What Is The Connection Between PES and The Economic Development Commission

Has the Pulaski Electric System over stepped it's authority in reference to the Economic Development Commission and its Director Dan Speer?

Did the PES use rate payer funds to purchase the vehicle used by the Economic Development Director Dan Speer which is used for both business and personal activities? If this is true what authority was used to authorize such a purchase? What is the cost of this purchase and it's annual upkeep including insurance? If PES did not purchase this vehicle who did and by what authority?

Did the PES use rate payer funds to cover the expense for Dan Speer to gain certification as an industrial recruiter? If they did by what authority was used to justify such an expenditure?

Are the rate payers of Giles County paying higher rates for electrical service because the PES has involved itself in expenses that have little or nothing to do with providing electricity?

Yes, I was just sitting here thinking the same thing as I was reading the "suggestions" of wrongdoing. Something sinister must be going on behind closed doors. They are out to do us in.
This needs an immediate investigation. Is there an honest person among us....other than the ones who call the rest of us corrupt in some way? Don't we all live in glass houses?

Does anyone know if Speer bought his vehicle himself or who did buy it?

It is now in black and white. I had asked one of the aldermen to submit that question. She did and showed me the response after last weeks hearing. Electric company (Me & YOU) bought Speer's vehicle in August of 2008 for a price tag of over TWENTY-SIX thousand dollars. Us rate payers sure are generous folks. Guess whoever the nut is that started this thread with the oh my gawd will be just tickled pink to have helped buy that pretty white ford for the mayor. I asked for a copy and she gave it to me. If anybody else wants to see it for themselves in black and white just leave your name and address on here and I will send you a copy. I hope the paper will print it too.

why can people not see how good this setup is for him? And people ask why it is questioned? He appoints the power board, the electric system pays for his vehicle/insurance/gas. He helps to issue bonds via city council everyone is happy. Is that true or is it not? Tired of the "conspiracy" comments, I want to know not argue about it. He gets 130,ooo+ from the county, 60 from the city...and minimal expenses..nice deal?

I would care because Jackson is in Speer's pocket. Speer gave one of Jackson's sons a job with the city without the job being advertised so all the unemployed could have a shot at the job, then I think the son has some kind of background history. If you look back the time when the son got on the city payroll in the street department is when commissioner Jackson had a commitment to constituents change.

I can't say much about Dan Speer as Mayor, since I live in the county, but I can say something about the Economic Development Commission. We have not developed very much economy in the last couple of years, and the way I see things, if you don't do your job, then you are outta here. The bottom line of tyhis, is that if PES is raising our rates to support someone that can't do their job, then that person and the people supporting him need to go. And as far as it being "another conspiracy", why don't you look at it first and then decide what the situation is before you berate and badmouth those of us who are interested in living in Giles county, and trying to make it a better place.

And by the way, 07/22/09 0705pm: Why is it when someone disagrees with the powers that be, and want to hold them accountable, there are always people like you to pick up the banner and say "if they don't like it here, then they can always rent a u haul."? How about, we want to live here, and we are trying to make it a better place to live by holding our city and couinty officials accountable for their actions. Well, as I've said repeatedly on this blog, those who are unhappy here should catch a bus. The same road that brought them here will take them out of this cesspool of "corruption" and ignorance. I'm sure their superior intelligence would be better appreciated elsewhere.
I for one will NEVER leave Giles County. This has always been my home and the place I love, in spite of all the crooks, liars, thieves, and ignorant people who also live here.
Your statement that the surrounding counties might fight over what's left seems to imply that they (surrounding counties) are just sitting back watching people here slowly destroy each other with all this fighting, name-calling, accusing, etc. More importantly, doesn't it imply that they are not having the same kind of problems? Of course, it does.
I have an idea. We could stave off the "surrounding counties fight over what's left" if some of our more intelligent and enlightened citizens would go to them and teach them how to think and act. It's a win/win situation.

