innovate, & exercise some raw-nerved leadership. Which is really the case with all of our issues, including the original "solid waste" concern.

1. Get a copy of every surrounding county's private Ambulance Service bid specification package & final contract; make out a list of the things we want/like, and assess the costs of those services.
2. Get our Ambulance Service employees together - those who have worked there at least a year - NO supervisors. Let them talk, bitch, whine & complain until they have nothing left to say. But don't let them leave until they provide at least 5 meaningful ideas for improvement. And for goodness sake, let the guys standing the watch figure out their best shift rotation, ideally a vet w/ watch-scheduling experience. (Note: hiring more employees & "spend more money" are unacceptable ideas ... encourage ideas of efficiency/innovation, not more bloat.)
3. Compiled from parts 1 & 2, write up our own GC contract with our own Ambulance Service. Tell the Supervisor, "Make this happen on your existing budget. You have 1 year. If you do NOT succeed this is exactly what we're going to ask for in a commercial bid process."
4. During that 1 year, do a no-crap cost analysis of our extant Ambulance Service, including all their infrastructure & life-cycle costs, and compare that to what surrounding counties are paying for their service (with much less headache.) Publicize that data.

That said, the bulk of our commissioners would never be so brash as to teeter the applecart a couple degrees to the right. Getting back to the point of the original post, it seems the real "solid-waste" to be concerned with are the thriftless plunderers who know nothing about exercising leadership or hardcore accountability.

Limestone Co to our south is private and receives no funding from the county government. Last report I had a few months back Maury county even had two providers. Lincoln county is run out of the hospital also, not sure of the funding yet but rest assured when I get reliable information I will report back. A former employee of HEMSI told me they would bid on a contract according to things like call volume for example. Giles county was set to privatize a few years back but someone (care to guess who) sabotaged the move. Want details ask Pollard.

What concerns me is the county has been out of compliance for going on 20 years in that they should have provided these convenience centers for Giles county citizens where we could take our trash for free. Now what little option we had where we PAID to take to dump (we should not have been paying) has been taken away from us and we are having to pay for private haulers on top of paying taxes to take care of this problem. Guess none of us will make enough noise and the people that allowed this to happen will get away with it as usual. Private haulers have increased their fees and we even have haulers from other counties getting rich off of us by hauling in this county when it should never have been happening.

Giles County has no legal place for any of us to "dump" our waste. The Giles County municipalities and all private trash haulers must take our trash and dump it in surrounding Counties. I'm just thankful that our surrounding Counties are better organized and managed as well as allowing us to dump our trash on their turf.

Don't think this is true. Giles Had no dump. The transfer station property belonged to the City of Pulaski. GC didn't have one. State say the county must have 3 recycle centers NOT DUMPS. Big difference. Cheaper to transfer garbage to Marshal Co. Than build our own transfer stations like before. It was never FREE. THERE ARE COSTS.

Campbell has been chairman of the environmental committee for many years, he has been the commissioner most responsible for Watson being and remaining the solid waste guy for the county. Vanzant has long been aware of Watson doing nothing, at a salary over 30,000 a year, in his job and now she keeps him simply to prevent him losing his fat county retirement. The entire mess with the garbage and recycling is completely at the doorstep of Vanzant, Campbell and Watson.
The county is required to have three recycle centers and normal garbage drop off. Read the requirements.

How much will it cost the tax payers for the county to give this $500 bonus to every county employee, and why is it necessary. Just 'cos there is money in the kitty, why spend it and not use it to put back the hospital money that shouldnt have been spent. If they give this bonus how long will it be before the county is hollerin there is not enough money to fund the garbage/recycle places and they want a wheel tax or property tax increase to take care of what should have been in place yearts ago. Who came up with this bonus idea anyways, was it the county employee budget woman.
