I have briefly looked at the 2006 audit for Giles County. Congrats to Tee Jackson and the Giles County School System for recieving an UNQUALIFIED OPINION on the School system financial statements.

It should be mentioned that the County's financial statements failed once again - ADVERSE OPINION on their financial statements.

I also noticed the General Fund had a 39% increase in its undesignated fund balance or an increase of $1,346,572. Is there any available information as to why Commissioners would want to accumulate such a large undesignated fund balance? If a penny brings in $33,000 then this increase is approximately 40 cents on the tax rate. Does anyone have any information?

Marshall County audit report for the year ended June 30, 2006 shows a undesignated fund balance in their General Fund of $1,731,881. Giles County's is almost 3 times more than Marshall County.

Giles County should try and maintain a undesignated fund balance of roughly 25% of revenues which would be about 2.5 million. Giles county has almost twice this amount. WHY?

Why? Compare School SPENDING from 2003-4, 2004-5, & 2005-6, and the current 2006-7 official scheme of things. Then, tell us you are dealing with rational prudent management. Follow the maize of formal budgets, amendments, slight of hand, and worse - then, tell us were you can find truth and integrity instead of deception, slight of hand, and out of control spending. Spending is up $6,239,262 (27.9%)! Where, in any of the past three years, has spending been cut? How can that be if we are favorable to budget? Who makes up the budget? Do you see any annual comparisons? If you think it all went to teachers, you're not even close. The numbers are relatively easy to find in the Tennessee State Audit reports. Study the many funny budget reports that have been handed out to the commissioners over this period. They are very confusing for a reason ... MORE MONEY. Add up the tax increase demands in those budget documents over the past three years, then triple it! How bad does bad have to be?

It reminds me of a story about poor old George trying to drag a 200 pound bag of dung across the street. An administrator came along with two assistants to help show him the way across the street. George tripped over the helpers, all fell on the bag, a truck ran over them, and no one could figure out what to call the mess in the street. That's what learning is all about, except it's too late to explain that the "Oh xxxx" that George screamed had nothing to do with the contents of the bag. It isn't the Big Bad Wolf story, but it'll do for now. Carry this light with you if you dig into the stuff in paragraph 1.

Not talking about the School system, I am talking about the COUNTY GENERAL FUND. Its ending undesignated fund balance is 4.7 million. With that kind of money I dont understand what all the fusing is over building a new courthouse annex. 2.5 million of this undesignated fund balance could be used for such a project.

I got curious and done the comparisons of school system actual revenues and expenditures (AUDITED NUMBERS)

For Fiscal year 04-05 revenues increased 10% over the prior year (03-04) and expenditures increased 7% percent over that same time period. For Fiscal year 05-06 revenues increased 7% over 04-05 revenues and expenditures increased 9% over that same time period.

Overall Fund Balance is reported at $1,761,650 for June 30, 2004, $2,736,424 for June 30, 2005 and $2,875,339 for June 30, 2006.

This hardly appears to be fiscal irresponsibility. I suggest you learn how to read financial statements and learn how to do comparisons between years. It is very easy to put outrageous information on this blog and have others who are just as confused as you are make a mountain out of a mole hill.

What you lipflappers need to do is take time to compare this audit report with previous years reports and make note of the same patterns of misuse of public funds . Giles County Gov't has NO control over how taxpayer moneys are spent . Year after year the auditors find the same things ...stuff is ordered without authorisation (NO Purchase Oreder , No Open Stock Oreder etc) but the county management dont give a damn 'cuz they're the ones doing it .Nobody gets fired , nobody even gets reprimanded (read the 'corrective action ' statements from County management ..basically they read like "Woops you caught us at it again ..Sorry !" )
Be thankful that the voters approved implementing the Financial Management Act last august , BUT at the same time ........be concerned at how s l o w l y the committee is moving to implement the will of the people . Call your commissioners and ask them what they know about why it is taking so long -the advertising for the directors job hasnt even been properly publicised yet (Aug, sept, oct,nov, dec ..now January ....WHAT is wrong with this picture ??) . Want to bet on whether it gets implemented on time ? Taxpayers should be prepared for yet another 'F' grading this year 'cuz nuthin has changed .......just keep on sending in your tax payments , drive on our substandard roads , drink the water if you're lucky enough to have it piped in and wonder where the Sherrif's patrol cars are while the School director eats yet another lunch on your credit card ...

I dont believe the people who voted for the Financial Managment Act of 1981 actually read and understand the act. The finance director's duties are spelled out in TCA. Yes, it should hopefully correct purchase orders not issued and bids not properly solicited. But dont think for a minute this person will be hired to point out all the supposed misuse of public funds to those of you in the public who would like to use this position to beat up persons such as Tee Jackson, Janet Vanzant or any other public official.

What is wrong with Giles County is the rampant misinformation that is put out to the public by persons of little knowledge.

I noticed you are proposing buying the Helig-Meyers property. It is my understanding this building will be renovated by its current owners and then purchased by the county.

Well, that is also a violation of the bid law - It is called a design-build project. The purchasing law applies to EVERYTHING right down to the purchasing of a building for county use. The county should put out for bid a design build project for a court house annex. I havent seen you suggesting such a plan or commenting on whether or not the purchase of the Helig Meyers building violates the state bid law. Why should the county settle for just one site - who dictates the purchase price of the building. Another poorly thought out project.

You see you and many others are about picking and choosing who you want to pick on. And just for your information a county official can violate the state bid law but that does not mean his or her actions are criminal. There is no penalty for violating the state bid law, its not a misdemenor or felony - its not criminal. Just public embarrasment for violating it once the audit comes out.

