The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. The Folks In Nashville Have Spoken And We Have Four Official Candidates For Director Of Schools!

Four names were given to the School Board tonight to be voted on at some later date for Director of Schools. There is scheduled a work session for the School Board set for 26 February at 4:15PM to discuss and formulate procedures for conducting the interviews.
A later date will be set f or the public interview sessions. 
The recommended candidates are:

1) Ms. Rose Brown,  currently employed with the school system and serving as a County Commissioner.

2) Dr. Philip Wright,  currently principal at Spring Hill Middle School

3) Mr. J.B. Smith,  currently principal at Bridgefort Middle School

4) Dr. Tim Webb,  currently principal at Richland High School

I was reluctantly allowed to ask two questions of Mr. Bennett last night; Mr. Bennett had stated earlier than much of their work was in internet searches and phone interviews with supervisors. I asked, "Were any of these candidates actually interviewed by anyone in your group? the answer was "no". After listening to Mr. Bennett present the educational qualifications of the candidates my second question was, "What leadership successes did you consider other than their level of education and when you were contacting former supervisors did you contact any of the people who worked under these candidates? The answer was, "we only spoke with former supervisors and no co-workers". My follow up question was "so you did not talk with any actual teachers who have worked under the supervision of these candidates and you examined no actual leadership accomplishments? The answer was "no".

It appears that the sole basis of these evaluations were based on education levels and what former supervisors had to say about these candidates. Almost ten thousand dollars for google searches and a few phone interviews seems somehow overly expensive. I can only hope that the School Board will do a more reaching probe into the personalities, leadership abilities and accomplishments of these candidates.
On a personal level I believe our experiences with sheepskin leaders has proven disastrous and I would much prefer to see the next Director be a person with a proven record of real leadership skills and accomplishments over a period of time. Without someone the teachers, administrators, students and parents can respect I fear we will be right back in the same hole we are still trying to get out of now.

Ms. Brown will not have to resign from the Commission. Under current laws and policies she can remain as a commissioner.

She would be prevented from voting on any matter regarding the school system (maybe yes maybe no depending on how Vanzant feels that day) but she can continue to serve. Can you say another Terry harwell????

I don't know if Ms. Brown could stay on the commission or not. Most likely she could. And as far as voting on school issues..why wouldn't she? It NEVER stopped Bill Holt all those years. He not only failed to recuse himself; he carried the banner and led the charge for every school related issue (especially budget issues) that ever came up. Was it wrong? Yeah. Was it a major conflict of interest? Hell yeah, but that never stopped Bill Holt.

For what it's worth, I really like Dr. Webb, but would really hate to see him leave Richland. He's a good principal.

WARNING!!! Don't let yourselves be duped by the likes of Tim Webb! He is a wolf in sheep's clothing who is incompetent and unprofessional. Let's consider a sample of his past performance (particularly in Cheatham County).

Autocratic: had a divide and conquer "leadership" method to see who is loyal to him (i.e. making people reapply for their jobs once he was hired).

Bully: had people scared for their jobs to the point where their personalities changed. It wasn't that change was "too fast and overwhelming" for the community's "tolerance level" at his last director's job (as he told Jackson County's BOE during an interview); it was his bullying that was intolerable.

Lazy: hardly a "workaholic" as he describes himself (to the Jackson BOE), Webb was hardly ever in the office or in the schools, left others to pick up the slack while trying to take credit. Likes to take credit for winning Race to the Top when it wasn't due to any of his hard work at the state level either.

Dereliction of Duty: Did not conduct evaluations of principals as required by laws that were passed to win Race to the Top (while he was the commissioner no less), then arbitrarily demoted principals who he failed to evaluate during 2011-2012 as director of Cheatham County Schools. Three lawsuits are currently pending due to his neglect of duty.

PLAGIARISM: copied a letter word-for-word that was written by a superintendent in another county and passed it off as his own for inclusion in an employee handbook.

Cronyism: terminated capable and competent employees, then replaced them with friends at significantly higher salaries (sometimes as much as $20K more).

Conflict of Interest: Webb even hired his GIRLFRIEND as an assistant principal, and she "worked" under him while he was the director of schools in 2011-2012.

No CRIMINAL BACKGROUND CHECKS were performed for some of the people Webb hired, including a principal who works among students.

