How About A Little Gift To Help Me Out!
I recently have run into some financial problems and need your help. I went to Nashville and ate at the Palms and the bill was over $150.00 which left me kind of short on funds. The food was so outstanding I made reservations for next week to take my children and their spouses there to eat.
Here's the problem, gas has gone up making it more expensive to travel back and forth to Nashville and for the six of us to eat at the Palms will cost about five hundred dollars. I just don't have that much so I'm asking for people to send me some money. There are about 10,000 families in the county so if each family will send just one dollar that will be enough for at least a year to cover travel and meals, the rest I can pay down on a a new hybrid car and an IPhone in case of an emergency. A dollar isn't very much and everyone should be able to afford that much, I mean it's only the price of one soda that you shouldn't be drinking anyway. Now, I know some of you are going to try and stir up trouble about this and make all kinds of wild statements about how crazy this is and it's not needed and stuff like that but you just don't understand and besides you're just a few trouble makers and you just need to shut up and send the money or move somewhere else.
If you will send just one dollar per family I'll not ask for anymore until next year when I take my family on a cruise to Alaska. I may need $1.25 from each family then but not more than $1.50. Now folks, I know your first thought is I'm crazy but you have to understand that this trip is for the kids. You certainly wouldn't want to deny them this educational opportunity or have them use a cheap cruise line. Keep in mind that all the food on this cruise is free so I'll actually be saving you a lot of money.
Now here's the real thing I want you to do. Replace me with the county and my trips and expenses with the county expenditures. What's the difference in me asking for you to contribute and pay for my luxuries and the county spending all the budgeted money and asking you to pay, through a wheel tax and property tax increase, for their luxuries? At a time when most families are struggling to just make ends meet the county is about to require you to give them more of your money so they don't have to cut back on their spending. Each of us have had to make adjustments to our lives that reflect the amount of money we have, some of those adjustments are cutting back on travel and eating out. Some have had to choose between paying the utilities and buying food and medicine. The point is we didn't want to make those changes but we had to. The county has blown through five million dollars of reserves in the past four years because they refuse to alter their spending and in fact have increased their spending. Yesterday the County Executive announced that the county will have used over $600,000.00 of the hospital funds by 30 June 2012. It is not reasonable, especially in these difficult financial times, to continue taking more and more money from those struggling to pay for the poor planning and undisciplined behavior of those whop have been elected to serve the people.

You may be a Christian and may be a gentleman and I will acknowledge both ... BUT ... You ignore what has been written in response to your previous ramblings.
Ms. Garner HAS, in fact, broken the law she is in violation of a County Commission Resolution prohibiting using the Hospital Fund Principal and she has also ignored the TCA mandate for budget preparation actions. The County Commission has the right and the authority to fire her but Mrs Vanzant refuses to take any action.
As for Mrs. Vanzant and her mandate that ALL Departments cut their reapective budgets.
1) FACT the 2011-2012 budget was no less than the 2010-2011 budget.
2) FACT The office of County Executive and the County Commission both received increases in their respective 2012 budget over the 2011 budget
What say you about Mrs. Vanzant acknowledging that she is allowing the County to continue to violate the Commission Resolution regarding using Hospital Funds?
AND .... we were told that when the tax dollars come in during this February all would be just fine and we would no longer need the Hospital Fund money.

What I dont understand is we pay Ms Garner over $70,000 plus excellent benefits to balance our county budget. Has she never heard of projections? What about the financial management law that says she has the authority to freeze spending if revenue isnt coming in. As for all your so-called "facts", I can honestly tell you that I don't know. What I do know is that Mrs. Vanzant asked all department heads to trim their budgets as much as possible. Now, whether they all did or to what extent, I do not know. Why don't you call each department head and find out? Then you could formulate a report to post on this blog. And, for all you know, you might could use that information in one of your college political science papers. Who knows?

