Pulaski Water Rate Increase

It seems with all the shenanigans going on with the county the city hasn't been getting enough attention and has slipped a real treat to citizens.

The Pulaski City Council voted on first reading to increase water rates almost 50%.

This was reported on TV 5 news last night. Nothing at that time had been announced on WKSR. WTVF reported that the increase would add about $11.00 dollars to an average water bill. I called the Recorders office this morning and was informed that it was true but that the increase would only be $6.99 per 2,000 gallons. After checking my last bill I find that would be about an $11.00 increase. -- Allen Barrett

You can start planning for a substantial increase in your water and sewer rates. The Pulaski City Council voted on first reading a resolution to raise the rates to help fund work being doing at the Wastewater Treatment Plant.

The city is in the process of constructing an inflow water basin that will catch run-off rainwater and hold it until it can be processed by the Wastewater Treatment Plant.

The current facilities can process approximately 4 million gallons per day. Once the renovations to the Wastewater Treatment Plant are made, the facility would be able to process up to 6 million gallons per day.

Concerning the inflow basin, Harrison said that water would be pumped daily and wouldn’t not pose a risk to the public.

“This is something that must be done,” City Recorder Terry Harrison told the Mayor and Aldermen. The increase to the customer should be enough to pay the approximately $7-million dollars that will be needed to finish work on the facility. According to Harrison the note is stretched out over twenty years.

Currently, residential customers are paying $13 per month as a minimum bill for 2,000 gallons of water. The minimum bill, once approved on second and third reading, would go to $24 for 1,000 gallons of water. That’s an increase of $11.

“We looked at all options,” said Harrison. “We also looked for any grant monies that may be available to help fund such a project. They’re just not out there,” says Harrison.

The resolution will come back before the Pulaski City Council next month for second and third reading, before going into effect.

Boy oh boy did I get a trek down the primose lane when I spoke with the lady at the recorders office this morning. While the information was correct the way in which it was presented was every bit as deceptive as a county school budget. The newspaper did a fine article on the situation but waited till the last six paragraphs before telling the ugly part.

In a nutshell they not only increased the cost of the water to be used they also reduced the amountt of water included in the minimum bill. Where we previously paid a minimum of about $13.00 we will now pay $24.00 for half the water. Using my last water bill as an example my family of three used 4800 gallons of water and cost me $32.57. If we use the exact same amount of water after the increase that cost will be over $50 an increase of over $18.00. So what it all boils down to is that our water just doubled in price.
The reason for this huge increase according to the newspaper is suppose to be to upgrade the facilities to increase capacity from 4 million gallons a day to 6 million gallons per day. The problem with this is that according to the Pulaski web site the capacity is already 7,500,000 gallons per day with consumption at 3,200,000 gallons per day. So will someone please explain why we have to double the water bills in order to increase the output to less than the current capacity?

Okay, lets see. $7,000,000.00 over twenty years. 7 mil divided by 20 years, that's $350,000 per year. 350,000 divided by 12 months, that's $29,166.00 per month. 29,166 divided by the $11.00 increase, is 2,651. So if 2,651 residents do not use a single drop of water and get billed the minimum with the $11.00 increase that would pay for the $7,000,000.00 note. My question is, when did the school board start controlling the water department?

Everyone associated with the increase was either elected, appoined by someone who was elected, or hired by someone who was either elected or appointed by someone who was elected. That's the dumbacratic way, the Repusicratic way, and it's approved by the KGB! Every so often you get to vote for flip or flop, who will change the letterhead & give you more SOS. Once in a while, you get a good one - happening more often - a very good sign.

Pulaski water bills are proposed to go up in May or June from a minimum of $13.00 a month for 2,000 gallons of water to a minimum of $24.00 for 1,000 gallons of water so the new minimum of 2,000 gallons per month (if the minimum gallons is not changed) will be $48.00 a month.

$24.00x2=$48.00

For most one person households and a great many two person households they will be hit the hardest because they hover at or around 2,000 gallons a month for a daily shower, flush the toilet and wash dishes so that means that there is no way they can "cut back" because they already are at the minimum.

So it goes from $13.00 per 2,000 gallons a month up to to $48.00 per 2,000 gallons a month.

$13.00x2=$26.00 (100% increase)
$13.00x3=$39.00 (200% increase)
$13.00x4=$52.00 (300% increase)

The new minimum is $4.00 less than a 300% increase for a minimum of 2,000 gallons of water.

I am taking the information in the news story for face value though there is a possibility that my figures are wrong (not perfect over here) because the story may be missing an important element because they do not mention whether there is a new official minimum of 1,000 gallons or the official minimum is still 2,000 gallons.

Clearly if the official minimum will still be 2,000 gallons, an $11.00 increase cannot be correct because that situation is missing 1,000 gallons of water. Is that an intentional media deception or just an oversight?

So my numbers are based upon a minimum of 2,000 gallons.

That leaves two questions...Has the minimum amount of gallons changed to 1,000 or is the minimum amount of gallons still the same as 2,000? Is this news story relating half the actual price increase?

So if it is still 2,000 gallons at $24.00 (13+11) per 1,000 gallons compared to the current rate this is a $35.00 a month increase.

Since the city is constructing an inflow water basin/reservoir, approximately $7,000,000 (7 million) dollars will be needed to finish work on the facility so that the water can be processed by the wastewater treatment plant.

City Recorder Terry Harrison supposedly said:

What about the Tennessee Municipal Bond Fund, a function that Harrison is readily familiar with?

As far as I am concerned this is all useless pork. A money give away for something that will be obsolete by almost 50 years when we really need it and will just have to do it all over again.

This project is money for nothing.

Can Richland creek AND the reservoir even produce that much water per day? Can these two water sources even keep up with such pumping capacity?

Can we cuss yet? You already are? OK.

