The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Most of the changes have already been discussed on other threads. It's a little late now. The latest change is that Elkton has gotten Donna Cobb as the principal.

Danny Hickman out as transportation supervisor. Pam Ogden out as Special Ed director. Braden out as Assistant Director. Gonzales out as Principal of Elkton. Alternative School closed. Two principals at GCHS to get different assignments. Shirey to become person in charge of transportation and maintenance. Janice Franklin named principal of Richland. Micah Landers to become Assistant principal at Richland. More to come....

There is a big difference in ready to retire and forced to retire. A school employee can retire after 30 years so basically most teachers can retire in early to mid 50's. Most are not ready at that age. Wanting to retire and being shown the door are two different things.

It's not necessarily the fact that these people were let go, it's the way it was done. It takes months to get your retirement set up from the school system and most of these were told with merely days left for them to actually be employed. If they put in the years to be able to retire they should have earned enough respect to be told with adequate time to get their retirement in order-especially if they aren't old enough to draw Medicare!
We (people who do not work in the school system) and from what I understand even those that do work for the BOE still don’t know who all was let go. How do we know that is all that is going to be let go? Why does it seem everything is so hush hush? Most of the changes I know are because I read it here on this blog or by word of mouth. Odgen and the contract employees were reported about through the local news, why no one else? Who will be doing what and what new face will be in the necessary positions? Any answers to these questions would be much appreciated.
And about those who feel the need to trash talk-they need to be ignored and maybe they will go away! It seems it’s only done intending to stray away from the subject at hand.

The changes today find Mrs. Swinford being placed in a first grade position at PES. Jennifer Hood, Mike and Cindy's daughter will be working at Southside. Cindy Young is Manager of Instruction. What? Tell me she knows more than some of the people she will supposedly have supervision over this year. What a ....... joke! Has Mr. Shirey ever bought tires and axles for a bus? Where is Webb? He in not in the office. Oh yeah, you have to make an appointment to see him. It's like walking on eggs shells to see who is next to depart. Much more and there won't be anyone who will want to work in this system. For those who think that good moves are being made. Look at it this way. If you don't know how to dance, someone claiming they can dance looks like they know what they're doing. Enough.

Cindy Young is Manager of Instruction???!!? With zero experience being a principal and only one year being a supervisor? I have nothing against her or anyone else personaly but if you take that out and just look at qualifications. Its hard to see how she can be thought the right person for the job when most of the others who have more experience and knowledge in being a leader. I don't have to deal with her much but most of the teachers in my school cringe when they see her coming because she wants everyone to do things and teach only the way she wants. This is the most shocking news yet. As bad as I hate to say it it is 100% obvious why she got the job and its not because of ability. As for Webb so far I think he has done some good things but I can't agree with this choice at all. there are others more qualified and who would be better at it based on personality only even without that.

She applied for nearly every principal or supervisor job that came open before that and got nothing but not any more. Coincedence? NOT! And no, no hating people going on here at all. Why is there not talk about who the Special Education Director is? The job listing has been taken off of the website and I know many parents of special needs children in the district would like to know who is going to be overseeing their child's education. I can think of a few Special Ed. teachers who would be highly qualified for the position but it seems as though Dr. Webb had the position filled before it was even posted.

As I've stated before, here's what I believe is at the heart of the hatred and resentment we have been seeing here in Giles County for the past few years. I believe there's a small but unhappy group of people here who apparently thought they could take over and run things, and it just didn't happen. At this point, I don't think it ever will, because people have become wise to what they were trying to do. Therein lies the resentment and jealousy. That's too bad, and thank God for smart voters who have proven over and over that we are not nearly as ignorant as suspected.

Cindy has been a supervisor for ONE year. She was just a consulting teacher before that and she only got that because everyone at MHS wanted her gone because she's always meddling in everyone else's business. She has less experience and ability than ANY of the other supervisors. And she spent most of her time this year hanging out in the school's gossiping. Guess all that nice new furniture she got for her office at the start of the year wasn't nice enough to keep her there. Except when her family was there usually doing her work for her.

Where have you been? Cindy has NOT been a supervisor for any number of years. Last year, she was given the job of Sup of Instruction K-6. As the previous poster stated, she begged for leader roles for years and did not get it because we all know her ability..zero!
As for Special Ed, someone already in place has been assigned that role. It's not Braden either.

They did not do right by Danny Hickman. He was pushed out and didn't even know until someone else told him. Dr. Webb didn't even have the wherewithal to man up and tell Danny himself. I think those who are out are lucky to be out. We're going to see a lot of bad things continue to happen to the school system.