Despite what anyone may think of the proposed Charter (or think of those who asked that it be written ... all 3,500 plus voters who asked that it be written) the Charter does require all County offices and departments to create 3-year operational and 5-year capital financial management plans; and to maintain and update those plans annually.
The Charter also requires the County Executive (who by State law is the Chief Financial Officer (CFO) for Giles County to annually present a proposed budegt before the public and Commission. The County Executive also is requires to provide to the public and the Commission an annual "State of the County" presentation. Before yall go off and say that Mrs. Vanzant is not the CFO, you better read the TCA and look at County checks upon which is her signature. She also signs all contracts and financial documents encumbering the County.
I would like to remind all of you that Mrs. Garner put out a list of budget cuts and they were all put back into place by the commission. You need to face the facts before you start casting stones. It is not her fault that she is having to pull from the Hospital Fund. The commissioners have repeatedly said that we need a tax increase but they are scared to implement one. All department heads know they can't offer the services we would complain if we didn't get AND cut their budgets. The blame should be placed on the citizens for not getting involved enough in their local government to know that we are trying to run a county with empty pockets.
You better stop looking at Garner and Vanzant and find out who your commissioner is working for. I have never seen real solutions and budget cuts proposed on here that would keep us operating and save even $200k. MMC student needs to work in the real world before trying to sound smart and pop off at the mouth. Don't talk business if all you know is theory. At one time I was one of those. Once you have the opportunity to be in a leadership position, you realize that practical application is far different. The ambulance service needs to be sold to a private contractor. It is nothing but a drain on the county and so poorly run that it will never break even, even with the hundred dollar a mile trips. Moral there is poor as a result of part-timers making so much more compared to the regular staff and hours are so poorly planned than much of the time more workers are sleeping than working. Any competent leader would be having training sessions where employees are taught proper lifting methods, but then a competent leader would know how to live within their budget and not ask for the most expensive gurney available when there are other models that do as much for far less.
By the way I spent several years in charge of the emergency room at Martin Army Hospital where I had a staff of sixty three. We never failed an inspection or an audit.
Now as for saving money if you have never seen anything on here suggesting where as much as $200,00.00 could be saved it's because you either haven't been reading this blog very long or you simply do not understand how to read. I have made suggestions as have others that totaled over a million dollars a year. One place to start would be with the 50,000.00 spent on a useless waste management person who supervises the only non-profit recycling program in middle Tennessee. We pay someone to haul off material that they then sell and we think we're doing a good job. Freeze the budget to last years level. Revamp the personnel benefits for all new hires. Freeze hiring for a year. Cut travel and the amount of payments to Commissioners. Stop those who double dip and set a standard 40 hour week for everyone. Do away with the deputies at the courthouse except on court days and put them on regular patrol. Put every insurance contract out for bids and don't allow the writer of the contract to bid on it. Start work on the budget in February as required by state law and don't give that budget to the commissioners at the last possible minute to approve or face threats.
There are a large number of other suggestions but I don't have the space nor is your attention span such as to list them now.

I have put in hours at a factory and bagged groceries to pay for an education. I have worked with the poor and worked for the extremely wealthy. I have been inside Giles County politics since I was a child. I know the hard decisions that commissioners have to make. I also know that as a commissioner you have to do what is best for everyone. Just like anyone else who has a savings account, the county isn't drawing the interest off of the Hospital money that we did a few years ago that would keep us from running a deficit. Just like any news source, when you only give part of the information it is misleading to the common person. How are you going to dispute the number of commissioners on the budget committee that admit to needing a tax increase? A real leader will do the right thing even if it means not being elected for another term. Your solutions will only drain us more and and make us even less interesting to companies.
And Ray, I beg to differ. We currently have a very educated president that has no real world experience and look where that has gotten us. I think you should continue to play with the children and stay out of the adult conversation.

When you have one person doing the investing for the county and they believe the only way to invest is in a local banks CD you will never make any money.

You were a strong supporter of the Industrial Development Board and helped your friend Dan take control after pushing the old director out. 7 years ago the County had a General Fund reserve balance of $6.5 million balance and the Hospital fund was earning whatever interest was being provided by local banks (I believe that interest was in the 4.5% range).
Now the General Fund reserve balance has been BLOWN by our current administration and they are required to "dip" into the Hospital Fund to keep themselves financiall fluid.
Since the Hospital fund has been moved from a reserve status to the General Ledger, chances are it is no longer earning any interest. If it is earning interest chances are that interest is around 0.95%
All of this is public record at the County Offices

This could actually go on another thread, but simple question, should be simple answer.
There is a resolution that supposed to keep hospital money in "do not touch" mode---Why has that been violated, ignored, who authorized dispersing funds? Who knew-knows it was being done, an moat of all What ate we the people going to do about it? Its one thing if the financial director did it--it's a whole different thing if the county exec or commissioner authorized it and kept doing it. Somebody should pay with a job and or office!
If it had to be done or there was a change of heart, at minimum it should have been done before a complete commission! Unbelievable that no one cares.

