Why does it take over two months to make an appointment with the City Attorney and City Manager?
In the November County Legislative Meeting on Monday the County Attorney stated that she had been trying for over two months to set up a meeting with the City Attorney and City Manager in order to discuss the situation of Airport funding. It seems that what was thought to be an interlocal agreement never was agreed to by the city but the requirements for the county to pay large amounts for the airport each year just goes on and on without any input from the county. There is no airport committee where county officials are members and no financial accounting to the county for expenditures. Some might say, "that ain't no way to run a railroad" and many are now openly stating that it isn't any way to run an airport either.

Monday's meeting was of the full commission. The Giles County Commission's Legislative Committee is a separate body. If you're going to talk about a group you should get its name right. Also, "city attorney," "county attorney," and "city manager" aren't capitalized unless they are followed by the person's name. Examples of correct usage are "the city manager is here" and "City Manager John Smith is here." Airport is also not capitalized unless you're talking about a specific airport. Abernathy Field Airport is capitalized. By itself, plain old airport is not.
Thanks for the lesson in grammar. I was using capitols to draw attention to the words. Sorry if my weakness in grammar bothered you more than the fact of taking over two months to get an appointment.
As for the comment about the county legislative committee I said nothing about it. What I referred to was the County Legislative Body which is the only official name by which commissioners as a group are identified. Perhaps if you spent as much time reading and researching as you do looking to criticize me you would not appear
nearly so foolish.

If you would like to draw attention to words there's this wonderful thing called italics. That's the correct way to emphasize something. Just FYI: capital letters has an a in it. A capitol is a building.
Perhaps if you spent more time reading and researching, your blog wouldn't be filled with so many grammatical errors or run-on sentences. Your post about the "conflict of interest" statement is so riddled with run on sentences that it's almost completely unreadable. Inserting a space or two between paragraphs is another handy way to make your blog appear neater.
A little proofreading can go a long way in getting your point across.

Please tell me what was the thing I reported that was untrue. Did Paul Manke lie and print untruths because he reported the same thing I did about what happened in the Legislative meeting? Everyone in the room heard the statements from each speaker and it was incredibly clear that Mrs. Henson stated twice that she had been trying for two months to get an appointment with Mr. Hoover and Mr. Harrison.
I did not attempt to get the city's side of the issue because the problem clearly did not rest with them.

Here is a list of people that were present in the Election Commission Meeting tonight; In addition to Mrs. Bassham and four members of the Election Commission, Terry Harwell, Tommy Watkins, Paul Manke, the reporter for WKSR. Mrs. Henson, Mrs. Jones, the county democrat chairwoman, Michael Sullivan, a deputy sheriff and myself. I hope I didn’t overlook anyone. Anyone of those people can tell you what happened with much more accuracy than your unidentified gossiper.
At no time did the deputy move from his position at the door nor did anyone move from their seats. Mr. Rackley, in response to me seeking to ask a question, after several others were allowed to ask questions, stated, “I will come over there and throw you out of this room”. I simply responded that I wasn’t one of the ladies he had just bullied and I would like to see him try throwing me out. When he saw I wasn’t as easily bullied as the ladies there he allowed me to ask my question. It was answered very appropriately by Mrs. Basham and the meeting was adjourned. Now, if someone actually, and I doubt there was, told you something different they are very simply a liar. If you refuse to identify that person then that only supports my claim that they are a liar. While I am sure this will not change the mind of a person who acknowledges that they prefer gossip to facts, nonetheless these are the facts.

What did Barrett get wrong? The paper reported the same thing he did. There was no need to get anything from the city if all the problem was with the county attorney. I understand now that the appointment has been made and they will meet next week. Looks like it just took a little pressure to get the ball rolling.
It doesn't take very much intelligence to have such a limited vocabulary 8:41. Calling people names while ignoring the fact that those names don't fit makes you look really stupid. You still haven't told what Barrett did that was wrong. Guess you're just all mouth and nothing else.
If things happened the way Mr. Barrett described I say very good Mr. Barrett. I have seen the way Rackley tries to bully people and threatens them. He was that way in school and nothing has changed after all these years. One of the people that was there is a friend of mine and I will ask them about what happened when I get off work this afternoon. Knowing David I doubt I'll hear anything different than what Mr. Barrett described.