7 million dollars in water customer monthly bill increases for a completely unnecessary, unneeded and unwarranted expansion project. Are there contractors splitting up that $7,000,000? How tight are they with City Hall?

Since we are only going to need 3.85 million gallons per day 23 years from now, how many decades will it be before we ever need the actual pumping capacity that this expansion is geared for?

We simply do not need this type of capacity and I think they know that but don't care. Once they get the $7,000,000 you know what? Our increased bills do not go down when the project is finished but at the same time if they attempted to raise our water bills this much without a "premise" there probably would be a riot so in effect after they get the $7,000,000 and the increases remain and that is a premise-less hike but no one would remember by then.

By the time we actually need this type of pumping capacity how many times between now and between the next 23 to 50 years is all this expansion equipment going to be obsolete, worn out, broken down and then here we go again?

There is no demand in or around Pulaski for this type of expansion. The only thing I could think of that would require such an expansion on the city water infrastructure is the addition of a methanol plant.

This expenditure of $7,000,000 is not needed and will be obsolete before Pulaski needs this type of capacity.

If this situation is not investigated by some type of legal authority this will go down in Giles County history as The Great Pulaski Water Rip Off.

You are certainly on the right wave length and have the bottom line that every water customer in Pulaski will get the shaft with this huge and unnecessary increase.
Please check my post on 27 April 2:57, there I explained the cost. Basically you are right that the minimum bill will be $24.00 for just having water whether you use one gallon or a full thousand gallons it will be $24.00. The basic was $13.00 for 2000 gallons. After the thousand gallon mark is reached each additional thousand gallons will cost $6.99.
I strongly urge everyone call city hall, Dan Speer and each city councilman to complain about this abusive price gouge. I hope to be at the next city council meeting and hope everyone who can run, walk, crawl or be carried will be there to show their disgust at such an absurd increase. Allen Barrett

Firstly, special thanks to J. Kendrick McPeters for hosting the public forum Giles Free Speech Zone.

I have tried to get this issue/news posted on internet entities that offered visible feedback or forums functions but this water rate hike seems to be censored everywhere but here on Giles Free Speech Zone.

This looks like ground zero since I can't find any other function on the internet that allows community conversation on these particular issues.

If it also may be noted in the interest of the general public: Social Security recipients both retired and disabled, in January 2006 (3 months ago) received a 3.3% C.O.L.A. (Cost Of Living Increase).

Here it is beginning five months later, and at the rate of increase that the City of Pulaski proposes for water, they are taking that entire C.O.L.A. in one fell swoop. Actually, more than the actual C.O.L.A. if you know some SS recipients that might not mind telling you what was their 3.3% came out to be.

This is typical Neo Con (Neo Conservative Christian) doctrine that poor people or those on fixed incomes are cursed by God which is why they are poor and are not entitled to any consideration; a demonic teaching that they willingly inherited from the Pentecostal Charismatic Cult. From my inquiries the City of Pulaski does not even provide any discount for low income people, not even in Winter. They bleed every body and family dry.

At least they are consistent and do not discriminate in the fact that they screw everyone equally as is a common denominator with Bush worshipers being emotionally and mentally merciless people.

If none of the above then they are just plain evil without an excuse.

Also add that they hold a customers $150.00 deposit for 2 years when in reality it only requires one fiscal year (or 365 days) for the customer to legally demonstrate honesty and or solvency.

This entire scheme serves no one except the 'money" interests in or of Pulaski.

Our American government nor any aspect of it from the top down was never intended from the beginning to be a capitalistic venture, competing with privately owned business or stock holder controlled enterprise.

As a tax payer entity, Pulaski is involved in the profit making business competing with from what I can tell, telephone, cable and internet service. This is set up by our elected officials through a or by manipulating a third party, our utilities. When their scheming plans for profit fails who makes up the difference of the losses? Yeah, you and me. We are their taxpayer insurance company to offset their gambling ventures in the "market" that way they do not go into bankruptcy and face prosecution as long as they can keep their "financial head" above water not unlike the criminals that Neo Con Tennesseans incessantly vote to send to D.C. who are currently going down like a house of cards in a federal corruption scandal.

Our elected leaders in Tennessee no longer represent the people but they represent profits and what we do in essence when we cast our vote is to elect Chief Executive Officers and a Board of Directors so that our tax money goes not to serve the people at large of our jurisdiction but profits and those who have connections.

Interesting reading to say the least. I also agree 100%. This is all corrupt.

Everyone knows that the people or the citizens or the customers in this matter would hold no sway over those who intend on doing this even if they talked and reasoned themselves blue in the face. I'm sure that receiving input from concerned persons at a City Hall meeting would only be for public show thus making that forum a fraud since it is reasonably safe to assume up front that they are not backing down from these plans.

It is also a disgrace that no notice of this intended impending action planned for this month was included with this month of May's bill. They do not even have the moral courage to slip a public notice in with the bill. That is really scraping the bottom of the barrel and smacks of purposely hiding something. If they were regulated they would be required to give notice in order to allow rebuttal.

If they persist though there is recourse. I have no doubt that over 90% of water customers would lend their signatures to a public grievance all of whom would have the same common complaint.

You take that and turn it into a class action lawsuit. If no one is paying attention that will wake them up concerning a project that will have no real functional value for Pulaski water service for like was said, around 50 years plus going obsolete and or becoming worn out and needing replacement before the next half century rolls around and then they would just hike prices on our children again to pay for it.

There is every piece of evidence to show that this water project is a certifiable boondoggle.

The worst part for the customers is that municipal utilities are not regulated so there is no commission the customers can petition for mediation. The best part for the City is that they know they are not regulated thus any matters at hand begin and end with them. That is why I believe that is safe to say that they could care less what the general populace thinks given these privileged dictatorial powers.

I think it would be an open and shut case because there really is no plausible, reasonable or realistic premise for engaging in such a project.

