What is the source of the article and who wrote it? Remember the hearings & trials where the entire group of "board heads" sat on one side of the court room in defense & support of Gonzales & Jackson?

I do know that the budget statements used to obtain taxing and funding have been fraudulent - that is, manipulated by false information and supported by open false statements, with intent to deceive for the purpose of obtaining money that would not otherwise be obtained! It isn't difficult to see why our society is crumbling. One could start with the word, "deceit".

I'm certainly not a Biblical expert; but, I can't imagine any word more frequently mentioned in the Bible than deceit. It is always followed by real bad things happening to those who use it and equally bad results for those who follow and tolerate it. And, who will stand up and testify in defense of the deceivers? It doesn't matter whether "you" sign your name or not, does it?

The common defense of deceit is "Negative". What good things can anyone say about deceit? "You" did manage to get huge sums of money by deceit. "You" wasted it and have no tangible benefits aside from pipe dreams of an alter to insanity. The only thing that has grown is a lust for MORE! Two huge tax increase requests that were denied - both fraudulent - plus a withdrawal of reserve funds that can never be repeated without ruinous tax increases. According to the Bible, God has a special place for deceivers and dummies like me who have really done nothing to stop "you". If "you" don't believe, simply read some of the history that hasn't been polluted by revisionism. The domino you hear falling in the distance is headed "your" way!

(1) The letter was intended for the eyes of the school board. WAB somehow got ahold of it, and sent a scan to me, along with this charming intro:

"Just when you think they have sunk to their lowest level they come up with another amazing insight. This is a page from a nine page letter from the Director of Schools to the School Board in support of his upcoming evaluation. There are several eye opening comments but none that reach the level of eye popping like the second paragraph under the heading "Public Relations". Warning this communication contains intellectual nudity and should not be read in the presence of children or people with heart conditions. Also be advised not to eat anything or drink liquids while reading this statement as a serious choking hazard may be unavoidable."

(2) I never heard of anyone apologizing, so I think this is simply a case of an over-active imagination at work. Of course, if anyone DOES want to apologize, they are quite welcome to do so in this blog....

No one so far has paid attention to what that letter actually said. It said that they were spreading lies such as "The school board HAD two citizens arrested".

Well, the school board didn't have them arrested...those guys got themselves arrested that day. They were disrupting the meeting...everyone has forgotten that because they were found not guilty.

Since a Jury found them "Not Guilty" how can you say they were disrupting the meeting. Even the Judge who heard the case said privately he would have found them Not Guilty of disruption. If you had been at the meeting you would know that after a short recess called by then-chairman Gonzales the meeting, and a subsequent meeting went on business as usual. Definition of "disrupting a meeting" is that the meeting could not be continued.

The above quote leads us to believe the writer doesn't believe in jury trials, judge trials or any other way to judge if a person is guilty or innocent. The writer thinks if you are charged of something you are guilty regardless of verdict. What do you think the court system is for?

I just want to tell you this much-I do not like the idea of being forced to pay taxes and than sit back and watch it being wasted while me an my family have to pinch pennies to put food on our table and pay our bills. If we decide to splurge and go somewhere or get something on the spur of the mement than something doesn't get paid. I can't go back and ask my employer for more money and expect to get it, we have to plan and save for anything extra we want. And when it comes down to something we want or something that has to be fixed we don't just patch it we have to fix it and let want we want go.
But yet I see in the news the county government wants this and wants that but the money is not in the budget so what they are going to do is raise taxes-which means more money out of our already slim buget. In other words whenever the county government decides they want or need something that they don't have the money for they take food off my families table.
That is why people complain, it's not just to hear themselves talk, it's not just to whine it's because not everyone can afford more taxes.

The school board is doing this? I do not know it to be true, but I was told Beverly Murrey is one of the members who is behind this raise-Does someone know if this is true? She ran on the fact that she was going to find a way to oust Tee Jackson and it's just hard to swallow the fact that she would be behind a raise and contract extension since she said before that his earlier extension was inviolation of the law.