The public meeting are a great start. However it's quite clear that those in charge don't think there is a problem with what they suggest, they don't see any conflicts, and are straightforward demonstrating that they will go no-where (as in off boards/elected positions etc) Remark was made about "doing" something? Yes----bring this stuff to light and then people must VOTE!

On the other hand 5:32 it may have been that 7:19 may have been one of those in question. Even a blind person could have seen the display of arrogance from Speer/Bryant. I will give credit to Ron Holcomb and Wes Kelly. They both appeared to be very willing to answer the questions posed to them and they did so with a polite tone. I hope this issue will stay on the forefront and not fade from the memories of everyone in attendance. We have a little group of controllers sitting on that power board as well as the mayor who want to not be questioned and could care less how the decisions truly affect the people. What Speer needs is a good old fashion a#$ whooping. He is such an arrogant and condescending person who feel he is justified in any and all he does. He forgets he is a public servant. If he doesn't want to be accountable to the people he needs to join the private sector. Surely, he isn't thinking about running for mayor again? I was very unimpressed with his public speaking and overinflated ego. Our town deserves a better than what he has to offer. Sames goes for economic development coordinator.

I think anyone could do better than the one we have and I think Vickie Harwell would do a fine job, at least she would be fair and not try to run everything in the city. I do not understand why having power makes you anythng special. After all we all will have to answer to the one above. As far as paying cell phone bills I can see why Andy Hoover would have his paid because he represents the city but Dan Speer could at least pay his with over $200 grand he gets from everyone. As far as Donna Baker, She has nothing to do with PES, she is the Chamber of Commerce Director. If PES has money to burn why don't they help the people who need it on their Electric bills every month.

Old TJ has given every principal a cell phone at the expense of taxpayers. That's about eleven or more phones, if assistant principals also have the phones no telling how many are on the 'plan'. The phones are a waste. ALL schools have atleast TWO land lines. I am sure principals and assistant principals have a personal cell phone TJ could call if there was an 'emergency'. Just another way to 'try' to control ppl on the taxpayers $$$. I have been told the principal at southside wears her on her wrist and the principal at elkton leaves his in his desk....

I think the public should know about the many times Mayor
Speer has went to Kathy's Tavern and stayed for hours with the government provided vehicle parked just outside the front door. He probably left in it too and was DUI. I can only guess about his condition when he left but I personally witnessed him parking his tax payer owned Ford Explorer and going inside the tavern. I noticed two hours later, it was still there. I had to go home and get in the bed for my next day at work and could not afford to wait until he left. I am not afforded the priveledge to sit up all night on a week day and go to work whenever my hangout subsides.

I also saw it last year at the nightlife. I believe he is a member of the elks lodge. I bet if he drove it to the other bars he drove it to that one too. Misuse of taxpayer dollars! I heard that Ron Holcombe's secretary has a company car. Wow!! What is wrong with everyone driving their own vehicle as long as that vehicle is not having to be driven for PES use. 7/22 7:52. This is not the only incident concerning city job openings. For years, the city has not posted any police officer openings. No advertisment or postings anywhere, but look at all the new officers that have been hired in the last two years. The city never advertises any job opening in any department. Isn't that illegal. I thought it was a law that jobs of any type must be advertised in order to give everyone a fair chance at getting the job as well as the employers opportunity to hire the best person for the job. It appears the city already fills the openings before they are vacated.

Why does all businesses have to have handicapped parking and wheelchair excessable entrances except for the police department. I recently had to take a friend of mine's money for a traffic fine to the police department because my friend had no way of getting inside due to his confinement to a wheelchair. It appears the police are writing tickets for violations that they are violating also. Who do we contact to have the police department writen a ticket for non-compliance.

1200, You are so right. Not just a car payment but not having to pay for gas. That alone is enough to piss you off. I, along with many others suffered severely when gas shot up last year. If I had known what I know today about all the government and city provided vehicles, gas, and insurance being paid with my hard earn tax dollars, I probably would have went to jail for my behavior at one of the city council meetings. I still may attend one yet and let all these blood sucking politians have it.