If you are unhappy with these people, why don't you contact the school board? Or better yet, why don't you go right up there on the hill and discuss your concerns face-to-face with these individuals? What good does it do to talk badly about them on this blog?
Now, as for the smart voters of Giles County, I thank God for them. And I disagree with your assessment of the people who are running our county. Are you jealous of them? I know some of you are. There's just not enough money around to pay the bills, and that has been no secret.
I don't see how you can make an accusation that those in charge are not looking out for our best interests. If they aren't, then why do the people keep re-electing them? I agree about the personal attacks. You should look at qualifications and job performance only. Cindy is probably the least qualified of the supervisors. Job performance, ask people in the know how often she was "missing" during work hours. Trips to schools for half-hour meetings and she is gone for hours. Ask principles and teachers how often she was in their schools chatting it up and keeping tabs on everything and everyone. Ask how often she spends work time having her family visit at work and sitting around talking on tax payers time and money. Ask what all she said about Webb before he was hired and how the tune changed after he was hired.

I do not have a teaching degree so I would not qualify for her job even if I wanted it which I certanly would not. You have to want something someone else has in order to be jealous. I am just in a place to hear and see what really goes on and you would be surprised. I pay taxes and don't like seeing my tax dollars abused. I tried to limit my statements to the job not the person. The latest news, she has been given her own secretary. Mrs. Braden was number two for years without one and did an amazing job. Such a slap in her face to be replaced by someone unqualified and a lot of people feel that way. Talk to the principles and ask them who really does the work up on the hill.

You guys keep saying elected officials are not spending money wisely. Perhaps true in some instances, but I also know the costs of doing business have skyrocketed. What do you expect them to do? What about counterfeiting some new money? Would that make you happy?

What I don't understand, Dr Webb has come in, presented a balanced budget, saved as many jobs as he could, increased the amount the system is paying for insurance, and y'all are still unhappy. He made changes, get over it. Some people lost there jobs, I understand they were people on 120 day contracts, they didn't need to be there anyway. And finally, he demote a department head who didn't know her but from a hole in the ground. I am happy with what he has done.

I do think he could have informed Danny Hickman about what was happening first.

I think Giles county needed a director who didn't ave friends in Giles county he had to please.

Some things Web has done leaves questions, "Did he really not tell Hickman he was being relieved or fired?"

When people have relatives in a high place it is always thought that help them get what they wanted. I know Cindy Young, enough said there.

Did Bobbie McMasters loose her job or is that a rumor?

Lots of school systems are having to let people go.
When I became of retirement age I retired so a younger person could get a job and think others should too.

I don't disagree. Some of his changes have been very positive and we're long overdue, including some personnel changes. But others have me scratching my head and saying what??? Demoting Debbie Braden and putting Cindy Young in her place? Where other than a alternate universe does that make sense? I have heard rumors that changes for Brown, Mcmasters, Chunn, B. Holt, and Swinford may be next. I don't know if those will be promotion's or demotions. I just don't see change just for the sake of change, especially when it involves good hard working qualified people like some of these. Maybe they will all be good changes, we will see. But Cindy Young as number 2? Yikes. That is really scary.

Fairly sure Braden demotion is true. First move was to replace her with Cindy. Don't know about McMasters being fired, this is first I've heard about that. Wouldn't be a smart move on Webb's part if it's true. She has family and friends in very high places. Though from all accounts she;s never used that to get ahead. Think both of these ladies records speak for themselves.

I don't know about Cindy, but you certainly named one dictator in your post. Bobbie McMasters was the poorest excuse for a principal that Richland ever had, and I was there since day one. Mr. Holt is out as principal....Ann Oaks is Principal at Pulaski Elem. Carol Swinford is taking a 1st grade position (Ms. Laxon retired), Donna Cobb is Principal at Elkton,both high schools revamped so there is one principal and one assistant principal like it used to be, Alternative school shut down, Gonzoles got moved to the Hill, Dr. Ogden released to be replaced by Rose Brown, and a balanced budget without loss of teachers. Granted it's change, and this county is terrified of change, this may be a positive thing for the county.

In considering that, I just came to a conclusion...a Eureka Moment if you will. That guy constantly torments me because he has nothing better to do. Neither McMasters or Holt were fired. Too my understanding she will be in charge of evaluating all the principals and he will be evaluating the teachers. I haven't heard anything official yet, but that's what I was told. I don't know if that would be considered a demotion, maybe a promotion or just a change in assignment.

