The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Some Questions About For Economic Development Director

Going over some of the expenses for the Economic Development Director I find, what I consider, some very interesting and questionable expenses.

1. Why have taxpayers paid more than $900.00 a month for health insurance to an insurance agency owned by the Economic Development Director's  wife. Isn't that a conflict of interest? Was this insurance bid out or just assigned? Why were check numbers 4413 and 4414 issued to the same person, the same day, for the same thing in the same amount $874.31?

2. Just how many phones does the Economic Director have or need? There are checks for $17.87 for a phone, $17.87 for a dedicated fax line, $44.45 for a different phone and varying monthly charges, between $149.10 to $151.77, for a cell phone?

3. Why are taxpayers paying for a phone, internet and cable TV, the Bronze tier and HD,  for the director at a monthly cost of over $130.00? I can understand the internet and maybe the phone but HD cable TV.

4. Why are taxpayers paying for $35.00 for a car wash? Since the vehicle is being used fore personal activities using taxpayer gas is it unreasonable to think the Director might at least wash off the dirt from personal use.

5. Why is taxpayer money being given to this department then being given to charitable organizations as donations?

6. Why are taxpayers being charged over  $170.00 a month to feed Economic Development Board members a meal? I know they meet at meal time but couldn't these, mostly well heeled folks meet a little earlier or later and buy their own food or bring a sack lunch?

These are but a few expenses being paid by taxpayers without any real scrutiny by Commissioners or the County Executive. There has been much complaining in private but the only official complaint I recall was met by the County Executive with, "what can we do, we don't control the money given to the Development Board that's their responsibility". To this I replied and repeat, "you are being totally irresponsible, giving money to anyone without any oversight, accountability or even a monthly report of how the money is being spent, and besides you don't have to give as much unless they respond more appreciatively to request for accountability".

Are not most of the members of the Economic Development Board either people who own their own business or retired from same? These people could very easily meet at another time or take a bag lunch if they must to eat. The money paid for someone to cater a meal could feed a lot of hungry families with children in Giles county. Shame on the Economic Development people.

Something that keeps bugging the heck out of me is why the hell Barrett keeps coming up with this information instead of my commissioners? This should be the job of my commissioners but there have been things I asked a couple of them about that I read on here and they denied even knowing about it. I asked if what Barrett had said was true and one commissioner told me what a troublemaker Barrett was but when I pressed him about if what he had said was true he said, "probably". So I asked where does Barrett get so much information and he could get the same stuff. He just said I don't know.
I just don't get it that a private citizen can get more information and put it on this blog than the commissioners and the radio and newspaper combined don't seem to know nothing. Maybe the wrong people are commissioners after all.

1:47 It's because Mr Barrett does his homework. This information is available to the general public but you have to dig for it. They are not just going to pronounce it for the community to hear. The paper and the radio station are just public relation arms of the County Mayor's office. When the Pulaski Citizen is not chasing ambulances they are printing what Vanzant wants them to print.

2:11 How can you read vindictiveness or jealousy in providing information to the public and to commissioners that they all want to know about?
Most citizens are too embarrassed about asking for information which is not willingly provided by those in elected office and the commissioners dont want to be seen as a trouble maker by asking questions at all even though its their job to do it. They would rather let a member of the public do their dirty work so he can be labeled instead of themselves. Anyone would think they are scared of Vanzant, Speer, or Ford. Sure comes over that way. For sure many commissioners read this blog so now lets hope they wake up and acknowledge where tax payer money is being wasted and plan accordingly. Mr. Barrett has provided information where the commissioners need to start raising questions and doing some cuts. Thanks Mr. Barrett.

I get so tired of everybody blaming the commissioners for everything that happens. This is the first that I have known about this and I agree totally with Mr. Barrett. First of all we do not have to even fund EDC, I just found out from the state so you can rest asured there are going to be some drastic changes in his office. I will personally vote against any thing that Campbell, Flacy, or Vanzant wants to do with his office. Jackson will probably want to keep it to because his sons have a job because of Dan Speer. Let him pay his own insurance, I have to pay for mine and I am a commissioner. I do not get any freebies so now maybe I could suggest they pay my telephone bill and get my car washed and get a free meal sometime. This makes me furious as I am new on the commission.