I have NO desire to be in a position of power or to demonstrate to others how smart I am. I'm perfectly happy in my little corner of the world. And that does not mean I am oblivious to what goes on around me. Just thought I would explain that before someone calls me an ostrich or an opossum. Laughable.
Don't you realize that there are dishonest people in all walks of life and not just in Giles County? Further, does it not occur to you that everyone is not as smart as some profess to be?
It must be tiresome to be so negative all the time.

How sadly mistaken you are about me, Harry. The only reason I say anything at all on this "free speech" blog is to be a voice against those who are continually on here calling people names and trying their best to destroy them. I have no dog in the race other than that. I (and others)will continue to challenge those who do such mean-spirited things, and that has NOTHING to do with anyone's intelligence, the truth, or with my so-called "negative" attitude. It's the right thing to do as far as I'm concerned. People who malign others should NOT go unchallenged.
As for Mr. Barrett, you are right in that I do not take him to task on whether he is right or wrong. He is entitled to his opinions and ideas just like I am. We all are! As I've said numerous times, my contempt for him is in the WAY he says things and not in what he has to say. That's simple enough to understand. And, by the way, I never said I disliked the man personally. I'm sure he has many fine qualities.
Lastly, you wrongly judge me as a citizen, my friend. The beginning of wisdom occurs when we (applies to everyone) realize that we do NOT know everything. It's the true measure of a man, wouldn't you think? There's not a day goes by that I don't learn from others. If I didn't know and believe these things, I wouldn't be on here writing this to you.

Now could this rot, in the above mention about me, come from someone just wanting to see where I stand? i haven't read the blog in a long time...any of the topics... seems to me there is a lot of mud slinging going on-get back to what's real the future of the kids. that is how, will this county bein a few years and is their future bright with t jack. in charge or dim? i know dual enrollment students are having a tuff time meeting college requirements especially @ RHS and if Gov. Bredesen requires and the state passes new mandates some of our school systems will be up the creek without a paddle or a floatation device!

Looks like these 4 post are written by two people the first one on February 1 by one person, than a rebuttal on February 5 by a 2nd person with a correction on February 6 by the second person and an answer to your question on February 6 by the first person.
You asked the question of two different people assuming it was one person! You know what happens when you assume, don't you?

I do not have the "newest" or "outdated" contract. However, from what I remember, Mr. Jackson is GUARANTEED a raise by his existing contract. That being said, he is going to get a raise no matter what the current board does.

I'll be there, lets see how many turn out for the entertainment.

Everyone is griping about Mr. Jackson getting a raise, but the anonymous above is correct that it is guaranteed in his contract. So if everyone wants to be upset with someone, figure out who was on the Board of Education when Mr. Jackson was hired. They are also the same people that did not clarify his contract enough about his "living in" Giles county so that him living in an apartment meets his contract requirements. So don't get upset with all of the Board members that are currently on the Board, because several of them had nothing to do with the problems that they are now stuck with.

Every Giles County School Board gets a 3% quality of living raise every year. The raise that he will be getting is not the 3% alloted every year-I understand it will be a very substantial raise if it goes through. we know it is not all of the board members so when people refer to the board they mean the ones who are backing things that are not right. I believe the meeting tonight will tell us where our board members stand.

Was trying to figure out why the evaluation process was based on 1 to 5 with 5 being a water walker. Based on the scores, several can't count past five, & one thought it was 5 & 10 with 5 in the sewer & 10 spaced out.

Being able to watch and hear the meeting is GREAT! Thank you Mr. Barrett for taking the time to provide this service to the citizens of our county who really do want to be informed.

I was not surprised to hear Mr. Lindsey's glowing comment on the central office staff. Given the fact that his own daughter is one of the central office staff.

