Not much happening in the Property Committee held this morning at 9:30. Most of the commissioners on that committee didn't even show up for it. Non member commissioners in attendance sat in for those absent.
Only one item was brought before the committee for decision and that was to accept the bid of $115,001.00 from Elk Valley Logging to cut timber from the spring property in Campbellsville. Only trees 14 inches and larger are to be harvested.
A second item was discussed in response to a question from the public. That question was should the head custodian be using a county vehicle and taxpayer gas for personal activities?
Only one commissioner acknowledged knowing that the custodian even had a county vehicle at his disposal.
With no one knowing, and apparently very little interest in finding out, the circumstance surrounding the purchase of this vehicle and its use, who authorized it, was the bid process followed, is there any records for its usage or for the cost of gasoline and maintenance, the meeting was adjourned.

Was the county executive present?
The county has to pay over $115,000 to get the place logged but dont we get anything out of the wood thats logged?
I'm sorry if I wasn't very clear in the post. The county will be paid $115,001.00 for the rights to log the property. The money will go into the general fund. there was some discussion about setting it aside for use at the spring head but setting aside money hasn't worked out too well lately. Yes the County Executive was present.
What Commissioners are on this committee? What commissioner was there?
Setting the funds aside for work on the Spring property was a good suggestion but you are right Mr. Barrett. Had that been done the money would have been used up for some other 'want' that someone asked for and would have gotten. I 'want' a lot of things but rarely get any as we watch our budget and dont have a hospital fund to bail us out.

I hope that I can make this post so all county property taxpayer's can understand what meaning of my post is trying to get across to everyone.
Fact's are that on June 30th, 2007, this county had a fund balance of $7,006,801. If you include the Hospital Fund the total would be at $22,006,801.
Now let's jump to March 31st, 2012. We now have a balance of $16,915,966. The difference between the two is $5,090,835, LESS. That mean's in less than five year's we were overspending due to the fund balance.
Our County Executive,announced last week by the end of June we would be back into the Hospital Fund around $661,000. So between April 1st, 2012 and June 30th, 2012 the county will spend $1,915,966 (above the $15,000,000) plus the $661,000. These two figure's added together come to $2,576,966.
How much more of this run away spending can the county taxpayer's take? The answer is NONE!
It is far past time that our elected official's be held accountable, and appointed department head's. It's time we the taxpayer's wake up! Maybe it's time to call for resignation's and elected official's to resign if they cannot do any better than they are at the present. WARNING, do not come asking for property taxes to be increased or a wheel tax. CUT YOUR SPENDING!
Just wait until the public finds out about the school system budget deficit.

What would you suggest? Oh, how about taking Mrs. Garner, Mrs. Vanzant, Mr.Harwell and select commissioners you dislike and hang them all on the square? Well we done been there and have done that and the funding is still out of whack.
Why don't we all just shutup and allow Vanzant to dip into the Hospital Fund? She has blown $7 million over the past five years so she should be able to blow all $15 million in the next eleven years. Let just say the next eight years, counting for future inflation.
That way most of us olf people will be dead and our kids will have to figure out how to pay the expenses.

You must be an employee of the county or one of the appointed or elected official's. Tell me please,if I am right.
The past two county commission's have done a very poor job, and I mean they have failed this entire county and continue to do so at best. Let me state this there are a few that have tried, but not a majority. Now here the county taxpayer's are faced with this mess to clean up as the majority of our elected official's would think.
As I stated before SPENDING WILL HAVE TO BE CUT. How do we go about CUTTING SPENDING?
ONE: When grant's are exhausted or not renewed, those job's created by a grant that employee terminated with the grant.
TWO: Lay-off. There have been way too many job's created in this county for family and friend's and promises over the past several year's. The day of reckoning is here. This has cost the taxpayer's greatly. Just a footnote, there has only been one elected official to lay-off employee's in the past five year's and others created job's.
THREE: Commissioner's need to be held accountable!! Example's: What was the $15,000 approved for overtime pay? What department's, and for what reason's? The $6100 for hail damage. What was this for? The $95,780 for the special cot's and chair's. I think these is the second go around of cot's that have been bought over the past eight year's.
This adds up to $116,880. This would be a great start toward the dipping back into the Hospital Fund.
Other suggestion's are welcomed!!

