The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Newspaper Ad Against Financial Management

In the Pulaski Citizen of 15 January 2008 there were two very large ads opposing the Financial Management Act of 1981. These ads cost several hundred dollars and stated they were paid for by County Commissioner Edwin Lovell. Others mentioned were Paul Walker,Joe Henry, Corky Wakefield, Chris Edgmon, Ed Harsell, Bill Dunavant, Jack Woodard and Tommy Campbell. Have these ads influenced mind changes about the Financial Management Act?

So who are these well respected citizens you talk of. I been here all my life and knew some of them as kids.
Edwin Lovell- long time commissioner whose greatest accomplishment was lieing about county zoning. His greatest expectation is getting a wheel tax for the people. He voted to buy the Hunter Smith building and has been on the commission while it sats falling apart.
Paul Walker a former commissioner that voted for a wheel tax and biggest property tax increase in 50 years. He also did nothing to solve the Hunter Smith problem. Also refused to let people speak in meetings. Joe Henry big wheel behind the scenes draws a big salary for school board without ever bidding on the job. Corky Wakefield his history is ledgendary for notorous. Ed Harsell former school bus member forced to resign when caught in a bid rigging scandle for buses. Bill Dunavant former school board yes man who always voted to extend Jackson contract and supported unaccounted spending by director. Jack Woodard former commissioner with no accomplishments other than the Hunter Smith building and tax increases. Tommy Campbell current commissioner who plays both sides of every issue voted for huge tax increases and wheel tax and helped on Hunter Smith deteriation. What do they all have in common, big talk and little do. Big take and little give. Their endorsement is enough for me to do just the opposite hope everyone else does to.

you talk about voting for a wheel tax or a tax increase like its a sin. wake up. nobody likes paying taxes but its everybodys responsibility as citizens to help pay for things that benefit us and alot of people take for granted like maintaining roads, education, etc. i get so sick of people wanting everything for nothing. and no im not rich far from it, i struggle like everyone else. but property owners shouldnt have to pay for everything either. we wouldnt have to have big property tax increases if we had a wheel tax. most other counties do and ours is just behind the times. and what does the financial management act do? causes more bureaucratic red tape and costs more money. just check with counties that have it, it hasnt saved them anything and is lots of cases has cost more. and poster above, even if i didnt feel this way, like you id vote against anything wab was for because his thinking is as backward as it comes.

You could have lower property tax and
no wheel tax and plenty for necessary things if you got commissioners that would stop spending money so freely on unnecessary things.
the financial management don't have nothing to do with making more red tape. Talk to Lincoln officials and you'll see they love the act.
I don't agree with some things wab says but he ain't got nothing to do with the financial management or the truth that taxes are to much already.

Amen to the above post! The answer to having things for the citizens is not always more taxes! Let's get back to basics, cut unnecessary spending, eliminate the fat where it can be eliminated. No one in government thinks like that anymore-more tax base seems to always be the only option. I feel like in a lot of cases (not all), the county and city could get a lot more done with less employees, because it is not hard (for instance) to see (for example) one street department employee in a hole digging up a broken pipe in the street, with 9 other employees leaning on a shovel watching him work. Then they will take a thirty minute break because they got so tired leaning on their shovels in that hot sunshine.

WE NEED FINANCIAL MANAGEMENT IF WE EVER NEEDED ANYTHING!

On day Mr. Wheel Lovell, the Road Superintendent and another County employee stopped at a farm and talked with an old farmer. They told him that they needed to inspect his farm for a possible new road. The old farmer said "OK but don't go in that field." Mr. Wheel and the others said "We have the authority of the State to go where we want. See our cards?"
So the old farmer went about his chores. Later, he heard loud screams and saw the three running for the fence and close behind was the farmer's prize bull. The bull was madder than a nest full of hornets and the bull was gaining on them at every step. The old farmer called out, "SHOW HIM YOUR CARDS", "SHOW HIM YOUR CARDS!!" Moral to this story.....MR. Wheel and others, the people have spoken on this Act, when you come around asking for votes next time, show him (my bull) your card, cause I wan't be needing it!

Since we've voted on this before, just remember how you voted then, and vote the same way again. It should not matter who is for or against this issue, it is how YOU feel about this issue. But, if you are cynical, you will have already decided it does not matter how you vote, someone will rig the voting machines to make all the yes votes no or visa versa, which ever the way the "powers that be" want the vote to go. I still am wondering why I am voting on this issue again. So, the vote did not go the way some folks wanted it to go? To them, get a life. Not everything goes my way eigher, and I'm not whining.

Spoken like a true idiot! Marshall County isn't in Egypt, it's just up the road - go ask them what happens when you vote for a wheel tax!

Who do you think pays property & wheel, & sales taxes? IT ALL comes out of Giles County residents. A tax increase is a tax increase & we sure don't need one! If you want a wheel tax, move down the road a piece - Marshall County whould be happy to see a dummy with an open wallet!

As for education, the Amish children can add, read, know how to work, and don't bring AK47's for show & tell! Our schools are armed indoctrination camps that teach PC, not ABC &- a high % are illiterate when graduated! The difference between the two is no tax vs WAY OVER $30 million.

The people who are really fighting the financial management is the political has beens like Corky and Pete. Both were in office and both would do anything to get what they want and never look back. Julie has made the comment that she would not go to the financial management office because she didn't want to train Loretta Garner. I don't think Julie has a college degree in anything much less a certified public accounting degree. The only training she has is on the job. That hardly qualify her in the league with Mrs. Garner.