I was not surprised at Mr. Young's position as his wife is a teacher in our system. What else could he do? Another with a direct conflict.

I was not surprised at Mr. Kennedy's ranking as his wife, daughter and son in law are all employed in the system. Is there no one else who wants to run from that district?

Ms. Houston? Why care when she knew she was going to resign anyway. They tried to make her a scape goat during the school bus deal and she wasn't involved. Guess it shows her class that she didn't try to take revenge in the evalualtion. But, as a voter in her district, a disappointment by her vote to extend the contract. How lame is that!

Greene and Murrey. Every right to be concerned. Thank you for voting no to extend contract. We've allowed Jackson's leash to get too long. And the taxpayers will never be able to buy him out. So Jackson has us exactly where he wants us while he travels back down 65 to spend his large Giles County money with his honey in Athens, AL.

The right to elect the director of schools should never have been taken away from the people!

We have been unfair to Mr. Jackson. Many very negative claims have been made against the school administration. He is the administrator. We have fraud in various official financial documents used to obtain and spend $6.2 million more over the past three years. It is 27.9% more than 2003-4. Administrative salaries are up 45% which is 2.4 times more than teaching. School generated financial information intentionally distorts information, because knowledge means accountability (my opinion). The information is true to my knowledge. No one has disputed the many written spoken statements publicly generated by me.
Mr. Jackson repeatedly witnessed for critically flawed funding requests that clearly misrepresent funding requirements and taxation. (budgets, amendments, and representations as presented during the formal budget approval process with the county commission). I challenge any certified accountant, (CPA, CMA, government, etc) to certify the accuracy and intent of those documents relative to their professional standards, especially content, matching, and disclosure. Several are clearly fraudulent. His office directs and creates those documents. He reports directly to The Giles County School Board. An above average evaluation with a contract extension clearly signals he does exactly what the board majority wants!
The board consists of highly educated people, surrounded by professional educators and endless related resources. Adding, subtracting, and logic are tools of their trade. They have relatively unlimited control over what will be taught to children, and can fail any who do not "believe"! Power and prestige of office mixed with "money" and a premise that more is good, is a recipe for corruption. We have reached the point where open deceit and fraud are procedural tools of financing education! The ethical problem is bypassed by simple denial, pretending nothing is wrong, refusing to address it, and using indignation and anger at any who question high positions of trust. Jackson is a deserving victim of circumstance, by no means alone.
The 2-9-7 Board Meeting illustrates the point. A civil meeting ends ugly, when Mr. Barrett asked to speak for 4 minutes and was refused by majority board vote. During that process, the air was filled with venom and determination to deny Barrett 2 extra minutes! (How dare he ask for 2 minutes of their time!) Barrett questioned Jackson regarding the fact that the school board had requested the arrest of Barrett & Winkles back in 2004. Jackson's answer was eloquent, condescending, and a lie. Barrett handed a copy of what appeared to be the arrest report, to Mrs. Murray, and she read the name, Michael Gonzales. Barrett asked if that was not the board chairman. Jackson changed the discussion to when Barrett's time would run out. Mrs. Norman slammed down the gavel and dismissed the meeting without proper closing procedure. The meeting scattered with absolutely no correction or discussion of a lie by the director of education.
The act of "spin" to confound truth by clever deception is far worse than an outright lie. It is an act to deceive others to believe in the deceiver. The actions of an elected body to defend that lie by outrage and contempt against the deliverer of truth is beyond comprehension in a civilized society. The inappropriate act to shut the meeting down without a vote, showing expressions, statements, and acts of anger at Mr. Barrett clearly demonstrated an out of control board chairperson, determined to bury and condemn truth. We have truly forgotten that the honor of office rests with the office, not those who dishonor it. Education without morality is a curse!
Perhaps, Mrs. Murray and a couple of others can change this deplorable condition.

