Help The Helpless!

This is a letter to the editor I was asked to use as a topic for discussion I have not included the writers name.

To the Editor:

My husband and I decided today that we would go to the dog pound. We were considering adopting a new companion; however, what we found was very disturbing. First, we had to make two trips due to the fact that the pound has unreasonable hours of operation. Secondly, upon entering the kennel, the majority of the dogs were in one medium-sized kennel. The only dogs not kenneled together were a mother boxer mix and her three newborn puppies in one cage and an old pit bull in another. The dogs were soaking wet, including the newborn pups. None of the animals had any bowls of water or food available at the time. I have to admit, I am a sucker for sweet dog faces and have rescued many dogs. I don’t always keep them for myself, but I always find them a good home. It broke my heart to see those tiny puppies with their skin-and- bones mother, soaked and with nothing soft or dry to rest on. I am not an extremist when it comes to animals, however, I call them how I see them and this was just plain wrong. Who runs this pound anyway? I know that all of the pounds I have been to allow for volunteers and even a small area for the dogs to roam outside daily. It isn’t that difficult to clean them up on a Saturday and take them to a grassy area in town for an adoption day. These dogs deserve good homes and with the nasty environment and strange hours of operation, it is as though we are denying them ample opportunity to encourage their adoption.

All the dogs need are some kind people to donate supplies or money and some advertisement, such as WKSR Swap and Shop. None of these things will happen, though, if the operators won’t try. My husband would be willing to make a Web site for the pound, so we could take pictures of the animals available for adoption and post them to the Web site. I know that businesses around town would be willing to become sponsers. All I am trying to get across is that it seems as though there is a problem with the pound service here, and a problem will never fix itself without a little effort from us. Hopefully, as a community, we can work together to help. Thank you for your time and consideration,

Giles county commission is responsible for the dog pound. This comes under Environmental Services which is chaired by commissioner Tommy Campbell which is has been for years. There is an extreme need for an animal adoption program in Giles county. The subject was raised a couple of years ago but Campbell refused to allow one.

That sounds about right for the current gang of 21 +1 . They dont give a darn about the condition of the animals or their building . But you can bet your last dime that they always look for the signup sheet to make sure they collect their $30 or $60 per meeting . Think how much pet-food could be procured if they ALL gave up their pay ($630 or $1260 ) for just ONE meeting . Or how that awful facility could be improved with that $$ .
How about it commissioners ??

Why dont we all ASK our three district commissioners to put such a proposal up at the next meeting so we taxpayers can see who responds ?? DO IT !! Then we'll know who to vote for in august

WOW This topic has been quiet !!

I guess when a suggestion is made where people could actually contribute something to the county everyone closes up like a clam at high tide .
All noise and no 'go', like a jeep spinning its wheels in the mud but making no forward progress .
C'mon folks , there's got to be somebody with initiative out there .
Where can we-all sign up ?

One thing we can do is put pressure on our county commissioners - with extra pressure on Tommy Campbell. He is supposed to be the lead on this.

I think it would be a great idea to ask everyone in Giles county to give one dollar. $1.00. That's all. That would be a great start to a fund for the "pound". Then with some great donations it would help out a lot. Also need volunteers to work there.

Last Fall there was to be a meeting to get an animal adoption program started in the county. Mrs Vanzant was talking it up to get people to attend and I believe something to do with forming the program in memory of one of the local Vets. What happened? Anyone know?

Not having been to the dog pound this article is enlightening to say the least and also heartbreaking. So many counties are in dire straights with funding that animal control and the subsequent treatment of turned in or seized animals falls woefully short. Not making excuses for the facility or the mistreatment of animals. Volunteerism should not only be allowed it should be welcomed and encouraged? Was it not welcomed at this facility? Blankets, food donations, time spent walking, cleaning, and treating the animals should be a priority. What can be done to put this into action? I would gladly volunteer to make this happen as well.
It was my experience with strays that people have dumped in the country that there is no place to take them. The last resort threat from the vets offices is to either take another pet on or let the poor animal go to the pound. Most end up killed by coyotes before they make it to your doorstep or others are attacked by pets guarding the homes. Dumping a pet seems to some to be kinder then the pound? Something is wrong with that picture. Giles county needs to get tough on puppy mills and backyard breeders, dog fights, and animal cruelty as well. So, what is it going to take to make this happen? Whatever a regular citizen can do please post and I am all over it.

Mrs. Vanzant will not take hold of anything and run with it. It's either because she don't know how or she has something else she had rather do with taxpayer's money. A good leader will get things done!

I think Mrs. Vanzant is doing as good a job as those who held the position in the past. Those who have attacked her just will not stop, and it unfortunately resonates with some who choose to allow them to do their thinking for them.

Then Mrs Vanzant needs to get off her backside and LEAD. She could keep pounding on the commissioners to get an adoption program going in the county. Commissioner Campbell is the one in charge of Environmental Services and the Dog Pound comes under that. Unfortunately, Mr. Campbell is NOT supportive of an animal shelter. With enough pressure from citizens, maybe he will also get off his butt and get something going and adopt a change of attitude at the same time. There are scores of people in the county who are willing to volunteer.
6:57 We do not give a rats butt if you vote for Mrs Vanzant or not. This topic is for the animals. Post your support of Vanzant elsewhere and give the little creatures we are responsible for some space from your everlasting political views.

