The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Two Questions Asked At School Board Meeting That Go Unanswered?

In reference to the $10,000.00 fine from the state for a continual tardiness in getting payroll information in on time. "Will there be any disciplinary action taken against the employee responsible for this situation?"

In reference to persons in school management positions going to those who work under their supervision and seeking them to sign their petition to recall the Financial Management Act of 1981.
In light of the conflict of ethics and the employees feeling "pressured to sign" will this Board prohibit this action and inform those managers to stop this behavior?"

The fact, that "someone" within the state has taken an action against corruption and incompetence is a very good sign. Tax payers paying to have records properly maintained, paying again to correct them, then paying someone to right the wrong, is a triple whammy on citizens who are totally ignored by government agencies who are supposed to protect them. Insult is added to injury by fining citizens who have been violated instead of those who flagrantly corrupt and pillage the citizens' government! That fine is imposed on a public entity, that we pay to educate our children! The fact that they punish the good people and let the bad off the hook is a bad, dumb, sign!

Instead of blaming someone who is drowning in bureaucracy & mindless paperwork, why not start at the top and solve the real problem? We have a right to expect a director of schools and board of education to know what's going on, know right from wrong, and honestly communicate with the people they are supposed to serve! Other than Mrs. Murrey, it's a money game of illusions and fraud. She is treated like a red headed step child because she cares and will fight for right. ... all a parts of the bad, dumb sign!

The audit findings are several notches less important than approving falsified financial documents that are used to requisition public funds from one entity of control to another. The $698,000 phony reserve was either a clue missed or potato too hot to handle. Once again, the audit skillfully avoided our annual budget / funding process & tradition of deception and fraud. Read the 2007-8 budget preamble of notes (disclosure!) and compare the figures to the financial statements that claimed we needed a new $838,000 tax plus taking the lid off the cookie jar. Compare the projected sales tax to the 2006-7 audited actual ($ they knew before passage). Don't try to write it all down ... you'll run out of paper!

Here's some info and questions someone might want to ask the school board...As I said before, my job is on the line, but I posted that someone with more courage than I possess might want to look into it. In a previous post, I said someone should look into the grants that have been awarded. There is a fifth grade position posted on the GC School website. Pure speculation, but watch and see if a current 5th grade teacher suddenly is employed full time in a grant position that has not been posted.See if it is not the same teacher who for the third year has had a parade of substitute teachers, regularly leaves the classroom unattended and steps on whoever tries to get in the way. Watch and see and their will be no consequences...That tolerated behavior is what gives all teachers who are working so hard, a bad wrap. I sure would like someone to create a high paying job for me or at least see the school teachers who are doing their job a measley 1 percent raise...Also, I wonder why a teacher aid position is requiring a teaching license....hopefully that's a typo, but an embarrasing one to be on a school website.

Mr. Barrett, I may or may not contact you privately. In this day of caller i.d. and different ways of tracing calls, it would be risky. I do trust that you would keep my confidence, however the old adage, "When more than one person knows a secret, it is no longer a secret", is so very true.
I will be happy to give you any info that I am personally aware of, no hearsay, I promise, through this venue. I do detest anonymous postings, but in this case it cannot be avoided, I fear. What I spoke of regarding the 5th grade teacher is a fact...one only has to look at the GCBOE website to verify the info. Nothing has been said to the faculty at large regarding an opening at that school, and the teacher has made statements to other teachers, (this is hearsay, I must be clear on that), that she will have a new position as Mr. Jackson said she cannot both teach and work as grant writer. I see no position posted for a grant writer or anything similar.Again, I must emphasize that the teacher has said nothing to me personally, but it doesn't take a genuis to see the writing on the wall. Mark my words, it's coming. To verify, take note of who the 5th grade teachers are at all schools now, and who is no longer one in a few weeks. Then find out whose children have been in that classroom for the last 3 yrs., (It's always in the newspaper at the beginning of the year) and interview those parents and students...you'll see what's been happening. And it is my OPINION that a school board member would happily oblige you in your effort to help uncover this travesty and right the wrong, although it's too late to give the children that have gone through that room that school year back.

You can always send me communication via the mail with out a name or return address. It's not easy trying to deal with the frustration of watching the daily activities of those who continually abuse the system and get rewarded while so many others work hard, try to do the right thing and end up holding the bitter end of the shaft. The thing that bothers me most about his "exposing" of corruption is that he doesn't seem to give a hoot who gets hurt in the process. The people he and others of his ilk so wantonly smear on this blog and in the newspaper have families who suffer as a result. How is that even remotely fair? I predict that one day these people just might cross the wrong one who will come after them. That would frighten me.
We have a legal system that's designed to handle corruption and wrongdoings. Let's turn evidence over to the system and stop all this name-calling and smearing.

To Anonymous #1. Where I come from when you fight you don’t do it with disingenuous sweet sounding words and limp wristed touchy feely comments. If that is too much for you I’m sorry that’s just who I am. I don’t “fight everything” only those things I deem important and in keeping with my character. There are many more things that I am for than against but when good people and their rights are being trampled by abusive two-bit bullies I will and do take a stand. It has nothing to do with ego only with right and wrong. Do I win every battle of course not but winning some now and then is far better than never trying.