Anyone who has questions regarding why neither the newspaper or the radio (all wet-noise anyway ) dont do any investigation regarding the EDC .......take one guess who from them both sits on the EDC board and eats a free lunch just for showing up .
It would only take a simple letter from either one referencing the correct TCA to the County and City to get the PUBLIC information published on this blog . Maybe they cant read TCA's? or know where to find them ?

If they would not give the O.K. for a long friend of the community like Frito Lay the go ahead to expand their operations here and hire more employees do you really think they are trying to get those type of jobs here in the community? Walmart was denied when they wanted to build a distribution center in Industrial Park south. How many jobs would that have been? It seems only certain industries are allowed in and they are not good wage and benefit jobs.

He should be 8:23. Why would a commissioner not want regular updates on the activity of a man that is paid close to $100,000 dollars annually of tax payer money to develop the economy in Giles County? And why are you enabling the attitude of wastefully spending tax payer money.

Does any one know if any tax, electric, or any other rebates or credits were given to the developer of the sports bar and two distilleries?

10:06 Tax breaks, etc will be given. I'm not holding my breath though to see if this project will or will not happen in Giles county. Speer did this same thing a couple of years back by announcing an industry coming in that did not happen but he seems to do it when its budget time for the county. Maybe its foil to keep the funding to his job.

4:12 EDC and Industrial development. Walmart distribution was straight out denied, Frito lay wanted the expansion that is happening at the facility in Lincoln County to happen at the Pulaski plant but it was denied by the IDC and EDC.

3:00 In regards to Campbell wanting the commissioners to attend the EDC meetings, how many has he attended? But more importantly why would you not want regular updates by your highly compensated employee so that the commissioners who can not attend can be brought up to speed and answer any questions commissioners may have? I just do not agree that Campbell's statement was for the betterment of the community.

What Campbell may have suggested about commissioners attending the EDC meetings doesn't amount to a hill of beans as approximately 2 years ago the commissioners voted for Speer to make quarterly reports to the full board of commissioners. Why is that not happening. Ms Vanzant is a member of the EDC and Chr of the commissioners. She needs to do her job. Its what she is paid $70,000 for.

Then you gotta think about the free lunch provided for attendees of the EDC board. Will the tax payers want to be feeding more freeloaders? Don't think so.

Then go pull the minutes from the Industrial Board meeting with Frito Lay before you start calling it gossip. The meeting was approximately 1 month before the announcement on WKSR that Frito Lay would be expanding in Lincoln County.

You need minutes of the Industrial Development Board and Economic Development meetings. The commissioners will not know about things like this unless they are at the meetings. Actually a recording of all meetings should be provided for commissioners use. But that will never happen.

This is a little off thread but relates to iDB an ECD, as well as County business- but does anyone know why there are tons of gravel at the proposed wastewater site in Frankewing? If there is still a question about the price of the land, why would investing time an money make sense before acquisition of the land---well ether be so deep into it there won't be a choice as to the amount paid for the land, or if it falls through- that money is wasted.

Maybe it's being stored ion site by TDOT-?

In fact it is my opinion he is corrupt because of conversations we have had. Dan Speer will never let any major industry come into Pulaski because the people major industries bring with them are capable of seeing through all the bull****and corruption that goes on withing the city and county government. He just is not willing to take a chance on someone coming into "HIS" town and stirring up alot of questions and demanding government officials to be accountable for their actions. You must think like a corrupt official in order to figure them out and I have. Dan Speer is going to keep Pulaski from growing, expanding and becoming prosperous because if it grows it then becomes more than he can control, therefore he can take a chance on loosing all that he gains from us poor sap sucking tax payers.

Frito-Lay tried very hard to buy the old AVEX building in order to expand the production at the Pulaski plant to include the manufacturing of several of their products but Dan Speer refused to work with them so they expanded their plant somewhere else. And he calls himself the Economic Development Director, its more like the Economic Undevelopment Director.and by the way, i do understand that event was for a good cause but what reason could Dan Speer possibly have that would justify a donation from the Economic Development Office. Is he just so confident in doing whatever he wants with our money, that he throws it around anyway he wants and never has to worry about questions or being accountable.

There has been many more industries other than Frito Lay, some of them were major corporations who wanted to make Pulaski their home but unfortunately they were met with resistance from the city of pulaski and decided to go elsewhere.