If these comments are true about Speer going bar hoping in the city owned vehicle, something needs to be done immediately about it. This is appauling to know the mayor is riding around DUI putting other motorist in harms way. What will happen if he hits one of our love ones, one of our children. You know the police will cover it up and make the other person be at fault. They would have to in order to save their job. What is going on with Pulaski's city government.

UI involved accident has been covered up. Just last month Tax Assessor Bluegill wrecked in front of the Budget Inn and was sloppy face drunk. The police and several bystanders including myself witnessed how drunk he was and how disrespectful he was to the police. But they still took him to the hospital were he cursed all the medical personnel out because the doctor would not give him anything for pain due to his high level of intoxication. He then was allowed to call someone who came and took him home. He never was arrested, booked, fingerprinted or taken to jail. Now thats what you call a cover up. Thank God he was the only one involved in the wreck and no innocent person was harmed, this time.

If that is true that he was not arrested, then someone should be held accountable. Was it a county deputy that arrived on the scene? If so, Kyle what are you doing? Do we pick and choose those we wish to be prosecuted for crimes they commit against our county??? There is another public official about to be hammered away at if this accusation is true. Guess there is no way to know really, except for eyewitness accounts since there was no arrest made. If true, how disappointing of Bluegill and our Sheriff's Dept.

TO WAB, I recently heard from a reliable source that the city is currently involved in several lawsuits. If this is true, why hasn't the public been informed of this. Is this information not public record. If it is not then I understand. If it is public record, then I don't understand and I would like to know why nothing has been done to inform the public. To 1:24 You can not possibly know how encouraging your post is to someone who has become very tired and frustrated. Your posts and the involvement of so many during the PES hearings have been a blessing and are appreciated greatly.

To 1:43 lawsuits tend to be kept as quiet as possible and only revealed when they are specifically exposed usually by someone directly involved. Our tax dollars pay for the liability insurance both the city and county carry. When settlements are made usually it's a combination of insurance and public funds that are paid out. Of course like when you have an auto insurance claim your premiums go up and so it is with the premiums on liability insurance. Allen Barrett

I heard Mr. Holcolm was retiring from PES and had made plans to build a mansion style house somewhere on the east coast where he could live in luxury off the remaining funds from his contract.

All I have to say is that the "few" squakers in Giles County now have what they deserve. Mr. Holcomb, who is probably the best thing to ever happen to Pulaski and PES, is leaving. He didn't have to go. He did nothing wrong. But the vocal minority made it not worth the effort to stay. He will find a better job elsewhere. If you have never lived anywhere else, Pulaski is NOT the most desirable place to live and raise kids. But you will probably find that out as you go out and try to replace him. Good luck in finding someone that talented and dedicated to his job.

Well, Well, Well, Let's do some recapping. PES approached the city council about a $7.2 million dollar bond approval. This sparked a lot of debate and maybe rightfully so. Afterwards, PES decided to withdraw the request, but some pressed forward to hold a public hearing on the matter anyway. This eventually took place, but the focus was not aimed at the bond request in it's entirety. Instead, a few people, including some of the city alderman, began questioning the past and present business practices of PES and rightfully so. To listen to these people you would thank that PES has been operating well beyond their means. Maybe, Maybe Not. Now let's get down to the real motive behind these public hearings. The word on the street is an elected official had applied for a job at PES but at the present has not been hired. It just so happens that this elected offical has a spouse who is also an elected official. Why all of a sudden did this turn into an investigation of PES and it's employees. I believe some of the people really do want to make Giles County a better place.You know most elected officials will tell you that their actions are public driven and should be for the most part. But, do these two elected officials really have the citizens in mind, or is this revenge at the expense of everyone else. You be the Judge and I Thank You for reading this post.