With very, very few exceptions, we have excellent people in local government. Self confident, competent people don't expect hero badges. They have enough sense to know they're good and can easily feel the good vibes passed back to them when public deals with them!

City tax payer: look at the head of the snake. Your Mayor! Calls' all the meetings and post the agenda.
The same guy that pushed the Give Away (have to make a quick deal before they take one somewhere else, to the county commission) of the county owned spring.
They offered to buy it, but NO, let's give it to them !
Now you see who will pay for the new plant those people were going to build.
This extra cost will naturally be passed on the the other water districts that buy their water from the city.
I hope the county commissioners water bill get the same increase as the voters' that elected them.

To anonymous: Apparently you see no problem with 140% increase in your water bill but will you allow me to at least say, “OUCH” For me 140% is a very big bite out of my budget especially when I’m trying to make adjustments for gasoline and don’t have the luxury of demanding that someone else pay my way.
You speak of "something sinister (disturbing, threatening and evil) going on" I suggest you check with some of your elder neighbors on fixed incomes and ask them how a 140% increase will affect them. I believe they will tell you what "sinister is" Allen Barrett

A couple of clarifications to your writing if I'm reading the first post correctly. These improvements that are being paid for by increasing your water bill and actually being made to the "WASTEWATER" treatment plant and not the Water treatment plant. Even though water usage may see a maximum day of 5.78 MGD, due to inflow and infiltration, the sewer system on a rainy day may see flows up to 6.0 MGD. Again, I'm going off of the first post which states the rate increase is due to paying for wastewater (sewer) plant improvements. It really has nothing to do with the water withdrawal permits or the water treatment plant.
If the wastewater plant is under sized (which is my understanding of why the improvements are being done) then most of the people on here complaining would also be the first in-line to bring a law suit for sewage backing up and bubbling up through manholes on private property. Don't get me wrong, the increase is HUGE, but at the same time, I don't want to have raw sewage coming up in my yard when it rains.
Just my thoughts.

You are right. Wells and springs are being condemned at an enormous rate. Mainly to force those people onto a public utility and to receive a bill for thousands for the tap in front of their house even before they ever get a water bill because first things come first, cough up a few grand or no water and your spring is condemned.

It is even worse if their are children in the house because their parents will be arrested for giving unsafe water to children.

I know of a community of about 400 people who had clean fresh mountain water supplying a gravity driven water tower (no water bills) and their source was condemned then here come the water company with the water pipes and sewer pipes.

This fresh water is now tested clean as it ever was but now ends up sooner or later in the Mississippi.

I was talking to one lady over a year ago. She uses a spring and she said the City wants 10,000 up front to put a city water tap in front of her house.

These are separate drainage systems or natural waterways would be open sewers. Pulaski has high water several times since 2000 without becoming a cesspool.

Some localities have been known to employ the idea of geysers of sewage as scare tactics.

If these things are passed then those who made sure it was passed will some time afterwards take care of their own personal finances as far as these increases are concerned with pay raises for themselves. That way they remain unaffected by any increases and the whole point in that is to make sure they break even or raise themselves far more than the increase.

Stop allowing storm drainage water to enter the sewage system and allow it to run into the natural waterways since that is where it will be pumped from for use anyway.

Allowing storm water into the sewage drainage systems is an astronomical burden on waste water treatment because they are treating millions of gallons of rain water that need not be done this way.

This is an intentional burden on the system by flooding the sewage system with rain water.

I attended the city council meeting yesterday and was met with a very congenial greeting.
I was allowed to speak and raise questions about the water increase. At all times I was made to feel welcome and comfortable in addressing the council. I really appreciated that.

During this meeting I was issued a challenge to come up with a better, cheaper idea of how to comply with the state order for storm water disposal. So while I research from this end I request everyone to please help out and submit your ideas on this thread of the blog.
If the huge increase is to be stopped it is going to take a great effort on the part of many.

The following is the text of my statements to the Council. I have included their response and then some notations in brackets.

Questions: If the city has already begun construction on this project…. How much has already been spent, where did the money come from and who authorized the work to begin and when? ( The mayor stated that no work had begun, that the radio had gotten it wrong.) [Whether the mayor is mistaken or not can be determined by looking at the lagoon already being dug].

Question: Currently they process 4 million gallons and after completion they will be able to pump 6 million gallons. So in order to pump two million gallons we’re expected to pay 7 Million dollars? How many days in the past year has there actually been 4 million gallons processed? (Average is less than 2 million gallons but when it rains a lot more has to be processed.) [The storm drains of Pulaski only cover 20% of the area according to MTIDA. Even after the massive expansion they will not be able to process all the storm water “expected” immediately. To accommodate the excess water a lagoon or holding area is to be built. My question is why not simply make the lagoon large enough to hold the water now and process it in the current facility that is being underused. ]

Question: Where is the “order” requiring such a project and who is it from? I would like a copy. What are the specific grants that have been pursued? (I was given a copy of the “order” and told we were subject to a $100,000.00 fine if we didn’t comply. I was also told that all possible grants had been pursued.) [The order is from the Tennessee Department of Environment and Conservation, Case number 04-0345 dated 13 December 2004.) [After reading this document very thoroughly there is absolutely nothing that requires a new facility or even an increase in processing capacity. There is a requirement that a plan be filed within 90 days of receiving the order under penalty of a $15,000 fine and $20,000 each month for two months then $45,000 if the “plan” has not been filed. When I mentioned the specific “Wastewater Works Grant” TCA 68-221-806 and part 8 Wastewater Treatment Works Construction Grants” I was told “I’ve never heard of such a grant and all grants had been pursued”.]