The primary subject was SPENDING - The Tennessee Audit Reports very clearly report $22,401,759 for 2003-4; $23,744,801 for 2004-5, and $26,216,594 for 2005-6. The current 2006-7 "no increase" budget passed around to commissioners clearly states $27,576,189 and the Amendment that followed it adds $1,084,832 for a total of $28,635,641 for 2006-7! The 2003-4 to 2006-7, 3 year increase is $6,239,262. It is a 27.9% increase. The inflation rate for that identical period is 10.3%. What you see is insanity, not distortion. I'll be happy to show you where they are, if you are not one of the book cookers.

The corresponding REVENUE numbers are $22,524,812 for 2003-4, $24,715,283 for 2004-5, and $26,348,176 for 2005-6. They are in the Audit Report! So, If I add the revenue numbers to the $1,549,536 comparative withdrawals from savings (fund balances) we come up with the same 27.9%. Would anyone think taking a million and a half out of savings to expand a bureaucracy is cool. When revenue can't keep up with spending, we're going broke! I see no name but see motives.

In closing I throw this tidbit out - Adding the numbers identified as "Teaching", I found $9,950,989 in 2003-4 and $11,845,090 in the 2006-7 mystery budget (school numbers). The increase is $1,894,101 or 19% - almost double what the average citizen supposedly received over the past three years. However, it includes additions of teachers, so without a head count comparison, we only know it can't be more than 19%. That brings us back to the 27.9% total increase and the realization that non teaching is the real objective. That brings us back to poor old George (Blog Jan 16 10:14:37) trying his best to get 'er done, but winding up face down in a pile of goo, with two overseers flattened out atop him. Reality has been denial of highway, sheriff, other departments, plus the citizens, of funds they need and deserve - to strengthen and expand non teaching. If teaching makes sense, then non teaching is nonsense!

As I stated before, County Officials cannot be prosecuted for violating the bid law - the law provides for no penalties.

County Officials still have not learned their lesson from the Hunter Smith Building. I dont believe the commission has a full understanding of what the bid requires. They really need to consult with their county attorney, CTAS and the State Comptrollers office. Buying a property under the premise that the current owner will renovate to county needs circumvents the state bid law. If they dont believe what I am saying and proceed with this little adventure, no doubt everyone will be reading about it in next years audit, just like they read about the Hunter Smith Building in 2003. All it takes is one phone call to the Comptrollers Fraud Waste and Abuse Hotline.

Glad to know anonymous can read the audit report. Surely you dont think the school system is going to ask for a tax increase, get it approved and not spend some of the funds.

Also, you need to go back and take another look at the financial statements before making such statements as "Would anyone think taking a million and a half out of savings to expand a bureaucracy is cool. When revenue can't keep up with spending, we're going broke!"

The audit report shows an increase in Fund Balance (savings) in 03-04 of $128,036, increase in 04-05 of $974,774 and an increase in 05-06 of $138,915. Fund balance from 03-04 to 05-06 has INCREASED by 63%.

You sound a lot like Charlie Greene. He told everyone the county had a fund deficit. Well the county never had a fund deficit - he just choose to take numbers and make them what he wanted and not what they were.

There is no question that the school system has asked for and spent any dollar they could get their hands on over the three year period ending in June 2007. During this period, the elements of deception and fraud (as defined by Webster) have entered the process of raising revenue. Grossly misstating revenue on formal government documents for the purpose of creating a false need, as presented to a government body, to increase taxation upon citizens, violates just about any accounting principle you can name. It's also illegal. Corrupting the financial foundation of our education system is unconscionable. That is the problem!

Fund balances (liquid assets) are interrelated to revenue (taxes) and spending. Your various published budget reports between 2003-4 and the current monetary claims are on record. Putting money in a bank does not justify deception in obtaining it nor a license to spend it. You conveniently fail to mention what happens when the 2004-5 scam runs out of fuel at the 2006-7 budget withdrawal of $1,415,000. (The second Jackson budget plus the November amendment.) The difference between that and the 2003-4 $126,036 favorable revenue is $1,549,536. Further, $1.5 million in the hole is a material (significant) negative factor compared to $128 thousand saved before the chef moved into the safe! In perspective, how could revenue possibly be unfavorable when budgeted revenue is grossly understated? It is bizarre,

You want to crow about the flood of money that came in between 2004-5 and 2005-6. The rooster ducks the deception and manipulations that created it! It is ALL tax money, taken from citizens who were led to believe one thing while something quite different was planned and done to them. A sobering thought can be found in the dictionary under the word,"fraud".

Being told I sound like "Charlie Green" by someone who sounds remarkably like "Jackson" is anything but an insult. Whatever he may or may not be, he is exceptionally intelligent, tried as hard as anyone could, and worked in the best interests of our community. I respect that.

My question is why dosent the board of edu do something about that old piece of run down rubble they call the transportation department? Looks likes some of the counties money should go to a cause worth wild.Seems like to me some of ole T's money should go there.Looks like to me,that building should be torn down and a new one built.If the people of Giles County cant tell this is a much needed project then you are as evil as T.Has any one even seen that outdated heap of junk they call a wrecker,its a wonder those poor boys dont get killed in that thing,or someone else.If everybody is so worried about everything,why do we keep putting those guys on the back burner?We all know they are the life of the school system.Its time someone goes to a higher source than the almighty Mr T and put a stop to this crap once and for all.People should ride through there sometime and just see where our tax dollars are NOT doing!I love Giles County been here 43 years,but some of the people here make me wonder why i stayed and even called this my home town.Truly to the people of G C yours,Mrs.Anonymous........