Any clerical "bookkeeper" can do payroll, accounts payable, etc. and Loretta Garner already has people in place very capable of taking on those duties. Only bit of bookeeping not routine is the bit about severance taxes and some reporting. Anybody can learn. I don't think what Julie does is anything "specialized". As someone already pointed out, Loretta is a CPA and doesn't need a "learnt on the job bookeeper" to train her.

Severance Taxes are not figured at the highway department. They are receited through the tax accessors office by other government offices and posted to the highway reports.

If Julie Phillips doesn't want to comply with what the 1981 act states, which says she (as the bookkeeper for the Highway Department) is suppose to move to finance office, she needs to go to the house.

I hope that you and all the other commissioners will take a stand when Mr. Hyatt ask for you to approve her "big" salary at budget time and say no to the line item that funds her salary.

Please take a stand against this disregard for what is right.

I did...and the ones against it are the same old people who have been running Giles County for the past 50 years. They have just about run us and Giles County's economy into the ground.

Let's dig our way out and move forward!! Make a stand for new ideas and better leadership than we are use to having in Giles County.

Give Loretta Garner and the finanacial management act a chance to prove that it can work for the improvement of Giles County...we certainly need a change.

Was Hartsell trying to say that he and his "friends" are the only people smart enough to make decisions in Giles County???? I have done extensive research on this financial management act. If supported and run properly it can help Giles County tremendously. Yes there is initial cost to the county...but the tax dollars saved by someone being completely accountable for what is spend from our tax dollars will benefit all citizens in the long run.

Mr. Hartsell, I believe I am smart enough to make a decision without your help or support. I did not vote for this act in the beginning, but I will vote for the financial management in February. I think that you will see that all of the negative remarks and fear tactic that you and your group of thieves are putting out will backfire on you. I believe that GIles County citizens are smart enough to see that we have got to get some control over the money that is being spent in Giles County that is not justified or needed.

I would suggest that you and/or the encounter group first launch an investigation into Dr. Hartsell's personal and private life and expose anything you can. You might focus particularly on where he got his college education and which institution awarded him the PhD.

Hey, Instead of getting your drawers all bunched-up about individuals, give some thought to what's going to happen next tuesday ..People WILL vote .
Do you intend to just let it drift by and allow the heavyweight money-boys to roll over Giles' taxpayers or are YOU going to DO something to try and stop them ?
Have you discussed the financial management act with your family and friends ? Do you know why it is the best thing that's happened to your tax-payments in over 200 yrs in Giles County ? Are you trying to convince them to vote FOR the act next tuesday or just allowing the Big Bucks behind the newspaper ads to convince them (falsely ) otherwise ?
Do you ask folks to vote FOR it at work ? eating lunch? playing golf ? drinking a beer ?
Will you be outside a polling station with a placard that reads "Vote FOR Financial Management " or will you just huff and puff afterwards ?
Next tuesdays vote FOR the continuance of Financial Management implementation is one of the MOST important votes you'll make in a long time .

Of the $6,111,736 in new taxes demanded by the Giles County Board of Education and Tee Jackson in the past 4 years, $1,261,047 passed for 2005 and the remaining $4,841,875 were defeated. None of them were necessary! The proof of that statement is as easy as comparing the year to year numbers in each state audit, instead of believing the savings garbage concocted by comparing a phony "after school is out budget" to actual spending, etc.! If all of tax increases had passed, your property tax increase would have been almost 5 times greater in total than the one tax that did pass (611736/1261047)!

Mr. Lovell and his tax troupers are fighting tooth and nail to eliminate financial management. He doesn't want to turn the school accounting and finance over to our finance director. He has also fought tooth and nail for every school tax increase he could vote on. (last one died before he could vote on it, but he did fight for a wheel tax in committee and before the council and lost)

The fight for financial management and control has saved the taxpayers almost $5 million in defeated property tax increases over the last 4 years. I believe we have a financial director in place who will put honesty and integrity above the deceit and fraud that has threatened this county over the past four years. A yes vote for financial management means that Lovell and his tax troupers are a lot less likely to tax you out of house and home in the next year or two. This is only one small issue of many, including falsification of financial data that must be fixed, and I believe Mrs. Garner can do it with a little support from the community instead of the petitions and uninformed gibberish intended to undermine her.

You people won't quit. Financial Management won't stop school spending. The director of schools will prepare his budget just like always. The board will approve it and the commissioners will approve that. No change. The only change is that someone else will look at the budget and see if that line item has enough money in it to spend. If not an amendment will be done just like normal. If you don't believe call the other counties, I did. It will not change and don't let these people make you think it will. Please check it out for yourselves. This is just like the penalty for habitual late payments. It never happened that the payments were habitual. Two payments out of one every month for however many years is not habitual by any dictionary. Don't take anyone's word, find out for yourself!! Please!!

I'm sure you know Webster's and the legal definitions of fraud, deception, and probably the ethics and standards of conduct required by the AICPA, GASB, CMA, and any other professional board of certification. The issue is fraud and corruption. The paper trail is a mile wide and never ending. It doesn't matter how many timid souls will hide and cower before you and yours. Would someone explain to me why Mr. Lovell, Mr. Hartselle, and the other opponents to Financial Management are so adamently against giving the 1981 act a chance.