Mrs. Vanzant and Ms. Garner will have to live with what they have done and continue to do. I believe that Ms. Garner is a very good accountant; however that does not make you a good financial planner and financial management director. It is my opinion that you are totally out of your league.
As for Mrs. Vanzant, it is my opinion that she is totally ignorant and has no clue as to what is happening and what she has allowed to occur. Tennessee Law mandates that the County Executive/Mayor is, in fact, the Chief Financial Officer of their respective jurisdiction. She may try to deny this; but, it is the law. Just look at any Giles County check or any contract; both have the signature of Janet P. Vanzant. She has allowed the General Fund Reserve balance to deplete from a positive balance of over $6.5 million (in 2006) to a deficit of approximately $661,000.00 as of 30 June 2012. This is $7.1 million in SIX YEARS. She has allowed the county to over spend an average of over $1 million per year.
The Christian Gentleman and others will deny that this is fact, or they will prominently state that they have no knowledge of any facts supporting or denying this issue. The truth is they are either ignorant or apathetic; maybe both. When the citizens of Giles County wake up and find out that our current government will require an additional 30 cents on the property tax rate with a $35.00 wheel tax I believe that the citizens will begin to wonder. If there is no wheel tax I predict that the property tax rate will increase a minimum of 60 cents to $3.37!!
There are those of you who will say that I am doing nothing more than stirring up trouble. My retort to you is …….. “Am I the one who over spent our county budget by over $1 million over the past six years? Am I the one who will impose a horrific tax increase upon all citizens of Giles County?”
I welcome any factual responses, pro or con. From a few I do expect uneducated responses.
MMC, I don't know that they are going to technically raise the property tax, but having received my new appraisal, I can tell you they are certainly going to say your property is worth considerably more than it was last year. I don't understand how this can be, with property values being at an all time low all across the country. Must be that wonderful county spring water that makes land so valuable around here. I guess this way, they can say that they didn't raise taxes at all. What a load of crap.

There is no technical about it. Your appraisal last year was raised so that Giles County could receive the same revenue in property taxes at a lower rate of $2.77 versus the prior year of $3.07. Now that your assessment has been raised; can you imagine what you will have to pay at a tax rate of $3.07 or even $3.37???
Simple numbers, you do the math.
Assume a property tax revenue base of $15,500,000.00 last year. To just recover the $661,000.00 short fall of this year (as announced by Vanzant) they will have to raise the property tax base 4.5% or 12 cents. That does not cover any future expenses; just the historical short fall. Now assume that next year's budget is exactly same as in 2012, there will be additional short falls ... say an additional $661,000.00 .. that added to the current rate will require an additional 4.5%. We are now at an increase of 24 cents.
I estimate the increase will be a minimum of 30 cents (with a wheel tax) or a maximum of 50 - 70 cents without a wheel tax. Oh yea ... please do not forget the $2.2 million annual increase requested by the Highway Department alone. A $2.2 million increase (just for the Highway Department) will require a property tax rate increase of approximately 15% by itself.
Now that is reducing the County spending.
This is not personal towards anyone, just financial arithmetic facts.
MMC, I was agreeing with you. But there is "technical" about it. Increasing the appraisal without actually raising the tax rate IS raising the tax rate.I don't need that explained to me. That was my point, although perhaps I did not express it as eloquently as you. I don't need a bunch of mathmatical equations to know when I'm being screwed. Thanks for breaking it down, anyway.

There is another point to make about the tax rate we have here in Giles County.
The state of Tennessee suggested a tax rate after reappraisal of $2.69. Does anyone remember this was the first figure that came out? Instead our lovely COUNTY COMMISSION set the rate at $2.77. That is .08 cent's more. The reason this came to be was three position's were going to be eliminated and a few other thing's that would cut the budget around $340,000.
Now if one penny brings in around $45,000 time's 8 = $360,000. What a sneaky way to increase the tax rate. This was so we could keep the position's.
It is long over due for the tax payer's to WAKE UP or you are going to be PAYING UP!!

Good point but do not forget that those three positions that were put back in the budget failed the vote by the commissioners to go back into the budget. However Vanzant over road the commissioners vote, while they sat quietly by, and put the positions back in the budget.
One of those positions was the position Harwell filled. Best fit hiring practice as opposed to a truly qualified employee.