Starting April 30th you can buy stamps at the post office that help to buy food for shelter pets. You can pre-order them online. I think this would be a great thing to spread around. Could you please forward to your contacts?

Just to let you know, I called a Commissioner and got alot of useful information. I was told that it's the Public Service Committee who is responsible for handling Dog Pound problems and that is headed up by Chan Harris. The Committee members are: Chairman Harris, Connie Howell, Roger Reedy, Tommy Pope, Tim Risner, Louise Faulkner and Tommy Campbell.
The Public Service Committee covers Airport, Rabies, and Mental Health issues.

I was also informed that this committee has attempted to ask several times for money to build a new building but was told by the Budget Committee the county could not afford it, it was not on the priority list. The last attempt was in September 2008, when Campbell made a motion to proceed with preliminary work to get a new pound building. That was before Tommy Pope came on board the Commission. Stoney Jackson was the only Commisisoner on that Committee at that time to vote aganst Campbell's motion.
So it appears to me that Campbell has been in favor of doing something about the condition of the Dog Pound for a long time.

If this is the same place that I am thinking about, I am told that the official title of this place is Rabies Control Of Pulaski, TN..

I have never seen the place but here are pictures:

http://www.goldenretrieverforum.com/showthread.php?t=18901

http://pets.webshots.com/album/560015487fkhtSK?vhost=pets

I was also told this places is funded by taxpayer dollars. There is another problem with this place that needs to be addressed and that is that I am told that all of their traps missing as they were loaned out and were never returned. I called to borrow a trap because of a serious raccoon problem and they said their traps are gone and they will only pick up a raccoon that is already in a trap so I checked the price of traps and decided that it's not worth it. I will just wait until raccoons are totally out of control then the City will be on the hook for it.

Why is it that no one even did the most basic thing and got the name/address and phone number from the person borrowing the traps? If they have that info why is it not enforced to get the traps back? That is downright unconscionable. Being an anonymous process someone could have even loaded them up in a truck and sold them somewhere.

The raccoons are getting more populated locally as each year passes and they are also getting more bold. The area is getting thick with them and they are even tearing holes in empty houses so they can nest and breed in there.

What food source they are using to support so many is yet a mystery since they are basically nocturnal creatures so they keep dogs hours which makes it near impossible to monitor them.

This place is rabies control so they need to replace their traps to go about dealing with that issue and get a form of identification for the borrower.

As a stop gap measure I think that either the City or the County should at taxpayer expense hire a licensed Animal Control & Wildlife Removal person.

There is a list here but Pulaski or Giles County are not mentioned:

We have one full time and one part time person working in animal control. Supplies for food are limited. Most times, at the end of each week the dogs are put to sleep. Unless someone drops by the pound looking to take a dog home there is no effort made to adopt them out.
If the budget comm. stated not enough money for a new pound, that was a couple of years ago. In the meantime monies have been found for every thing else that comes up/requested. Animals are just not a priority with many commissioners and our county executive. We need to put pressure on them if we care enough. No good calling Chan Harris. Remember he is chairman of the Beer Board and totally ignored the vote of the commission body when he voted to allow the last requested beer license which resulted in Giles Co. having zero distance laws. No doubt he would ignore a request to do something about the dog pound.
Maybe we need to go public and get a bunch of volunteers to get an adoption program off the ground.

Again, all the blame and finger pointing aside how can a person sign up for volunteering to fix the problem now? Horror of horrors would be that your beloved pet is picked up or dropped off at the pound and suffers from attack or neglect waiting on you to discover their whereabouts. How many dog pounds have shut down in the state or found to be negligent? My understanding has been that the present animal control agent is a good one but working with little to no funding at a job no one really wants in a county this size. Dog breeders abound without regulation as do irresponsible pet owners who do not spade or neuter a pet, cannot afford to give it proper vet care, and allow it to run freely with no one to enforce leash laws. Animal neglect and cruelty cases abound in and around Giles County with domesticated animals considered "livestock". I think the pound would welcome help? Who should be contacted to take food, blankets, and a willing hand to make this happen? If there are really willing people who want to help why not put them to action?

6:06 This is a project that could and should be instigated through our elected county officials. However, its lack of responsibility on their part simply because the law does not say the county has to have an adoption society. I believe it has been requested to be written in the county charter that the commissioners organize and maintain by funding an adoption society. Whether that happens we shall have to wait and see. In the meantime, expect no action from our elected officials. If something gets underway it will be done by volunteers.