But I have heard about deceased people being counted in the local elections, and have heard the number going into the building to cast their vote has been waaaaay less than the number that showed up on the count when the voting was over.

New jobs coming to Giles county is great. However, that has zero to do with the spending Dan Speer does with tax payer monies. These expenses should still be looked into by the commissioners. No good suggesting the ED board do anything as they won't. It will be up to the public to push their commissioners to reduce the amount given to EDC each year.

I've seen Dan more than once pull up at the recreation center with his dogs in the back of his government vehicle, open up the back and let his dogs out to run around at the amphitheater. Toyota wanted to come to Pulaski but they were denied because they start their employees out at $21.00 an hour. Dan Speer said the only way they could build their plant in Pulaski is if they changed their company policy to start employees out at $9 to $10 an hour because as Dan put it, "the people in Giles County don't know what to do with that much money". That is exactly what he told Home Depot, but the only difference is Home Depot agreed to pay their people less but Toyota refused to budge and ended up building just inside of Huntsville. If you ever wish to see the plant I am talking about, just take a ride down Pulaski Pike and follow it all the way into Huntsville, it will be on your left, you cant miss it. When you see it it will make you sick at your stomach.

Magnetti was smart enough to avoid Pulaski/Giles County EDC and instead, went directly through the governors office to avoid being derailed by our local officials. Dan Speer found out about Magnetti coming to Pulaski the same time everyone else did, when it was told on the local news. Thats why they made it here and all the other's did not. They learned from the other companies mistakes which were dealing with Dan Speer and the EDC.

I wish someone would take over wksr that would report all the news that goes on within our city government, especially items such as all the companies that have been turned away from coming to Pulaski. This would be a start in getting government officials to be more accountable to the people but in order for that to happen the people must know what is going on.

Barrett has the potential to be Pulaski's version of News 5,4,and 2 investigative reporter, but certain people in Pulaski wont let him do so without crucifying him and exploiting his personal and private life. If you notice, Phil Williams with channel 5 gets alot of bad officials exposed and removed because he has support from others and nobody is publicly attacking him about his personal life.

Dan Speer didn't have a thing to do with the 800 or so jobs coming, Magnetti's people did that and Dan only heard about it probably a few days before we did but you better believe he's gonna take credit for it. Don't believe it, and also the Abernathy Road Whiskey Distellery, well Dan found out about that after they had already gotten the permit. But as you saw in the paper him and Jack Norwood (Woodard} was standing tall in front of the cameras. I'd be ashamed if I were Mr. Norwood {Woodard}, he claims to be a big church going person and there he was all proud to be a part of a whiskey producing outfit.

The idea of the local media performing ANY investigation (which requires digging, asking hard questions, in short WORK) is downright LAUGHABLE. They would much rather let Nashville/Huntsville media do the dirty work and not hold local government officials feet to the fire. Giles County government has long been allowed to operate under a cloak of secrecy, which is why you have the mess(es) we are in today. Isn't it interesting that the timeline of Giles County's decline pretty closely parallels Speer's tenure in office? None of this happened overnight. There are people posting here who have his number and pegged to a T. If he's doing nothing wrong, then he should have no problem submitting to further scrutiny. Oh, and the Frito-Lay, Walmart Distribution Center and Toyota debacle have been common knowledge for quite some time, or so I thought.

Not only your identity will be revealed but many more personal things about your life will come out in court. Take this advice for what it cost you. It's up to you.

No, I'm not holding a grudge. I was just making the point that he lied about me being one who willfully goes long with wrongdoings. He owes me an apology for that, but I'll not hold my breath til I get it. I think he just has too much pride to admit that he lied and apologize.
No, he hasn't called me a liar in the last few days. In fact, he has been very quiet lately. I wonder why. He certainly seems to be laying low. Do I think he has changed his ways? No.

Apologies aren't required when the statements made were true. If you truly believe you were defamed, take him to court. Although your "I'm a Christian so I can't lie" defense would probably not hold up too well in that environment. You have been trying to make your point for over a year, sounds like a grudge to me. Or perhaps there is more to the root of your hatred of Barrett than you are letting on. What happened? Did he show you to be a fool and a liar in public as well as on this blog? Come on, you can tell the one or two of us on here the truth, we won't laugh for very long. No more than we laugh currently, anyway. Oh yeah, what happened to the fear you had for your family when B wanted to expose your identity? Did your sinful pride overcome your love for them? Talk about hypocrites.