The only way the principal could be used legally would be to go before the full commission and vote to change that policy, it was not done. No individual had the authority to dip into that money, not the Finance Director nor the County Executive. One question that needs to be asked is, since the principle was supposed to have been invested was there a penalty paid to withdraw that money and use to pay budgeted bills?
Now, did Mrs. Garner act alone in the first raid on this money, it really doesn't matter now. The County Executive is now fully aware along with some Commissioners, that over the next few months the total of hospital money used will be well over half a million dollars.
The Financial Director has the full power of state law under the Financial Management Act of 1981 to stop all non-essential spending. This action does not require approval from anyone. When a family finds itself without any income they have to cut back and it's not easy. People get very used to eating three times a day, going out to eat, buying new clothes and cars but when the money isn't coming in we have to act differently. It's as simple as if you don't have enough money to feed your family you don't plan a big dinner party and try to feed 200 guest. Without the money the county must cut the guest list, in other words some people have to be laid-off until the crisis is corrected, some may have to be permanent. That's not being mean spirited, it simply being realistic. The budget committee could make recommendations about personnel positions, essential spending, etc, but the authority and responsibility sets fully in the lap of the Finance Director.
No action is every bit as bad as the wrong action in this situation.

I haven't met anybody that was very worried about it. Everyone I talked to thought it was better to pull from money that belongs to the county rather than borrow it somewhere and have to pay it back with interest. I agree that Mrs Garner is a nice lady, a very nice person who is easy to like but the problem has never been her likability it's her ability and strength to do the job she was hired to do. If she was left alone I believe she could do an adequate job at least but not having the strength, to make her office independent of the County Executive's interference, to say no and stand firm in doing what's necessary there is no real reason to hope things will get better in the Financial Management Office under her leadership.
The question is asked about why the county attorney isn't involved if Mrs Garner did something illegal. Surely this was a question asked by one with absolutely no knowledge of how the county attorney works. The County Attorney is totally controlled by the County Executive, and to date has served her well by serving as a shield for her activities. My personal observation is that anything the County Executive wants to do or to have stopped the attorney finds a way usually by declaring that she will research it and very often nothing is ever heard about it again. Examples are the subject of "Nuisance Laws"; the question of recorded votes being changed after Commission meetings; the question of meeting minutes being altered; etc.
Part of the problem is that not all laws are criminal or have a penalty attached severe enough to make it worth the expense of prosecution. As has been shown already the county can spend more for a defense than most of us can spend on an offense so they act with impunity much of the time..

The question has appropriately been raised about the personal use of county owned vehicles.
Is it appropriate for county employees to be using county vehicles and gas for personal use? This is not about stopping at Burger King on the way to pick up supplies for the courthouse, it's about personal use at all hours of the day and night. Should an employee be allowed to even have a county vehicle during non working hours? Please don't say they are on call. Unless the vehicle is loaded with special equipment there is no need for it to be taken home with an employee. It's the responsibility of the employee to get to work. If a vehicle is provided for personal use that's taxable income, is the county paying for that or is the individual? Every vehicle and piece of equipment needs to be inventoried and justified or gotten rid of. Every expense needs to be examined and if not absolutely necessary it should be cut from the budget. When you have no money you stop spending, you make adjustments, you change to meet your assets. Almost everyone in this county has seen there finances altered by increased utilities, insurance, health care, food etc. These families have had to cut back. The county government has also had their finances altered but unlike the taxpayers it has continued to increase it's spending
to the point it is now bankrupt except for using the hospital funds to pay for regular budgeted expenses. It's time the County leadership started acting responsibly and cut back on the spending.

