The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Financial Mess Continues To Grow!

As we continue to learn more about the problems that have been created, by the total break-down of responsibility, by government officials it becomes more and more clear that the problem is far more widespread and systemic than first imagined.

There must be an immediate independent and full audit of all the county's finances, not a partial audit by state auditors who have become far to personally involved to be neutral. In addition to calling for a complete independent audit I believe it is also appropriate and necessary to have a criminal investigation into the actions and accountability of those audit findings and personnel behaviors that caused these problems.

Fully agree with the topic statement. An independent audit is long overdue. We have to hope some commissioners will push to make this happen. OK, so it will cost money but it will cost us more for an independent audit not to be done and everything gets swept under the rug as is usual. The new finance director when hired needs to start off with a true knowledge of what money the county has and does not have and if we dont have money that is thought to be there, we need to find out where it has gone.

Too, we need to push our commissioners to insist that no one currently working in the finance office is named finance director to replace Ms Garner.

Why don't you stop trying to stir up trouble for a change? Are you not aware of the financial crises that exist in several counties across the state? Oh, are all of those due to corruption and incompetence. NO! The costs of doing business has gone up tremendously, and something has got to be done. I do NOT advocate paying more in taxes, but when cuts are made and the cvounty is still in the hole, what would you have us to do?
As an example, do you realize that the highway departyment is not taking care of the roads like they used to do. Why is that? They have had to cut their budgets. Don't take my word for ity. Call Barry Hyatt, and he will tell you.

Yes costs have gone up- but share who has cut really, Besides what the clerks always have to have cut--seems they are the only ones that ever do-- magically ones like the school "can't be"....guess it's cut now that there's 1.5 missing/overspent---but the problem is now te teachers an the students will suffer, not the office jobs. So now it's supposed to be a shock why everyone has asked about all these continuous line item suffle dances and "other" line items.

So let's count 1.5 (pending result)
661,000 out of hospital fund (which set aside by resolution)
Now an apparent oversight or misuse of insurance money deducted from checks--kinda has the smell if floating that money too, but hope not.

No, there's nothing that needs to be addressed here- just be a good taxpayer an shut up an let the government take care of all us children. RIGHT!

I can understand a need to raise taxes, if they were half trying to cut. Look how many people are working at the Director of School's office. Aren't they planning on making a job for someone else. If the cuts Loretta had asked for had stayed cut, I wouldn't have any problem with a wheel tax. But the executive and Commissioners aren't trying to cut. They are on a run away train and going to stay on it. All we can do is remember them at election time.

Her husband passed away around the time she took the job and her infant grandson is having some bad health problems. I imagine those things, along with the stress of having to deal with a weak group of commissioners is very stressful. I hope that everything works out well for her. I wouldn't take the job she had for any amount of pay. You can be the smartest person in the world but dealing with most of our commissioners, the CAVE people and the county executive will eventually break you down. She is educated and determined. I am sure she will do fine.

Watching Vanzant on TV made me wonder how many people caught the irony of her saying that "there was nothing illegal done and no money was missing we just don't know what happened to it". That really helped my confidence to drop.
To 5:49 if someone commits a criminal act how is that Barrett's or anyone else's fault but the one who commits the crime. That's like saying John Doe robbed the bank so we need to arrest Joe Jones because he deposited money in that bank. How dumb can a person get? People are responsible for their own actions.

I sure hope some one is there with a camera rolling 6:40 so citizens, like myself, that have to work and can't be there can see the meeting. Should not the citizens be informed to what is going on? Or do you think the spotty news reporting and every arguing about what was really said and by whom at the meeting is more informative than the actual video of the meeting. I'm sure no one will cause a disruption. I only hope the ones that got us into this mess take it seriously instead of sweeping it under the rug. I dont understand why the school system is laying off teachers with one hand and hiring ball coaches with the other. I guess that shows us where the school system management has its priorities. Why not cut all coaches stipends and get rid of all coaches that do not teach a full course load. Study hall does not constitute teaching.

The Fin Mgt committee doesnt know how much money is where but they are 'sure' there is none missing .

They are unwilling to pay for an independent audit but they paid TWO attorneys to sit in the meeting and hum this morning while committee members wrote a job description for a new fin mgt
director then quibbled about paying to put it in major local newspapers ..........but are NOT prepared to advertise
it on the Internet NOR accept applications by Internet . You have to hand carry your resume` to the courthouse in a horse-drawn shay and tie the horse up to the hitching rail while you go in ...