Question: While the increase in the basic residential bill is $11.00 that is not an accurate reflection of the increase is it? The actual increase is $18.00 based on the fact that presently we pay the basic rate of $13.00 for 2000 gallons. The increase requires we pay $24.00 for a thousand gallons then $6.99 for the next thousand gallons. That is a 140% increase in the basic bill, which is outrageous. (We know it’s a lot but we have to do it. We’ve looked at every option there’s no other way.) [According to the order I was given the only thing that is required was to file a plan. The only requirement is to develop a lagoon to serve as a holding area until the water can be processed]

Question: How many seniors in town living on a fixed income can possibly absorb such an increase without major consequences? There was only a little over 4% increase in social security benefits much of which was eaten up by Medicare not to mention the price of gasoline. What are they to do? (No response)

This increase is not reasonable, it was not completely honest in the way it was presented and with it you are creating an incredible hardship on the people you are suppose to represent. I urge you to please reconsider this matter and vote no on this.

The Council voted unanimously to approve the increase and were about to have a third reading and vote so that the increase could be included in next months water bill. I questioned the fact that T.C.A. 68-221-1107 “Facilities Users Fees”, required a thirty day notice be placed in the local newspaper prior to any meeting where an increase of fees is to be decided. The Council voted to put off the final vote until next month.
Folks we have until the next City Council meeting to find a way of stopping this absurd increase in water rates. Allen Barrett

All the water districts purchase from the city of Pulaski.
If this increase goes into effect without a REAL NEED and that does not appear to be the case from what Mr. Barrett obtained from the last meeting, every water district will raise their billing to off set the increase.

After leaving the City Council this noon I can not possibly describe how badly I felt in need of a shower. I watched as every matter was passed without as much as one question from the council. The water rate increase was approved without any questions from the council. Was this matter discussed in secret meetings away from public ears? Surely these good men and women would not impose such a hardship on the city residents without any discussion at all, would they? If they did have those discussions, if there were questions when and where were they voiced? I know of no public meeting where this matter was discussed other than what little I was allowed to express. The mayor says that he was on the radio telling everyone about this for months. If that is true at best only one side was ever heard. Why will the mayor not debate this issue on the radio is it for fear of discrediting all his propaganda?
When did a council member ever ask the mayor to show the mandate from the state? When was the mayor questioned about the difficulties this increase would cause? When were the discussions held that showed the current levels of treatment of wastewaters is only a bit over half the current capacity? In what public meeting was it discussed and agreed not to raise the industrial rate?
The truth of the matter is I doubt any public meetings were held where these things took place as they should have. The truth is the state has not mandated any such wastewater treatment facility be built and in fact agree that a large lagoon for holding wastewater until it can be treated is well within their requirements.
The mayor through fraud, deceptions and a passive council has perpetrated a heinous hoax on the entire community. There is a major conflict of interest in being both the mayor and head of industrial development; this issue of the water rate increase is a major revelation of that conflict. Allen Barrett

An easier thing is to simply call the city and ask for a copy of the order that mandates, orders, request, suggest or in anyway tells the city they “must” build a bigger waste water facility. It can not be produced because it does not exist.

To everyone else, some questions you might ask the city officials is about how they were able to take bids from Richland Steel and Lincoln Utility for work on the wastewater treatment and inflow holding basin before there was even approval for the rate increase. Other questions concern the Industrial Park Drainage project at over a hundred thousand dollars. Where is the money coming from for this project?
The biggest question is this rate increase will produce approximately $69,984 more dollars each month going into the water department. This is supposed to pay for the seven million dollar loan to build the facility. The loan is made for twenty years; even public school math tells us that’s over $16,800,000 over the twenty year period. Either we are being taken or else we are being taken. With that amount of money the loan could be paid off in eight years interest and all.
Why were we lied too about the increase be only eleven dollars? Why were we lied to about the requirement for the project? Why are we paying almost seventeen million dollars back for a seven million dollar loan? One question that keeps coming up over and over is has the mayor so mixed his duties and responsibilities as mayor and Industrial Recruiter that the people are being shafted. Now if the mayor or anyone else wants to question what I have written, I have challenged him to an open debate on WKSR which he has refused, that challenge is open for anyone that questions what I have written and would like to make me look totally stupid and shut me up. Smells like fraud and profiteering with the water company making out like a bandit. From what I understand, legally, the increase is instituted to pay off the loan with no word in the paperwork for the cause of the extra money.

The rate hike has been passed "as is" so the reason for the increase should be legally binding and NOT one penny more and the excess is illegal.

Do those papers you have say anything about the interest on that loan? Figure that in and see what you come up with then the balance is excess.

Once the loan is paid the municipal water company keeps the money free and clear and doing so STILL under the guise of the original reason for the increase which by this future time has become void.

Plus rates WON'T go down once the loan is paid so this is a free gravy train not only in charging the customers more than the price to pay off the loan plus interest the rates stay up after the loan is paid so this is a double boon.

In my opinion this excess money is what needs to be investigated because it is like double billing or gouging and is a summary increase in water rates without probable cause or explanation or justification.

They have a financial deal to stretch out over 20 years what we can pay off at the current rate of increase in 8 years.

So in effect, what they are taking in extra per month through this increase, only a small portion of that increase is really going to pay off the loan and the water company pockets the balance.

If this can be paid off in 8 years at the current increase rate, obviously only a fraction of the increase is actually going to pay off the loan and the monthly balance is like the water company having its own money printing press.

Is this stealing?

Is this extra money going to be diverted somewhere else? What are the itemized stipulations of this rate increase law that make accounting for this extra money?

Seems that the only two ethical things to do is to call the creditor and reconfigure the loan for 8 years or slash the rate of the water bill increase to match a 20 year payment schedule.

Or, repeal this increase in its entirety and rewrite it and re-pass it so that it will contain an itemized list of what all this extra money is for beyond the value of repaying the loan.