The only new expenditure for salary is the amount that Mrs. Myers is being paid to come from the highway department in Mrs. Phillips place. If anyone would just read the act it plainly states that the bookkeeper from the highway department will move to the finance office. Mrs. Phillips did not want to so the line items for her salary should be eliminated and she should be told to go home. Jobs are eliminated in every faction of business. If your job is no longer in place you should either move to where your job is or go find another job. This is no different than when a factory closes and the employees can move to the new location of find new jobs. Mrs. Phillips chose to do neither. When asked about this act on Mr. Hyatt and Mrs. Phillips part, Mr. Lovell's comment was that he didn't blame Mr. Hyatt for not making Mrs. Phillips go. How can someone who wants to scream that this act is going to cost the county so much, have such total disregard for this act of defience on Mr. Hyatt's part?? To me he is talking out of both sides of his mouth.

The twisting of the truth about the cost of $300,000 to run the finance office yearly is so wrong. If commissioners and county officials cannot be trusted to tell the public that funds from other line item budgets already in place will be moved to pay the salaries of individual moved into the finance office, what else will they lie about.

Mr. Lovell, I ask you as a citizen of Giles County, please go on the air and fix this misrepresentation of the facts.. Be honest and give the citizen's correct information so they can make a decision based on facts not half truths. It is not right for elected officials to do this to the citizens of Giles County. This is a scare tactic and I do not see how you can do this in good conscience.

Do you not think that the bookkeepers have other duties besides bookkeeping that someone is going to have to do at their old offices? I assure they do. Someone has to do that and someone will have to be hired to take their place. Mrs. Phillips I am sure does other things so if someone has to be hired to do that why can't she do it. Go to the websites of those sytems that are in Financial Mangement someone was hired as liason. Secretaries were hired in the old offices. That is extra expense so the bookkeeper salaries may go to Financial Management but secretary salaries have to be added.

So what you are saying is that Julie should make the same amount of money doing less and be called a secretary and then the county should pay Mrs. Myers a bookkeeper's salary to take on probably 75% of Julies duties and responsibilities. Why not hire a $10.00 an hour secretary and put Julie (the bookkeeper who make $45,000) at the courthouse. Explain to me why Julie should be getting special privileges and should not be made to go to the finance office like the bookkeeper from the Ambulance and School System? There is no logic in your response. Think about paying someone $45,000 for 25% of what their responsibilities are now. Come On..that just not logical or beneficial for the county.

So does the highway department need a 50,000.00 dollar a year secretary who only works four days a week? Who answers the phone on Friday when she is off? Do you really think there's no one already in those offices that can answer the phone, how much training does a person need to answer the phone? You can have one of the leaners sit down for a while and answer the phone.

They have a secretary (Kathy Young)that sits in the garage and answers the phone for the mechanics (even though the front office has a intercom system). This employee make $17.00 a hour and all she does is answer the phone and clean the men's toilet. It's been said that she has an inside track to one of the main supervisors..so she is not required to do much.

Mrs. Young could do everything that Julie will be doing as a secretary and still clean the men's toilet.

Julie should be at the finance office with her big salary, Kathy can move to the front office so she can be closer to the power that be, and Mrs. Myer can go home. This will cut out a bookkeeper. Save some of the money that Mr. Lovell is trying to hold on to.

Or better yet Julie could loose that $45,000 salary and go home, Kathy could move to the front office of the highway department, and Mrs. Myers can stay at the finance office making her $30,000. Saves the county 15,000 in salary and eliminates the benefits (insurance benefit, retirement, sick days, holiday pay, and vacation paid to a extra)employee. Look at the savings for getting rid of one spoiled rotten employee, who doesn't "want" to go to the finance office. Boo! Hoo!

Julie needs to go home, and we as citizens need to let our commissioners know when budget time rolls around and Barry sticks her $45,000 salary into a budget line item that there will repecussions to them at election time.

Now who is pulling a trick...Would that be justice or what!!!

I don't think Julie can be forced to go but the county commission can cut the budget line item out of Barry's budget to fund her salary in April.

Edwin Lovell is a real disappointment. He has lied so much regarding the Financial Management Act that I will be surprised to see him ever be able to tell the truth again. What is most sad is some of people backing these ads "Against" this act have gone into their churches and lied to their congregations. Shame! How they can lay their heads down at night is a mystery to me with all the deceit they have spewed. I only wonder what this select group's plan B is if the act stays in place. It will be very interesting to stand back see how low they plan to stoop then. As if they could stoop any lower.

929 you're right about one thing - GC is a wonderful place to live.

You're wrong about the rest of it! "It" started with an unnecessary tax increase for 2005. Proof (not an opinion)of that is in the state audit documents, which show they spent well over the tax increase amount, over double the inflation rate, and still had a year end excess revenue more than the tax increase they got - more than double the amount they said they needed for that year!

It got out of control when Gonzales, Jackson, and the school board jailed 2 citizens for exercising Constitutional rights. Every year since the books get cooked more and more as the demands get more ridiculous! It's no error. It's the worst form of corruption in the most sacred institution of civilized people -(EDUCATION)!

The information in this blog and in the annual state audit reports, and in their own hand made funding requests (budgets) says they are not only liars, they are engaged in fraud, it is organized and active in other departments, and that adds corruption to the list. I wish it wasn't true, but it is!

Our words and language are defined in our dictionaries and must be known and properly taught in education systems. - Anything else is babble & satanic. Look up deception, fraud, corruption, and liar.