Apathy for Students: Far from being "student-focused" and "student-centered" (as he claimed while interviewing with the Jackson BOE), Webb took no interest in students as individuals; he never involved himself in any activities among the students, schools, families, or the Cheatham County community (which found him to be unapproachable and inaccessible).
-- When a student was bullied, the complaints of bullying were ignored, and the student committed SUICIDE. Tim Webb wasn't even kind enough to offer his condolences to the child's family, yet Webb went to extreme lengths to try to protect himself and the schools from any hint of liability.

Disregard for Employees: ignored civil rights complaints, fired teachers and staff on a whim (often disregarding due process rights), childishly settled personal vendettas by firing people (via mailed termination letters) during his last days as director of schools in Cheatham County.

If Tim Webb is hired, the board will be faced with having to search for a new superintendent in about two years. Once he leaves, others will be faced with picking up the pieces. Consider his most recent record: about two years as commissioner, 18 months in Cheatham County, and then he applied to be a superintendent in Jackson County in December when he had just started a new job as principal at the beginning of this school year. Of course he withdrew his application for that position after wasting the Jackson BOE's time.

The community deserves a superintendent who is willing to make a true commitment to students and the community. But once again, Tim Webb is simply looking for a school system to provide him with a paycheck and a pedestal. If you want an egomaniac who is neither good, honest, or fair, hire Tim Webb.

Regarding a child who committed suicide in Cheatham County due to bullying that was ignored, Webb refused to put bullying on the school board agenda.

Dr. Webb is a good person, he is a leader and has done very well in his career. I applaude him and the other candidetes for even wanting to apply as the Director of schools in Giles County. Cheatham County needed shacking up just as Giles county does. I hope whoever gets this job takes control and gets the district back the way it should be after 10 years of mismanagement.

It really concerns me that this school board felt the need to let TSBA do their job. The money spent could have taken care of "something" needing paid for in this county. Past history or two morons being hired through TSBA should have been indication enough that TSBA isn't that great of an idea. Like everything else in this county political wise the board needs a cleaning out next election. Get some people on their that knows about education and how it works as well as business minded.

No rule against pushing for a Charter again. If there are no term limits on commissioners then there is certainly no limit on the amount of times it can be put on the ballot to be voted. And by the way, many of the "no Charter" votes are disgusted they voted that way. We will see how it goes in the future but it is not going away while our county government is financially raping the tax payers.

NO our taxes have not gone up WHY???? The $15,000,000.00 Hospital Fund that was to be never used is now almost gone; after 8 years of sweet Janet Vanzant and her buddies. Then our taxes will rise to provide the needed $1,500,000.00 additional funding which the county has been spending above the budget amount PER YEAR.

Money mis-allocated by the School system, overtime being paid to salaried department heads, time cards being re-worked to reflect what was paid and not what was worked. Hunter Smith Building being sold for pennies on the dollar what the county spent.

Just to name a few instances.

I don't think your brain processes information logically, so I will try to break it down for you.

Your taxes haven't gone up because all of that money was used to pay the counties bills and provide the necessary services to the citizens.

If that money had been left alone, there would have to be a tax increase. There has never been a post that provided any detail of how the county could cut spending enough to cover the increased costs of doing business.

There is no winning with ignorant people as yourself. If your taxes were raised and the 15 million still existed you wouldn't like it. The money is being spent to prevent a tax increase and you don't like it.

Hanging on to a few issues like the Hunter-Smith Building for the next 10 years isn't a very good argument against the ELECTED officials. Before you start trying to have people burned at the stake, you should look in the mirror and reflect on times you haven't made perfect decisions. Basically, get over yourself.

When the value of your property rises you are responsible for the additional taxes involved. Your property is an investment. Be happy that your property value is on the incline.

The income to the county stayed the same after the new assesment. That is why the rate was changed. It is unlawful for the county to bring in more money due to that process.

It is unlawful to receive more total during a reassessment than before the reassessment but that is not what happened last year. The county actually received more property tax than the year before as a result of the reassessment. The problem with the reassessment was that property was way over valued by the people who came down from Nashville. Drive around and look at all the houses for sale that have been on the market for more than three years.

I do believe using the hospital money is how the county got by without raising taxes. BUT they got use to spending big by having that money.
When the hospital money is gone how high will the taxes have to go to keep up with the spending the county government has been use to.

I guess paying someone else to tell you who to vote for got the monkey off their back, but they should be ashamed of paying that. I'm sure someone on the board could of checked out what that group did. Did the applicants not state in their resume all the things that makes them qualified?
Does any school board member have a high school education or more? I don't know them but it makes them look like not.