I didn't admit to anything. But I do know that in these tough times, citizens are not going to vote for a tax increase. I wouldn't. So what would you suggest? Should the county hire some thugs to start robbing banks in other counties?
I saw a thing on tv the other night where one county in the state was having a similar problem with tax revenues. It was said that their cost on several services they provide have increased steadily over the years and some are as mucvh as 50% more than previously. Isn't that a bit like gas prices. We still have to pay for it if we want to drive.
Again, I respect you as a man who stands up to bullies, but I just can't see this as you do.

If the county had passed the wheel tax or a property tax increase last year all of this mess wouldn't be happening right now. The hospital money would still be there and everything would be in order.

The charter isn't going to stop the citizens from voting for morons to represent their district. The biggest problem this county faces is the voter. It would be an extremely dumb idea to give the voter more power.

I am of course refering to the ones that in your words are already paying as much as they can? Too bad for them, right? Don't know about your friends and neighbors but most citizens I hang around with would not hesitate to vote for taxes that would be utilized for the county services. Your retirement papers all in order that you turned in the proper way so you won't have a huge gap in between paydays? How about your payroll deductions to your annuities? Lose any interst on those accounts in the past 3 to 6 months? By all means continue to trust those in charge and not the irresponsible citizens you claim to know and in fact claimed you were also one that wouldn't vote for NECESSARY tax. No indeed I would not vote for a "necessary" tax as you call it. However, I would most likely vote for a wheel tax.
I thought you guys didn't believe in raising taxes? No? Cut spending? Yes? I would totally agree with you on that, but there comes a point when even that is not enough.
Imagine having a charter where taxes could not be raised one dime without a vote of the people. I see and appreciate your points, and defend your right to have your opinions. I'm sure that it's much harder to budget spending for the county than it is for a household, but the principles should be the same. The rising cost of living has affected all of us, but, unlike the county, we don't have the luxery of forcing our employers to pay us more if we run short during the month. We have to pick something to do without, the county should do the same. It's a terrible responsibility and I would think the officials would welcome input from the voters. Vote the way you think is best for the citizens, that's all any of us can do. I would gladly shake your hand at the polls, regardless of the outcome, if you do that.

If the county passed a $50.00 wheel tax. a $50.00 fire tax and a $.50 increase to the property tax there is absolutely no reason to believe those in charge would show in better discipline in handling that money than they have handling what they have already blown. Keep in mind that in the past six years these very people have overspent by seven million dollars.
Ask yourself where else does a non union custodian make over $30,000.00 a year have incredible benefits and get to use a county vehicle with taxpayer gas as a personal vehicle?
When those in charge allow a person to use taxpayer funds to pay over a thousand dollars a month to his wife's agency for health insurance without even raising an eyebrow why would you think they would be concerned about a few thousand here and a few hundred thousand there.
These leaders were warned about what a bad idea it was to issue county credit cards but that would be so much more convenient they responded now look what we have.
The problem is not a lack of funds it is a lack of discipline to do the right thing and commit to the reality that the county just can't afford somethings.
In the last commission meeting it was stated that the county didn't have any money to purchase $90,000.00 for new ambulance cots, but immediately after this was stated they voted to purchase those cots anyway.
I do not speak for others but for me until I can trust the county leadership to act responsibly, cut waste and plan appropriately I will never support any new taxes regardless of what name they are called by. The Charter is not the all in all solution to all our problems but it sure goes farther than anything we have now and will allow the citizens a say in the behavior of the leadership that will prevent some of this kind of mess.

That's called a cover up, possible embezzlement. Fact: Just because you don't like the facts, doesn't change the FACTS! Do you pay your bills on time. Do you take other people's money on false pretenses, telling yourself you will put it back in the next 2, 3 or 4 months. When caught do you explain by saying, just a mistake, no big deal. The money is here...somewhere? Any repeat ANY defense of financial mgmt. at this point is enabling. Mistake or deliberate misuse of public monies is criminal. Also a FACT. Ignorance of the law is not a defense in court.

I hate to tell you this since you seem so educated on the issue but if you look historically, and this is economists research, our nation has always performed better under democratic leadership. Per capita income on the average is higher and more citizens have avenues to open new businesses. When Republicans are in office wealth is concentrated into the hands of a few. You have heard of trickle down economics or some other elitist economic model that takes away from medium and low level incomes and benefits the wealthy in hopes they will generate enough jobs to feed the masses. Give the benefits to the rich and let the rest have the crumbs that fall through the cracks seems to be the motto of the Republicans.
And before you get your panties in a wad, I am not a Democrat or Republican. I vote independent because they are the only candidates I find that still believe in the Constitution and are not trying to drive us continually to war.

I haven't read any thing on here that would lead me to believe Ray is living or wanting to live of the governments tit, but since we pay into these Government programs they need to be there if we ever need them.