You ridiculous people want everyone to respect a liar and thief if they hold an office of honor and respect. You are supposed to respect and honor such offices enough to protect them, not desecrate them or allow anyone to desecrate them! Worse yet, you want them to educate and imprint their values on innocent little children! and we wonder why we have armed guards in our schools and teachers who are frustrated to tears!

Then Kathy Norman who I know is on the Board of Education writes a letter to the editor. So where there is that much smoke there must be a little fire under it. I saw Kathy on the blog tape and she seemed like such a nice woman, the kind way she talked to Barrett and I think it would of past off ok for she would of talked with him the same nice way. But a very angry person who acted like he thought he was king jumped in.

By the way, how are elected officials attempting to impose their "values" on our children? Sadly, Barry Hyatt and Julie Phillips have lost alot of professional and worsely personal respect from alot of people. And sadly, again, they will never get that back. I dont see that Barry will run again. I will be very surprised if he does. He has already worked at the Hwy Dept. for longer than he's ever worked anywhere. I am wondering though, if he regets his decision to keep Julie at the Hwy Dept and to hire Jenny. The problem is not that someone may disagree with another but that in that disagreement one begins to say things that are simply not true, that is what makes the person a liar.
Understand this very simple thing, anyone who says or intentionally implies that the Financial Management Act of 1981 will cost the county $200,000.00 to $300,000.00 dollars in new money is not telling the truth. For me a person intentionally not telling the truth is a liar plain and simple. If a person is willing to lie to you that person has absolutely no respect for you or their self.
The only recurring expense in new expenses is the difference in Mrs. Garner’s salary and what Mrs. Roberts was paid. Even this did not have to be so high except that it was set by the financial management committee which had Mr. Hyatt, Commissioner Campbell and School Director Jackson as voting members.
Mrs. Garner was never asked what it would take for her to take the job. When told what they planned to pay she was very surprised and stated that it was "very generous".
So if you want to disagree with me that is fine but at least do it in such a way as to maintain your respect and integrity. Now, so there will be no misunderstanding let me say this again, anyone who intentionally tells or implies that it will cost Giles County between $200,000.00 and $300,000.00 in new money each year is a plain black hearted liar and it hasn't got anything to do with whether you disagree with me or not.
One other thing, to those who continue the tired old mantra that people who don’t like it here need to go back where they came from consider I have lived here since 1983 and have been a legal tax paying resident here since 1965 and that is a whole lot longer than some of those in favor of repealing the Financial Management Act of 1981. With centralized accounting they can at least share software and buy supplies is bulk. That will save some. I would also hope someone would someday explain to you that because a person is not satisfied with a situation and actually seeks to make that situation better is not necessarily an unhappy person. People who know me are well aware that I am a very happy, joyful person. Julie has been there a long time. Dorsey Johns hired her right out of high school...I think.

Pete Britton hired Kyle for Julie when Kyle, Barry, and Steve's trucking company went bankrupt. But since Barry took over both Julie and Kyle have got substantial raises and Kyle went from equipment operator to supervisor under Barry's administration. And Julie went from secretary to bookkeeper...and now she demoted herself back to secretary with the salary for a bookkeeper. Nice situation for her...less work and less responsiblity same pay, same 4 day work week, same benefits.

Sign me up...kinda like the welfare system. Less you do the more the government pays.

Well Well Well....aren't we all tax paying citizens. Some more than others, but how did you make your living??? That is the question. These people that you are degrading are the people that take care of the road you live on and make sure it is safe so that no innocent tax or non tax paying citzen gets killed on them. I personally believe they do the best they can considering what they have to work with(I'm talking about what little tax money you and your little coffle table gossiping friend pay every year) These people don't get overtime they make what they can in a 10 hour a day 4 day week....that is 40hours correct??? Many of them have to work on Fridays and Saturdays to make ends meet. Thats probably why they can't respond to some of you that have nothing better to do besides talk about what they aren't doing. After all they do work for every citizen not just you all!!! So who cares what there job title is? Who cares if they make $17.00 an hour...they aren't freaking millionaires they are just like you and are trying to feed their families and make an honest days pay. Chances are the ones that are making any spending money at the Department have spent half of there life working for the citizens of Giles County. Could you work for a crybaby like yourself? I think not!!! Don't worry I doubt that they would do anything for people like yourself. They would probably rather do something for the citizen that appreciates what their money is being used on! Looks like I've stepped on some toes. I have no problem with what Julie does on ther own time...it's what she is doing on mine and all the other taxpayers.

What she has been doing all of her life (job wise)has now gone to the finance office..and if she wants to continue to do that job she needs to take her whiny princess butt there. It is not fair to me (born in Giles County and lived her all of my 42 years of life) as a taxpayer to afford her the luxury of creating a position for her on her wants and whims. I just want to comment on the unkind things that have been said about Julie. Julie is a hard working woman, a devoted mother, and a proud wife along with being a Christian. Julie DID graduate college finishing with a FINANCE degree and also double majored in administration plus her 18 years at the county office I think she has an impressive resume'. To directly address the people that have found hummor with insult... what have you accomplished? If I am not mistaken... 8 years experiance equals a college degree so... heck she is was over qualified. I think we are pretty lucky to have her. I commend you for standing up for your aunt.