I really don't care what the reason behind the hearings was personally. If these PES officials were doing wrong then so be it. They should be investigated and measures taken to correct the wrong. If termination of some employees is necessary, oh well, we better get to it! As far as this elected official, if it is who I think it is, I have never known this person to not to do something unless there was some measure of personal gain. What motivated them, has probably helped our community in the long run even if it was for personal reasons. Just make you wonder though if it is true would they have went to the trouble otherwise? If this spouse was not hired, I imagine they were not hired because of who they were and for fear of too much involvement in the goings on of PES and reporting back. Who knows and who cares!
People can say whatever they want to, but when Ron Holcomb resigned, I was really surprised and it made me seriously wonder why he would do that if he had not done anything wrong. Maybe a lot of trouble to endure the speculation and the embarrassment of having fingers pointed at you but, I have to say I would do anything necessary to keep my reputation intact and make sure everyone speculating knew I did nothing wrong.

One thing I have is a lot of time. Being retired I had the time to read all the information put in the paper. I went to both public hearings. Stood in the hall for the first one for three hours. Where were you? You my friend must not have time. Cause if you had the time you would be madder than heck. Ron Holcomb may be a fine man. But Pulaski can't afford him. Chattanooga's loss is our gain. If he was working for a private company it would be one thing. But this man was working for tax payers. People who work on the backs of tax payers always forget that they are accountable. They should have to answer questions. Sounds to me like Holcomb had some impression he was untouchable. Wonder why that was? I have a good friend who works there and he told me what was in the paper was true. So why don't you want these answers to come out. Unless you are one of the workers up there as I suspect you are!!!!!!!!!! Fact is my friend at electric company thinks he knows which one you are from your post. Would your name start with C ...or A????

I don't blame Mr. Holcomb for leaving as he is apparently doing. The PES board made the decision to pay him what they are paying him. If you want to get a caretaker for PES, you can find that for less than six figures. But Mr. Holcomb is not responsible to the taxpapers. No taxes go to pay for his salary. He is responsible to the Board and to the ratepayers. It sounds to me that everyone is out to get the Mayor and that Mr. Holcomb was unfortunately ended up in the crosshairs also.

I have to defend Dan again. I don't think folks are out to get him. The way I hear it they are just tired of him doing it all. Mayor. Economic Developpment. Power Board. WE all know you can't do everything and do it well. Most of the time when you try you don't do good at ANYTHING. Hopefully Dan will hear the message pick which ONE 111111111111111111 thing he wants to do. Too much power corrupts anyone.

Mr Holcombe isn't the problem, he only took what was given to him
so I can't blame him for taking the money he was given any more than I would blame the guy at Wal Mart for taking his pay. The problem, as I see it, is more about unlimited benefits and non-accountability than anything else, and for that we all have a degree of responsibility.
While there may not be any direct taxpayer money involved in PES the Pulaski Electric System is a public monopoly and as such should have a greater level of accountability for their actions and the perception resulting from those actions.
The greater problem is the incestuous relationship between the Power Board, the Mayor's office, the Industrial Board, The Industrial Recruiter and the Chamber of Commerce, it's this relationship that needs to be broken up and made more responsive to the citizens of the county, hopefully this will be the end result of so many citizens finally rising up and demanding an end to such shenanigans. Higgins left making 70,000. Don't know how much Tramel made. Holcomb came making 93,000 and is leaving making over 170,000. Not bad raises for what seven years of working.

Yeah boy! Let's talk about those rumors. Man are they ever entertaining these days. Folks just love to plant rumors to get the focus off of real issues.
Who's in jail for what? Who's going with who's wife or husband? Where'd they go? Who saw them? Who told who? Why is anyone asking questions? Why is it tax payers business anyway? Why does it worry some folks when questions are asked? Where has all the money gone from electric company? Why are some employees of electric co fighting so hard to help keep things quiet? Know they can't find a job making that much money anywhere else around here? Don't want to lose those nice vehicles that we pay for? Start all the rumors you want because it won't take the spotlight off off the light company.