Don't think Mrs. Young has a new position, just a new office. Curious about McMasters. Anybody have facts on that? Brown was runner up for Director's position. Don't think she would have been puppet for the board. Sounds like that is going to cost her! She has done a good job in current position as far as I can tell. Haven't heard complaints from public. Was new position created for Gonzo? Don't think it was advertised either. Sounds like a lawsuit waiting to happen to me! Just a few random thoughts and questions.

absolutely no one has been fired! Jobs are being moved around. Vacancies have been posted before they were filled. Danny Hickman had the offer to go back to the classroom and he turned that down. It has all been legal. Dictated by the board, more than likely all these moves have been done through the back door by the board. There has been nothing illegal done in any of these moves. More to come? Who knows.

I thought an angency that accepted federal funds had certain guidelines that had to be followed, i.e. job postings, due process for terminations. involuntary transfers, etc. I am just asking, I don't know. Does anyone? I didn't think it had anything to do with the teachers losing the right to negotiate, along with all their other reasonable employment rights. I do wonder what the news is talking about when it speaks of the "powerful" teacher's unions!

Teachers and "teacher unions" have no power at all in Tennessee any longer. The governor and legislature has shown it can hurt anyone who does not vote for them. No one realizes the damage that has been done to the teacher profession in the last two years. No one is going to want to get into teaching with all the losses of rights that have occured.
The problem with what has happened in Giles County is not what was done, but HOW it has been done. The Board is cowardly in the background telling Webb what moves to make. When are they meeting? That is another issue. Much of the hearsay and confusion that has developed is the lack of communication from the director. He is not in the office and when he is, you must make an appointment with him. Take your chances that he makes the appointment. He has already stood people up waiting on him to show up. He somehow forgot he had an appointment after he called for it. Cheatham County all over again (in Giles County). For those of you who don't know exactly what you are talking about, don't get on here and use conjecture. That only hurts the information. Find the truth before you post of guess what's going on in the school system.

I think the school board is responsible for some changes but not all. Everyone knows Cindy Young has been out to get rid of Ogden and Holt for years. She talked about it to anyone who would listen. She don't like Oaks either, so we'll see how long she lasts as principal. Brown should watch her back, she may be next. Cindy has complained to alot of people about how she thinks she don't have enough to do. If you look at other changes, you will see that those being demoted or moved around are all in positions that she applied for but did not get. Jealousy much? If she cant control you you will be gone.Just wait for others. Her goal has always been power and now she has it. If you don't think she is in Webb's ear influencing these changes, just wait to see who else gets the knife in the back. I know some are already feeling it.

Those of you talking about Holt being in charge of all teacher evaluations DO NOT understand the evaluation process. There is NO POSSIBLE WAY Holt or ONE person can evaluate all teachers in the system. The paperwork is OVERWELMING and there is not enough time. (The principals hardly have enough time to evaluate the personnel in their buildings.)

Also, the ONE 'power' ALL TN public school director's have IS to MOVE staff to ANY position that person is qualified for 'for the good of the school system'. Try reading TN Code Annotated about public school directors. If the Director desires and the local BOE disagrees, the Director CAN still transfer personnel....no matter if it is 'involuntary' or not. Any employee with tenure MUST be offered another position when that person is told he/she will no longer have the job they currently have, according to their qualifications. If that person refuses to take the position offered, then that person KNOWS they ARE OUT. And that's the nature of the beast.....

I think Dr. Webb, for the most part, has made some VERY needed changes. Have heard for years the Central Office is 'top heavy'. Well, it just got a 'hair cut'.
Also, Dr. Webb eliminated the SECRET $4,000 principal ANNUAL bonus...THANK YOU! I am SURE most, if not all, teachers and paraprofessionals had NO idea the BOE voted and PASSED last school year. Dr. Webb also reduced the cost of health insurance for BOE employees. THANK YOU!
The jury is still out, but I don't think Dr. Webb is the BOEs puppet or fool enough to let Cindy Young jump when Young calls jack rabbit. Her reputation speaks for itself....I have not heard ONE person speak well of her for years.

It appears many jobs are being combined, as were in the 'old' days. It also seems all 120 hour people have been let go?? If so, the Central Office did get a 'hair cut'. Gosh, it was common talk among BOE employees how 'top heavy' the Central Office has been for years.

As for other counties.....not sure what's up with them. Hard enough to keep up with Giles for the past several years. I do know the other counties HAVE given their BOE employees pay raises over the years and Giles HAS NOT.

6:26 Are you sure Webb got the bonus? It would probably come with the last check of the year and he was already director by then. He did not even know anything about the bonus until he looked at the budget. Give Dr. Webb a chance and maybe next year when things have settled down he can work on raises. You have to give him a chance to prove himself. He came in too late to completely redo the salary schedule. That would have been too much at one time since salaries are such a large part of the budget. He needs to gain the trust of the commission since they are ultimately the ones that hold the purse strings.