But if Julie has a degree in finance, and is so qualified...why would she want to lower herself to the postition of secretary/receptionist? If she is so educated in finance..why not go to the finance office and be the asset to the county that she could be? Why not show the respect to herself and to the people that she claims to have respect for (citizens of Giles County) and go and serve the county to the best of her abilities in the finance dept.

I just do not understand why Barry and Julie chose to be so underhanded in what they did to the citizens by hiring Jenny Meyers to fill in for Julie because she didn't want to move. What if all of the other county office bookkeepers did the same thing that Barry & Julie did...because the other bookkeepers didn't want to make the move? We would have a lot of new county employees sucking from the county taxapyers.

I am sorry for the personal attacks on Julie that someone is making. But Julie and Barry should not have put the taxpayer's in this kind of mismanagement of funds.

Julie's was the bookkeeper for the highway department when the voters voted to have financial management and she should have respected herself and the county taxpayer's enough to go to the finance department and do her job.

I do agree that her salary should be changed to show the demotion in job classification. I hope the county commissioners will red flag her salary on the highway budget and pay her what other secretaries/receptionist in the county make!!!

This is not meant to be a personal attack on Julie or Barry..I am only saying that the decision that they make was wrong and not very accountable to the people whose hard earned money pays their salary.

I will not vote or support Barry again. To say I am disappointed in him would be saying it mildly.

He should be more of an advocate for the citizens that elected and pay his salary, and less of a personal advocate for Julie and what she wants.

Commissioner's should really look into this situation and how it was handled. They can correct this situation, And I ask them to stand up for the people of the county.

However, I suspect that they would laugh if someone they were crucifying lost his or her job and had their home foreclosed on as a result. And at least one of them seems bent on causing trouble in Mr. Hyatt's marriage. And that is unconscionable and low down mean!

Now, as for the individual who assumes I wanted to be director and am mad because I didn't get the appointment, I about cracked a rib laughing. And then reality struck me again, and I realized how vindictive these people can be. I have never held any office in city or county government. Oh, I've been asked to run a few times, but I always said NO because I knew this little "group" would be doing their best to dig up dirt on me if they didn't want me elected. You are wrong about spaces to be filled when bookkeepers transfer to the finance office. School department already has a secretary and a receptionist to answer the phone. Highway department has Kathy and probably Julie, Ambulance has supervisors and staff waiting around for call outs, which they have always handled. Bookkeeping questions are now answered in finance office. None of these positions need filling. Now lets see the commissioners get some backbone and not fund unnecessary positions. Surely they will since they have heard the voters loud and clear "We've had enough. Time for change"!

Another point, Julie Phillips is not qualified to fill the position of Finance Director, so let's drop that one.

Then again, $17.00 per hour is a d....d good rate for Giles county, when post people are in the $8 -$9 range (if they can possibly find a job in this repressed area), and thats most often without benefits. County employees as a whole are very much overpaid. Read the ads in the Nashville paper, jobs there doing the same work are much less than what Giles Co employees get.

Let me interpret those terms for you. They were not intended as threats but rather as words of caution to everyone who posts here.
What I meant by "dangerous" is that, with all the name-calling and accusations that seem lately to be escalating, someone could get hurt (certainly not by me) if the wrong person is called a name and then finds out who said it.
What I meant by "leagally liable" is precisely that. Let's say that John Doe signed his name to a post charging that Peter Pan is an adulterer and extortionist. John could find himself in court.
I agree with you that we all have a right to say what we want on this blog. However, what we say could become dangerous and/or legally troublesome as well. I hope that clears up what I meant.

Everyone keeps complaining about the salaries of these people. Has anyone checked to see what the going salary is for people in adjoining counties for these same jobs. You can't compare jobs at Home Depot or such. You need to compare apples to apples and see how they stand up. I would tend to agree with you 5:58a.m that surrounding counties have higher paying jobs. I personally know they keep there equipment up to date and their garage area looking nice in Lawrance and Maury counties. Giles County equipment was scrap until Barry got in office. I mean this is stuff that has do be done every know and then. There is no such thing as a free lunch. Always remember that! We should all try to work together, but that will never happen because there will always be someone unhappy with something.

First of all let me tell you that I am not a disgruntled highway department employee. For the most part I like my job and Barry is a very good boss.

However, alot of the things that are being need to be addressed by someone who sees what is happening.

I have been at the hwy. dept. with both Pete and Barry.

Yes alot more work as far as taking care of the roads was done under Pete. Since Barry has taken over, there is no road program that is being followed. Too much money is being spent on things that are not needed to maintain the roads. I understand that good equipment is needed but we were doing three time the work with the equipment we had under Pete. Don't get me wrong I like riding around in good trucks..but is it necessary for me to get my work done..I don't think so.

Another issue is who would have taken Julies place if she went to the finance office. I can say that most of the time there is at least 2 of the 3 (Barry, Julie, & Steve) in the front office at all times. If Barry does go out on the road..Steve is usually in the truck with him. In my opinion (which granted doesn't mean much) Steve could do what Julie will be doing without her bookkeeping duties. And as far as what was wrote about Kathy and what she does..that was comical. She sits in the shop with her feet propped up waiting to go tattle on everyone else. She could easily fill in at the front office. (now as you can tell I am not a Kathy Young admirer). That is a wasted job at the highway department.

Barry is a good guy...and I believe he would be a better road supertendent if he would go with his own judgements and not listen to some of the people around him.