I do not realize or know any of the things you claim that I know in your genuinely ludicrous statement.
Three questions I must ask based on your 8:15 post.
First question concerns “the small group of malcontents” as you describe them. As others have asked you before I ask you now, will you be so bold as to identify those individuals in the small group you seem to be so familiar with and keep referring to? Obviously, there is nothing for you to fear in revealing these names since you continue to hide your identity under the anonymous label.
Second question has to do with the part where you state, “Hey, don't take my word for this. Just ask around town.”
On at least two other occasions you have chosen to make statements based on what others tell you instead of thinking for yourself and doing a little research to find the level of truth in what others say. My question is do you have any actual knowledge of any National, State, County or City business that has not been a result of someone else telling it to you? In other words do you know anything other than what someone tells you?
Third question concerns your last sentence. Help me understand if you will please, why is it called "describing behavior” when you do it but its name calling when others do it?
Simply by reading your post most anyone can see what a pathetic little person you are and it’s because of that, that I don’t expect you to answer the simple questions I have asked of you.

I tried to explain to you that your hero used that same concept when he called me a nam (noun). He said he wasn't calling me a name but rather, was simply describing my behavior. When I do that, I'm calling names? Ridiculous.

After reading the Corrective Action Plan # 04-0345 submitted by the city to the state August 2005 and revised January 2006, there is absolutely no question that the State did not mandate anything from Pulaski other than a plan to correct an overflow and flow blending problem.

Page 35 gives the corrective actions that are “suggested” not by the state but by the city. “Improvements should be implemented to achieve NPDES permit compliance. Modifications include modifications to the main SPS and rehab of lower Pleasant Run Basin. Improvements include an inflow holding basin, headworks alteration, raising the walls and installing new fine bubble aeration basins a new final clarifier and headhouse, conversion of the existing elevated clarifier to a gravity thickener, new ultraviolent disinfection (optional) and a new lab building”.

Now the most interesting thing is that by their own growth projections Pulaski will not exceed the current wastewater capacity levels until sometime after 2025. I asked one of the alderpersons if they had read the C.A.P. no was their response. I asked how can you justify borrowing 7 million dollars and not even read the C.A.P. that you say requires this expenditure? No answer. I asked if he knew that the current level of capacity would not be reached until sometime after 2025 by their own estimates. His response was, and I appreciated his finally getting honest, “well we wanted it and we did it.”
Now consider how they did it. There are 3100 (their number) water customers. 3100 times $18.00 equals $55,800 new dollars going into the water department each month. That is $669,600.00 new dollars each year. So why did they borrow 7 million dollars at 4% for twenty years? Consider that 669,600 dollars for twenty years comes to $13,392,000. Mr. Harrison the city recorder would have us believe that the extra is for debt service and interest, my, my. According to the minutes of the meetings there weren’t even any questions or objections expressed by the Council unless it was in a meeting like the one held Monday, in violation of the state open meetings law, to discuss the budget.
Now consider this, last week Melissa Crouch, Chief Operator City of Pulaski Wastewater Treatment Plant had a guest column where I was attacked repeatedly for my little 600 word letter, what she failed to say in her six half page columns was that she lives in the county and thus will be exempted from the rate increase. Also exempted are all non residential rates. So what that means is that at least four alderpersons and the city recorder exempted their businesses or places of work for increases. I asked the mayor and council which was better able to absorb this incredible $18.00 increase a company like Fafnir or an eighty year old person living on only their Social Security income. I said it loud but I guess they didn’t hear because so far no one has answered, think it would be wise to hold my breath until they do answer?
I urge you to call the mayor and the alderpersons ask them questions from this information and let me know what there response is. Ask the mayor, who pushed this project and straight out lied about it being mandated by the state, why he will not debate me on the radio or any other public forum about this issue. Allen Barrett

If I had listened to others and followed them when I knew I was right, I would hate to think where I would be and what a disaster my life would have been. They use the sewer system too and the plant processes their wastewater just as much as anyone else.

I guess we will see them all washing their cars at work now. Some trucking water home. Maybe even adding a shower stall at work.

If business' had to pay the increase how much you want to bet they would mobilize sue the city in a heartbeat?

So successful in fact that it would never go to court since the mere threat of such a thing from that type of group would send City Hall out the door with its tail between its legs.

No. It is just good to know a persons guiding principles either way compared to their actions in the world.

An atheist inevitably would be guided by the laws of the land and one who was an adherent to the Bible or other holy book would be inevitably bound by the principles therein.

Their actions and what they do to people singularly or collectively or are judged by their particular value system.

If no then the laws of the land mean nothing or the contents of the holy book mean nothing. In that event neither person would be what they say they are.

Asking what would be done with the information reflects fear and paranoia.

There is nothing to "do" with the information but there is plenty to understand. Church type affiliation or church going is also irrelevant.

Knowing what drives people helps understand their actions.

If no one knows whether they are Christians or atheists or whatever it doesn't matter really since a persons actions in general reflect their guiding principles in reverse.

So really knowing what I asked would only serve to define either hypocrisy or criminality which is secondary to the actual actions anyway.

A couple of things that are said “about town”, which seems to be where all your information comes from, that you fail to mention. First, from those with real first hand knowledge comes the information that Mr. Barrett is an outstanding minister and preacher, get someone to explain that the two are not always the same, He’s different, not always stuffed up in a suit but down to earth a regular guy. The second thing, I dare say even his most harsh critics will tell you is he will not intentionally lie to you. You may not like what he says but you can not dispute his sincerity. Even when he has been wrong on this blog he has admitted it, apologized and taken responsibility for his error. Third, most of what I know about wab is what I have learned from others, his campaign statements, what he has written on this blog and what I have observed in the courthouse, while you proclaim yourself a conservative he demonstrates those conservative values that made this country great. While wab would have been helping throw the tea into Boston Harbor you would have been with your Tory friends in the inn talking about how badly King George needed the tax on tea.
The fourth thing and this is what has impressed me the most, while wab has said things I may not especially like or in a way that I might dislike he has put his name on what he has written. When he has referred to others in less than flattering terms he has put his name on it. You on the other hand have hidden behind your unknown identity to attack and call people all sorts of names from the comfort of your darkened closet. We chose to live our life in a way that would represent our Lord and Savior-but as human beings we fail him miserably. Hey everyone, tip of the day for saving water:

Urinate in the bathroom sink (except the ladies of course).