It would make more sense if the school board would buy the Stevens building [owned by Edwards Trucking]. This building could be converted into a central office with enough space to convert part into an un-to-date school bus garage. This would solve parking and traffic problems with current facilities. There would also be adequate storage space. The county could sell the West Hill property for enough to pay a big part of the cost remodeling the Stevens building.

Maybe the solution is for the county to work together with the School System (unique idea) and use the property already owned by the school system and build a building that would work for both. Both of them need the building. Yes, folks the school needs a new central office. Try putting todays technology in a building with the electrical wiring of 75 years ago. One bathroom for 20 women! Anyway, the county and the school need space. Why not work together and build a building that would suffice for the school and the county annex. The courthouse is dealing with the same problems that the central office is. No room for peopel or storage. Restroom problems, wiring, heating and air not to mention the space that people need. We need to step into the century and look and the future not the way it was!!!

Fund balances are not "liquid assets". Cash is a "liquid asset". Cash and fund balance are part of the accounting equation but on opposite ends - Assets minus Liabilities equal Equity (fund balance).

Taking an increase in fund balance from 3 years ago and adding it to a "budget withdrawal" in the 06-07 budget is what we used to call in college CAT or Creative Accounting Techniques.

I have to admit that I do not have a copy of the approved school budget nor do I have a copy of any amendments etc. The point I have been trying to make is that your logic makes no sense.

Comment on your dislikes but leave the numbers alone.

Fund balance is the credit side of the restricted assets that it represents! There are various restrictions (legal) on what they can be and how they can be used. In this case, by definition, they would tend to be primarily banks deposits and short term liquid instruments, to be used to fund (pay for) operating costs. The intended use would be the funds as defined by the budget (approved financial plan )or by special amendment approval. A minimum balance is required by law. During recession, revenue will be below normal circumstances, and resources represented by the fund balance would be available to meet critical planned expenditures. Conversely, if inflation or expansion creates more than normal revenue, the excess should be dedicated to assets represented by the "fund" balance. Use of fund balances (reserved resources) to fund (pay for) operating expenditures that far exceed prior operating expenditures, during a period of inflation with stagnant growth defines irresponsibility!

Not having a copy of the budgets and audit data would explain why you have no clue. On the other hand you quote numbers and talk the talk. That would indicate that you are misleading the public, also part of a the scam, and probably slept through accounting principles & had a friend take the tests on ethics. If you have ever done anything beyond the classroom, you absolutely know that the bottom line is revenue vs. expense, all things considered. The school budget is essentially all revenue and expense with the exception that it includes some capital expenditures and no depreciation. To the extent that there is some consistency within capital and depreciation items, year to year adjustments can determine what happened (busses in 2003-4).

The objective of schools is TEACHING productive skills! A starting place would be the account "teachers", not psychological personnel, supervisors, clerks, helpers, etc. One might also recognize the necessity of having the resources on hand to bring the children to school and keep the school dwelling inhabitable long before any thought is given to housing more things to distract teachers from teaching! It's a deep well filled with sulfur.

If you consolidate all of the fragmented data in the various budget reports, you will find that TEACHING as a percent of total spending has steadily declined ever year since 2003-4 through the current year! The numbers look like $2.25 for every $1.00 in 2003-4, $2.29 vs. $1.00 in 2004-5, $2.39 vs. $1.00 in 2005-6, and $2.42 vs $1.00. I can remember a time when common sense meant something. I can remember a time when schools were not guarded like prison camps. I can remember a time when little children could make change, yet I later interviewed college graduates who couldn't! Don't blame the teachers or anyone else. Go back to the story about poor old George, a couple days ago. It will not change until the people stop it!

The hickory is strong and bends with strength. The willow bends with little strength because it is made to be what ever its beholder wants it to be. The only difference is, if it will stand up to the wind or bend whichever way it blows. Perhaps, it is hickory. If so, I have the reports, have consolidated the data, and it does balance back and forth. If the objective is deception & distortion, remain "animus".

note - the teaching dollar numbers just noted are total dollars spent per dollar in the "teaching" account. As the relative non teaching dollars increase, the percentage of total going to teaching declines proportionally.

In other words, the mother load didn't make to the school marm. - Nobbin Rood held up the stage coach so he buy Made Merryone a new trinket. Didn't intend to complicate it.

For those who do not know Mr. MacDermid and consequently make childish remarks about his qualifications, he ended his career as Comptroller for a multi million dollar company. During that career he organized several accounting departments including a governmental one and ran that for several years. Mr. MacDermid is more than qualified to be Finance Director of Giles Co. but he is retired and happy that way. Most people reading this blog, including the county employed "bookkeepers" writing in do not understand accounting on the level presented by Mr.MacDermid. You'd be better to bite your tongue because your ingnorance is showing and your bitterness toward the voters in Giles Co. have had enough and are looking for accountability.

Equity elements (credits) can and do (as in this case) place covenants on assets! Refer to 2005-6 Audit Exhibit C-3, Statement of Revenues, Expenditures, and Fund Balances. It is essentially identical to a P&L and Balance sheet - a P&L, income / loss, and the affect of that income / loss on equity elements. Unlike a business operation, the school has no sales, only taxes imposed on customers who have no choice on services, cost, or quality provided. In the case of Giles County there was no voice allowed during the period between the last tax increase and this past election. That has improved significantly during the past year - all except the controlling force in the school system and a vote of no conscience or two.