It seems present School Board Chairman Kathy Norman has learned very well from her predecessor(Michael Gonzales)the dictatorial ways of conducting a school board meeting. At the end of the 2/8/07 school board meeting's regular business the public was to be given two minutes each to speak. Allen Barrett, who was the first, asked for time to be extended to four minutes as he had several points to make. Mrs. Norman said no, he would get only 2 minutes. When questioned why she had the authority to make that decision solely, she called for a motion (which she got, along with a second) to vote on it. The majority of the school board voted against extending the 2 minute limit. It brings into question what do they have to hide by not wanting to hear from the public.
As Mr. Barrett was getting to the end of his time limit he was quoting from a Statute that says a contract between Director and School Board would be null and void if entered into within 45 days of election of that school board--which was the case here. Apparently Mrs. Norman didn't like what she was hearing so immediately upon expiration of time limit for Mr. Barrett she adjourned the meeting. I approached her after the meeting and told her there was no motion, second and vote to adjourn. She said she didn't need one. I have attended many school board and government meetings in the past few years and never before has the chairman taken that upon himself/herself. (Rules are followed only when it suits her.) Another person told her by doing so she didn't give any of the commissioners or public present a chance to speak. She replied they could get on the agenda. Well, DUH! If people were allowed to get on the agenda the Feb. 10, 2005 arrest and subsequent court trial would never have taken place. By her actions she denied anyone else the right to speak.
If nothing else she at least needs a lesson in Good Manners.

Mike Young senario:wife teaches at Minor Hill. Her boss would give her hell if he had voted other wise, his daughter is at alternative school as teacher, Mrs. Boyd would hang her if she thought Jackson would notice her and Mike's brother was conveniently hired by board of ed. meaning jackson in May to work at maintenance. Kennedy and Young will have to lick and lindsey will too as long as they have emmdiate family to work for Jackson. His Christianity only goes so far.

Mike was the biggest disappointment of the night. He sure had alot of people fooled. Can't trust no-body.

If you want to get rid or a snake, you have to cut its' head off!
Talking about the deceivers' will not change things utill you can do away with them.
Mrs. Vanzant and Mr. Jackson are the two heads that need to be cut off!
Once the voters' do that, things should get better.
Talk to your State Rep. about (1)getting the law changed back to an Elected Director of School (2) take the tax burden off the local county of tax to fund said school system and let the School Board and Director of School be directly accountable to the State who would now be funding them 100%.
I personally like #2 the best.
This would give the voters' more time to consider who they put into the office of County Commissioner and County Mayor.
The later for the past 6-years has been the most needed but both need more attention. From some of the above information it appears the D.A. is working for someone other than the voters'. Everyone remember that next election.

Mike Young was a big dissapointment for our district. When I voted for him I thought he had enough backbone to help Murrey and Green stop some of the big spending. If something is not done his grandkids will have no telling what kind of taxes when they get grown.

This is a jackson blog. He is the director of education. That noted in 1083736 are good reasons to make some lives miserable. He is not alone in the corruption that threatens our community. The corruption IS NOT PASSIVE, you either fight to destroy it or it will consume everything we treasure. We are not talking about innocent mistakes here or there. I can't believe what I see & hear from people who are supposed to be educated and dedicated to the principles of this country. "Department of education" - what planet? Hitler youth recruiters? A servant demanding their master to bow to them? I want to see some fugures on what they spend. Is teaching really close to last priority? Did they really put all the money on proprty tax so they could get a lot of money nobody knows about?

Go into the State Audit and read more carefully year 2000, 2001, 2002, 2003 & 2004 on County Mayor inability to do her job and present a budget & records that were crediable.
Maybe a before and after picture will clear things up for you.

9:29:07---I asked you to call me coz from the sound of your comment you have things mixed up. If you are talking about my support of the 1981 Act, yes, I support it. I was on the sub-committee assigned by the Budget Chairman, then Charles Greene, to look into the 1981 Act. Mrs. Vanzant didn't support it, she wouldn't sign the Petition. I talked at length with current and former Finance Director of Lincoln Co. (one comparable to ours) and believe this would be good for our county. The key is to get a good, qualified Finance Director for starters.