And for the record...I did feel intimidated to sign the petition that was brought to us to get rid of the finanace office.

For obvious reason I will not sign my name...ther would be hell to pay for me if I did.

I can appreciate your reluctance to not sign the petition. That's just good common sense. However, the rest of us choose not to sign our names as well. The most obvious reason is that the malcontents would do their best to dig up some dirt on us if our posts were not in agreement with their views. How's that for the democratic way?

Allyson, you and I both know that is a lie. Julie was not divorced when she and Kyle got together. She hurt her x husband tremendously with what she did to him. This a was a subject that did not need to be brought back up...I feel bad for Julie that you felt the need to call someone a liar and I had to defend them. Anyone that knows about this situation knows that this is a lie that you are speaking. And anyone that knows also knows all of the truth...which I do not intend to bring forth to further humiliate your aunt.

And Allyson you are wrong in the fact that Julie has never refused to do anything that was asked of her. The County taxpayers and voters who pay your aunts salary voted for the 81 act which stated that the bookkeeper from the higway department would move to the finance office...she refused to go and persuaded Barry to hire Jenny to take her place.

I'm sure it is scary to leave a job that you have been doing for 18years..however...people are forced to do it everyday..with lay offs or companys moving to another location. And basically Allyson that is what happened in this situation...the job that your aunt Julie was doing moved locations and she should have had two choices at that point: move with the job or find a new job outside of the county taxpayers funding.

And at this time this salary should be removed from Barry Hyatt's highway budget and then it is up to him and Mrs. Loretta if Julie or Jenny is the bookkeeper for the county and which one that does not move to the finance office should go home or be paid the wages that most secretaries/receptionist make in the county $11.00 an hour.

I have no problem with Julie staying at the highway department as a secretary but she should not be paid a bookkeeper's salary. What does the other office personnel in the other county office's make that do not have bookkeeper's responsibilities? I'm sure it is not the $45,000 that Julie makes. Surely you would agree if Julie wasn't your family.

Please keep in mind that Julie's demotion to secretary/receptionist was her decision and was not mandated. Changes in job descriptions happen daily in the business world, but along with these changes come changes in responsibilities and SALARY.

This is so true. Look at the employees of Intermet. Some were offered jobs at other locations and they had to make a choice between going or being unemployed.
Julie should have had the same options. Her job with the big salary moved to the courthouse. Although I bet Jenny does not make anything close to what Julie make.

Please commissioner stand up for us and do not fund this line item in Barry Hyatt's highway budget!!!

The question needs to be asked of Barry if he intends to hange Julie's salary since her job classification and responsibilities have changes. Maybe he intends to do the hanorable thing and change her salary...NOT!!!

I would like to start off by saying that I have no opinion about the financial act of 1981 nor what is or isn't happening at the highway department because:
I no longer live in Giles County, I no longer work in Giles County, I do not own property in Giles County, and the engineering company that I work for does not do business in Giles County. So consequently, I am not a taxpayer to the county, and do not feel that I have any right to speak for or against the politics of the county.

But I do have an opinion when it comes to Julie Phillips. I worked with Julie for 15 years at the Giles County Highway Department. I can tell you that she has always taken great pride in her dedication to the highway department and the citizens of Giles County.

Previous to me leaving the department as the bookkeeper (at which time Julie moved into the position) she was always busy working for the county in various projects concerning the the road department.

She worked hard to implement one of the best litter grant programs through the Tennessee Beautifcation Department for Giles County. Her leadership and guidelines have been followed by many other counties across the state. This is something that you should all be proud of because it reflects well for your county.

Another part of Julie's job was to research and apply for highway grants from the state and federal governement. She also has worked very close with FEMA and TEMA when there has been any sort of natural disaster in the county and money was needed for the repairs. And what many people are not aware of is that the paperwork for these projects are very tedious and that every "t" has to be crossed and every "i" dotted or these funds can be held up for years. Julie knows how to move this information to the correct departments to expedite this money to the county.

These are only a few of the extra things that will still be left to do at the highway department. Basically, I guess what I am trying to say is that Julie's position at the highway department has many faces and just because the direct accounting has been taken to the finance office does not mean there will not be plenty of work for her to do. All of the documentaion for inventory, road list, employee insurance, employee hours, employee benefits, etc. will still have to be generated from Julie's office. And yes, it could be done by someone else, but that is a decision that Barry Hyatt will be making. You elected him to make those decisions and The Tennessee County Uniform Road Laws gives him the authority make those decisions.

Julie is very knowledgeable as far as the ways county government operates. And I feel that whether she graduated with a degree in accounting or not, she understands what is going on and is a great asset to Barry. And if she chose to go, she would be a great asset to Loretta Garner in the finance office. She is a professional and will work for the betterment of the county in which she lives.

And lastly, I would like to say that I have not talked personally to Julie or Barry concerning my feelings about what has been happening on this blog or in the county political ring. These are strictly my feelings from the facts that I know from working with Julie.

I am sure that there will be someone who will take a negative take on what I have wrote here..but I again I do not have political ties in Giles County any longer, But I do have family and friends and I still love Giles County and would like to see this bickering end. It is a bad reflection on the county and the wonderful people who live there.

And as Allyson has stated "Julie is a fantastic mother, wife, daughter and friend." And even though we are not as close as we once were, I can tell you that there is no truer statement made.