Back to the subject at hand - revenue, expense, and equity. Audit Schedules C-3 Funds and C-2 Balance Sheet are unequivocally point in time statements beginning on July 1 and ending June 30. Those points in time are consistent for comparative purposes. There is no question that revenue (tax) increased by $3,823,364 between 2003-4 and 2005-6, and will increase to $4,694,710 in 2006-7 according to the Jackson Budget! This last phase of spending (2006-7) will exceed revenues by $1,415,000 by June 30, which, compared to the same results at June 30, 2004 is $1,549,536 negative! If you can't comprehend that, you are on the wrong medication. That will come out of fund balances this year, not 2005-6! We will have increased single year annual spending by $6,239,262 since 2003-4, by the end of this fiscal year. That is an average increase of over $2 million a year. According to the audit report, total major and non major fund balance was $4.2 million as of 6-30-2006. It will be $2.7 million by 6-30-7 according to the Jackson Budget! Now, pretend it's 2007-8, add the average $2 million increase to the $1.5 million 2006-7 deficit, and that $3.5 million "hit" says we're dead broke!!!! - $800,000 in the hole!!! Of course, the state will come in and supposedly mandate another tax increase. The same folks who divert money from teaching will be screaming more money to teachers, (until they get it and spend it elsewhere)! Taxes will increase, businesses will leave, and the waste will flourish - if we don't start cleaning house right now! The elitist rabbit who thinks everything else is brain dead always leaves many tracks, all leading to his den, and that's the way it is. If you understand anything about accounting, finance, operating management, audit, and fraud investigation you will begin to understand what is happening. For example, what is the 2005-6 budget as stated in the 2005-6 audit report?

To understand this mess, you have to go back to the 2004-5 budget, around the time the school board jailed Mr. Winkles & Mr. Barrett for smelling a rat and trying to do something about it. It begins with a formal budget spending increase of $2,047,588 and pushing through a property tax increase of $1,273,598. We even see an $822,690 increase in BEP. It was for the teachers, patching holes in the roof, new bleachers to watch the old busses crash, whatever - nice sounding things for education. Was it just a tax increase to pay for what you get ... Why all the fuss?

So, where's the rat in the woodpile? BEP, BEP, - hear a train a commin'? Look at the July Final 2004-5 BEP report, you'll get a clue. A whistle is blowin'. Here, you see state matching funds with ratios from 1.47 to 3.58 applied to local revenue. The total ratio was 2.12. The ratio excluding transition funds was 2.06. Out of total funding of $20,871,700, $6,687,000 was from local tax and $13,756,000 from BEP plus $428,700 in state transition matching funds. Go back to the above paragraph for a reality check, keeping in mind that the same people created both sets of numbers, and swore on a stack of promises that the school system would collapse without a permanent local property tax increase of $1,273,598! It was worth jailing citizens to shut them up! Sooo, if we just apply 2 times the local tax increase, BEP increases to over $2.5 million - three times the amount formally stated in the 2004-5 budget request! Point, the formal request was falsified to create a flood of future revenue. A 27% property tax increase was imposed on essentially all Giles County citizens and businesses citizens (Quid pro quo). Next, there are the many budgets with grossly understated revenue, the mystery budgets that add it back, shuffling of undesignated mystery money, pleadings for $1,461,047 in 2005-6 and a 2006-7 tantrum for $2,542,762 more in property tax rates that were denied! Ironically, significantly less funds went to "teaching" and direct supporting functions than to administrative bureaucracy. If these numbers are lying, talk to those who concocted and formally presented them to the county commission over the last three years. You are free to see and challenge any of this. The dots connect.

1-20-7-10-24-24: I'm sure you do know how, why, and the hand full of people in the mix. The scam is over. Will the teachers bob their heads up and down or shake a fist when can see where the money went! What is "NO NEW MONEY"? Can you look your neighbor and local business folks in the eye & tell them you really didn't need to raise their taxes almost 30%. Can you eyeball & tell them about the money rat holed from that increase in matching funds, that you tweaked numbers, and really didn't need the huge 2005-6 and 2006-7 rejected tax increses you and your cohorts fought to pass. Can you explain how anyone could knowingly vote for all this, be beholding to the perp, and declare it a vote of conscience? Some really didn't know and trusted - what will you and your cohorts tell them! I know, you'll say they should have known. As your conscience clogs your throat when someone looks at you, you'll know they know.

You & Co. could stop and turn this around, but you won't. Instead, you are out hunting bigger facillities, trying to figure out how to borrow more money, raise taxes, and enact a wheel tax. You simply have to get a bigger pair of drawers to hide the bloated posterior you have created. Better yet, move to Boston, team up with Teddy & see if you can create a mother lode of "cellulostic Biomass" to solve the energy crisis! (ref. Farm Bureau front page article on opportunities) They like taxes up there & love creative ways for more.

I suggest you read what was written & where the money went. When you wake up Sunday Morning with a headache, broke, & kids to feed, it's just another bad day, until next Friday, right. Wasting someone else's money to prove you can isn't below average, it's usually illegal and always evil. I'm sure little mice who nibble on the cheeze wish they had time for a better plan every time they trip the trap! If they only had another chance they'd are smarter than a moldy piece of cheeze, a block of wood, and a few pieces of hard wire that goes zap, just about the time they see the lights go out. Buy a tread mill & cut out the nibbling, you'll have a longer & happier life. I'm sure there are lot's of ergonomic studys available to prove it's better spent running nowhere than running amuck.