The 1981 Act states that the FMC is made up of 7 members--Co. Exec., Hwy. Supt., School Supt. and 4 elected by County Commission. The Giles Co. FMC is made up of Janet Vanzant, Barry Hyatt, Tee Jackson, Ramona Flacy, Connie Howell, Tommy Campbell and Stoney Jackson. Because not all 7 were in support of the Act, the FMC meetings need to be attended and attention paid to actions of this committee. Otherwise, it is possible for actions to be taken that would be detrimental to making this Act work for the county, i.e. sabotaging it. This is not an overnight fix, but over a period of time we'll be better off. Lincoln Co. commissioners who voted against having it in their county are now saying they are glad it was implemented.
To those wondering what this has to do with this Topic, the 1981 Act will hold the school system accountable for our tax dollars.

To the person who seems to think Mrs. Winkles was Vanzant's pawn relating to the Financial Act of 1981:

Agreed Vanzant had lousey annual audits every year. The only "penalty" is a rap on the knuckles and a write-up that the majority of Giles Co citizens don't get to read. Consequently nothing is corrected in the accounting area so the same behavior continues year after year.

Vanzant was and still is opposed to the Financial Management Act but since the citizens of this county voted for it, she and others on the financial committee have no choice but to move forward with the process. Along with Vanzant, Tee Jackson, Barry Hyatt and Tommy Campbell were against financial management (centralized accounting). The other three commissioners currently serving on this committee are Ramona Flacy, Connie Howell and Stoney Jackson. All three have been and continue to be supportive of the Act.

Vanzant had NOTHING to do with the decision to look into the Referendum to put this matter to the voters. Through thorough research it was found to be one of very few matters that could be decided by voters. The handful of folks involved spent many months prepping for August 3rd, 2006. They were ready to submit the petition results at the end of February to the election office but this had time limits on it so the petition was actually filed a few minutes prior to the full Commission meeting in May 2006 at which time the commissioners were to vote on the adoption of the Act. This filing was deliberatly submitted within minutes of that meeting so the commissioners and Vanzant were not aware it had been done.

Vanzant manouvered herself into the position of both Chair and Secretary of the Financial Management Committee. She is dragging out to the extent of the law the process of getting this new office opened. GASB34 has to be completed by June 2008 and this will happen due to the Financial Act. Without this Act in place, GASB34 would have been Vanzant's reponsibility. To date, she has done nothing in that area. You will remember two years ago she tried to get a new position created to do nothing but the GASB34 portion. Fortunately this was squelched by the commissioners.

To reiterate, VANZANT had NOTHING to do
with getting the centralized accounting system adopted in Giles Co. It was the voting public tired of the lack of open accounting and lack of responsibility.

Hopefully you are now reassured that Mrs. Winkles never was nor would she ever be a pawn for Vanzant. If you still think otherwise, please explain.

The act, with the right person in charge, will stop the deception & fraud. It can provide information that means something which will help the good commissioners, by making life very interesting for the conflict of interest crowd. Accurate information empowers department heads and the people who want common sense across the board. Just about every other county department has been way down the priority list because of the school board's spending sprees. Remember - kids won't have busses, pencils, books, & will starve if there isn't enough money to build mecca.

A professional accountant (CPA for example) will not approve or allow deception or manipulated reports, such as current school budgets. Yes, you can find a bad one, but it is rare. Criminal & civil penalties, plus loss of license & privilege to work, are good reasons they meet ethical standards.

Good commissioners AND DIRECTORS will get accurate useful information and reliable advice with funding requests. They will have information that will point to misuse of funds. There will be fixed point in time measurements to point to excessive spending that is hidden by budget manipulation today (schools). That is something they have not received! It will empower them.