Poor Ray got his feelings hurt because someone tried to outsmart him. My property value went up, but because of the reduction in rate, I actually paid less in taxes. What they did was not a tax increase.
It makes me proud to know we are going to get on though. This county needs more revenue coming in. We have lost too many sources of income over the last few years. Costs of materials certainly aren't going down.

2) Why was an additional position needed in the Financial Management Office when the duties being accomplished my Mr. Harwell were being done by others prior to his being hired?

There were some home owners who did pay less this year on their taxes after the re-appraisal. When asking it about why some and not others, was told their properties were depreciated. How come theirs and not mine? At least one who works in the tax assessor's office had a reduction and some commissioners! Duh.
For the majority our tax payments will be greater this next year.

Harwell's position was not new. The payroll position had been vacant and someone else moved to payroll so there was an open position.

Actually Harwell's position had been vacant as Garner stated in the budget meeting. The other employees were handling the work.
The commissioners had taken that positions salary and two other salaries from another department out of the budget.
At the meeting, Barrett was not allowed to speak, Garner presented the figures for all three positions to go back into the budget. It was explained that Suntrust had a lease and clause for the upkeep of the property to be maintained at a certain level. The two positions were felt by many commissioners to be needed. When Garner was asked for the figures for just the two positions she told them she only had figures for all three positions to be included. The vote was taken to include all three positions and it did not receive the amount of votes needed to pass and be put back into the budget. However, Mrs. Vanzant said the item passed and it went into the budget. Unfortunately no commissioner spoke up and we are having this discussion about a job that should not exist.
It is my belief because of the disruption that Barret caused is the reason the mistake was made, the failed item was included, the budget passed, the revenues from the weigh station have not appeared, and we are running at a $600,000+ deficit. Of course I'm just kidding about my previous statement.

NOBODY I know of has said you can't complain about local government. This all came about because allen barrett got his feelings hurt at one of the meetings. They have allowed him to get up and speak on many occasions and at the risk of causing a total disruption. You know this is true. I think there was at least one occcasion wherein a deputy was about to escort him out of a meeting because of his mouth. That may have happened more than once. And you defend that kind of behavior?

Who has told you to think the way you do? No one stands up for Barret regardless of what he does. That is more of your lies. He had the right to speak and has never caused a disruption except when his rights have been violated and he was not allowed to address his concerns.
Look at the court case with the school board in which a judge ruled he should have been allowed to speak.
If an elected official is so weak of mind they can not stand to listen to a citizen for fear of what they might say, then they do not deserve the position they hold because they are unfit.
I witnessed Vanzant's actions and they were despicable. No one told me to think that way. It is a result of the attitude of our elected officials choosing to embrace wrongful behavior towards it's citizens. And you continue to enable that behavior.
Considering the financial state of the county and the way our management has frivolously over spent us into a crisis, front page local paper, maybe they should have heeded Barret's warnings.

You post 'taking money from the government', now, supposing someone was receiving Social Security, Disability, Medicaid, TennCare, etc., this is not taking money from the government nor should it be referred to as 'welfare'. Oh, but I am indeed a follower of Christ, and am just thankful that YOU are not my judge.
The only reason I ever brought that up in the first place is because allen barrett told a lie on me that I support and go along with wrongdoing. When I denied it, he DEMANDED proof, so I gave him the best proof I had. Neither he nor his one or two followers on here would accept it. That's ok; I don't need their approval or yours.
If you want your name capitalized, why can't you do it for Mr. Barrett? I do not judge you and I did not say a thing about your fight with him, get your facts right when you sound off at me. I repeat; I did not say a thing about you and him.
It's only a lie if it's untrue cg, Barrett didn't lie about you and you have proved it many time over.
4:25 and 6:42, I can neither confirm or deny if 4:25 knows me or not. I did check my address book and couldn't find anyone under the headings of "anonymous" or "dumbass", so I have my doubts. As to whether or not all I do is run my mouth, or if you should be scared of me or not, there is but one way to find out. Come see me anytime, I've usually got a pot of coffee ready, along with answers to all of your questions. We'll sit out in the yard and talk for awhile.