That being said, I wish the best for Loretta Garner at the finance office (I do not know her personally,but have heard good things about her), the best to the county commisioners who have to make some hard decisions at times and sometimes they are not always the most popular decisions, as well and especially to Barry, Julie and the highway department employees.

Congratulations on being the first to break the new chain of positive posts.
Not once have I spoken or written anything of a personal nature about Mrs. Philips or Mr. Hyatt. Truth is I thought they were both doing a better than average job at the Highway department, that's why I haven't seen a great need to attend any of their committee meetings. I have spoken briefly with them at other meetings and received nothing but cordial greetings.
I was very disappointed in the way they have reacted to implementation of the Financial Management Act of 1981 but believe that was a result of misinformation primarily from a group totally opposed to the school system coming under financial accountability. The Act never singled out the highway department and state audits for the most part have reflected few problems there.
Those are the simple facts of the matter but by all means anonymous don’t let facts stand in the way of your prejudiced, poisoned mind declaring me as the root of all evil. It’s not just your irrelevance that is showing your ignorance is beginning to overshadow it. Allen Barrett

I agree that the commission should not fund the line item for the salary for another bookkeeper at the highway department. As it has been said before..Julie is a victim of her own demise. She should be paid the same salary as Angela Jenigan makes in Janet Vanzant's office as secretary.

No one has answered what would have happened if all the other bookkeepers from the other dept. had refused to make the moveZ? I do not understand why Julie felt she was so superior above the rest. I am one of the bookkeepers whose position is now at the finance office, I have worked in the county department that I a coming from for a number of years. Yes it is a scary situation, changing bosses, moving from a place I am comfortable with, and not really knowing what all will be expected of me from Mrs. Garner. However, I have a lot of time vested in the county, and I had no options but to make the move and hope for the best. I believe Mrs. Garner will be fair and supportive to her position and her employees.

But, I do resent the fact that Julie did not have to make the move as the 81 act states. It is not fair to the rest of us that are having to change our lives because we have been told to do so by our old bosses and by the citizens of Giles County twice because the taxpayers spoke on this issue.

Barry is wrong for not doing what the citizens of Giles County wanted to happen. He HAS let his personal relationship with Julie stop him from doing what he should have done.

Julie should go home or at the very least the commission should stand up for citizens and not fund her salary at its present rate.

Commissioners, please take a stand on this issue..show all of us bookkeepers and the citizens know that you respect us enough to do what is right.

Julie, I am very ashamed of what you and Barry have done. It is a slap in the face to the rest of us who have done what is right..not what was personally selffish.

By the way...I nor some of the rest of the bookkeepers that are making the move make the $45,000 that Julie makes. And before you say she has more time vested in the county than the rest of us ...that is not true.

I cannot understand how Barry thought he could justify this, I do not believe he thought it would come out. But it has..again I say...Commissioners do not let this go without taking action against it.

County Government is not about taking care of the personal wants of the employees..it is about taking care of the citizens who pay through taxdollars to run the departments of county government.

STAND UP COMMISSIONERS, YOUR DISTRICT ARE WATCHING WHAT YOU DO IN THIS INSTANCE!!! MAYBE BARRY WILL NOT COME AFTER YOU LIKE HE DID MAURICE WOODARD!!! HA! Just a little humor!!!

At 8am Monday I posted a statement containing this sentence, “Perhaps in the future if you could get someone to explain words to you before you whine you would not sound so foolish.” This was in response to yet another of your postings wrongfully accusing me of something that either you misread, didn’t understand or just felt it unnecessary to quote accurately. You changed that sentence to "get someone to explain words to you whine you would not sound so foolish” in your 8:31am post.
At 9:22 am this error was pointed out to you by an anonymous poster and your response was not to correct the quote but instead to state “Uh...I believe if you will check your hero's post you will find that I quoted him verbatim. His syntax made absolutely no sense to me, but that IS what he said. Go back and read it.” It’s obvious that you did not go back and read my statement instead; once again, you try to make a new reality out of your simple thoughts. Just because you happen to think a thing, does not make it true or real. The thing that can not be questioned after reading both statements is that you did not quote me verbatim and your sentence was far more disorganized than was mine. I have no problem with the way others spell or how they organize their thoughts but when you complain and criticize me for my syntax and yours is much worse then… DUH. So, as was stated by anonymous2 “May be you can find a 5th grader to explain the difference to you”. Clearly a 5th grader would be better able to understand the syntax of my statement than yours and everyone can clearly see which of us is wrong? I read the article in the Tennessean. That is something very different that what is being said on this site. That is accusing someone of setting fires which is illegal. As has been said previously no one is saying that the lies or actions of the commissioners, Barry Hyatt, or T. Jackson is illegal just unethical.

And besides that I, nor you, for that matter has a blog address on google..so how exactly can my personal computer be traced for something so insignificant as this blog.

I hope lawyers and the federal government have more important things to do than get involved in Giles County bickering. This country is involved in a war and under constant fear of terrorism. I think that might trump all of this!! Ya think.

And as far as the personal slander..is it slander if it is the truth or is it just gossip. Who of us have not been involved in alittle gossip here and there.

I do not agree with all of the name calling and slanderous remarks but is that not one of the constitutional rights that our country is based on.

Lawsuits are filed everyday..winning them is the challenge. I don't think anything I have read on the blog constitutes any damages. No one is being stalked to my knowledge. Yes some of the stuff that has been said by both sides has been tacky and not needed. But liable to the point of a lawsuit...No I don't think so.