I know people that never finished school could of asked the qualification of the people applying for the School Director job and not had to spend the county's money for someone else to.

If you are talking about the ones applying for the director job, I would think all that applied was qualified.

That way you can always count on board members to vote to increase the school budget. It's a beautiful thing. And that my dearies is how business is run in Giles County...usually.

a couple of thoughts after reading the comments to this point:
1-Mr Barrett says he wants a candidate with, "A proven record of real leadership and accomplishments". It is probably difficult to attract such a candidate to our county because of the budget issues and some of the comments found throughout this site on the blogs. Why would someone with what you list as qualifications actually want the job?
2- I am constantly amazed that the people who complain most about politicians and politics are usually the ones wanting to elect a superintendent, which would result in just another politician.
3- we already elect our board member so hold them accountable for the performance of the superintendent. Along with policy and budgeting, it is their only job
4- I do not want the person running our schools to have to consider the next election when making decisions

Just my two cents!

I don't know what Dr. Webb has done in the past and frankly, I don't care. He seems to try his best to do right by the students and staff at Richland. He's out front every morning to greet the kids and has an open-door policy for dealing with issues that arise. So far, he is head and shoulders above the last few administrators Richland has had.

The Giles county position was open in Dec. 2012 so Webb had applied for at least two different positions at the same time. That's no big deal but it does show that he has no long term commitment to giles county.

Okay we agree the article is an old one. He applied was in the finals and then in December when Giles County actually posted he applied here. We also all agree that Webb has not ties to Giles County and no commitments. I do have a question about Webb. Cheatham County said he did away with AP at the high schools. What is AP? Is that honors classes?

This is old news. The male teacher already went to court and lost his license for two years. They said there was no sex involved so there were no criminal charges. It was on WKSR a couple of months ago. The female teacher has not been tried. She is denying charges where the male wanted it to go on to court and get it over with.

Wow - what about some of the positives that Richland has experienced with Dr. Webb since we've had years of inadequate administration. Go spend some time at Richland and see all the positives that are coming out at our games and other activities. We finally feel like we have life again and all you people can do is criticize. Shame on you. I bet if you ask, you will have at least 75% of the parents there agree with the way our school is being handled. Maybe the people on this blog are running a little scared. Scared of what might happen if he were to become Director of Schools! I would be scared too and you know who you are!

I think that JB or Rose Brown would both be good fits. They are lifelong residents of Giles County, products of the Giles County School System, a long time career in Giles County, they were both good teachers, both good administrators and they have both have the best interest of the students and Giles County.
Webb has proven that he does not have Giles County at heart. He was here less than 6 months before he was applying for a job in another county. He said he did not want to be director, he said he wanted to retire in Giles County and then he immidiately applied for director in Madison County, Tennessee. He does not sound like a man of his word to me. People in Cheatham County school sytem have said "you better hope he does not get the job".

As a Giles County native with a child having already graduated from the Giles County School System, I see Dr. Webb as a much needed proactive breath of fresh air. In Cheatham County he did away with AP programs while he implemented a very strong and effective dual enrollment program. Cheatham County students graduated with college credit hours which put them in good standing in their post-secondary educational path. He also supplied most ,if not all, of the students with Kendall e-readers to cut down on the heavy books being hauled home by children while bring their educational system into the 21st century.
He may have moved people around and released people from previously occupied positions, but I am certain those changes were made in the best interest of the students. Most definitely the negative comments posted by Cheatham County personnel are those disgruntled employees with a rather large axe to grind. Their efforts, it would seem, focus on using the gullable gossip forums such as this to transmit their poisonous rants. Perhaps rather than searching for outdated job applications, you all should investigate just why those people were transferred or released. It could prove to be eye-opening for us all.
If you truly wish to do away with the "good ole boy" mentality you must first do away with the good ole boys. Dr. Webb has first hand knowledge of how the state operates and will prove to be a great asset to our county. Common sense dictates we must set our goals higher if we expect to give our students every opportunity for success. I feel certain if you investigate all the positve changes since he took over at Richland, you will be nothing short of impressed.