Defend a liar if you will, but that's exactly what barrett did when he went off telling it that I willfully go along with wrongoings. Of course I am posting anonymously, and it should not matter what he has to say. Nevertheless, he shouldn't be allowed to get away with that.
You can't be serious about my taking barrett to court. An anonymous writer suing a man who told a lie about him would be laughed out of court. I'll leave the defamation lawsuits to someone whose character in this community has been sorely damaged.
The concern I have for my family was and remains real if barrett decides to "expose" me. But if he does, he had better be "exposing" every single one of you as well. What I actually fear is that this blog is going to cause some serious trouble one day. It's just a shame.
You speak of hatred. Well, who is it that has started all of the hatred and division here in the county? Why don't you look for that root?

I'll leave the root searching up to you, if it's all the same. I'm strictly AC. YOU probably would be laughed out of court if you sued B. An important part of a defamation suit is proof, of which you're sorely lacking. People with proof, however, have no trouble succeeding in such cases. It happens every day in courts all over the country. I can cite precedents, but it would probably be more convincing if you research for yourself. Put your issues aside and do your best to have a nice day now, ya hear?

The Tennessean had a piece with ole Dan about the new jobs but they gave all the credit for getting the new jobs to the state workers. $100,000.00 down the drain for Dan to live high on the pig. Well guess it's better that tax money benefit one person than everyone.

Since you know so much about this, can you divulge how much Mr. McAlister was awarded as a result of winning his lawsuit? It's all over town that he did prevail and that both the city and Barrett had to write checks. How much? Is it hearsay? I'd just like to know if it's true.

If there was a hearing it shouldn't be so secretive. So cg tell us what you heard.

I will say one thing if it's true I would advise everyone if you see anything happening or think something is don't call the police. I would be afraid to go check anything out if I was a policeman. You might get sued.

12:56 I'm not the one said the judge might have sealed the file. I was told today that there had been things the judge sealed the file on, but I don't see how this would be one of the cases.
I don't understand why WKSR or the paper didn't tell it if McAlister won any money. I thought cg said the tv station would be here for that hearing. I haven't seen anything on tv have you?

So to me it sounds like someone is trying to stir up trouble.

Looks to me like it's being discussed. No one knows anything about it. I think if there was a settlement it should be told. What other discussing can we discuss about it?

If settlement was made it must of been made out of court. If settled out of court unless they didn't have to pay much I think they were crazy. I do believe McAlister only touched Vanzant's sign, but he stopped where both party's sign were and if Barrett's had been moved before why wouldn't he think he was going to throw his away again.

If a person puts his/her sign on your property without asking your permission are you not allowed to take it down? That question has nothing to do with McAlister/Vanzant/Barrett's signs. It happen to me one time and I didnot mean to mow around his sign, so I moved it.

I think it was discussed when the McAlister was arrested.

Yes I think who ever is proven wrong is due an apology to the other person, BUT it can be between them. Not any of our business.
Then we'll never know if an apology was offered.

If the police department is proven wrong I'll never call them if I see a murder happening. If I was a policeman I would be afraid to arrest anyone, they might sue me.

One thing about it is someone is stilling signs and mine was beside it I would never stop. I would be afraid someone would see my stopped near it and they would believe I was the one stealing the other person's signs.

You can't have it both ways cg.
Ok for the county to pay rather than cost of lawsuit but not for Barrett and police department. I see it was cheaper than paying a lawyer but that just let old cg say clay was innocence. lol

Who made the sign caper an issue to begin with? I believe (my opinion) it was none other than allen barrett. Would you agree? Probably not. The reason Mr. McAlister stopped to move Mrs. Vanzant's sign is because someone (laughing here)deviously obstructed her sign with barrett's signs. Now who started it all? I believe we know.
If Mr. McAlister moved barrett's signs, then pray tell me why the matter was settled in his favor? Who had to pay? It wasn't Clay McAlister...if that is what happened.

Oh, did you see that three thousand dollar printing of the charter in the newspaper? I'm sure the taxpayer appreciated that about as much as they did the way they were talked into signing the petition. Most people would have signed it, given how it was presented.