That which is good for the good, is bad for the bad. Funding requests will not be submitted with huge omissions of revenue. Funds requested for teaching will not be diverted to administrative boondoggles. They will be disclosed for what they are. A $2.4 million increase will not be published in the paper as a no increase budget! Those who are deceiving will not like being exposed & may actually become productive.

A good financial director is the best tool any director or operating manager will ever find. They can easily find areas of financial opportunity that will improve the efficiency and image of any department. The key to success is central financial control (the director of finance) with decentralized application within the departments, using integrated systems. The director has to be present in the departments they serve. That is, no centralized office, just the director's office, wherever it's convenient. The affects of multitasking, working together, and common objectives will reduce costs and improve output. My guess is, the highway department may be a shining example of good things that can happen. Unless something drastic happens to establish credibility in the school system, I predict total failure. The person hired will have to have full support of the commission, with legal and perhaps state level support. A centralized office filled with clerks who have no idea of departmental operations will be an expensive waste of time. Hopefully, we are not headed in that direction.
It all depends on who is hired. A CPA has a lot to lose if corrupted & that is good - a good decision by the committee. The committee would enjoy visiting a couple of manufacturing facilities to see how they operate. Sanford - Lewisburg used to be a very good operation; Goodman Fayettville (?) - Whirlpool - Lavergne (?) ... Many many places & most will be extremely helpful - been through many plants & hosted people through operations - always informative & inspirational - usually all business & no nonsense good people!

It is not the cure all that you and others are leading others to believe. The school board will continue to try to stay up with the times. (Giles County is aready behind) This will require more money. If the commissioners believe that this is the right thing to do (and it is) then this will not help you in your fight.

Comments of having to spend more money to implement the financial management system tells me we are seriously lacking in vision and knowledge of incredible savings potential. You need to get people working together, helping each other, wherever the action is occurring - not in some posh building filled with theory & no common sense. The most productive tactic I recall is taking implementation committees to highly competitive and successful businesses - tours. We are government & not a competitive threat - most will welcome visitors, & almost all will offer help. Trust me, you will never think in the same terms again. Brick wall will be fun things to climb. Remember a business entity must be competitive, efficient, and serve their customer best, or fail. All government has to do is raise taxes - what a downer! Government can do anything business does if they get fired up & fire the very, very few who will not! Nothing can be more fun than winning, turning a loser into a winner, knowing you are accomplishing something..

Our last County Attorney resigned!
Ever ask why?
He advised her on numerous items that were against State law or highly questionable, but she did it her way!
The State Auditors after three years of writing her up, gave her the directive! Either going to Centerlized Bookkeeping or they would turn it her case over to the D.A., now that is the facts!
That same week she not only was on WKSR anounceing to public, this was something new the State was requiring the county to do. I'm not sure, but I think she also put it in the paper that week. You can check the records at the station and you old newspapers.
Now, where do you think this great idea of Central Budget Director came from?
It was from: State Audit, State Audit, State Audit of Mrs. Vanzants records while in her first term. No other office holder was in question!
It wasn't an original thought of yours or anyone else. She planted the idea by the local news media,
but you think you haven't been used! Don't feel to bad, there were many, many others that got scammed also, look at how many voted for it and never checked any records or with the State Auditors Office as to why it came about. Check on the date of her interview on the radio, then check with your date of supporting the idea and petition.
And for the three people you refered to as against it, the first two are actors, it was to her advantage and he could care less, (actors id the kindest word I can use) Mr. Hyatt and Mr. Campbell knew that is will not save the tax payers or the county as they say, one dime. I will cost more then it is worth and the school deals will not change.
Let me know what you think afterwards, if this thing comes to be and you find out the School Director still is not accountable to anyone, including your New Appointed Financial Director.
Latest figures I've heard on the salary of this position will make it the second highest paid in Giles County Government, right below the School Director.
