The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. From The Legislative Committee Meeting 12 Jan 2009

These items were discussed at the Legislative Committee chaired by Commissioner Faulkner this morning.

Item 1 SENIOR TAX FREEZE. Much negative was said against adopting this legislation including the false assumption that extra people would have to be employed at a cost of over $80,000.00.
This is legislation that has been passed by the people as was expressed by Commissioner Adams on more than one occasions. One response to Commissioner Adams was that the people didn't know what they were voting for and the commission had to decide what the people really wanted.
Finally Commissioner Adams motioned that it be taken before the full commission and Commissioner Bailey seconded the motion which passed.
This item was discussed without any public input which resulted in less than full accurate information being available.

Item 2 Commissioner Lee stated that some commissioners had been on certain committees far too long and served as chairmen of some powerful committees much too long and that there should be term limits placed on how long a person could remain as chairman. A second part to this concerned conflicts of interest. Those employed by county entities should not be in position of deciding matters that involve that employer. In such matters a conflict of interest exist either by reality or perception regardless of whether the little statement is read stating there is no conflict.
The matter was put aside to be studied.

Item 3 Proposal to place financial statements on the county website was met with much enthusiasm.

Item 4 Statement from Rep. Eddie Bass was read in response to the Tourism Board requesting the county be named "Turkey Capitol of Tennessee". After some laughter and assurance that this was not an identification of the County Government the committee agreed to propose the designation be changed to "Wild Turkey Hunting Capitol Of Tennessee".

Item 5 Discussion was held about requiring the Industrial Development Committee submit reports of activities to the Commission each quarter. Some felt a written report each month of how the money was being spent was appropriate along with a personal report from the Economic Development Recruiter each quarter.
Presently no one in County Government has any clue as to how money the county contributes is being used.

Item 6 Questions were raised about when the Ethic and Courthouse Security Committees would meet since none had been held in the past year. Allen Barrett

Judge lee is right about people being in some committees to long. Can anyone really justify Bill Holt being head of the budget committee and working for the school system. It's bad enough when a commissioners family works for the school and they vote for pay raises for them but MrHolt votes to put money directly into his pocket and claims it ain't a conflict of interest, what a joke on us.

It is a shame he did not get elected County Executive. If he had been 10 or 15 years younger he probably would have won by a large majority. Thank goodness we do have him as a commissioner.

Can't say I always agree with him or anyone else.

Can say, I can't think of anyone I respect more than Mr. Lee. Imagine if we had someone like him over the school system! What couldn't we do if we had a real role model for children?

Idea - bring the brat to a meeting he is part of & let the child see some values.

Also the Senior Tax Freeze was voted for last election.
Why are we still talking about it.
The people said we want it so get with it.

If the senior tax freeze was voted on without input from the public it seems like commissioner Faulkner is part of the clique that dont give a care to the public. Bet they wont pass this tax freeze. Time to take things back into the public hands.

Being on a committee too long is only a problem if the wrong person is on it, for the wrong reasons.

Replacing an excellent leader with someone who may have a personal agenda & purpose is always bad. The duty is to the people!

We do have more than our fair share of excellent people in our government - good people who always treat you with respect whether it's a good day or one of the horrible days we all experience for whatever reason.

Yes we have a mess in education & need to do exactly what happens on this blog - put their feet in the fire & run them off. Need to make the Director office elective, yesterday! Same goes for those who abuse power to make this fiasco go on perpetually (Holt?).

The same problem exists with Lovell being on the highway dept committee for several years. First a buddy of the last road superintendent and now close with Hyatt. Lovell was part of the reason Julie Phillips didnt move over to the finance office. Campbell is good buddy or Watson on soild waste and with law enforcement. Holt is chir of budget committee, financial committee and on economic development and tied in with Speer.
What a farce.

Holt is a classic example of conflict of interest - part of TJ's caterpillar army - get there first, eat everything that's green, leave nothing for anything else, & move on to the next green field! Every time I see a tree stripped of its leaves by the tent caterpillars, I think of TJ, Holt, & Lovell. Pitiful!