What you do with you money is your business. What you do with mine is my business. If you forge a check in my name, I'll press charges - you don't have to! Adding up all that's been said, there is only one reason why anyone would not want stop this obvious game of fraud. Stopping it would prevent you & your cohorts from running it!

If the numbers are wrong, let's get together, correct them, and start over. If what Is bad is really as good as you say, lets get together and correct it! I do make errors and typos, and would hate to say something untrue or wrong.

Since you will not help me find my error, I'll have to make sure everyone in this county gets the information, and has the chance help me correct it. Maybe their wallet is missing a few ($$)!

On the other hand, You and your cohorts did take money from me under false pretenses, took around three times more than was stated, came back two more times with your hand out. We said no; but, you wrote a hot check on it, and I now find I will be broke, and facing a mortgage no one approved by the end of the next fiscal year.

If you think that isn't newsworthy or important, you are from another planet. May your journey back be long and pleasant. Education is truth, knowledge, and information, the very things you and yours detest, find offensive, and are willing to jail others to suppress! That is aimed at a very small handful of people, NOT the many good people within the education department. Enough said - chatter on if you must.

You are counting on your super intellect and communication skills to prove nothing is wrong, to a county full of people you consider backward, illiterate, and too dumb to manage their own affairs! Of course, they'd only spend their money on booze, drugs, four wheelers, & guns - why not take what YOU want? Your fear is what you think "Bubba" might do if he finds out you took food from the kid's mouth to fatten your friends rather that teach the kid something useful! Have you told Bubba that you're spending almost $600,000 on Psychological goodies to study, sedate (Ridlin, etc.) and control his offspring? Guess you had better not put your name what you print! Whether you know it or not Tee Jackson has more power than any person with a title in this county. He just has to have four board members in his pocket(which he has). He is a first rate typical politician. That audit doesn't show half the stuff that he has done illegally in this county, for example, the band aid building at the bus garage(transmission room)he has made it sound like he is really trying to help the mechanics, acting and talking with real deep concern for the workers, but guess what the reason the building is being built is due to the fact that the insurance company was going to cancel the insurance on the building because the weight upstairs in the room is to heavy,so the insurance company deemed it unsafe-in other words they were afraid it was going to fall in from the weight. Another typical political coverup from Tee Jackson. Did you know the bus garage was given $150,000 two years ago for improvements-guess where that went? That went to the architect to draw up the plans for Tee Jacksons new office-money is gone. I bet the people don't know that the Grand Jury came to inspect the bus garage-several of the jury people commented that the garage wasn't fit to store feed in and could not believe the shape of the building and several of them would not even go upstairs. The maintenance department has several thousand dollars in equipment that they have to keep outside in the rain. Priorities in this county have gone to hades. If the wheel tax or the property tax increases it will go the highway department, ride by and look at the 2 or 3 thousand dollar pad they had built to park a piece of antique equipment on, not counting the cost to refinish the old grader blade but yet they need more money. People talk about the economics of this town, just take one day and ride by and count all the empty buildings that are here, it's begining to become a ghost town. And back to that old garage here's just a warning to the public, if you happen to see and old red wrecker coming towards you, please use extreme caution, I've seen it personally myself the rearend is wleded in it, no floor board, it will not pass D.O.T. inspection-it is overloaded, they say it won't hardly stop, it's just 40 years old-so just use extreme caution-in other words just get out of the way. There's our priorities nex annex, a pad for out of date equipment, and the good old Hunter-Smith building, and let's not forget the band aid for the bus garage. But there's nothing can be done to change this, it's a sad day for Giles Co, especially for the youth, but its just like the Good Book says, our lives here is just like dust in the wind, we are just like a vapor, we are here and thean gone in the blink of an eye. That old bus garage will still be here in another 100 years and everything will still be the same.

The audit stems back to one main person in the Central Office. Walk by Melony Whites office and see what kind of bookkeeping she does. Is it true that on teacher had her monthly check to bounce?

Can't hold Mel to responsible since Jackson is the one letting her get by with what she does every day--NOTHING!!!!!!!!!! If I made in the $40,000 range I would stay around as long as I could and do mothing if it isn't expected of me. Do you know she does not have a college degree and makes more money than most of the teachers in Giles County.

Maybe sometime soon I will get down to the local library and pull the articles from 2003. His comments were so off base that the State Comptrollers office came to Giles County and addressed the budget committee. I believe he was also among the commissioners who pushed through and "oversaw" the construction on the Hunter Smith Building. Not even going to acknowledge the last two comments.

I don't know where you folks get your information...but a check from the school has never bounced for insufficient funds. Yes, the bank has screwed up on more than one occasion that keeps getting blamed on account numbers and etc. The bank and the bank alone is responsible. The check stock has been changed at least once a year for the last three years because Suntrust bank keeps changing something that makes the checks bounce because of incorrect numbers. It is real strange that out of over 600 payroll checks that one bounced. It has also happened at other county office not just the school system. From one that knows.

I am so proud you are the mother of 4 who doesn't care what others do or say that your children might see or hear and you won't stnd up and say could you please be considerate of the younger generation!!!! Yes, times have changed but I remember a time when people did watch what they said because of the children. Thats part of what is wrong today, people just put up with what others do instead of trying to show them ar ask them to do what is right. My children do not visit this site-Thank you very much-but I have read on here where others do and those are the ones I was thinking of. It is really a matter of showing others respect-there was also a time when men would never say something rude or crude in front of women. But just because everyone else is okay with it, it does not mean I have to be and it doesn't mean that I can't ask others to be courteous. I don't see that as trying to control others and I was not placing blame on anyone-just asking for a little common decency. You really should not try and read between the lines when there is nothing there to read. It was a simple request and that was all.