I happen to be the one who posts repeatedly that Mrs. Vanzant has my support, my respect, and my vote. You are just trying to make it look like something it's not. And wouldn't that be a lie to accuse her of something I do in support of her and against what you attack dogs are trying to do? yes!
For me, I'd like to see you people go back to wherever you came from. And, although there's no specific law against it, what you are doing by attacking her to serve your own political agenda is wrong. But that's ok for now. Just remember that people do not like attack dogs and those who try to trash others. Looks like you would have learned that lesson from the last election wherein most of those you would support LOST! Look out; it's going to be the same thing again this time around.
Mrs. Vanzant. Be of good cheer. There are a lot of us who will help you in any way we can. I'm just glad Mr. Alsup shed some light on what the agitators are trying to do. It's just sad that some people are falling for it. But, that's going to fail.

How can you be so sure the public will be allowed to speak? Ask Commissioner Stoney Jackson and Commissioner Lovell how come COMMISSIONERS aren't even allowed to speak when the by-laws say they should be. Think about that, Michael.

Calm down. I think you have been listening to the disgruntled a bit too much. I'm sure you know there are extinuating circumstances in any controversy, so consider that neither you nor I know all the facts as to why certain people didn't get a chance to speak at some meeting. You don't have to go off on a tangent and suggest impropriety. Think...for yourself.

Ok, I'll give you a pretty solid reason why some aren't permitted to speak. And I am not saying that anyone is absolutely prevented from having a couple of minutes to speak. But when they, such as I believe you have been guilty of doing, disrupt a meeting and keep on talking when they are asked to be seated, it becomes problematic.

I remember the incinerator that Rep Depriest almost brought here. I remember the high stakes poker games held in the fire station. I remember the total disaster caused by Giles Collier. I remember a county commissioner being forced to resign because of an under age girl. I remember a school director that was run out of the county. None of these things involved Mr. Barrett as far as I know. This county has a very notorious history remember the KKK originated here. 7:58 when your rib heals tell me what I said was so funny or do you think we were actually doing that great in this county before 1983 when Mr Barrett came here. That's so typical of people like you, because we tried to get along and walked a wide path round the boss you thought we were happy. I remember not being able to vote in this county and when I was allowed to vote I was told how I should vote by a man that stood next to the voting table. This has nothing to do with Mr Barrett even though he has spoken up for me and helped pay my electric bill once, this is about the attitude many and most of those in power had and still have toward anyone who stands up like a man. There's been big problems in this county a long time but you can't see them cause you been sitting on top of the heap.

Its been tried over and over through the commissioners over the past few years but it always gets swept under the carpet as are many things people want for the betterment of the county. Only way to make something happen is by scores of people making the push. A word of warning though Chan Harris is chairman of this committee. "How can we make it into a 'no-kill animal shelter?'"

Easy:
1. Properly fund the shelter;
2. Adopt the dogs; or
3. Stop picking up formerly 100 pound dogs that now weigh 10 pounds because someone abandoned them and which clearly need to be euthanized for mercy's sake.

That way the pound could be open for adoptions more. However, He ignored my offer. I also want to do a saturday adoption day. Clean the animals up and take them to a grassy area near a parking lot like walmart. That way it would increase adoptions.

What "trashing" are you talking about 3:48? I stated a fact and concern.
I live in the 7TH district and have watched Mr Campbell sit on every single board. Mr Faulkner wisely decided not to run again and Mr Harwell should have decided the same thing both were absentee commissioners during the past three years and that can be confirmed by looking at the record of their attendance at committee meetings. Mrs Coleman works in Columbia I expressed a concern about whether she would be able to spend the time needed to attend committee meetings and the commission meeting. If she can that's fine if she can't why would she seek to be a commissioner? There is no trashing there just facts and a concern, the facts can not be changed but the concern could be set aside with a commitment from Mrs Coleman. I certainly will not be voting for Campbell and Harwell I may vote for Coleman if she can ease my concern and I definitely will vote for Barrett who has proven himself far more than capable. I will also vote for Stewart and Murrey. Murrey has done a good job but her opponent has proven to be nothing but a "yes man" for Dan Spear and will be the same for T. Jackson. That's

Charles M if you know so much you should run for office yourself. Um maybe you chicken. It is a lot easier for a chicken behind the fence to judge those who are out in the yard pecking in the poo to make this place a better place to live. To put it another way those who sit on the sidelines and spout off should try to get involved themselves. Go Charles M. Let's write him and see what he can do.

Did Mrs. Vanzant respond once to some of barrett's charges? If so, I can't blame her one bit. If she did, I just forgot. Oh, and I KNOW you will make hay over that one! But regardless of what you say, she doesn't lower herself to be on this blog.
Ok, go ahead.

Maybe I am confusing her letter to the editor with this trashy blog. I'm not sure. But, as I said, if she did, she would have been totally justified in defending herself, and I am certain that she would have signed her name to the post.

I grow weary from taking you guys on myself. And my promise to you is that I will go away when you guys stop with the smearing, the attacks, and with the bashing. Why don't you guys stop that, so I can have a bit more free time.
Oh, would you look at that clock. Guess what? I have a job and must go to work.

Does Pulaski have an ordiance against stray dogs?

I saw 4 dogs running on sidewalk near old Bennett May building this afternoon.
Something needs to be done about that.

Who wants to walk down the sidewalk with dogs running loose you have to go by.