You have to turn and rinse your fingers or hands anyway (some don't so they save more money on the water bill) and it takes about a pint of water to do that so it kills two birds with one stone whizzing in the sink like that and wash it down the drain.

Better than 3 or 4 gallons of water out of the toilet tank isn't it?

In my opinion,

This is when it comes in handy to know who your leaders are character wise such as those who subscribe to a Creator that has an accompanying holy book that contains the rulers and standards of the treatment of people and there are no exceptions for sin and evil. Unless you are a terrorist of course then their religious book is just full of it or not necessarily the book but their interpretation of it.

Or if they are atheists who inherently claim no ethics or morals outside of the written law.

So, business owners, those who obviously have money do not have to pay any of these increases. This is showing preference to a specific branch of society, a certain class of society, just like in the New Testament those in the church were exampled to prefer the wealthy, those in fine clothes and gold jewelery and these were giving the choice seats in the worship service while the poor and destitute were relegated elsewheres in attendance. Christ condemned this type of behavior by Christians. So if our leaders are Christian then look how they protect those who have money but look at how MUCH MORE others have to pay to compensate for the fact that the others do not pay their fair share, the poor, the disabled, the sick, the Social Security recipients, the retired, the pensioners, the widows, the struggling family, on and on and these are literally the poorest people and they are gouged just so business owners can skate on any increases. Not gouged more so the other person with a lot of money doesn't have to pay so much. Gouged so bad the other guy does not have to pay at ALL.

In my opinion this is illegal and is discrimination because a water customer is a water customer and if all customers do not have to bear the burden then someone should be sued. Separating water customers based upon their possession of a business license as grounds that they do not have to pay the increases is biased. Especially in the cases that a persons home and their workplace are one and the same place. They get off double free because there is one meter attached to the property.

Lots of those places flush more water down the city sewer in a week that I do in a month. Some even in days.

I HAVE TO PAY FOR THAT. SO DO YOU.

If everyone had to pay their fare share for water consumption we would not have to pay so much to cover what? 16 million dollars on a 7 million dollar loan or some such thing?

Hypocrites if such people call themselves attached to a Creator. Sit in church. LOL, a house of damnation is all it is and that is from their own book of standards. A modern day money loving cult. Oppress the poor. An elite social club. That is why you don't see the poor there. Taking the money right away from them just so the other guy does not have to pay.

As for atheists there isn't any hypocrisy in such actions since there is nothing in the written law saying that sticking it to the poor and elderly and the sick and every other poor person is an evil sin.

I recall when I was working my way through college that I had a variety of jobs given me by rich men. Did I despise them or resent the fact that I had to work for them? NO. I was thankful that they gave me an opportunity to work with an eye toward realizing a dream!
Liberals (aka democrats) run around criticizing tax breaks for employers so they can reinvest in the company and thereby the American economy. I am thankful we have them
The quiestion we have to ask ourselves is this: Where would you and I be and, more importantly, where would our country be were it not for those who have the money? If you ask a young father with a wife and children if he is thankful for his job, I am certain he would say yes!
Get past this class envy. We would be in dire straits without those who enable the working man to have a piece of the American pie. I know that may be hard for you to accept, but that's the way it is.

855 Charging more per gallon of water to the very poorest in the community, to give a price break to the affluent is about as low as it gets. Water is a basic necessity. The water rates pass a big penaly to those who are may not have food on the table.

The issue isn't "investment", it's "Corporate welefare" - taxing citizens to provide private property, infrastructure to private investment, tax breaks, etc. THAT ARE NOT AVAILABLE EQUALLY TO ALL CITIZENS AND EXISTING BUSINESSES! American pie is not taxing citizens to equalize the big difference in slave labor cost vs. free competetive labor cost in a civilized nation.

Demanding that those with money pay their fair share of the water bill and the sewer is not any type of persecution. In essence they are receiving free water and sewer compared to everyone else is all it is.

Persecuting them would be reversing the situation so that they pay it all and only they pay it all. Set that up and see how fast they cry financial persecution. It is ok for it to happen to the poor, to them that is socially acceptable but if it happens to them then it is an atrocity that they have to foot the whole bill while the poor stay on the regular payments.

If we want to fight among ourselves then all our energy and efforts will be for nothing and city hall will win. We need to focus our attention on the real culprits in this matter of the water increase, the mayor who lied through his teeth when he claimed the state mandated the new building program, and the council members who did not even bother to read the C.A.P. or question the mayor about "the mandate" but simply voted yes in unison as the mayor pulled their strings. If you want to do something productive come to city hall tomorrow and speak up against the bloated city budget and if you don't want to speak be there as support for those who do try to speak. At the last meeting no questions were allowed from the public and there are certainly none being raised by the puppets sitting at the table. We can not afford to continually stand by idle hoping for the best from those who have demonstrated the worst. If things are to change they will have to be forced by public outrage. Being the mayor and the industrial recruiter is a severe conflict of interest and especially the way the mayor manipulated the system to enrich himself. Allen Barrett

A conservative would call entitlement the opportunity to be free, productive, and reasonably accountable for their life and livlihood. They have a value system and morality.

A seemingly dumb argument has a lot to do with how we and future generations are going to live.

A conservative in the US will only exist with the protection of the Constitution and laws based on that Constitution. Arguments based on the profoundly simple written words of the Constitution are not allowed in almost any lower court in the US! Our borders are not protected and there is no penalty for not protecting them! The very basis of agreement and contract are lost to the whims of the American Bankers Association. Predatory lenders can turn your life upside down without your permission or knowledge, and there is nothing you can do about it! Amendments 4, 5, & 14 + Article 6 mean nothing! If you have several thousand in cash plus endless hours of your time to waste, you can hire a lawyer and watch your money disappear.