This is one who knows. First of all I am not taking up for anyone. I am defending lies. As to using another bank, that decision is not made by the school system. Those decisions are made at county level. The school uses the same account as the rest of the county. There is no actual "bank account" since the entire count issues warrants which the trustees office honors. As to bills being not paid, I have no answer to that question. I can't defend that because I don't know the situation there. I am just trying to defend things that are beyond the control of the people being blamed.

THE LATEST FROM WKSR:
"A proposal from Don Parr was discussed and is the basis for the two options to be considered next week.

Parr has offered to construct a building using an empty lot and two existing buildings he owns on the west side of the Pulaski square.
Parr has offered a turn key annex to the county for the sum of $2,203,408 dollars and the Hunter Smith building.

The committee will determine next week whether to accept Parr’s offer and whether to include the Hunter Smith building in the deal.

Parr has offered $300,000 for the Hunter Smith building. Without the building in the deal Parr’s offer would be approximately $2.5 million"

A few comments - nothing wrong with private industry doing a design build or turn key operation. Private industry is not subject to the same laws and regulations as County Govt. County Government cannot just decide to do a turn-key operation. IT VIOLATES THE STATE BID LAW. PURCHASES EXCEEDING $5,OOO MUST BE COMPETITIVELY BID. ENTERING INTO AN AGREEMENT TO PURCHASE PROPERTY IS NOT COMPETITIVE BIDDING. NOT TO MENTION THE THROWING IN OF THE HUNTER SMITH PROPERTY - PROPERTY THAT SHOULD BE SOLD AT PUBLIC AUCTION.

To Ole Hickory re: Finance Director position.
Reliable source has it that 3 applications are from current Giles Co. school system employees--Melanie, their bookkeeper, Beth, the one who did GASB 34, and Adrienne, the one who screwed up the payroll. State Auditors have written up the school for years these people have been working there. Now, the school system didn't want 1981 Act and the only way they can opt out is to have untimely reports, etc. ie. Finance Director not doing good job. Which brings us to this---is T.Jackson, who is on the Finance Committee deliberately wanting these people in so they can screw up and he can opt out???
The Finance Com was told by CTAS rep. that Wilson Co. got 150 aps for the FD position so they paid $l,000.00 to a GA firm to weed thru aps first, rank them and return to county. So, that's what Giles Co. is doing, paying the 1000 bucks to have this firm go thru TEN measly aps which would take the 7 Finance Com. members no time at all to weed thru. The reason only 10 aps were rec'd is that the position was not advertised timely and in the best places, such as TN Assoc. of CPA.

Thanks for the information. The County may need to re-advertise the position. They really need a CPA who has experience in government. I never understood sending the applications to the firm in Georgia and I really dont understand sending 10. It will be interesting to see how the new finance director handles the commission when they come up with wacky ideas that no doubt violate the state bid law.

It was brought to my attention today that the Giles County Bus Garage employees got $1000 a year raise ,which is not much for what they do.But the problem is they only get $800 a year.Why you ask,because good ole TEE JACKSON thinks if he gives them $1000 a year then they should in return give him $200 towards his new building project.So what he does is, he takes it out of there check sweeps the evidence under the rug and goes on his merry little way.The law states that, what he is doing is very illeagle.If he would lie to his own employees,you know that he is definatly lying to everyone else.If this finding is in the state audit findings please let me know where ,but if you confirm with me that its not there ,tell me why not.Its time JACKSON goes back to Alabama.

I don't have a clue where you all get you information but your reliable source on who filled out applications for Finance Director is wrong. I think it is a good idea to send the aps somewher else. You guys would get mad if Mr. Tee slected anyone from the Cental Office as a candidate. I also hate to tell you but advertising somewhere else would not be of much help. All the CPA's that I know make six figures. I know that $65,000 is a lot of money but not someone who has a CPA and the experience that is required. You are not going to find someone with government experience and a CPA that lives outside the county to pick up and move into this county for $65,000 unless they don't have a job a all. I don't think we have anyone in this county who appplied that has all the qualificatioins that was asked for.

One more time, there was x amount of dollars budgeted toward a raise. An employer is required to match medicare and FICA taxes so that meant that from the $1000 per person that was alloted the employer taxes had to come out of it first. That was all the money there was. The GCEA (teachers union) was aware of this before they agreed to the raise. They knew what was going to happen. Everyone had $1000 budgeted toward there raises but that is not what they got in their pockets.

Let me tell you something-yes taxes have to be taken out but anyone can figure out if you get a raise of $72.00 a month before taxes, that does not equal out to $1000.00 a year it is only $864.00 and then you have to take payroll taxes out of that-the employees are not suppose to be responsible for the employers part of the taxes that is not counted in how much you are paid. So all in all they still only got an $864.00 raise-no matter what you say or try to prove. If everyone paid that way we would all make more an hour than what we actually do!

Read slowly, there was $1000 per person budgeted toward raises. That does not mean that each employee got $1000. It means that the raise cost the board $1000. FICA, Medicare and retirement match are expenses that have to come out of the $1000 in order for the raises. There was only $1000 for the raise per person not $1000 plus 7.65% plus whatever the retirement match is. It is like buying a new TV. If you only have $100 to buy a TV you have to buy one that is less than that before taxes. The wording that was used was misleading but not intentially.

