The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Did Secret Meetings Determined Votes For Power Board Members?

I was told by a person they had looked up the word shyster in the dictionary and there was a picture of Mr. Andy Hoover, City Attorney, Pulaski Electric Service Attorney and PES Registered Lobbyist. I said I doubt that and looked for myself and while there wasn’t a picture of Mr. Hoover there was a description of his recent behavior, a person who uses unethical or tricky methods, a pettifogger.
It seems that Mr. Hoover acting as city attorney arranged private meetings, in violation of the state Open Meetings Law T.C.A 8-44-101 thru 106, where discussions, were allegedly held between Mr. Hoover and individual city council members about their votes for returning Mr. Bryant and Mr. Houston to the Power Board.
The question is with all the promises of renewed openness and transparency within the PES and City government how can the citizens of the county feel any confidence in these promises when they sit on a foundation of secrecy, double speak and questionable behavior? Allen Barrett

It's only a violation of the sunshine law if more that 2 Board/council members meet together. They are allowed by the law to meet individually with the attorney. This is common practice by most public boards/councils.

In the strictest terms the requirement is a restriction of "two" or more members meeting together.
My contention as stated to Mr. Hoover and the City Council is that Mr Hoover, by his own admission, represented the City Council and thus put himself in the role of a member seeking to influence the vote of another member thus the violation of the "Open Meetings Law".
Meeting individually with the attorney is simply a means of circumventing the law and is not widely practiced by those seeking to operate above the law. Just as the courts have ruled that phone calls between two members or e-mails between two members where business of that body is discussed is a violation, so it is a violation for two members to meet at Country Kitchens with the purpose of lining up votes for one side or the other.
Clearly a violation exist if not by the letter of the law certainly by the intent of the law. Allen Barrett

There are other attorneys in Pulaski and surrounding areas that practice with a great respect for ethics and truthfulness. As the lead in for this thread stated, Hoover is a shyster and after looking up the word pettifogger I like it better than shyster.

Even with attorney/clients meetings, you cannot and are forbidden to make any decisions and if you do so you are braking the law. The attorney can only give out legal advise and should not try to influence any decision made by the elected official. Even though Hoover may have known better, don't know that he didn't try to influence.

Look, I have no problem believing Mr. Hoover is a decent, hardworking family man and I have no desire to have him as an enemy.
I hope he has a wonderful, joyful family life and I have no reason to believe he doesn't.
My points of contention are simple, I believe there is a terrible conflict in his representing both the city and the Electric System and his behavior with those meetings to influence alderman votes to return Mr. Bryant and Mr. Houston to the Power Board has every appearance of unscrupulousness. I, too, am sick of all the hateful things that are being said about WAB. Hes got my support 100%. Its obvious the people responsible for all the wrongdoings are the only ones putting entries on the blog that supports Speer, Hoover, Harrison, Janet, etc. Its not their supporters, its them, because at this point, they have no supporters but themselves. Who would want to go out on a limb for them at this point in time.

But, it just shows how out of the loop and out of touch you really are. And, if you are having that much trouble hearing you need to turn up the hearing aids. A friend in business said he had never seen an issue that united the entire county like this one did. I have to agree. The electric company got out of hand. Folks can say they werent to blame. Some names keep coming up. Spear Hoover Holcombe Bryant. Seems to me they would see how folks feel and step aside.

If you are speaking of the Power Board Meeting this morning only four citizens showed up but it was 7 AM. Where were you at 7AM this morning? Most people were at work.
If you are speaking of the two public meetings where questions were allowed to be asked of the PES leadership both were standing room only events. Allen Barrett