The performance bonus for principals has been in place for several years and it was not a secret. I think that was a state option but not sure. 6:26 is right, check records to see what TOTAL salary was for all principals last year. I heard last night that Donna Abernathy will be evaluating middle school teachers, Bill Holt will do the elementary, and Bobbie McMasters will have high school and principals. Can anyone verify that? And yes that Cindy Young is the second in command now. She can't even conduct a inservice without rambling and loosing her train of thought. I sat through enough of them to know. How is she going to be a leader for the schools? It's a shame when good people are treated like nothing and inexperienced people are put in their place. Please pray for our children and our schools!

Not ONLY did principals get a $4,000 bonus, everyone's insurance rates increased (another benefit). MANY THANKS to Dr. Webb for RIGHTING a WRONG!! As for giving Cindy Young a chance...she has ALREADY PROVEN OVER AND OVER her sorry work ethic and PURE LACK of ethics. ANYONE who has worked with her KNOWS it IS the TRUTH!

I've been in several schools in the past few years. I believe we need to give the boot to all that can retire and open up some positions for the younger CROWD. Most of these older, TENURED teachers hobble about, constantly yelling at the kids. What a joke most of them are. Swinford in the first grade? What a waste of a classroom, poor kids.

I have said on here several times that people should not post when they don't know what they are talking about when it comes to the school system. If you "boot out" all those who could retire, with whom would you replace them? In the K-6 area, there are an abundance of applicants. Grades 7-12, the number is very limited. Those grades require people to be highly qualified, meaning that they must have specialized in a subject matter to teach. As it is, there are few science teachers, math teachers, Special Ed teachers, or language arts teachers. Many of the social studies teachers are coaches. That seems to be what is most important, finding coaches. Did you notice many of the jobs that were posted were meant for coaches? Now, what about the test scores? Are the students being taught what needs to be taught by someone who is working on offensive and defensive plays rather than teaching the academics? You say "TENURED teachers hobble about." Give a name to some of those people you see hobbling about. I have seen teachers bust their ass to meet the standards that need to be met. You sit back and comment about something you know nothing of and can do nothing to make better. If you have kids, start working with them at home. That would be a start for you. I get sick of teachers being pissed on because DA people have no idea what they must deal with on a daily basis. Now.

They are so angry when they find out junior is failing but did they bother to show up at the parent teacher conference. The parents that show up for parent teacher conference are usually the parents whose children are doing well in school. Join the PTO and volunteer for anything you can at school. There are web sites for every school so look at them regularly to see what is going on at your child's school. Read something with your child for 20 minutes a day. I know you work and time is limited but let your child read the cookbook to you while you cook, that counts too. It does not have to be a book. Or while you are cooking or cleaning let your child read to you. In the car play word games with them. Get involved and stop complaining!

Yes, teachers did choose their profession. They did choose to enroll in colleges or universities. They did this because they had a desire to help the children and the community. They do not deserve the ridicule from the above mentioned parties, yourself included.

There are those on here complaining how teachers yell at the kids. It's the only time so many of them are ever corrected. There can really be no doubt that "Classroom teachers" get the short end of the stick when it comes to so many different areas. Too many supervisors and others micro-managing. Far too little involvement from family, no home discipline etc, etc. The list is very long and I have been an advocate for the teacher since my children were in school. That doesn't mean that teachers haven't justified some of the criticism against them. Teachers have been far too silent on classroom issues, leaving the ultra liberal unions to focus almost entirely on pay and the liberal agenda. I'll never understand how people allow those who hold vastly different views to represent them.
Respectr is not going top just blow into the classroom one morning it has to be earned and demanded. If you come to school dressed like a slob or slut; if you treat students differently and unequally; if you allow students to like gutter creeps and dress the same without voicing an objection; If students overhear you talking badly about them or other teachers don't expect to be shown much respect. When the student believe you truly care for them and what's best for them they will mostly respond with respect or at least become more open to learning what respect is.
When a supervisor or family member is allowed to disrespect the classroom teacher the students take notice. A person who demands respectful behavior by their words and actions will mostly get it.