I am not in Jasckon's pocket, I'm not even a fan. Like I said before, the GCEA knew what was going on they agreed to the raise as it was given. They are the ones that negotiate contracts and the union approve the contract. THAT IS A FACT!!! The employer portion of FICA & MEDICARE are not wages or salaries by any definition of law or practice. Retirement is, but taxed now, up to a some amount. Seems everybody knows this except those who are running the education of our children & the idiots who run their union. Must be a real hoot for an educated teacher to follow the direction of "leaders" who can't find their rear end with both hands and a periscope! Somebody said the teacher raises were a drop in the bucket compared to all the money he snuk in the buget.

Why would you ASSUME anything this is an anonymous post and don't assume you know who it is. What I said about the people knowing is that the teachers union negotiated the raise they knew what it was. The employees who are members would have seen what was proposed when they voted to accept. Everyone is not a member so they may not have known but the people who voted for it should have been aware. I have no idea what percentage of employees are members of the union but those that are should have known if they had any idea what they were voting for. As we all know people don't always know what they are voting for, or what they are signing a petition for. Maybe Jackson did not know what he was doing either. But don't take that a defending please, I have already been called enough names.

It has always been this way between the director or superintendant of schools and the public. The school system is the largest employer in Giles County. They will always need money. The idea of a new Central Office is no new idea that was brought about by Jackson, it has been proposed for years and years. The state mandates several things that will always increase the cost to the county there is no way to get around that. I really wish that we could get on a new subject this one is getting old. We already had someone suggest positive things to put on here and that did not get past the first entry. Some people and I won't name any names (there have already been too many hurt people from that) need to find a new hobby. Maybe you need to take up bridge, golf or maybe hiking, we have a walking trail you know.

It is still such a hot topic because nothing has changed and people feel deceived by Tee Jackson. I do not think this topic will be dropped until the man is gone! By than he will probably have made aleast $1,000,000+ from Giles County. What a shame to pay someone that much and they really haven't done much for our county. Everyone else does the work and he just claims the glory.

Do you think it is alright for county employees to work in a building where safety issues are as serious as the ones are at the bus garage? I went down there and looked so should everyone on here who thinks Tee Jackson deserves a new central office and also those who think that he cares about the employees. Go take a look and see if you would want to work in those conditions. It's hard to find something positive about someone who seems to only look out for himself. Why don't you list something positive he has done?

People need to learn the facts of any situation and not take the word of someone else before jumping on any bandwaqon. Think for yourselves, do a little digging and than make your decisions on what you think is right or wrong.

Hey I seen that parade this morning! Talk about a sight a wrecker pulling a wrecker pulling a bus-I believe someone warned us about that wrecker in an earlier post. I understand now with that red wrecker broke down they have an even older and more dangerous yellow wrecker-will we see it being pulled in by a wrecker service also? I just want to tell you this much-I don not like the idea of being forced to pay taxes and than sit back and watch it being wasted while me an my family have to pinch pennies to put food on our table and pay our bills. If we decide to splurge and go somewhere or get something on the spur of the mement than something doesn't get paid. I can't go back and ask my employer for more money and expect to get it, we have to plan and save for anything extra we want. And when it comes down to something we want or something that has to be fixed we don't just patch it we have to fix it and let want we want go.
But yet I see in the news the county government wants this and wants that but the money is not in the budget so what they are going to do is raise taxes-which means more money out of our already slim buget. In other words whenever the county government decides they want or need something that they don't have the money for they take food off my families table.
That is why people complain, it's not just to hear themselves talk, it's not just to whine it's because not everyone can afford more taxes.

I would add that we ought to try loving one another in spite of our faults. Who among you is so perfect? Doesn't the Bible teach that principle? It clearly does. But.......do some have the idea that it only applies to others and not to them? Apparently so.

Those of you who are guilty of calling those you dislike anything from a crook to a liar might consider that. The principle applies to YOU as well! Still, you not only cast the first stone but continue to throw them. Why don't you just give it a rest and try to get along? Can we not agree to disagree without being so disagreeable? What a concept!

But I already know what you will say about people like me.....we are blind to and have no regard for TRUTH! That is a tired and laughable accusation.

I truly wonder how many times deceit is mentioned in the Bible. I can't recall ever seeing it used in a neutral or favorable sense. As a proven accurate historical document, the Bible tells of really bad things like the down fall of cities, continents, people all because of various forms of deception. Is there any written passages suggesting tolerance of deceit? Any that says it's OK if deceit is the basis of teaching children values? What does it say about attacking people who will not support tolerance of deceit. What of deceiving the conscience of others? And who possesses the deceiver? I have just checked the Franklin County Audit. Since the Franklin already has the Financial Office in effect I was curious to see what their audit was. It was almost identical to Giles County. The same findings were there that are on the Giles County. What a wonderful thing. Will the people who pushed for this thing please stand up and take a bow. Money saved, they told us no at the meeting. First of all we are hiring a director at an extra $65,000. Money saved? Running an extra office. Money saved? New equipment and office expense. Money saved? Where is money supposed to be saved? Thank you folks for helping us save money!!!

Mr. T. Jackson does not have to answer to any one for how he spends the money once is has been given to him by the Commissioners'.
The County Mayor knows that!
I don't like for my taxes to be going to him or her! While my family and I have to scrap and do without, He & She want more,more,more,more money each year for something! I would like for her especially to get an Honest Job!!
His residence is in Alabama, but that is legal for his position!
Her residence is in Lincoln County which is NOT legal for her position.
That is one reason she has nothing to say about the school system.
To correct that, we the voters' will have to get State Law changed on his position back to an elected position, and his budget accountable to the commissioners.
To correct the later is an ouster suit or wait another 4-year to vote her out.