Remember the law stated that if there was no new business to be discussed then they did not have to allow any one to speak. But new business was conducted, new budget items were voted on and put back into the budget, the budget was amended and then voted on. And what was Barrett wanting to speak about? How the budget was a joke, numbers were not calculated correctly, revenues were inflated, now we know imaginary, etc.
If you want to count a man's right to challenge what he believes in as costing the county money then I will agree with you. However I believe it washes when you look at the payments made to people who were discriminated against in the hiring process, bad property speculation, the best fit hiring practices of unqualified employees so you have to have more positions than is necessary because those hired are only capable of doing a fraction of the jobs requirements. I can go on but you get the idea.
I feel the problem with you is you are just ignorant and wish to enable wrongful behavior.

That is the point. Our elected officials did not want to treat a citizen fairly and allow his grievances to be heard even though the laws stated he should have been allowed. In my opinion it was because the elected official, who was so adamant in quieting Barrett, had her own agenda and we see it now.
If elected officials have such a weak backbone that they can not listen to a taxpaying citizen for five minutes, even if they believe that citizen to be a troublemaker, then they are not fit to hold the office they fill. As far as private citizens disrupting meetings it is my opinion that Barrett had every right to question the legitimacy of the budget that was presented and since new business was conducted he should have been allowed to address the commission if they had not been so bigoted against him. Maybe they are jealous because he has been right and they have fought against him so hard.
However, when Vanzant decided to make up laws that did not apply to use as a weapon against a tax paying citizen, that she has hatred towards I believe Barrett did as any frustrated citizen would have done if they had done the research that Barrett did.
Your problem is you feel only the entitled should be allowed to speak at meetings and screw the rest of the citizens. I'm glad Barrett is shedding light on what is happening with our local government, since every thing he stated about the budget and it basically being a lie has come to be proven as truth. Look at the front page of the paper. Since Barrett, as you so adamantly scream can not get elected, has had nothing to do with setting the budgets or managing the county and burying us in the mess we are in who would you lay blame on?

I don't know who or what has happened, but I do know from talking to some commissioners that the county is in a crunch as far as tax revenues go. Wait a minute - this incident by Strickland plus the mowing of the PO grass. This should all go in his record. He would be fired if it were the private sector.

Barrett was just chatting to two other commissioners then Jo Vanzant joined the group. 9:51 It's easy to tell you are confused about what happened, the first clue is when you said Strickland gave Barrett a piece of his mind, everbody knows Roger don't have any mind to give away. I was in the meeting and in the hallway when the question was asked and when Strickland came running down the hallway and got in Barrett's face. Barrett backed up and leaned against the wall and made it very clear that Strickland was misusing the truck and it had been seen out of town well after work hours.
Strickland called Barrett a liar and Barrett told him to prove it by showing the trip records. Strickland came back toward Barrett yelling he was a liar and that's when Pollard stepped between them. Barrett walked away with a commissioner and Pollard guided Strickland back into the conference room.
The whole thing lasted about a minute, was initiated by Strickland Barrett maintained a firm position but never raised his voice.

That's a good point, and I will consider it. I guess it's just hard for me to see bullies and troublemakers get away with the things they say and do about others. It's just wrong. Yet, I know they will never stop this because of the hatred and jealousy that's become a driving force in their lives. Some of the county workers are great dedicated workers for the people but there are more who are sucking the life out of the county and draining it dry through selfishness and incompetence.
It is funny how I see 5:48 always spewing that people who question the actions of our local government are troublemakers even when those questions have a valid reason for being asked. I have seen this enabler tell people on other threads to go and ask around town about Barrett and do their own investigation pertaining to the character of the man, which is basically promoting gossip.
But when evidence and admission of guilt by Garner and her violation of the rules in place for handling of monies in the hospital fund is evident the enabler seems to find it to hard to find any proof of Garner's infractions and continues to try to promote doubt that she did such things by using the word if. Why does the enabler demand from others when it will not do the same for itself pertaining to other subject matter.
I view the enabler as the person that is so filled with hatred towards Barrett that it would rather see this county bankrupt than admit there is a problem even when commissioners question some of the actions of the people who manage our money.

