Vacation Leave Or Leave For Vacation?

A man applies for a job and during the interview is told he's hired and he starts work on Monday and will finish his orientation on Tuesday. The man says, "Hey wait a minute  I can be here on Monday but Tuesday is out of the question, I start a weeks vacation on Tuesday. The Personnel Director says, "you can't take a week of vacation after only one day of work". The man replies, "sure I can the Personnel policy is 0-6 months of service and you get 40 hours of vacation". 

Now if that little story sounds absurd, consider how such a policy might sound to most people who have to work a year or more to have a week of paid vacation. 

This is the written vacation policy for the Giles County Highway Department.

1. Qualifications for vacation time - full-time employees (those who work 35 or more hours per week and 1820 per year) Shall earn paid vacation at a rate provided herein: 
An employee is not eligible to use or receive compensation for vacation time until the employee has completed 6 months of continuous service at which time 40 hours of vacation time will be available. Vacation time will be granted beginning July 1 of each year thru June 30 (fiscal year basis). No employee may give or loan vacation time to another employee. Vacation time can not be held over from one year to the next. Part-time employees do not qualify for vacation leave. 
0-6 months of service  40 hours
6 months - 3 years of service 80 hours
4 years - 14 years of service 120 hours
15 or more years of service  160 hours 

2) Use of Vacation Time - The highway Department will have mandatory shut down (1) week for the summer vacation and (1) week at Christmas. Employees who are hired during the year will receive full pay for shut down weeks if (6) months of continued service is accumulated prior to shut down. If this is not feasible the employee will be off without pay. Additional vacation leave for 4 year plus employees may be used only at time approved in advance by the Road Superintendent or it will be paid. Employees with 15 or more years must take 4th week of vacation off or it will be forfeited. Vacation request will be honored to the extent possible. If two or more employees request vacation for the same period of time, it will be the Road Superintendent's decision if this will create a hardship upon the department. If it is determined it is not possible for both employees to be on vacation at the same time, the request for vacation time will be honored at the discretion of the Road Superintendent.   

Now here are some questions that come to mind. 
1) Between 3 years of service and 4 years how much vacation time does an employee have? 
2) If the department is shut down for a week in the summer and a week at Christmas is vacation time charged for these shut downs or are those times in addition to vacation? If they are are not in addition to regular vacation then how does a person only qualified for 40 hours of vacation manage to be paid for 80 hours?
3) Does a full time employee with six months service get 40 hours of paid vacation, 80 hours of paid vacation or 120 hours of vacation?

I sm finally getting the picture. ALL elected and appointed officials in the county should work for minimum wage and not get vacation time. In addition, they must pay at least half of their health insurance and have a bare minimum of office help.

7:50 I have worked as a deputy sheriff for a number of years and I can tell you that the Sheriff's Department don't get anywhere near that much vacation. I had to work a full year just to get a week off. I still get only a week off after eight years.

People working at the highway department read this blog, so if this isn't true, they should step up and say so. Not posting will mean it's true.
Why would the highway department get special privileges that the Sheriff's Department or any other county employees don't get?

Mr. Barrett be careful of the info some might give you that work for the county.

9:20 I appreciate your concern and there is cause for concern. What I posted in this thread topic was taken word for word from the "Giles County Highway Department Personnel Policy September 2006".
I have now posted the vacation policy for the Sheriff's Department and it also is taken word for word from the "Giles County Sheriff's Department Employee Handbook/Personnel Policies"
both these policies were received from the County Executive's Office and are on file there and available upon written request.

I find it rather interesting that the Highway employees can be paid for their vacation days but the Deputies can be.
It's also interesting to know that
what Highway Dept.employees get after six months Sheriff Dept. employees get only after a year.
The three weeks of vacation time the Highway Dept. gets after four years takes a Sheriff Dept. employee more than twelve years to get.

In response to your post I'd like to bring you a bit more up to date.
Contrary to your assertions about getting the picture it obvious you are still using 35mm and it is underdeveloped.
A more accurate digital picture is that no full time county employee is making only minimum wage. Even the interns from Martin College are making $8.00 an hour.
No elected official is making below $30,000.00 a year.

Vacation time in some departments is the most liberal I've ever heard of. Two week after six months plus two more weeks for mandatory shut down.
As for health insurance that is fully paid by the county for the employee. Not one penny is contributed by the employee for their health insurance.