9:16, I would say that you are not a Giles County resident but a friend of Dr. Webb. I think that perhaps he needs to stay at Richland for a little longer before he takes over as director. We need someone who knows and care about Giles County and can get the moral & confidence of the school employees back. Ap classes are very important for students needing to be challenged. After the students finish the course work they can take a test to get college credit. At one time students in this county took the classes but didn't get advised on the test so didn't get college credit. My child went into college her freshman year as a first semester sophomore due to taking the courses in another county high school. So AP classes are very important. Martin college has instructors to come in and teach at the high for college credit. Dr. Webb needs to be a man of his word and "I'm here to stay" was made to Richland teachers. What happens if he gets director and soon finds greener pastures somewhere else. He has no family here, a life long friend is here but no loyalty to anyone. Good luck to whom ever gets the position, and bless us all.

Talk to people in Cheatham without an axe to grind and learn the truth about Dr. Webb. Graduation rate up almost 8 percent, all athletic fields now have lights, a new soccer field with lights and fence, all new lighting in all buildings, hundreds of new air conditioners, a remodeled central office, ACT scores up, three Reward Schools, TCAP scores up, a large new duel enrollment program at all high schools and many other improvements. His decisions are focused on the welfare and education of children. We couldn't do better.

1:34, Most of the things that you have named have happened here also. Lighting? I think that was a statewide grant offered in the entire state and it is being done here also. Lighting, we have done that. TCAP scores improved, done it. Graduation rate, done it. Remodeled Central Office, no but a new annex. The only exception is Reward Schools. Dual enrollment, we have had a long time. And, we STILL have honors classes which Dr. Webb did away with.

True new lights and AC at Cheatham done with a 5 million dollar grant at .75% interest that will pay for itself. Important part is under leadership of Dr. Webb Cheatham one of only a couple districts in the state to get it. He understands how to construct a budget and get the most out of every tax dollar. He is an experienced proven leader. Where he goes winning follows. The State Race to the Top, teams in Cheatham and look what is happening at Richland. Our children will be the winners if we hire him.

I guess Giles got the same grant because we are replacing our lights too. He was in Cheatham 18 months and at the state level 6 years. His job was not done away with so why did he leave both of these jobs? So now Webb is responsible for the basketball team? Wow he is talented if he can be principal and coach. If he was so great, why did he announce to the Richland staff that he was here to stay and retire here and then turn around and apply for Jackson, Tennessee? Not a man of his work is he?

I thought that Webb only came here because he had been promised a great deal of support for Super, by Mr. Jackson and some of the board members. If he feels the need to go elsewhere it might be a good idea if he takes his little boat there. We really do not need another Super. without a realistic knowledge of the school situation here and what needs to be done before he gets his feet wet.

J. B. Smith is probably the best qualified of those chosen to date. When I first met Mr. Smith about 25 years ago I would not have made that statement, but I have watched him become set in good educational practices. After having worked with him on county wide school committees I have found him dedicated to the best for his students and well as those students at other schools in Giles County.

It is time that we have a local Super who has been through the system as a student, as a teacher and as a principal.

Am I the only one who thinks racism? We had two qualified applicants who just happened to be black and the board thought neither was good enough for the board. Apparently Storey and Bryant wanted anyone but the locals. So tired of Storey trying to run the show. When one of the board members ask the chair a question Storey answers. He cannot shut up! He has to be the star. He says more during a meeting than all the others combined.

Why does someone always have to cry racism anytime a non-black beats out a black in anything? I get so tired of all this whining.
My personal choice would have been Mr. Smith for the job, but it was NOT my decision. Does that make me a racist because I didn't favor one of the white candidates? NO!
By the way, I am Caucasian.

I am not twisting anything. It is what I said. I just think that the two people from here were well qualified, we knew what kind of people they were and we have no idea what the other two are. Yes, Webb has been here for this school year and since he wanted the directorship all along he has been nothing but great. Time will tell what we are getting.

I would also love to see Webb succeed but the people who come here have a tendancy to fail and bring us down with them. They no nothing of our economy. They do not realize that we are a very rural poor county who has a ton of unemployeement and we cannot afford the changes that they seem to think we need. At the this time next year lets see who is talking how great he is for us.

The problem is that when we hire someone who does not live in Giles County they do not care about the long term effects because as soon as they leave the job they leave Giles County. Have you noticed David Little or Tee Jackson hanging around after they resigned from director. They have not been seen since. If you have to live here and face the people who live here it makes a difference as to what kind of job you do and how it effects the people who are your neighbors. I pray to God that Webb will do a good job.

The commissioners could keep Dr. Webb from breaking Giles county like some have said he did Cheatham. I don't know he did break Cheatham county. Gossip is cheap and goes around.

Only trouble is the commissioner don't know how to say no to spending.