On Wednesday, we opened the floor up for discussion on the issue of the Republican Primary. Several individuals spoke. You did not indicate you wanted to speak during this time. A motion was made and seconded to accept the letters submitted. (4 different votes 2 Republican, 2 Democratic
letters) These motion passed unanimously. When I asked if there was anymore business, there was no response from any commissioner. I stated, “if there is no further business I will entertain a motion to adjourn”.
That, Mr. Barrett is when you interrupted and stated you had a question. I told you the meeting was over and you were out of order. You demanded to speak. It was at that point I told you I would allow you to speak but if you attempted to target someone like you did at the last meeting (with Mr. Harwell) I would “call you out of order and through you out of here”.

Mr. Barrett, you were out of order! We had already allowed for public comment and had already voted on all of our motions. The floor was no longer open for comments from the public, but I allowed you to speak anyway.
You also attempted to interrupt the November 5, 2013 meeting after a vote was taken but were not allowed to do so.

What did your friend say? I already know what went on at that meeting but would really like to hear what your friend had to say. There was a disruption, and your friend and I know who started it.
My friend was sitting a few seats from Mr. Barrett near the end of the meeting Mr. Barrett raised his hand to ask a question and David either didn't see him or ignored him and immediately called the meeting over. That was when Mr. Barrett said I have a question and David said the meeting was over and Me. Barrett said it had not been voted on and that's when David threatened to throw him out. My friend said it was actually more funny than anything else. He did add that the way David acted to Mrs. Jones in the meeting and after the meeting was just terrible.

Hey Rackley, how exactly do you "through" someone out? How sad! This is a prime example of our ignorance in leadership here in Giles County. This was not a typo! He actually meant "throw." Kind of hard to confuse the two in my humble opinion! The time is here for new leadership in our beloved county, and I am not talking about Barrett's minions. We need people in office who think outside of the box. Most of these free thinkers will not get a second look due to the number one question in this county. What is this question I type of? Well, it looks like Rackley may have pulled an Obama with the website recording. I went to the website he put in his statement and guess what, it took me straight to the business website for Rackley Technologies LLC. Could it be that ole Dave is using the county name to direct people to his business? Naw he wouldn't be that low would he, but then there is that website leading from the county to his personal business site. Can't wait to see how he explains that but I guess it'll be Barrett's doing. Sort of like obama blames everything on Bush.
This is how I see it, Rackley is an established business man with a record of creating jobs and wealth. No person on earth is perfect. I would suspect that he says and does things improperly at times. I will not hold that against him.
Barrett, on the other hand, is a troublemaker and is known to all as being such. He has lied numerous times on this blog, and has been called out for it.

I totally agree.
I've posted multiple incidents of his lies and even went back a couple of years to cut and paste his own remarks showing it. Ignore that if you will, but don't say it wasn't posted.
Barrett's problem is that he presumes the rules do not apply to him. A meeting is open to public comments and he chooses to remain silent. Where's the fun in that?
Then, once action is taken and the meeting is approaching an end, he wants to interject something to disrupt the meeting. Now, there's the fun.
Rackley was more gracious than I would have been by permitting him to step into the limelight outside the agenda of the meeting. Barrett just loves hearing that he is out of order.
That actually is sad. If he has a contribution to make then he should not be afraid to make it when the opportunity is presented for comments from the public. Perhaps he truly could contribute. Though he obviously hates it, he is not an elected official and needs to stop being an impediment when such officials are in the midst of doing their work after giving the public ample opportunity to be heard.

Some of you people are not reading what Mr. Rackley said. The meeting was not closed. Mr. Rackley said he asked for a motion to close. There is a big difference between the two. You might want to read his post before you hit the key board.