To Anonymous #2. Please understand that I have much sensitivity for the families, of those who abuse their positions and embarrass them. Understand I did not create the situation that caused embarrassment. Would you suggest that those who commit crimes not be charged because it would embarrass their family, or that it’s the arresting officer that creates the embarrassment for the criminal’s family?
There is no one I have “wantonly” smeared on this blog or in the newspaper. Please give an example if you have one but I suspect this is just more hot air you tend to continuously blow. Have I written about some in such a manner as to embarrass them? Yes, but it was their actions that created the embarrassment not me.

You ask, “How is that even remotely fair?” What a typically juvenile question. What is fair in today’s world? What’s amazing is that right after you speak of fairness you make this statement. “We have a legal system that's designed to handle corruption and wrongdoings. Let's turn evidence over to the system and stop all this name-calling and smearing.” I would agree with you on that matter except the legal system is one of the most unfair systems in existence. When two drunks get stopped driving down the road and one turns out to be a judge and the other is a shoe salesman can you guess who goes to jail and who gets a free ride home to sleep it off?
Even police officers have to pay the bills and that isn’t easy when you’re unemployed.
Do you think any average citizen who was driving drunk, led police on a chase at over 100mph to evade arrest then resisted arrest when he was finally caught, and was verbally abusive to the officers would be given the same ten day jail sentence to be served on week-ends that State Representative Briley was given? And you consider the legal system to be trustworthy? Give me a break. There are many in law enforcement, at all levels, who are very diligent in doing the right thing but then as in everything there are those who simply have a job and spend most of their energy trying to keep it and advance. What I AM suggesting is that it is not your place to be the sheriff. Turn your "findings" over to the law enforcement system and allow them to do their work. And just because some in law enforcement are unscrupulous doesn't give you license to become the prosecutor!
You mentioned that you have never attempted to smear anyone on this blog or in the newspaper. I suppose you don't see calling Mrs. Vanzant a liar and Mr. Jackson a fraud (among other descriptives) as smearing? Again, how convenient.

As for my ignoring a ddiscussion with you about our legal system, I think you already know I am right about the issue. Turn what you have over to that system and then butt out. I am amused that you make such an issue out of semantics and word definition. The point you apparently missed is that lots of words in the English language have different meanings and connotations. But you knew that, didn't you?
I would guess, based on your writings, that you are a definite Type A and left-brained as well.
You say you just don't like the rules that are wrong? Well, who appointed you the great interpreter of what's right and wrong in terms of rules and laws? If you want rules changed or abolished, there is a legislative process that deals with that just as the legal system handles those who break laws currently on the books. Perhaps you need to go back and read again your well-worn copy of the Constitution.
I'll not even go there with you about wab's name -calling. I can think of so many, but you would just "say it ain't so", wouldn't you? Again, hilarious!

I’m beginning to wonder if Dumbo is the right name for you. I’m beginning to think Stupidoo is more appropriate. What were you thinking when you agreed that God was everywhere, then laugh at the idea He was in Germany, would that not also mean He is and was in Germany and even Russia? I didn’t mean to imply anything I thought I made it clear of course God was right there with Hitler and even Stalin, problem was they wouldn’t pay any attention to Him. But isn't it interesting, that your hero "sugested" that he is guided by the Holy Spirit and sad that the church I attend doesn't have that. How arrogant can anyone be to say he has the holy spirit and we don't!!! Can you see even the most minute reason for my problem with his behavior? Back to the "God being everywhere" issue, I was not the one who said anything about that to begin with. Either you or some other whiner said it, and I think you know that, don't you?
Again, you are wrong in suggesting that mrs. clinton is my heroine. I detest what she stands for and will do everything within my power to help see her defeated at the voting booth. Would you not agree that it is best to use the democratic process to deal with elected officials or political candidates? To WAB,(or any other interested parties) As I spoke of on previous posts regarding the 5th grade position...It has been filled and was announced according to second hand sources that the teacher in question will be leaving to work full time on a grant; I do have to say that the person I was told was filling the 5th grade position, if my facts and sources are accurate, and I believe they are, is a wonderful teacher and the students and entire school will benefit as a result of this turn of events. (could be a classic case of "what satan meant for evil, GOD will turn around for good.)

I never saw it posted on-line or any where else. That was probably Jackson way of dealing with a problem rather than actually doing something about it. What about the new coach at the High School it was posted but why do we need another coach? That is another position that is not needed therefore the county has to pay the entire salary. The present coach probably had a buddy who needed a job and ask Jackson to hire him.