No it is not legal for Tee Jackson to live in Alabama-it states in his contract he was suppose to move to Giles County within a year of his being hired-so what has he done he got an apartment in town and its my understanding it is not even fully furnished. Talk about ways of getting around the law! It is people like Tee Jackson who make trusting others hard. You better call your school board member and let them know you do not want this man here until 2012 and that he doesn't deserve a raise!

No I haven't investigate anything there was a link on the other blog to a site that showed who owned property in Giles Couny-this was when Mrs. Vanzant was accused of living in Lincoln Co.

I do think for myself also, but yet it also infuriates me when my family has to pay taxes and live on a budget, and than I see the county government wasting my families tax dollars, and than turn around and reward those who are doing the wasting. I do not understand how people can continue to support those who blatantly continue to misuse tax dollars, the state audit is proof in the pudding. It has repeatedly reprimanded those in charge-NO ONE CAN DENY THE THINGS THAT ARE IN THE AUDIT HAVE NOT HAPPENED-but yet there are those who have blinders on and refuse to see what is in front of their face.

Those kinds of posts are really unnecessary and do nothing except make the person who posted them feel like a big shot either that or just for the sheer joy of writing smut! I wish people could stick to the issues without all the vulgar comments and name calling-which are all unnecessary.

Food for thought:
School general fund Teaching salaries of $9,950,989 in 2003-4 increased to $11,845,090 in the 2006-7 amended budget. That $1,894,101 (19%) increase is almost double the BLS index of 10.3% for the same period. They do not provide a head count with budgets, so we don't know if it's raises or more bodies. Did anyone get a 19% raise over the past 3 years?

Matter of fact they did (?) a lot more $$$ (bodies? Raises?) Administrative salaries jumped from $2,016,186 in 2003-4 to $2,929,556. That is a $913,370 increase in spending that works out to be a 45.3% increase! Based on forty some years of looking at numbers and figuring out ways to cut waste, we obviously have good folks tripping over each other trying to help someone who simply needs to be left alone to do what the organization is intended to do. Bureaucracy received 2.4 times more money emphasis than teaching! (45.3/19.0)

NO, Maintenance, bus drivers, subs, etc. didn't get it - their increase was the lowest at 18.6%. The message is simple. Bureaucracy rules the roost. Productivity (teacher & facilities to teach) reside somewhere beneath the roost.

For the doubters - only teachers are certified to teach. The numbers are from official school budgets - detail entered to a computer & able organize it, & figure out what is happening. Detail & some summary of it has been distributed to some council members & others. So far no challenges or claim of error. Some claim they can't understand it. Some don't want to. Some are blown away by a desire to believe in goodness, benefiting others who rely on that. There is a lot more serious stuff than noted here. One is the $1.4 million 2006-7 hole dug in reserves, with no ladder to climb out of it. Sadly, the problem solvers are hunting for a new bigger temple & alter to sacrifice taxpayers.

I imagine that would include the director, the former COB, curent COB, board members who were on the board when the last budget & November Amendments were approved. If you were deceived, you have a right to be mad. If not, we have a right to hold your feet to the fire.

Those who keep missing the point of law, Please read slowly and understand:
State law does not require Mr. Jackson to live in the county or even in the state. If his contract call for him to move into the county, then he breached the contract which he could be discharged for. That would be the responsibility of the School Board.
State law does require the County Mayor to reside for one year in the county before they are qualified. It does not say own property, it says reside.
Since there are over 150 people that own property in giles county that live elsewhere, it speeks volumns about her without all the problems she has caused while in office.
She lied about where she lives to run, lied after taking office, lied about things she screwed up and put the blame on others,lied about the Hunter Smith building, lied about the Ambulance Service, lied about the Assessor Office, lied about her audits, just to mention a few of her lies.
She is not trustworthy or qualifed with any knowledge of the office.
Those two things alone should be realized by all!

Because with all that is gone on there are still those who say he has done nothing wrong, that he is a good director, that he is doing a good job, that he cares. If you look at everything, take it all in, people do not understand how someone can see and know all of what has gone on and still defend him. You would have to have blinders on or be on his side to not see the whole truth. People become upset when they see these kind of things going on and feel they can do nothing about it-so they lash out at the ones who defend him.

It should be of great importance to you also-it is also your tax dollars that are being wasted. It should be of great importance to everyone in Giles County. My children attend those schools, I have family members who work in that system and Tee Jackson is more concerned about how much he gets paid and a new building for him to sit in than he does the working conditions elsewhere, and the quality of pay for our educators and other employees. No one can deny that fact because if he were concerned about other things he would not have had a new contract drawn up in July, 2006 when the old one doesn't expire until 2008 or 2009, he would have given the employees raises the first two times he was given the money to do so and he would have fixed that bus garage with the money that was given to him for that purpose instead of spending it on plans for his new office. If that doesn't concern you I don't know what will. And as far as the person posting on every active thread was surely so that everyone reading this blog would be aware of what could possibly happen Thursday night!

On the topic of T.Jack not living in this county yet, obviously he has no intentions of doing so anytime soon because he and his wife are still very active in their church in Athens. I know this for a fact because I have connections in Athens. Yeah they will show up at the Baptist church here in PUlaski from time to time but usually it is T. alone without his wife at early service then he hightails it out of there to get to Athens. I hear he is good at making appearances at the church here when he needs PR points!