It's truly sad that you continue to conduct yourself as you do. Looks like you would be able to see that. I think you have some fairly good ideas at times, but those thoughts seem lost in the frenzy of pointing fingers, calling names, disruption of meetings, etcetera.
As things are right now, I can't imagine your ever getting elected to anything, So, here is a suggestion for you. Make an apology to the people of Giles County and then ask people like David Rackley and others you have given a hard time to endorse your candidacy for an office? Again, you have some good ideas, but you turn people off by the way you present them.
As some one who has read the local news, as well as this blog, interacted with the local governments, and witnessed the abuse of citizens who they do not wish to honor their rights is appalling. Mr. Rackley's continued actions concerning the EDC and the election committee should be brought to light and the mainstream news sure will not do it. If anything people like you should thank Barrett instead of lying about him and be working to get Rackley and his buddies like Harwell and company completely out of our government.
The way the EDC and Industrial Development Board conspired to fleece the tax payers into paying a mortgage on a note with no property attached to it so they could pay the legal expenses necessary because of their bullying actions. The same way they feel they can bully certain citizens who they feel should have no rights. Why did Mr. Rackley and company keep the lawsuit that was filed in December of last year out of the paper and news until after Mr. Rackley's re-appointment to the EDC.
I am glad Barrett is here and if any one needs to apologize to any one it is you for you ignorant statements along with Rackley, Harwell and others who act as they do in their positions. They should not have to be reminded they serve all tax payers not just the ones favorable in their eyes.

Well I am extremely sorry the misuse of a word has caused so much uproar. Wednesday, Thursday and Friday of this week I have probably spent a total
of 2 hours on my own business. The rest has been community service work that doesn't pay one red cent; Workforce Development Committee, Election
Commission and Economic Development. I typed my response to Mr. Barrett early on Thursday morning then was in meetings and on the road most of the
day. I asked a young lady to listen to the recordings and transcribecertain parts because I knew I would not have time to do so.She did and filled in the blanks of my response for me. She read it to me
over the telephone and I said, post it and sign my name to it. I am sorry I didn't visually see this and proof read it, but I take full credit. Yes
I am a product of the Giles County School system and damn proud of it. I make no claims whatsoever to being perfect. Yes, English and grammar were
not my top skills but math, science and technology were. I don't claim to be an eloquent public speaker or anything close to it. But I'm not scared
to stand up and work for what I believe in and care for.
For those of you that want to constantly criticize us that do devote considerable time for public service, post your names and I'm confident we
could find a committee for you to serve on so you could also donate some time and efforts to the betterment of Pulaski and Giles County.

Try again? David you have fought to stay on those boards which you say you serve the public. At the same time you think every one should pat you on the back for standing up for what you think is right but then you act like a baby and attack others from your position who stand up for what they believe.
Your company and you benefit from the positions you fight to stay in because you know the benefits, like free advertising through the government websites, you just can't buy. Mr. Rackley with the way you and the rest of the good ole boys run Giles County, it would be a waist of someones time to volunteer for one of your committees. All that person would do is be banging his head against the wall. With the standing of Giles County educational system in the state, which is rated in the bottom of the country, I would not be bragging that I attended school here.
It’s rather hard to know just where to start when there is so much that needs to be said about a situation. Should I start with the fact that I sat quietly with my hand up waiting to be recognized while Mr. Rackley continued to ignore my silent request to be recognized? Perhaps I should start with the harsh questioning by Mr. Rackley of the two women he had so abusively verbally attacked? Maybe I should start with the recording that Mr. Rackley stated was posted on the “Election Commission website”? Well, let’s take the issues in order of Mr. Rackley’s claims.
Yes, I do have the 17:43 minute recording of the meeting and I have every intention of sending a copy to the State Election Commission with a complaint of your behavior.
You claim to have posted “your” copy of your recording on the “Election Commission website”. Isn’t it rather odd that the Giles County Election Commission doesn’t even have a website and that the address of the site you posted http://www.gilescounty-tn.us takes you straight to, “Rackley Technologies, LLC” your personal business website? Another poster asked basically are you using the county name to direct business to yourself? Why would the recording be posted on what you identified as a county site but actually one that re-directs traffic to your personal business site? Oh, but the recording can’t be found there either, only information about your business Rackley Technologies, LLC.
I agree that you allowed public discourse about the letters that had been presented. You allowed the democratic chairwoman to make untrue claims against the Republican State Committee member. You said nothing when she so aggressively and sarcastically accused him and the local Republican Committee of breaking rules when holding meetings. You said nothing to lighten her attack which ended only after she actually read her own correspondence proving she was wrong, that correspondence is what caused her to meekly retreat from her more aggressive attack which you not only allowed but seemed to endorse. I did not seek to speak at that time because my question was not about the letters being discussed.
I quietly listened as you bitterly chastised Mrs. Jones and Mrs. Guthrie with comments like, “I’m gonna put you on notice” “I know what you said in your E-mail to the state Republican Offices is not true”; “the Republican party is weak because of no leadership”, both ladies are Executive Board Members.
The letters were accepted and I immediately raised my hand for a question and Mr. Rackley ignored me choosing instead to announce that the meeting was adjourned.