Looks like the enabler just can't be satisfied with the truth. I have never attacked anyone on this blog on a personal level nor have i ever called anyone a name without giving the reason for using that name. For me it's as simple as one who tells lies is a liar, one who continually can not do their job is incompetent,
one who goes about town spreading gossip is a gossiper and one who sees a wrong and does nothing to correct it is an enabler of that wrong. In the beginning of involvement with county government I approached everyone with a high level of respect and consideration.
I accepted what they said at face value, but as I began to dig a little deeper and realized that some had no respect for the truth or their word I became more challenging, more probing in my questions and was met with an incredible amount of hostility and disrespectful behaviors. After a long period of this I began to give back what I was getting and even then I did not get personal. There are a number of commissioners I disagree with strongly on some matters and have told them so inside the conference rooms but outside I try to leave business off and simply enjoy their company and friendship. The bottom line for me is that I try and treat people better than they treat me but will not allow bad treatment to go unchallenged.
I have been called all sorts of names on this blog and in the gossip circles, I have even been told I can't possibly be a Minister because I am not a Christian but to date no one has proven me wrong on an issue I have stood up for. I fully realize that by saying what I believe, presenting information supporting that belief and standing by it has put me in a polarizing position and makes some folks very uncomfortable but that's life and that's what really galls some folks
and causes them to act out their hatred and insecurities by attacking me and others with whom they disagree.
I will not be intimidated into silence by those mindless enablers and wrongdoers who continue to try and cover their behavior with abusive names and personal attacks.

In addition, was he not the one who placed his signs on both sides of Mrs. Vanzant's sign so as to obscure it's being viewed by motorists? I believe it was. Isn't that the same thing he did to Terry Harwell's sign? I think it was. Oh, and do you recall that Terry moved his sign up on stilts above barrett's sign so it could be seen. He didn't move barrett's signs and neither did Clay McAlister. There are others who live out on Minor Hill Road who saw the same thing I did.

Wrong. There were those in the past who accused Mrt. McAlister of tampering with barrett's signs. That's just not true. Moreover, there were those 9probably the same ones0 who accused the police of altering the tape. Don't lie about that.
Ask yourself this. Why did Terry have to put his sign up higher? Answer. It's because barrett put his signs on both sides of Terry's signs to keep it from being viewed. Why should Mr. McAlister have to move Mrs. Vanzant's sign up higher? Answer. It's because barrett placed his signs on both sides of hers so it could not be viewed by passing motorists.
Can you deny that the TBI found that Mr. McAlister was not shown moving barrett's signs?

I've been reading lot's of post tonight and these two seem to be the strangest. Makes me think of waiting for the doctor to call back and not realizing he might be busy.
What are you waiting on, Mrs. Vanzant and Tee Jackson to resign, never going to happen.
What I read on here about the signs was that the TBI didn't have enough proof that the tape was altered not that they proved it hadn't been. I know for a fact that Terry didn't have any signs on Mill street until afer Barrett;s signs were up the only sign Terry put up was the one on the fence poles, I watched him when he did it and there wasn't anything wrong with that. Mcalister or nobody else could move terry's sign without a whole lot of work.

You are right. there were some barrett signs out there on Mill Stree before Terry Harwell put his up. So what? Nobody had exclusive rights to place signs there. Yes, the Bible talks about a lying tongue but those in charge accused Jesus of lying so which was right? Many Christians have been persecuted and executed after being accused of creating mischief against them. All four of the accusations you make are highly subjective and could as easily be made against you.
Here's what I see as a major difference in our view of Christian responsibilities. I believe that as a Christian we have the responsibility to challenge all wrong behavior while you seem very selective in the wrongs you challenge choosing those things that you can address from a great distance, behavior of the president, the governor, the world, while I challenge those things also I tend to get involved a lot closer at home. Criticizing wrongdoing from a distance allows you to remain anonymous and relatively free of personal criticisms while standing against wrongdoing where you live creates more personal attacks and criticisms. Wrong is wrong and unfortunately some like you are hard at work making wrong right and right wrong.
The only thing I have asked of you and continue to ask is that you simply give some supportive evidence for the things you claim. Want to call me a liar then give a reason other than simply because you say I am. I prove what I say why can't you?

Yes, and as I recall DAW had all the confidence in Loretta Garner. Some of us knew better and just let him keep talking. Just because the truth wasn't out there for everyone to see doesn't mean it wasn't there. The truth was intentionally covered up by Garner, Vanzant and Jackson. They know the truth and the day of reckoning is here. If the people don't want to see Loretta Garner take all the blame then you better start calling your commissioners and school board members to have the other culprits in this debacle fired and ousted.You can't blame others and not hold them accountable too.