I just read that half of returning U.S vets are claiming disability. Are you going to say the same thing about them as you did Ray? If a person is forced to pay into these programs should they not be there if ever needed? Maybe you know better after all you seem to be soooo educated on every subject.

Since you don't want to come up with stuff on your own, I will give you some reasons Obama has been terrible for America and you can finally show how much you know and refute them.

Youth unemployment has risen 7.5% since Obama took office. It was 10.5% in late 2007 and is now 18%.

Gas prices have risen from an average of $1.85/gallon when he was elected to almost $4 now. I would blame his unwillingness to drill in the US and his lack of foreign policy experience for that one.

The only economy that has taken a backslide worse than ours since 2008 is Greece. Economists see us one more term of Obama away from being where they are.

New bank loans are at only 50% of the GDP and should be closer to 100% of the GDP. This is mostly due to the Dodd-Frank bill. (two liberals)

National Debt has risen 65% under Obama from $10 trillion to $15.5 trillion in only 3 years. Projections have it rising another $6 to $8 trillion if he gets another term.

Welfare spending is up 29% and food stamps are up 68% since Obama took ofice. There are now 47 million people feeding off of the government.

He voted for post birth abortions,
which in my view is murder.

All of these issues are pushing us closer and closer to socialism. Rather than try to create jobs, which he has proven he doesn't know how or care to do, Obama had rather get us all dependant on the government so the government can have more control over our lives. He is the worst president in history to work with congress. Even his own party members can't seem to agree with his far left views. The only people I know that want to vote for him again are thinking they have something to gain from the government giving them something.

So there you go. Let me see that you can do something besides use foul language and try to be a bully. Good Luck!

You can't blame youth un-employment on Obama. Teen employment has been falling at about the same rate since the early 2000s. Going back even further, youth employment rates have been falling since the early 80s; during every recession, the rate has tumbled and never recovered to its pre-recession level during the ensuing recovery. At least Obama is trying to help by making it easier for teens to get the education they need:
More student loans at lower rates
Students can now stay on parents insurance until 26 yrs of age
Pell Grant to be tied to Consumer Price Index to keep up with inflation
More job training programs
The fact that there are an over-abundance of inexperienced youths trying to enter the workforce is not the fault of Obama. Over 16% of U.S. students do not even finish high school. Yeah, W, no child left behind my ass. Kids no longer want to unload grocery trucks or do much of anything that can't provide them with a fancy car and designer clothes. Lacks of mainstream values have also contributed to the high un-employment rate among teens. Shouldn't this, along with a strong work ethic, be taught at home?
Finally, dealing with jobs in general. In tracking modern presidents' job loss/creation records, starting from 1 year into term – to give new policies a chance to take effect – Obama has actually created jobs while George W suffered a net-job LOSS. This is according to the Bureau of Labor Statistics, so gripe at them if you don't like the numbers.

Drill more here to decrease gas prices? Wrong! Since Feb 09, U.S. drilling has increased by 15%. Where are the savings at the pump? MIT energy professors say that increasing U.S. drilling by 50% would only lower prices at the pump an estimated .35 per gal. Oil is a global market and there's nothing much a nation or it's president can do about that, republican or democrat. I'm going to walk my dogs now, I'll refute the rest of this propaganda at my convenience.

Yea Rex, cry because someone is exercising their 1st amendment right. Please, Mr. Barrett, Ray is talking awful, he's not being respectful, waah waah waah. So now you claim that if a spouse cheats on their partner the partner is really at fault? My answer: according you your little analogy if anyone suspects or states their spouse is cheating on them it is actually the one making the announcement who is cheating and the spouse is actually innocent by virtue of the accuser’s accusation. Hummm. Based on that seems like only those cheating are making announcements of cheating, isn’t that the same as a confession? So if a woman finds lipstick on her husband’s collar, he is staying out all night, he is seen with another woman entering a motel room and exiting some five hours later he’s not actually cheating..... the wife is. Also a couple of other questions:In a post dated June 25, on one thread, the enabler accused the anonymous poster of being WAB and on the same day in another thread, he denied accusing anonymous posters of being WAB. Does that make him a liar? He has accused me of having an idol in the form of WAB so that is another lie from the one who says he doesn't lie. He also has accused me of being a follower of WAB which is another lie. So is the enabler a liar? One more question. Does anyone but me find it ironic that the enabler frequently says, "are there any issues that you want to discuss?" But when someone asks a question or comments on an issue, he is the first to change the subject to how "mistreated" the officials are by WAB and his "followers." I would always capitalize Christ's name as well as Christian, but there's a difference. I don't capitalize certain people's names, and that's my right as an American.