(Now if the meeting had been adjourned how could anyone be called out of order and if I was out of order obviously the meeting could not have been adjourned.)

Rackley: “You’re out of order I’ve closed the meeting”.
Barrett: “I have a question and it has not been voted on that the meeting be adjourned. Don’t bully me like you did her, I’m not a girl”.
Rackley: I’ll let you speak but if you open your mouth and try to target someone like you did last time I’ll call you out of order and throw you out of here, is that clear”.
Barrett: Try it, Try it I’m not a lady so try it buddy”.
With Mr. Rackley now quiet I asked Mrs. Bassham about the primary election and how many voting places would have to be open. Mrs. Bassham answered graciously and that was the end of that. The meeting was actually adjourned with a motion a second and a vote to adjourn.
What Mr. Rackley refers to as me “targeting” a person is the fact that after Mr. Terry Hawell had addressed the 5 Nov. meeting with instructions for how the Republican Party should conduct their Executive Board Meetings, I asked if he was there as a Commissioner, a county employee, a democratic representative or a private citizen. He responded with who said I was a democrat to which I replied are you ashamed to admit it. He then challenged “who says I’m a democrat”. I replied simply “I did”. That was the end of the discussion, which by the way, began on my time as the recognized speaker, not Mr. Harwell.
Now as for Mr. Rackley’s reference to Robert’s Rules of Order I would remind him that at no time was there an official time or period designated for public input. The decision to adjourn a meeting is not the privilege of the chairman alone it requires a motion by someone other than the chairman, a second and a majority vote before a meeting is officially adjourned. As for disruptions and interruptions I would suggest they could be completely eliminated simply by applying the same rules to everyone equally and by not selectively applying only rules that are personally convenient.
As for Mr. Rackley’s final threat, “I will have you removed from the meeting” seems a much more reasonable threat than, “I will throw you out of here”. I suppose he realized that work may be a bit over his pay grade.
So sad.

As you have previously mentioned Robert’s Rules of Order I would refer you to rule 21 on adjourning meetings. Specifically that part pertaining to the requirement that to adjourn a meeting requires a specific motion from a member other than the chair, it then must be seconded and a vote held of the full committee.
Simply because the chair states that the meeting is adjourned does not adjourn the meeting. I patiently waited with my hand raised to be recognized and only spoke out when you refused to acknowledge my request and tried to close the meeting. My question was not directly involved with the request for a primary and therefore I did not feel it appropriate to ask it before the primary matter was settled. I admit that I reacted strongly to your rejection as I was already somewhat irritated by your abusive treatment of two female members of the republican executive committee while being overly patient with the democrat chair as she fraudulently accused the state republican representative of not knowing the rules of his party, then had to admit she was wrong.
In response to your comment of not being scared of me, I never suggested that you might be or that you have any reason to be. Today’s my 69th birthday; I have had triple heart by-pass surgery, major surgery on my shoulders, and legs and have a variety of medical aliments. I have no desire to be your enemy but do not be mistaken, I will not be treated differently from others in a meeting nor will I be intimidated. Barrett said he specifically and purposely did not have his hand up during the public hearing. Once the public hearing concluded, the meeting resumed. The public may participate in a public hearing. They may not during the business portion of the meeting.

There was no designated time announced for public input and there was no designated time when there was no public input to be heard. I had heard the police lost the tape which shouldn't of happen if that is true. Loosing evidence should be illegal.
I never heard or read Barrett say he made a copy of the video. The original was turned into the police and they took it and left it at Martin College to have a copy made. Apparently the original was never returned or has been seen since.
My question is why does our police not handle evidence more securely? I thought there were laws about destroying evidence. Maybe only when they are convenient?