The teacher that left Southside is overseeing the after school program full time now,(which is the position that was never posted), after collecting salaries for both full time teacher and director of after school program for 2.5 yrs. Did neither job adequately. There is no grant writing position, the after school program is funded with a grant that teacher has been given full credit for writing solo, which is not the true case. However she stepped on, maligned and alienated most who assisted with grant writing, in order to make it look like she did it all. Reality is the program would have folded after first year without the others who assisted as she was seldom on premises. When this became obvious, that the program ran smoothly in her absence, she booted the ones that actually had made the program work so that she would receive the full credit. Then brought in another teacher who was not part of the original grant who is now in reality bearing the entire responsibility of the program and doing an exceptional job.
As for the administration allowing it to go on for as long as it did, the majority of Southside's staff wonders the same thing! One can only hope that she was following orders from the hill, although it appears on the surface at least, that the teacher in question was afforded special consideration even if teachers that were doing their jobs to the best of their ability were being stepped on by the teacher in question. If teachers could speak freely, many would back up these statements, not one word is false or hearsay.

Understand about teachers not being able to speak freely and I'm sorry. When it comes time to vote, vote to keep the financial management act in place, your vote at least is private so no one can take that away from you. I'm guessing you might be a teacher so are you aware that your retirement monies havent been getting to the state timely and this causes you a loss on your compounded interest. Vote for the financial act and that problem would change for the betterment of the teachers. Did you know that the private insurances that teachers and other school personnel have been having deducted from their pay has also been going in late so that their insurance coverage lapses? These are more big reasons we need somebody in charge of the finances like Mrs Garner who is a CPA.

Retirement is based on salary and years it has nothing to do with interest. You need to find things out before you start saying things to make people angry. As to other payments being late, I don't know but I'm sure if policies are about to be cancelled that companies would be contacting their clients to tell them they are in danger. Anybody out there had that happen.

The revenue stream that provides retirement DOES rely on interest - That's why they fine organizations with directors who tell everyone the fiftieth time is the first time. Wonder if the fifty first time will quazlify as the first time. We need someone to spontaneously check under the desk & make sure there there's only four legs under it.

7:09 1/6 I sure hope you’re not a teacher and thinking that your retirement has nothing to do with interest. Call the retirement center and ask them. Yes the retirement is based on your salary and number of years on the job but in order to have your retirement check not bounce there has to be real money to back it up. Interest goes a very long way to keep your monthly contribution as low as it is.
While no one has been refused medical treatment that does not mean the policies have not been late in having premiums paid. It’s like the electric company, they don’t cut off the power because you’re a couple of days late, but you have to pay a late charge. It’s when you don’t pay at all that the lights go out.

If people would come forward with statements from their insurance or investments or whatever to prove that they are late then something might be done. It is just like accusing a teacher of having relations with a student, you need to have it in writing with proof. I would love to see a teacher fired that has had an affair with a student but hearsay is not proof. I have heard it but I have not seen it. Surely the students parents would do something. Someone who has seen it with their own eyes needs to come forward with proof not grapevine. That goes for the deductions and for the teacher. Prove it!! PLEASE.

Do you think a $10,000.00 fine for habitual lateness isn’t proof something is wrong?
Gee, what kind of proof would you require? The School Director and the Board knows who the teacher is and a simple phone call to the DA’s office or to the TBI would launch an investigation. The problem is just like with the fine they are more interested in having things look good rather than having them actually be good. Allen Barrett

The requirement through the teacher's union is that a complaint be done in writing. Mr. Jackson repeated that to you at the board meeting about three times. Did you listen? It has been checked into. No proof. No one knows for a fact or is willing to step forward. Again it must be done in writing. Talk to the parents if you know them and ask them to make a formal complaint in writing. As to the fine, get a report from the retirement system that shows the dates and etc., put those on the table for the board members and give one to the press. You have made so many accusations that have no back up, please get the proof for the board and Mr. Jackson. Rumors are not proof of either one of these.

No one is denying the fine. That it has happened continuously for the last four years needs to be proved. The main thing I would like to see is the teacher/student thing proven. Both of these items need to be stopped. If the retirement money has not been sent in on time for the last four years get a report saying when they were paid and how late they were. The teacher/student needs valid proof not grapevine or rumor. I've heard along with a lot of people but that is not proof. Get the proof of the affair and send it in writing to the board and GCEA. Teacher/student affair is child abuse no matter if the student is in high school or not and the teacher needs to get out of education for good.

yes everybody already knows who it is anyway or it least i do but i'm not stupid enuff to go around town saying it to people. think people don't know try asking a few old timers. be surprised what they know about their community & keep under the "covers"!!

If a letter is written to the director by the parents they can ask that their name not be released to the public but the teacher can still be fired. I'm not sure that at this point there is much to hide anyway. Most people at that school know so I'm sure most of the community knows.

Sadly enough people do not come forward. Spineless, balless, cowardess, saving their job, their family members job, a multitude of reasons, but so much could be done if people would just come forward.

The DA is hot on the trail of several things and advised by the Tn Ethics chairman to go to the State Attorney general. It has been recommended that the TBI be brought in as well. Alot is going on and who knows it just might be coming to a head. I hope Tee Jackson will see the light and save himself some embarassment and resign. I don't think he can continue to place blame on someone else everytime.