A bare minimum of office help? You are kidding more than in the other absurdities you mentioned?
There are more complaints about not enough room than not enough people unless a family member is looking for a job. If each department had to justify each employee with a full eight hour of work each day, sorry they work less than eight hours a day, seven hours a day at least four I know of could be done away with. Some commissioners have identified six or more that are basically filling space.
If the departments have more work than they are capable of handling why are they still working less than eight hours a day?

Mr. Barrett: In your post you said that health insurance is paid by county for highway employees...three questions: Does county pay 100% for "all" county employees or just highway employees? How much per employee is paid for health insurance? If all employees paid 50% of health insurance..how much would that save county? These are the things that need to be addressed before propery taxes is raised or wheel tax is voted in! County Commissioners, please start SOMEWHERE and look at ways to cut the budget! PLEASE!

This is not Mr. Barrett but I believe I can accurately answer some questions.

Health insurance premiums are paid in full for EVERY county employee. A couple of years ago they looked into the employee paying $40 per month towards their premiums but then dropped the idea.

The county pays towards retirement benefits for EVERY county employee. The amount is based on a percentage of the employee's salary.

Do not know the dollar figure that is paid for health insurance on each employee. (Maybe a commissioner could post that!).

When I posted that all county employees receive retirement benefits I was, of course, referring to full-time employees. Part-time employees are employed under a separate set of rules, as in private business.

Several years ago county employees paid their percent of their retirement and it was matched by the county. I have been told the county now pays both, (employees part and the county's part.) is that true?

I know of another county in a different state that thought they couldn't give a raise so started paying the employees part of retirement. They didn't realize that was a big raise, now they are worrying over what former commissioners did.

I don't understand how there can be such a huge difference in vacation policy from the sheriff office to the highway dept.
I have never worked anywhere, including many years as a union member, or even heard of a policy that allowed people to count sick leave or vacation time taken as part of the regular 40 hours work week.

I am a county employee and it is not all roses as some think. We do have payments taken out for our health insurance and cant afford to pay for family insurance through the county as it is anywhere from 500 to 700 a month that is more than some of us make. Get all the facts before you start bashing county employees as it is not all roses and glamour as you think.

What did I miss cg? Does your fallibility only extend to your hatred for others? Are there other areas where you show a fallibility in your Christian life and if so how are we to know which other areas you have failings in and how anyone can have very much confidence in anything you say especially since you have been to be at least contradictory if not just a plain liar?

Allow me to explain something to you again. Read it twice if you need to. As I said, I am a falible and sinful human being just like you and everybody else. However, living a Christian life provides me an avenue of repentence wherein I can be forgiven for my sins as often as I ask forgiveness. That's called grace. The hard part of it all is that God made us free moral agents. He does not beat us over the head and force us to conform. We are left to choose what we do, and I choose to not be one who would willfully go along with wrongdoings. All you seem to be doing is promoting the lie barrett told on me that I do go along with those things. It was a lie when he told it and it remains as such today.
Having said all that, is there STILL something about it that you just cannot wrap yur mind around? I don't know what to do to make it any clearer.

Enabler is a word allen barrett came up with then he decided to tell a lie that I willingly go along with wrongdoings. I've proven him to be a liar, not only by my proclaiming Christ as my Savior, but also by stating (several times) that I believe those guilty of our financial mess should be prosecuted, regardless of who they are. You make not only barrett but yourself look bad by continuing to bring up that lie. Promoting his lie also makes you a liar.

I am unaware of the lies you accuse Mrs. Vanzant of telling. However, If she lied, I wouldn't side with her one minute. But you eagerly defend one who was proven a liar by me. In fact, I just proved him a liar again by what I just said with respect to Mrs. Vanzant. Can you handle the truth?
As for Terry Harwell, he behaved himself a lot better than I would have had someone approached my wife as she was. Granted, I didn't like the language Terry used, but he was provoked.

Vanzant lied several times when she vetoed the Commissions decision to not extend the distance required to sell beer. The enabler knows this and his church is strongly opposed to the sell and consumption of alcohol but his support for Vanzant is stronger than his support for his church.
Vanzant lied recently when she changed the vote totals of a commission meeting. She lied about Garner when she threw her under the bus to save her own big butt.