If I see someone walk into the bank holding a shotgun would it be hate that caused me to think a robbery is about to occur? If I see a person who has demonstrated a lack of leadership abilities, not just someone who hasn't been tested as a leader, and that person is put into a very high leadership position why is it hate filled to think that person may have problems in that position? It is a shame that she is even considered for these positions with her (weak) husband on the school board. Why can't we let Cindy try herself at this position. BTW, she is NOT the Second in command. Dr. Webb has set the Central Office up like a business. He is the CEO, Cindy is the CIO (Chief Instructional Officer), and Shirey is the COO. Whether people like it or not, the school system is a business, and it some ways it needs to be run as such. Don't misunderstand me, I'm not saying are children should be stamped out like factory dolls, but I am saying that educated children are the product that our school system should be producing, and we need leaders that can help produce the best educated children in the country. The school board is like the Board of Directors of a company, they are going to do what they think is right for the stakeholders of that company. They hired who they think is the best CEO. I don't always agree with the board, but I think they made a good choice this time. I do have a question though, how is the board in collusion with Dr. Webb? He works for the Board. If he doesn't do a good job, they fire him. He has it in his contract, no buyout, 60 days and he is gone. Hopefully he will stay for awhile.

I really like most of the moves that Dr. Webb has made. Our system needed many changes. The one that really concerns me is that Cindy Young is the Chief Instructional Officer. There are two problems with this.
1. She was a poor instructor herself.
2. Her husband is on the school board, and this is sending a bad message.

There are teachers all over the county, not just at PES that have a problem with Cindy Young. She's incompetent in leadership roles, which is proven from the training sessions that she was supposed to be leading. And as far as producing "educated kids", teachers can only do so much without help from parents or caregivers. If guardians aren't making sure homework gets done or checked so that it is done right, how do you expect a child to be "educated"??? If only all parents (yes I'm a parent)would take the time to make sure the child is following up classroom instruction.

The problem here is that so many people who have worked with this woman know of her abilities, work ethic and leadership. So much that has been said is true. Being an instructional leader over people who know so much more than she does only hurts morale. It's like telling a first grader to teach a chemistry class at the high school level.
To remove Braden like she was not able to continue her job in that capacity is also a slap in her face. She may not have wanted the added pressure, but she still deserved more than heading up the HR department. Too much, too soon and not enough thought into the process.

Mrs. Braden was not demoted. Mrs. Braden is doing a lot of what she was already doing! She did not do anything on Common Core or test scores or any of that because that was not her area. She did license and dealt with new hires and etc. The title is the big difference. There is no second in command, no assistant director. Back in the old days we had no assistant director, Jackson did that since he did not want to deal with parents and visitors. Cindy is doing pretty much what she has done in the past, she just changed offices.

You think all Debbie Braden did was work with license and new hires? Unbelieveable. But just for the heck of it, let's say your right. 8:31, you want reasons? What about the other supervisors? Example, Rose Brown and Bobbie McMasters both have more knowledge and experience than Cindy dealing both with instruction and leadership. Both have worked with more grade levels and both have administration experience which Cindy has NEVER had. Even Mr. Jackson wouldn't put her in a principal position! Rose has MANY more years experience at the central office level and has worked with special education and curriculum and common core with the title teachers. Bobbie supervised all grades until last year and worked with common core and test scores and everything that Cindy did plus much more like with the custodians. I've heard presentations from both and Cindy can't hold a candle to either of them. Both of them try to be helpful unlike Cindy who just wants the power. So even if you don't consider Debbie, how on earth did Cindy get promoted over those two? Rose gets double the work dumped on her without the nice new title and Bobbie gets and shipped out of the central office. What reason can you come up with that makes that right? NONE.

Maybe Webb wanted some one that will follow his orders and implement his system the way he wants it. Maybe someone not already trained to doing things a certain way. Maybe in Webb's mind a blank board is easier to work with than erasing all or a portion of some one's previous work.

I will admit that I do not live in Giles County, but I
did graduate for a Giles County school.
Giles County is near and dear to my heart.
I am still concerned about what goes on in my home town as
I hope to someday return.

After reading all this thread, it prompted me to do some
research. Here is what I found.

According to the information on the 2001-2012 school
year, Giles County schools are ranked 313 of 353
(the bottom 26%),
Giles County High is 211 of 314,
Richland High is 227 of 314,
Southside is 758 of 954,
Minor Hill is 519 of 954,
Elkton is 636 of 954,
Richland Elementary is 500 of 954,
and Bridgeforth is 226 of 306.

As an educator myself, this is not where I want to find
my school or my students. I am not saying that
the changes are the right one, but it appears to me
that something needed to be done. Giles County is
better than this. We need to get out of the cellar.
By the way Lawrence County High is 77 of 314.
I never liked being behind Lawrenceburg.

From the outside looking in, give your administrators
your full support. Be willing to make changes as it is
clear changes are needed, and put the kids first. It is
really all about them anyway. We would not have a job
or a future without them.

I would say that a doctor wrote the prescription for it. I don't agree with him most of the time but I don't think he is crooked just very opinionated and on the opposite side from me most of the time.