I certainly wouldn't take the case: it is unwinnable.

This is, as you well know, my problem with you and others who think themselves so smart that anyone who questions them is considered some sort of hick.
As for your challenging me, I would AGAIN challenge you to reveal to us (inquiring minds want to know) exactly what you have done for the betterment of Giles County? I’m glad you finally actually read what I wrote instead of what you thought I wrote. Making a mistake doesn’t make you a “dumbo” we all make mistakes. What makes you look so foolish is that you misunderstand something then attack me because of your misunderstanding. This is a point I have tried to get across to you before, just because you think a thing does not make it so. You are as wrong about me as you were about what I wrote but just like with what I wrote you let your anger and dislike for me prevent you from seeing the truth. You criticize me for my supposed sarcasm but fail to see your own. I have never tried to tell you what to do, how to think or control you in any way. I have simply written the facts as I saw them and let folks make up their own mind. If you have some feelings about being a heck perhaps it’s more a personal problem with insecurity than what others are doing.
I have never claimed any great accomplishments, that is better left for others to determine, if I have made a difference in the life of someone I consider that a success. What I have stated as a difference between you and me is that at least I have tried while you have apparently done little other than sit and complain about me and anyone else who might attempt to do anything constructive, and that is what makes you irrelevant.

To anonymous of the 6:04 post. Syntax in simple terms is the arrangement of words used in a sentence to form a complete thought. When I used the word in an earlier post it was in response to an anonymous poster who criticized me with this statement, “His syntax made absolutely no sense to me, but that IS what he said.” Anonymous had misread what I had written, but felt it necessary to criticize unjustly.

I am a new blooger and getting on a soap box is not something I normally do but I have to say that it seems to me from what Ive read that Mr. Barrett is stating facts and is just letting the general public know about things that are going on in this county that might not otherwise be known. Everyone knows that there are some things that hit the local papers and the radio news and others dont. I'm NOT placing blame on the radio stations or the newspaper staff or owners. Im just saying that some things are reported and others arent. Prime example....the cyanide poisioning. That was never on the news until it hit this blog and was never in the paper. How Mr. Barrett knew or found out, I could care less. The point is 99% of the time he knows what he's talking about and the other 1%, if he is wrong, he rectifies it and apologizes. What is the world is wrong with that???? Give the guy a break. I believe he is truly doing what he thinks is right and he is a man of his convistions. Shouldnt we all do a little more of that instead of just sitting back and taking whatever is handed to us? I believe if this blog had not been here alot of people would have gone into the Financial Managment Act vote again not knowing what they were voting on. I know I would have been one of them...in case you're wondering...I voted FOR it.

Next step of my soap box....Julie Phillips should have to go home. The finance dept employee has a VERY valid point. It is hard to change location and supervisers but if its your job....you do what you have to do. There are alot of people out in this world who are losing their jobs(Intermet for example) or dont have jobs at all.I am very appauld that she makes $45,000. I and alot of other people will be MORE than appauld if her salary is funded by our commisioners. VOTE HER OUT COMMISIONERS!!!!Show us that you are supporting us!!! I can not believe Barry Hyatt made such a STUPID decision. Im sorry but there is not other word except for stupid to explain his actions. To let his personal friendship to Julie and Kyle make his choice for him was STUPID. I cant believe he would think it would just slide under the rug. S-T-U-P-I-D!!!!

Thank you for your post which I agree with for the most part. However, in fairness and appreciation to the local newspaper editor, he could not have given more support and space in support of the financial management re-vote issue. Seems he made a point of trying to communicate with everyone what financial management is all about so folks would know before they hit the polls. We should also thank commissioners Connie Howell, Wendell Wilburn and Robert Lee for their explanations that were in the paper. If anyone dont read the paper you can read a bunch of stuff on Giles News as well.

I agree with you about Scott, the editor of our papers, Connie Howell, Wendell Wilburn and Judge Lee for helping the public to understand the financial act. I say thank you to all of them. Please understand, I truly didnt mean to imply that the paper wasnt doing their part in reporting both sides of the financial act in any way. That wasnt my intent at all. I think they were excellent in reporting both sides. Please accept my apologies. I just meant sometimes things arent reported to the paper, the radio or Giles News and if they arent reported to them by no fault of any of the staffs, it isnt mentioned. I think all three news information outlets do a great job. I read deeply several times the pros and cons and all the articles for and against the financial act that I could find just so I could understand it clearly. What I meant by getting information from this blog is, I didnt know about the decision Barry Hyatt made about not sending Julie to the new office until I read it here. The choice he made was not the only reason I voted for it but it did help me make my final choice. Reason being....if a whole new salary was granted by Barry on his own..without having to be approved..it made me wonder what else could be done without being approved. Not just by him...but by all the department heads. I think the major problem
(I may be wrong,its my opinion and the school system is a big concern of mine), we had even before the act was voted in the first time is from the school superintindent. My opinion on that is, we, as citizens should be able to vote them in or out like we used to. Has anyone been to the new central office lately? Its TOO much!!! Our teachers deserved that money. They teach our children for goodness sake. Our children are the future of this county and country.
Again, please accept my sincere apologies to anyone I may have offended. I didnt in any way mean to sound like I was critizing our papers, radio or internet information source. They report what they know about very well.

AGAIN, COMMISIONERS!!!! VOTE NO! NO! NO! TO JULIE'S SALARY!!!!