The pen is still mightier than the sword. If the sword of law is broken, the pen still works. Most people haven't figured out the fact that not responding to written issues plus hiding behind a cloak of dignity is an affective ploy to operate under the radar. The school numbers & comments in here look pretty cut & dry - way over the legal line.

I don't mind paying for education. I do detest fraudulent documents designed to create windfall collections of tax money with companion illusions of excellent management! Spending has enriched and expanded bureaucracy - the antithesis of conservation. Deceit is the antithesis of education! I say turn the heat up!

You will not see them riding around in a new SUV, eating fine food in a restaurant, or traveling on vacations. Most live a week on less than the tip that is left after a fine meal & drinks spent to entertain persons of wealth, persons who might be enticed to locate here, if we pay them to come.

As I have said before, where would we be in this country were it not for the wealthy? As hard as it is to take, they are the ones with the money who provide countless jobs for American citizens. Having said that, I submit to you that, for an example, young working parents with children are glad to get those jobs. I seriously doubt that they would give up those jobs because of hatred for the "wealthy" employer. No, those jobs enable parents to provide for their children and, more than that, to realize at least some measure of the American dream. I know, because I've been there and done that.
As for businesses going overseas or to Mexico, I don't like it either. But, private industry can move to Iceland if they so choose. And many people are quick to blame that on government.

I think the issue is corporate welefare - paying a corporation to locate in a given community, only if the taxpayers will provide any or all of the following:
** free land
** free buildings
** free infrastructure - instead of buying existing property that has the roads, water, sewer, power, etc. (whoever has the "existing property" already paid for all of it - but that wouldn't be free!
** the ability to borrow money tax free, as if they were a charity or government service - not a for profit business, like those who go under every day.
** government guarantee on loans to get better interest rates.
** Tax exemption - pay no taxes like all other businesses.
** free employment services - can pick who they want - get negotiation assistance, etc. regardless of laws.
** free training of employees (most of whom are ready & willing productive workers)
** worker salary subsidies
** Assistance to relocate from another US location (one that can't give them as much free stuff)
** ETC>, ETC<, ETC! - Well over $100,000 per job in various instances!!!!!!

SO They can compete with a bowl of Chinese rice per day?????????

You make it sound like the global wonders of wealth are creating jobs with their money. Corporate welefare is the same as the nanny state welefare system, except the big rats take sooooo much more - then move the jobs to slave countries anyway!

WE NEED FREE COMPETITIVE BUSINESS. Real work, real pay, survival and security based on accomplishment, etc.! Giles county has some of the best workers in the world! Maybe it's too late to say WAKE UP!

And so it is, the poorest from within the community shall be blessed with greater portions of little, while the weathiest from without will be cursed with diminishing returns from the poor, who will have less of more to give.

So, if you wonder why the spear draws blood, it's simply what a spear does. As long as you raise your rear end high & point at it, the spear will find its target & you'll get what you deserve!

I should also mention that the only defense that the modern day rich have about any complaints ever made about them and their methods is that the ones doing the complaining only do so out of jealousy.

Even when they sit convicted in prison they swear it was because of jealousy and the jealous wanted to find a way to take it from them. That is a shame really especially when they were caught red handed looting the company or ripping off the investors.

They feel the same way about lawsuits and damages is that the jealous are just making a grab at the money.

There are some of those people yeah but the crooked rich use those few to define the majority.

It isn't jealousy.

It is a hatred for pervasive corruption that has taken over our society. Their ways and means are criminal by design and intent, they forever skirt the law and pervert it beyond all reason, them and their crooked lawyers. The trick is, our society has not gotten around to passing laws against their behavior yet and probably never will because they own the politicians that make the laws.

Actually, they are one of the main reasons there so many laws are on the books. If you make one if their criminal gestures illegal, they just invent another, and another, on and on and at no time ever approached anything honest because these types simply do not possess such attributes.

Their lying math is a textbook standard now. Ghost numbers. Profits that do not exist. Wealth they cannot prove. Voodoo economics.

And they get it all from the poor since the poor pay the highest of all people.

These are also the same people who say that people who are in need are freeloaders, living on handouts, should not be entitled to any government assistance, or Social Security, or any government benefits whatsoever. These are the disabled, the sick, the widows, the poor and poverty stricken.

If the rich had their way all of these people would be subject to euthanasia because it would add another million to their billion by cutting off any type of public assistance. The rich think they are the only ones who foot the bill for these things and act and talk as if it is all coming out of their own personal expense account.

The poor out weight the rich in numbers probably by millions of percentage points so they are the ones who pay these taxes used for the public more than anyone else.

It is the rich that are jealous.

They never cease to belittle and denigrate such people when in fact they are poor and poverty is climbing simply because our society has not enough opportunity and go around to provide any resources to get out of the slum. The rich offer jobs that require welfare assistance to survive. The rich lobby Washington to rob you of your over time pay and were successful at that. The rich fight minimum wage.

They hate the non-rich.

Read the wide and varied supply of scriptures on the condemnation of such people and then compare notes.

I'm not talking about the crooked rich as you call them. All wealthy people are not evil. In fact, some of the wealthiest individuals in this country are first-generation rich. They had some money to start with, but they invested and made themselves wealthy. Is that a crime in a capitalistic society? I think not.
I'm not jealous because I'm not a rich person. I'm just thankful that I have a job. And, YES, I owe that to the rich man. It doesnt bother me at all, because I understand the ecomonics of the haves and have nots. But where would I be without my job? Could you answer that for me?
I also understand very well what the Bible has to say about the rich man. It says, among other things, that it would not be easy for a rich man to go to Heaven. However, it's wrong to say that ALL of them are in the same predicament.
Question. Do you favor redistribution of wealth? I'll bet you do. How is that fair? Could you answer that question as well?
The so-called rich are against unreasonable minimum wage increases for a couple of reasons. First of all, the minimum wage was NEVER intended to serve as a living wage. Secondly, steep increases in the minimum wage would mean a reduction in job opportunities for the unskilled worker. Can't you see that big businesses would scale back on the workforce to compensate for the higher minumum wage or outsource jobs to foreign countries? This is already happening, largely because of union demands for higher and higher wages. And private industry is not regulated by the government , so you really can't place the blame there.Furthermore, those same big companies would have less money and/or inclination to re-invest in their companies because of higher costs of doing business.
I worked minimum wage jobs when I was in college and was thankful for them. But I knew even then that I couldn't make a living on the pay. So I CHOSE to study and work hard to avoid being trapped in those jobs.
Please try to keep in mind that, were it not for the wealthy, you and I would most likely be in dire straits!

