Requested Post From Mr. David Rackley
Below is the e-mail Mr. Rackley sent to me that he reported as being unable to post it on the blog. There was also a video but was such poor quality that nothing could be done with it. I believe that the point of the video was to show his efforts in trying to post this statement on the blog. Since there was no sound and the recording showed nothing but a blurred image I hope this will be acceptable. The video remains on You Tube if you want to look at it.
As I have stated numerous times if you have a topic that you want please send it to me and I will gladly post it. Individuals can not post a topic from their computer but can post comments including any scanned material they choose.

The term "continually" as used in your comment leaves me rather puzzled as I fail to know of any continual request from me. I have asked about several items and have included the checks relating to those questions, most of those questions have either been ignored or answers offered that were not clearly related.
It does seem odd that you say you have not been through "all" my post and responses yet you posted on each of the threads where questions were asked. If you did not read the questions how could you respond?
You state that four times you have addressed the issue of a check made out to Brenda Speer and that "it was an accidental withdrawal from Brenda Speers account instead of EDC's for Dan's insurance". This raises far more questions than it answers. How could there have been a mistake of withdrawing money from her personal or business account instead of EDC's, does the EDC maintain her accounts, does she maintain the EDC account? How is it possible that two separate accounts maintained by two separate people in two separate offices could be mixed up to the point where the account of an individual could have a check for $874.13 withdrawn from it?
Now it also occurs to me that, as I understand it, EDC policy requires that any checks over $500.00 must be signed by both you and Mr. Speer. Did you and Mr. Speer both sign the check from Mrs. Speer's account to pay the insurance which later was reimbursed to Mrs. Speer? Does that seem reasonable to you?
Other than why people who are not supposed to be compensated by taxpayers for serving on the Board but actually are being compensated each month, is this. What happens to the food that is left over from the EDC luncheons? Are those left overs being given to any needy group in the county or is the leftovers taken home with members or used to feed PES employees?
There are a number of questions that you have failed to answer or even address, they remain posted on this blog and your answers would be appreciated. I understand that the state requires an open records policy so that is nothing extra on your part, your answers would however show a sincerity toward that openness.
You state that, "the last time anyone requested a detailed income and expense statement was May 2012". You are as wrong about that as you are about me receiving any information from your office through Mrs. Proud. There was a request made in June 2012 from Mrs Laviana whom you publicly and harshly criticized in July of that year.
You make the statement that you "have no intentions of responding to anonymous attacks on you". Let me just say, that I have made no personal attacks against you in any form. All that I post has my name attached and the reason for any criticism I may post. I have no concern for what your family does or doesn't do they are private citizens. The one thing I will say about them is that of those I have met they have been extremely nice and thoughtful.

Sorry but I could not copy and paste your e-mail. I printed a copy then scanned it into Picasa and posted it. There should be no problem with reading it as posted. That is the largest font available for this type posting.
Why can you not cut and paste it? Do you need it in a different format? I'm not worried about reading it. I want you to attempt to cut and paste my text into this blog exactly as typed, just as I did to determine if you are deleting it or if the system is deleting it. If so WHY? I don't think I'm asking too much of you!

Why am I so confused with Rackley's answers. I think it's time the real Mayor step up and put somebody else on the EDC somebody that ain't a yes man or has such thin skin that he thinks he is above questioning.

Do you consider it grief to be asked to explain how so much tax money is being spent by the EDC?
The only thing I am interested in is getting some straight answers for the taxpayers of this county. Do you consider those spending the tax dollars to be above questioning, that's the same attitude many have about questioning obama, clinton, holder and a bunch of IRS agents about such things as Benghazi, Fast and Furious, State Department scandals, IRS scandals, muslim infiltration of the federal government, etc, etc.

I believe you just have difficulty defining words, with the exception of "if" of course. You can put words like "question" and "attack" in your browser and it will take you to the definitions of those words. You do not even have to own a dictionary, which many of us can see you obviously do not.

In the past someone said to vote on the charter cost the county around $100,000. I don't know who posted it and don't care. It was on the blog.
It could of been it will cost $100,000 hoping to kept them from getting it up.
For those of you who claim that the proposed County Home Rule Charter effort cost Giles County $100,000.00 your facts are incorrect.
The Charter Commission spent approximately $6,500.00 preparing and publishing the Charter. The majority of that cost went to Holley Publishing to print 3,000 copies that were distributed throughout the community.
The Election Commission, by Tennessee Law, was required to publish the proposed Charter, in a local newspaper, prior to the election. That effort cost around $3,000.00.
The total cost was less than $10,000.00. Just in case you believe that the people serving as the Charter Commission were compensated for their efforts; no they were not. By Tennessee Law the Charter Commission could have spent up to $50,000.00 but they decided to show that this effort could be done on a volunteer basis at little cost to the taxpayers.

Compared to the overtime paid to salaried employees and time cards backdated, or the Hunter Smith Building, or the missing 2.7 million dollars that is missing but not missing, we just can't find it, but it's not missing. $6000 dollars is nothing to see what the voters want. The majority did not want a charter this go around but it was worth the cost to ask the voters.
Don't forget the $9,400,000.00 the County has spent from the Hospital Fund that was never to be used.
Also the County Government is very forgetful about the $6,500,000.00 which was the surplus of the General Fund in 2003. So taking that all into account the County has spent about $15,900,000.00 more than it took in over the past 10 years. That's only $1,590,000.00 per year.
Is that a bit more than $10,000.00 spent on the Charter that was defeated by lies and misinformation spread by certain Commissioners and the County Executive??
However, the supporters of Janet Parker Vanzant don't want to discuss these financial facts.

The only thing I saw was someone talking about a pet donkey being overweight. It was deleted along with a bunch of other when I checked the blog this morning. Someone must have gotten really nasty because Barrett left the first ones up for a day or two.

The difference is that I asked the individual if he was stupid or not based on what he was saying. I realize that I probably shouldn't have asked, but it just seemed to beg an answer I never got. More importantly, I addressed that question to an anonymous writer whereas Barrett made a thread that asked if it was true that Terry Harwell had a sex change operation. He targeted a specific person by name...that's the most glaring difference.
I believe Barrett knew that there would be talk, speculation and what have you about Terry because of that thread, and therein lies the deviousness and meanness we saw in that thread. I don't think that is arguable.
