The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Padded Budget Or Not You Decide

It was decided by the School Board to accept a bid to replace the alarm system at Giles County High School. This was an unplanned expense and the cost would be taken out of the maintenance budget.

I asked the question how much was the bid and it was announced to be $22,932.00. I then asked if taking that much money out of maintenance would be a problem and was told it would not be.
I then asked if there is that much money in the budget that it won't be felt was there a great deal of padding in the budget. No one was willing to answer that question. Allen Barrett

Mr Barrett I think you hit the nail on the head with your question. Same is obviously true of most every county department. Why then are we paying such a high unnecessary property tax?

Seems Tee Jackson took Jim Greene's 5th District qualification papers around the high school asking for signatures.Does anyone else find this a bit odd? Why if Mr. Greene is choosing to run would he not have an interest in taking around his own papers? If it is a question of not having the time, I think that should speak volumes in itself. It also shows the unique relationship and closeness Mr. Greene apparently shares with Tee Jackson. This is questionable due to the fact that Tee Jackson is answerable to Mr. Greene as well as the other 6 school board members. I certainly hope that the 6th district constituency will take this into consideration when casting their vote in the coming election.

Correction. Greene is in the 5th district. Agree, voters should think hard about this when casting their vote. Even if Greenes opponent was Mickey Mouse, Mickey would get my vote.

Why do you think the budget is padded? Maintenance budget is not just for planned projects. There has to be money in that budget to replace items. Do you think that everything that happens in your home is planned? You cannot plan items that go wrong when it comes to things like this. They would be foolish if they did not have money in the budget to replace items that wear out. I think you are way off base on this one. Do you not have money put back to replace items in your home that tear up or wear out? Good planning for the school.

To 12:35 this is just the latest of several items not budgeted that's why there are so many amendments being made. I agree that items that have to be replaced should be put in the budget but apparently we disagree on how they should be put in the budget. I believe every item should have a line item to identify it. The term other has been used to cover hundreds of thousands in unidentified dollars, basically creating a slush fund. Of course you can't budget for specific emergencies but the things that have been added after the budget was made were not emergencies. This alarm system could have been budgeted for this year or it could be added to next year's budget but to take that much out of maintenance without it causing any difficulty at all is clearly an indication of plain old budget padding to the extreme. It is true. Greene let Jackson take his papers to high school where at least two people were not asked, but told sign Greene's qualifying papers. The two are very upset for what they were bullied to do. Has Tee overstepped his duties as director?

I hope these two people who were bullied will take action against Tee Jackson. It reaffirms it in my mind that Tee Jackson is very concerned about keeping Greene on the board considering he is in Jackson's pocket. I just wondered what exactly was said to these two employees. And yes, he has overstepped his duties when he used any means of coercion where these employees may have thought their jobs relied on signing or not signing these papers. I hope we get some good people elected to this board and send Jackson packing back to Athens where he belongs.

He also has an apartment here in the county. That sounds like compliance to me. Is it any of your business if he sleeps here or there the most? NO! Plenty of people have winter homes in Florida too. Have you ever thought about that. Have you ever sonsidered that when he and Mrs. Jackson retire, they will move here?

6:27 No, that was not an ignortant statement made by the 11:29 p.m. poster. Tee Jackson DOES NOT pay property taxes in Giles county. Doubt he spends much of his own money on sales tax here either since he hails from Athens where you have a greater choice. Jackson owns a home in Athens but since he rents in Giles county he has changed his voting record to Giles. (All public record. Go check it out if you dont believe me).

I remember helping work in an election and a couple came in that I knew had moved out of Giles county several years before. They just didn't change where they voted. So I've often thought that was what Janet had done if she really lived in Lincoln County.

I believe I saw him at a restaurant recently with his wife. Do you think the owners told him it was OK that he not pay taxes on the meal? Do you think he pays property taxes that's figured in with his rent? Stop whining.

When Tee Jackson takes someone out to lunch it generally is paid for by a gift of money given by Mr. Alsup. The teachers luncheon, the support staff meals, on and on and on are paid for by Mr. Alsups gift.

It seems that Greene and Young are both to busy to get their papers signed. Mr. Youngs paper were carried around by Bill Dunavant( who just can't seem to let go) to be signed. Now it is okay to let others carry your papers for you according to election commission, BUT it is not ethical when Tee Jackson bullied at least two at Giles County High school to sign. He did not ask them he handed them the papers and said SIGN these papers to help Jim Greene qualify. Did Tee do this for the other two running. NO, but he also had a hand in Jerry Bryant running and supposedly Kathy Norman talked Mr. Eads into running. I hear she may have talked to him but he is a very opened minded man that won't say "Yazur Masta" to anyone unless he feels that it is right. Should be an interesting race. Let's see if Tee can carry the stack or if it will fall.

Wouldn't it be stupid for a business, company, industry, school system, county gov, city gov. and yourself not to do a little padding of your finances. You can't convince me that when you do your checkbook you don't round up just to have a little padding. It's not like the school board has padded by millions.

If you don't understand the difference between an emergency fund and a padded budget then no one will be able to explain it to you.
The truth of the matter is that the school budget is padded to the tune of millions. How many times in the past five years have we been told there is no new money but there continues to be new spending? NO CPA or individual with common sense will try to keep their financial records by rounding up or down. When my checkbook is balanced each month it's the result of a daily accounting where each penny is accounted for. I expect people who are managing other people's money, aka taxpayer money to keep track of every penny. The school and county must by law maintain a rainy day fund or emergency funds, the problem is they have habitually raided that fund until it is at the near minimum for state requirements. Maybe you just want something to crow about without knowing any of the reasons why those funds might have been needed. I don't think anyone in their right mind would believe those who have done the "raiding" are doing so to pad their own pockets. Do you?