There is no critism for the wealthy who use their own wealth to create jobs.

There isn't enough critism for the wealthy who wine and dine corruptable politicians in order to tax the poor:
/ to build facilities for private use and profit - that will pay low wages to the taxed poor.
/ to subsidize those wages paid to produce for profit private products - with government services and grants.
/ to provide tax free operating capital, while true competitors pay top dollar interest!
/ it's a long list.

None of the 4 issues you support have any bearing on saving our country from total oblivion.

During the course of my adult life every presidential election in the minds of the general public has been based on special interest topics and not the chronic issues that face our nation and the destruction of it.

Your 4 issues are issues generated by the status quo for the sole purpose of throwing you off the real issues, any issues at all that is turning America into a third world country one section of town at a time.

Your 4 issues are for the purpose of occupying you while they go about the dirty business of keeping their dirty business on the back burner.

Instead of a food fight, we all need to tidy up the pantry, or we'll all wind up starving. The 4 points (or is it 3?) are well taken, as well as the counter points.

One issue solves all - GOD, that which is the stated foundation of our country - the same thing that evil is taking away from us.

If no one is out cutting off heads, blowing up children & women & innocent people in market places, etc., a big chunk of government disappears.

Homosexuality is an abomination cursed by AIDS - sanction & support it & we get to pay the staggering financial & social cost of it.

If you don't covet & take that which isn't yours ... another huge chunk of enforcement, judicial, legislative, civil legal, and unimaginable government activity disappears.

The basic standard of living includes taxes, therefore EVERYONE should PAY taxes on consumption, wealth, and income (including assistance which has to include consideration for tax on that assistance). That replaces the free-for-all mentality with responsibility. If work able, must put in prorata share of time contributing to some worthwhile activity. No work, no $, unless incapacitated!

He who doesn't respect the covenants and gifts of God will lose them. Thus, we are being swallowed by evil. Biblical history is full of examples. The ACLU and the NEA and others are taking that away from us because we are taught to be "tolerant" and accept "moral relativity". The school can't teach that most important part of factual history!

So be it, the global gods of finance and power take your mutual funds, retirement funds, and natural resources to pay for moving our industrial might and security to communist and other slave nations. Most is GONE!

That takes us to the few "rich who make all this happen". (Not all rich are evil!) They are the enemy within, the decadent, the invisible arm that covets and takes that which a once prosperous nation built and passed to future generations.

Which takes us to "smite thine enemy". Of course it doesn't happen, because the enemy is within and directing our warrior to stand at attention while the terrorist takes aim from the shoulder of the terrorist's child. The warrior who dispatches the terrorist den is tried and convicted by the enemy within our nation. The patriot who stands fast is dispatched by the terrorist and will no longer be a threat to the terrorist or the enemy within! The enemy within fears the patriot more than the terrorist.

We need a mass impeachment, starting with Bush, Kennedy, Pellosi, and countless others who are committed to destroying faith in God and Country. It is probably too damn late! (damn as in damnation)

Interestingly, I couldn't agree with you more about how our nation has forgotten God. He was expelled from the public schools, and that was the beginning of our our slide into the abyss of socialism, intellectualism, political correctness, and the like. I too think Kennedy, Pelosi, Murtha, and others like them need the old boot. I've not decided yet about President Bush. IF he is right about the terrorist threat to this country (and I think he is), history will look upon him favorably. If he is wrong, he will go down in history as the worst president since Carter.
What really frightens me is what may happen if the democrats being the troops home and then we have another 9-11. I truly believe this thing with terrorism is global in nature and that those hotheads are not going to stop just because we decide to go home! I hope they know the implications of what they want to do! It will not be enough to say they made an eerror in judgment when the next 9-11 occurs.

I do not owe corruption anything nor am I thankful to corruption for anything nor do I owe corruption anything and our world would go on just fine without these people since there office is little more than a place for them to count money and the gears of industry do not depend on them just like our country runs along nice an smooth when the Senate and Congress are on vacation and the halls of power are empty just like industry runs just fine with the CEO's on vacation. As much as they think it does or would like it to, the world or our country does not revolve around these people. Unless of course they loot and bankrupt the company then they really effect things.

The difference is whether or not they got their nose in it or out of it and as long as they have their nose in it, it is nothing but trouble but there is none of that when their noses are somewhere else.

This is the first time I have been here, so, would someone please tell me why it is that only a few people arent afraid to use their real names or at the very least their initials?
You are brave enough to blast someone that cares enough to stand up for whats right yet you are too cowardly to use your name when you kick him.
Why are you hiding? What are you hiding from? Are you afraid that someone will use it against you?
Too many people use anonymous to rant and rave about things they dont know much about.
I will be the first to tell ya that I dont know a lot about whats going on with the city water bills. I live in the county where we have been paying 45 to 60 a month for years. This is for a family of 3 that doesnt wash cars or water lawns but does try to use water sensibly.
My neighbor, who is a widow lady, is paying about the same as we are.
What gives???
All I can say is, if you are going to spend your time disputing what someone has to say, at least use your name. It tends to add some level of credibility to what you have to say.
